Finance/Reimbursement• Thank you so much for your patience and understanding during the on going

transition to the OEL Provider Portal for the 18-19 contract year! We are fully aware

of the burden providers have had to endure over the last 10 months.

• Please know that we have been doing and continue to do everything in our power to

be sure that providers receive reimbursement monies in their bank accounts by the

20th of the month per the contract.

• We know that the estimated monies are either too little or too much. We also know

that providers are concerned about over payments being taken back in the near

future and how that will affect their bottom line. We certainly can understand the

frustration and the concern.

Finance/Reimbursement• We have been mandated by the Office of Early Learning (OEL) to compare sign in

sign out sheets to the electronically submitted attendances for the reconciliation

process. As you can imagine, this takes more time for us to process.

• We have been mandated to have all of the 18-19 electronic attendance processed

and the reconciliation completed with the June 2019 reimbursement processing. We

know that there will be many adjustments needed after that and will have to work with

providers to get those completed shortly after June 2019 reimbursement is closed.

• Our mission is to be certain that if a provider is owed even one penny that the

provider will receive that penny at the time the reconciliation process is complete.

Finance/Reimbursement• If a provider owes money back to the State then repayments will be looked at on an

individual basis but please know that the repayments must be fully collected in as short of a time period as possible but prior to August 20th when we reimburse for July 2019. There may be a few longer repayment plans but those will be solely dependent on the percentage of monies the provider owes back to the State of Florida, Office of Early Learning.

• It would take entirely too long to discuss each provider’s individual circumstance at tonight’s meeting so if you could please refrain from asking individual provider situation questions.

• If you have a specific issue pertaining to your site only, you can email your Provider Reimbursement Specialist using the caseload assignment chart. This is better than calling the staff at this time because we need to try to limit the amount of time we spend on the telephone. If you leave a message though, please always state the specific reason for your call so we can be prepared to provide a thorough answer when we respond. Please remember you cannot email the full names of clients or children.

Finance/ReimbursementWhat are the mandated requirements in order to be reimbursed timely?

• Providers must upload their sign in sign out sheets between the last day of the month

and the 3rd business day of the new month. If you always do this on the 1st of every

month then you will never be late. When uploading please name the documents by

month and with the some other qualifier so we know what we are looking at. Also, it is

most helpful for efficient processing if you double check to make sure that you have

uploaded a sign in sign out sheet for EVERY ELC funded child.

• Providers must record electronically their attendance and submit it to the Coalition by the

3rd business day of the new month.

• We must have both the sign in sign out sheets and the electronic attendance in order to

process the attendance and generate reimbursement monies for a deposit on the 20th of

each month. No Exceptions will be made to this requirement. Reimbursement staff will

not be able to spend time calling and emailing providers to submit either of these as

honestly there is no time while we are reconciling the reimbursements for the 18-19 year.

Finance/Reimbursement• As of right now, providers should have uploaded their July 2018 through May 2019

sign in sign out sheets and should have submitted their attendance electronically.

• The deadline for electronic attendance submission is ALWAYS the 3rd business day of the new month unless the 3rd business day is a holiday then it is due the day before the holiday. This is for both SR and VPK providers and their attendance.

• The deadline to upload sign in sign out sheets is also the 3rd business day of the new month. Currently, this requirement is only for School Readiness children. However, please stay tuned for an ENews as this requirement will be mandated for VPK children beginning with the 2019 VPK Fall Program Year. ENews is the best way to communicate with our providers so please remember to read your email every day. Remember to check your spam folder or go to website and sign up again if you are not receiving them in your inbox.

House Bill 1091 RequirementsAKA School Readiness Program Assessment (SRPA)

• The Office of Early Learning (OEL) Shall:Adopt a program assessment for School Readiness providers that measures the quality of Teacher-child interactions, including emotional and behavioral support, engaged support for learning, classroom organization and instructional support for children ages birth to 5 years.

• The program assessment must include:Quality measures, including a minimum threshold for contracting purposed and program improvement through an improvement plan

OEL selected CLASS (Classroom Assessment Scoring System)as the program assessment tool because it meets the requirements outlines in House bill 1091. The CLASS tool also has a strong evidenced based effect on child outcomes.

CLASS is an observation based program assessment instrument and an associated system of Learning, measuring and improving teacher-child interactions

Program Assessment Requirements

Beginning with the 2019-20 School Readiness Contract year and subsequent years all School Readiness providers serving children from birth to Kindergarten entry must have a program assessment conducted and meet the contract minimum threshold to be eligible to participate in the School Readiness Program.

• This rule does not apply to providers with a DCF License that serves “School age” only

Program Assessment Requirements

Threshold Requirements:

• Contract Minimum Threshold Composite Score = 2.51

• Quality Improvement Plan Composite Score = 2.51- 2.99 • 12 months of professional development

• Quality Improvement Threshold Composite = 3.00- 4.99 or 5.00 – 7.00 • Annual Program Assessments (3.00-4.99)• Biennial Program Assessment (5.00-7.00)

Program Assessment Exemptions • Child care centers with 20 percent or less of all filled School Readiness child care slots

out of the maximum capacity as defined in Forms OEL-SR6202, OEL-SR-6204, and OEL-SR6206 as incorporated by reference in Rule 6M-4.620, F.A.C.

• Family child care homes with two or fewer of filled School Readiness child care slots out of maximum capacity as defined in Forms OEL-SR-6202, OEL-SR-6204, and OEL-SR-6206 as incorporated by reference in Rule 6M-4.620, F.A.C.

• Providers that offer only overnight School Readiness services.

• Providers with no enrollment that have been determined by the coalition to be essential in meeting local child care capacity needs.

• A provider that received one Class I or more than three of the same Class II School Readiness health and safety violations as cited by the Department of Children and Families or local licensing agency, as applicable, in a two year period will no longer be considered exempt

Program Assessment Exemptions

When a provider’s filled School Readiness child care slots meet or exceed the exemption threshold during the operating hours from 7:00 a.m. to 6:00 p.m., per it’s provider type, the provider shall no longer be exempt under this section. A coalition shall monitor filled School Readiness child care slots monthly and notify a provider within 21 calendar days if the provider’s filled slots meet or exceed the exemption threshold in subsection (3)(a) of this rule. A provider must receive a program assessment pursuant to subsection (2) of this rule within 30 calendar days of notification to continue contracting for School Readiness services.

Exempt providers may choose to participate in program assessment requirements by submitting a request in writing to the coalition at least 60 days prior to contracting for the School Readiness Program. Participation has many benefits including a payment differential (up to 15% above the current rate) and participation in Early Learning Coalition sponsored initiatives.

Child Assessment Child Assessment Requirements:•75% of current staff must have achieved Reliability Certification (be currently reliable on the state approved child assessment tool).

•All Instructors will achieve reliability on the OEL approved child assessment tool prior to implementing a child assessment.

•Instructors will observe and document child interactions, conversations, and activities of all School Readiness children throughout the year.

•Three times yearly (fall, winter, and spring), Instructors will review each SR child’s documentation and choose levels that best describe the child’s knowledge, skills, and behaviors.
