ForewordAs Chair of SCHOOLS NorthEast, I am delighted tointroduce you to the first edition of Families of Schools forthe North East, which is based on published 2009 data.

SCHOOLS NorthEast aims to create a unique culture ofcollaboration and support amongst our schools. Due toboth the size of our region and its strong sense of regionalidentity, we have a great opportunity to come together to

share experiences, build partnerships and exploit the wealth of expertise thatexists within the North East. We already know that there are some fantasticexamples of active and transformative partnerships happening in differentpart of the region right now. However, there is still untapped potential forcollaboration across local authority boundaries. This document helps tosignpost you to the other schools in our region that are facing similarcircumstances to you in order to initiate discussions, compare successfulapproaches, share good practice and discover opportunities for joint working.

This is the first year that Families of Schools has been made available in theNorth East. Schools in London, Greater Manchester and the Black Country havebeen using Families of Schools for a number of years and there are someinteresting case studies emerging of powerful and transformative relationshipsthat have developed between schools as a result of this resource. Examples ofthese and more details of approaches to using Families of Schools will bemade available on the SCHOOLS NorthEast websitewww.schoolsnortheast.com

Introduction1. Families of Schools: the first editionFamilies of Schools is a school improvement tool which allows Heads andteachers to compare the performance of their school against the performance ofother local schools with statistically similar pupil intakes. Teachers caninterrogate the data in different ways and can most productively use it as thebasis for working collaboratively with other schools to support better outcomesfor pupils. Families of Schools was initially designed for use by Londonsecondary schools as part of the London Challenge Programme, however, inrecent years the concept has been expanded and resources have been producedfor all London schools as well as all schools in the Black Country and GreaterManchester. Given the success of Families of Schools it is now being expandedagain so that the resource is available for all schools in the North East. This firstedition for 2010, includes Key Stage 2 Average Point Score results, a ContextualValue Added (CVA) measure and contextual families focusing on English as anAdditional Language (EAL) and mobility.

2. How have families been grouped? Schools are grouped into families on the basis of an average of their priorattainment data and context data.

Prior attainment data is the average Key Stage 1 (KS1) attainment, measured bythe Average Point Score (APS) at KS1, for all pupils in Year 3 to Year 6 who havebeen matched to KS1 data.

Context data includes:• IDACI data, calculated by linking individual pupil postcodes to IncomeDeprivation Affecting Children Index (IDACI) data and compiling an averagefigure for each school.

• The proportion of pupils entitled to receive Free School Meals (FSM).• The IDACI and FSM school averages are combined to give an overall indicatorfor the School Environment (SE).

• The percentage of pupils whose first language is known or believed to haveEnglish as an Additional Language (EAL).

• A mobility measure, defined as the percentage of pupils in Year 5 or Year 6who have joined the school within the last 2 years (L2Y).

1 The Income Deprivation Affecting Children Index (IDACI) is a measure that takes account of different dimensions of

deprivation such as housing, education and health. The school IDACI measure reflects the proportion of children living in

low income households in the areas that the pupils live in. This is calculated by matching the individual pupil postcodes of

children attending each school to the Income Deprivation Affecting Children Index (IDACI), which measures the scale of

deprivation in each postcode in the country, and compiling an average IDACI figure for each school.

The factors are used in proportion to their impact upon KS4 outcomes, withweightings being:

• APS (66%)• SE (20%)• EAL (10%)• L2Y (4%).

The data used for this publication is based on the schools that were open inJanuary 2009, and this means that it includes some schools that subsequentlyclosed and does not include a small number that have opened since then.

3. Contextual familiesContextual families bring together schools in the North East with the highestproportion of pupils with English as an Additional Language (EAL) and highestproportion of mobile pupils, enabling schools to compare themselves and sharetheir experiences with others in a similar way to the main families. Schoolswithin these families also tend to have similar Free School Meal and priorattainment statistics. The creation of these families simply recognises thatschools providing for large proportions of pupils with these characteristics arelikely to share some issues and experiences and may benefit from making linkswith other similar schools.

Using the Families ofSchools documentThe data presented here enables you to compare the outputs of your schoolagainst the output of other North East schools with statistically similar pupilintakes. There are many ways in which you can analyse and use the data.

1. Finding a schoolTo locate your school, you should refer to the list of schools in Annex 3 at theback of this document. All schools are listed in alphabetical order in a grid thatshows which family the school belongs to.

Data for your school will be shown on the appropriate family pages.

2. Making comparisons with other schoolsThe Families of Schools document is designed to enable you to compare thedata about your school’s characteristics, improvement and performance withthat for other schools. Whenmaking comparisons, you areencouraged to look at the schoolswithin your family and also atneighbouring families. This isparticularly relevant to schoolsappearing in the middle families.

3. What does the data show me?i. School characteristics The ‘school characteristics’ tableshows how the characteristics ofthe pupil population in individualschools compare across the family.

ii. Tracking schools’ improvement over time using the performance map Within each family page, a performance map presents schools’ averageattainment and improvement over three academic years. The rate ofimprovement is based on the average yearly change over three years (usingAverage Point Scores) and the attainment figure is an average of the schools’Average Point Scores over the last three years. Schools with less than four yearsof data will not be shown on the performance map as four years of data, 2006,2007, 2008 and 2009, are needed to calculate three years of improvement data.Schools with high levels of attainment and high rates of improvement can befound in the top right hand corner of the performance map.

You can begin tolook at historic attainment data to see where schools in your family haverecorded sustained improvement in their performance and whether there arelessons to be learnt.

Alternatively, you may find that your own school has good practice to offer toother schools either within your family or in other families.

iv. Breakdown of attainment dataAttainment data is also broken down by pupil characteristic, showing variationsin attainment between schools for pupils with Free School Meals and by genderand ethnicity. For example, data in the sample family table below allows us tocompare attainmentbetween School 1and School 2.Although the schoolsare in the samefamily, and thereforehave similar intakes,pupils with SpecialEducational Needs(SEN) supported atschool action inSchool 2 performbetter than similarpupils in School 1.

v. Key Stage 2subjectinformation

The KS2 subjectinformation can beused to comparesubject levelperformance withinfamilies. The tableshows the number ofpupils entered foreach subject and thepercentage achievingLevel 4+ and Level 5+in Combined English& Maths, English, Maths and Science.

This example family data shows that School 1 and School 3 both have 100% ofpupils achieving Level 4+ in Science.

This table also shows that School 2 and School 3 have different strengths inEnglish and Maths

Although broadly similar proportions of pupils achieve Level 4+ in English in bothschools (95% in School 2 and 92% in School 3), the proportion of pupils achievingLevel 5+ is significantly higher in School 2 (72%) compared with School 3 (42%).By contrast, School 3 has a higher percentage of pupils achieving Level 5+ inMaths (64% in School 3 compared to 55% in School 2). Schools 2 and 3 couldtherefore explore ways to exchange their expertise in Maths and English.

vi. Contextual families (see pages 122 to 125) The two contextual families group schools with high proportions of pupils whospeak English as an Additional Language (EAL) and schools with a highproportion of mobile pupils. The datacontained in these family pages willhopefully be used by schools to identifyhigh performing schools with similarintakes and to make links with schoolsto share best practice.

In this example, taken from thecontextual family for schools with a highpercentage of mobile pupils, School 1 and School 2 both recorded an AveragePoint Score (APS) of 24 at Key Stage 2 in 2007. Between 2007 and 2009 the APSfor School 2 increased by 5 points to 29 in 2009. A slower rate of improvementwas recorded by School 1, from an APS of 24 in 2007 to an APS of 26 in 2009.

How Families of Schoolshas been usedFamilies of Schools is a flexible resource aimed at driving collaborative approaches to school improvement. This is the first year that Families of Schools has been available for North East schools and it is hoped that Familiesof Schools will:

• Encourage collaborative activity between schools• Develop curriculum networks• Facilitate the exchange of good practice and creation of new partnerships• Aid planning and self review within schools• Provide an overview of the school for governors and new staff.

Schools working togetherFamilies of Schools aims to help schools identify opportunities to worktogether and share expertise and practice. Schools in London, Manchesterand the Black Country have been using the Families of Schools resource for anumber of years and some exciting and innovative examples of collaborativeworking have emerged. The flexibility of Families of Schools means thatevery family can develop its own approach and we hope that schools in theNorth East will find new and innovative ways to use Families of Schools tosupport school improvement.

Case study - How Families of Schools works in London When the resource was first produced all schools in a family were canvassed toconfirm their interest in working together and to identify an appropriate contactfor each school. An initial meeting was arranged for these contacts to meet oneanother. Families meet regularly, usually once or twice a term to share bestpractice and to attempt to identify shared problems and goals. These meetingsare usually hosted by one of the schools in the family, either on a rotating basisor always held at a school that is convenient for all members of the family.Schools are not always represented by the same member of staff, but try to senda representative to each meeting to maintain the link with the family. The goalsfor each family are set by the schools involved. These are usually focused on theareas that the schools feel are important shared issues. Over time these goals arereviewed and changed to reflect new priorities.

In some cases, where it has been difficult to get all the schools in a family tomeet or where schools share a more specific problem, collaborative clustershave been formed by involving a smaller number of schools within a family.

Some of the specific ways in which families have worked together include:

• Cross school visits and lesson observations – the Families of Schools subjectinformation table looks at schools performance across combined English &Maths, English, Maths and Science. This helps to identify schools with highperformance in a particular subject.

• Sharing existing curriculum resources (e.g. lesson plans, worksheets, projectsand working together to develop new resources.

• Career shadowing opportunities and joint continuing professionaldevelopment activities.

• Providing a network of support and professional dialogue.

How Families of Schools has been used within schoolsAs well as supporting collaboration between schools, Families of Schools can beused within schools to support a range of activities. Schools could present thefamily information to staff, for instance at an INSETday or staff meeting. Thisprovides an opportunity for staff to engage with data, to see how the school is performing in relation to similar schools, and is also astarting point forconversations about how to improve performance in specific curriculum areasand overall school performance.

Families of Schools can also be used to help plan where additional resources andinterventions could be directed to drive up performance. It provides, a quick reference to the breakdown of attainment by pupil characteristics, allowing for certain groups to be targeted for extra support.

The resource is a useful medium to present school information to schoolgovernors, providing an overview of school performance in comparison to others which can help to stimulate discussion about future development.

Finally, some schools may want to look beyond their own family to identify schools with similar contexts in other families that are more effectively tackling particular challenges. This can be facilitated by the Families of Schools web pages on the SCHOOLS NorthEast website, which allows you to create yourown custom family with ease.

It’s important to remember that the family that a school is placed in is not basedon school performance; it is based on contextual data and pupil prior attainment.

The graph shows that the percentage of pupil gaining achieving Level 4 at KeyStage 2 in Combined English & Maths in the North East is above the nationalaverage. In 2009, attainment in the North East at Key Stage 2 in CombinedEnglish & Maths dipped. There were continued improvements in the Percentageof pupils achieving Level 4 or above in KS2 Maths but the proportion of pupilsachieving Level 4 or above in English fell.
