The Project Scope Statement
The private university which is going to be established in Gampaha District has following
objectives.
1. Granting 500 number of management degrees holders produced per year.
2. 500 number of accounting and financial management degree holders.
3. 350 No. of Art degrees.
4. 400 No of Master of Business Management degree holders per year.
The Selection of the Locations
The project is planning to expand the university educations such as under graduate and
post graduate) to the local and foreign students who have not been able to qualify for
their national universities of their owned countries. Further these under graduate and the
post graduate degrees are offered to the students with affordable fee including affordable
accommodations and foods.
This university is accepted to establish in Gampaha main city and one and half kilo
meters to Colombo kandy road and two kilo meters to Gampaha main station. Further it is
very close to Katunayake International Airport. The closure of Katunayake Airport will
be more attractive to the foreign students.
Further the extent of the site is five acre land and all required facilities such as low price
accommodations, students safety and the easy access, are available.
Therefore this university is more attractive for all students mainly due to lack of
congestions as in the Colombo District.
The Deliverable Characteristics
The lecture are expected to deliver using new sophisticated technologies such as,
1. Lecture room discussions by Professors and senior lecturers using computer
technologies such as power point presentations
2. Tele lectures conducted by highly recognized professors of universities in
England and Australia.
3. Video conferencing with professors in Sri Lanka national universities such as
University of Sri Jayewardanapura, University of Colombo with relevant to the
management, economics and marketing.
4. Conducting visiting lectures by highly recognized professionals in the industry.
5. One year full time practical training in the relevant industry.
Acceptance Criteria By the Users.
As the university will be providing the students with theoretical as well as the practical
industry exposure, our students are capable enough to readily accept the industry jobs.
Further as the reputed industry professionals provide the visiting lectures, the employers
of the industry and the world wide will understand the capabilities and the employability
of these graduates.
The all students will have the sufficient language skills as all lectures are conducted in
English.
Contribution to the economy.
The university is of the opinion that all the students who obtain undergraduate and post
graduate degrees will be employable and,
1. The students will provide their services to the nation’s development as the whole
world.
2. The foreign students we recruit will bring the country the foreign exchange
3. Business Opportunities
After four years’ time, the university keep approximately 7000 students in the university,
the villagers around Gampaha will generate alternative job opportunities by providing
foods, lodging and transporting facilities to them.
Project Boundaries
The project boundaries can be defined as follows.
1. The total of 1,750 students per year will be provided degree awards.
2. Ten lecture rooms with sophisticated technologies are employed fulltime.
Constraints
The following constrains are available.
1. University Grant Commission approval
2. Qualified panel of lecturers recruitment
3. Recruitment of Industry Experts.
4. BOI Approval
5. Environmental Authority approval
6. Recruitment of foreign students
7. Recruitment of local students
8. Finding initial capital requirement
Assumptions
We expect all necessary approvals will be received promptly and current climate will be
prevailing as there is no natural or artificial disturbances to affect the smooth process of
establishing the university.
Milestone.
The following milestones are projected.
1. 1st of October 2013, initial application to the UGC for Approval.
2. 1st of November 2013, construction work started.
3. 1st of January 2014, lecturer recruitments
4. 1st of March 2014, administration staff recruitment.
5. 1st of March, advertisement for the local and foreign students recruitment
6. 15th of March, students selections
7. 1st of April, completion of all construction works and installation of all equipment
for lecture halls and students’ accommodations.
8. 1st of May, inaugurate opening of the university with the guest of honour of H.E.
President with all other diplomatic of the foreign embassies.
Initial Project Risk.
The future uncertainty of the project is the risk associated with the project. The following
risk areas of the project have to be considered for the project implementation.
1. Acceptability by the students and parents
The students of Sri Lanka still believe the government universities for their educations.
They thing that the education level of the private universities in Sri Lanka not yet upto
the acceptable level. Further most of the government jobs are offered to the graduate
passed out by the Government national universities and private sector companies accept
the graduate from foreign universities. Therefore there is a risk of accepting the graduates
produced by this university from the industry such as government sector and the private
sector.
2. Environmental Certificates.
The area of the university premises is situated in a highly residential area with
agricultural back ground; the waste management will be a big issue. As the oya which
used for drinking water and agricultural lands are surrounded by the environmental
authorities may be reluctant to issue the relevant certificates.
3. Acceptance for affiliation from foreign universities.
As the Sri Lankan government universities will not be issued affiliations to these
universities, we have to seek affiliations from the foreign universities. The risk here is
whether such universities will be affiliated by us as their recognized graduate centers.
4. Approval From the University Grant Commission
Due to the political parties, general public and the students of the national universities
will pressurize the government to stop the privatization of the state educations; there is a
risk of not giving the approval from the UGC of Sri Lanka.

The following cost estimates are projected to meet the project cost until the university
starts earning income from students’ recruitment.

The Approval requirements
The following approvals are necessary to obtained for implementation of the project.
1. The Environment Authorities.
2. Unban Council
3. PHI approval
4. UGC approval
5. BOI approval
Management Configuration
The management is done by the Board of directors which is consisting of five members
of which one will be appointed by the vote of the each shareholder as the chairman. A
Vice Chancellor will be appointed to the university from a reputed Professor in Sri Lanka
and the two faculties such as Management and the Economics will also be headed by the
Professors and they are responsible for all academic and nonacademic administration
activities.
