SCOPE OF WORK- SUPPLY OF IT HARDWARE AND SOFTWARE LICENCES
OF NAVY IT SYSTEMS / SERVERS
1. The selected bidders have to supply, install and commission the items being
procured as per the proposed layout at INS Valsura, Jamnagar, Gujarat-361150.
2. The preparation of venue, provisioning of power supply sockets, electrical
cabling and Air Conditioning will be undertaken by Indian Navy. The bidders will
have to install the IT Hardware at the designated location at INS Valsura including
configuration of Virtualisation and installation of contracted software.
3. The Technical specifications mentioned as per Appendix ‘C’ are to be
considered as minimum specifications required.
4. The Warranty for all IT Hardware and service support for all software products
in the tender will be three years (comprehensive warranty). Software Assurance is
only required where specifically mentioned in the tender document. No changes in
tender can be made at this stage.
4. The proposed layout of the installation is as follows:-

SERVER STORAGE DEVICE- STORAGE AREA NETWORK (SAN)
Operating System & Clustering Support
1. The storage array should support industry-leading Operating System platforms including: Windows Server 2008 R2, Windows 2012.
2. Offered Storage Shall support all above operating systems in Clustering.
Capacity & Scalability
1. The Storage Array shall be offered with minimum 3TB usable Capacity with 7.2/15k SATA/SAS drives
2. Storage shall be scalable to minimum of 50 number of drives or greater than 25TB using 300GB SAS drives.
Controller
The storage array should support dual, redundant, hot-pluggable, active-active array controllers for high performance and reliability

Cache
1. Offered Storage Array shall be given with Minimum of 2GB cache per controller in a single unit after removing the operating system overhead.
2. Cache shall be backed up in case of power failure for indefinite time either using batteries or capacitors or any other equivalent technology.
Front-end Ports
Offered Storage subsystem shall have total of 4 number of native FC ports running at 8Gbps speed and 4 number of Native iSCSI ports running at 1Gbps speed.
Back-end
Offered Storage subsystem back-end engine shall be running on latest SAS - II (6Gbps) loop speed.
Raid Support
Offered Storage Subsystem shall support Raid 0, 1 , 1+0 , 3, 5, 5+0 and Raid 6 levels
Load Balancing & Muti-path
Multi-path and load balancing software shall be provided, if vendor does not support

MPIO functionality of Operating system.
SAN Switch Two 8 port 8Gbps FC switches must be provided for SAN connectivity of a storage system and server(s).

BLADE SERVER CHASSIS
1. Blade Chassis shall accommodate the specified maximum number of Blade Servers with hot swappable HDD, Interconnect Modules, Power supplies, Fans and Management Modules. 2. It shall include all accessories so that it can be mounted on an Industry Standard 42 U Rack. 3. It shall be fully populated with Power Supplies with N+N redundancy. 4. It shall be supplied with the PDUs to connect Power Cables to the Chassis power input terminals. 5. It shall be fully populated with fans for cooling with adequate redundancy built in for the entire enclosure & its components. 6. It shall be complete with required number of Managed Ethernet Switches to provide at least two no of 1 Gb/s Ports connectivity from each Blade Server 7. Management Module which provides a single point of control for intelligent management of the entire console. It should provide setup & Control of Enclosure, should report asset and inventory Information for all the devices in the Enclosure. It should report Thermal & Power Information of per Server & per Enclosure and it should provide KVM functionalities & Access for all the Server Blades from the Management Module.

SERVER RACK- 42 U
Server rack enclosures provide door ventilation that meets or
exceeds OEM server manufacturer requirements. The depth of the rack enclosures should provides a rear power distribution channel which allows for zero-U mounting of rack Power Distribution Units. It should provide enough depth for data and power cable management. The detailed specifications for the server racks are appended below:

(i) The unit shall be designed to provide a secure, managed environment for server and networking equipment.

C Physical Specifications
(i) The unit shall have 42U height with minimum 1000 depth. Width will be 600MM for server racks & 750mm for network racks.
(ii) The 42U and units shall support a static load of 1200KG.
(iii) The front door of unit shall be reversible so that it may open from either side.
(iv) The RACK should have a 17’’ TFT & rail kit.
(v) The units shall have 3/2 perforated front door, perforated split rear doors, and removable side panels
(vi) All racks shall have IP20 protection and shall be inherently earthed or grounded directly to the frame.
(vii) The unit shall provide adequate ventilation to provide airflow required by the major server manufacturers.
(viii) The unit shall have clearance for wiring access of at least 3” between the inside surface of the front door and front mounting face of the vertical mounting rails.
(ix) The unit shall have clearance for wiring access of at least 1.5” between the side panel and the vertical mounting rails.
(x) The unit shall include front door lock, rear door lock and side panel lock that are keyed the same
(xi) The unit shall have mounting provisions for optional door alarm switch to monitor access to the enclosure doors.

Software Licences Required
Vendor Qualification
(a) The bidder or the group company should be an IT company registered in India and registered with Govt. / Indian
Naval Establishment/ Dept.
(b) Average annual turnover of at least Rs 1 Cr during last three years.
(c) Should be a certified partner of the OEM - Proof of certificate from OEM valid for a period of at least one
year from the tender date to be enclosed. Should also include tender specific authorisation.
(d) Similar Project Experience as detailed below.
Vendor Qualification
• Similar IT related projects must include at least one order of Rs 01 Cr
with State Govt/ Central Govt/ Defence/ PSU/Nationalised Banks/ Quasi
Govt/ Any reputed private organistaion.
• Experience of having successfully completed similar IT projects during last
7 years. Similar projects would be Supply and Installation of IT Hardware
and Software Licences.
•Work order to specify – Supply of IT Hardware viz. Blade Servers, SAN
storage etc., type of software licences supplied, product support and work
completion certificate.
Generic Instructions
• Navy reserves right to reject bids that do not contain complete data /have
incorrect data without seeking clarifications
• Bids will be page numbered: Every page including covering letter will be
numbered
• Bids without tender fees will be summarily rejected at opening stage
• Compliance matrix to be prepared as per format and to be submitted with
the bid
• PreBid Meeting only covers technical clarifications/amplifications.
