1.0 INTRODUCTION

Recent fundraising and scholarship initiatives have accentuated the need to establish a clearScholarship / Bursary policy within LACF’s programs and activities. This led to the creation of aTask Force consisting of Vincent Asselin, Karen Le Gresley Hamre, Ed Versteeg, Wendy Grahamand Peter Briggs, with a mandate to prepare a Draft Policy proposal on LACF Scholarships andBursaries for consideration of the board.

The following paper:

• presents a brief historical context• identifies LACF goals and objectives for the LACF Scholarship and Bursary Program• proposes a LACF Scholarship and Bursary Program framework• develops general guidelines for each scholarship / bursary category• suggests criteria for establishing new scholarships and bursaries• includes an annex of reference documents

2.0 CONTEXT

LACF supports research, communication and scholarship activities by awarding financial support to people and projects that reflect the core values of the profession of landscape architecture.

LACF currently awards financial support (seed money) through its different programs andactivities including the Annual Grants Program, Scholarship Awards, Bursaries and SpecialProjects. This document focuses on Scholarships and Bursaries. The Annual Grants Programpolicy is already well established and funding for Special Projects is at the discretion of the board and is treated on a case-by-case basis.

The Günter A. Schoch Bursary and endowment fund were initiated by MALA and established inpartnership with LACF in 1994. The award promotes research that expands the historical recordof the profession and its people. This bursary is awarded through the Grants Program.

In 2006 LACF established the Andre Schwabenbauer Scholarship Award which is presented to a student of an accredited landscape architecture program in Canada. The competition for the$1000 award has rotated through the six accredited programs since it was established.

The Peter Klynstra Memorial Scholarship and endowment fund was initiated by APALA and

established in partnership with LACF in 2012. The scholarship provides support for studentsintending to practice landscape architecture in Atlantic Canada.In 2015, new endowment funds for two scholarships and one bursary were initiated:

• NWTALA initiated the Northern Research Fund to provide bursaries for directed research about the North;• AAPQ raised funds to endow a LACF scholarship [AAPQ 50] at Université de Montréal in commemoration of the 50th anniversary of AAPQ ; and• BCSLA also successfully raised considerable money for the creation of fund to offer a new LACF Scholarship award at UBC.• These undertakings demonstrate the need for a LACF program and policy for scholarships

and Bursaries.

3.0 GOALS AND OBJECTIVES

LACF demonstrates its support for students and scholarship in landscape architecture by:

• Providing scholarships and bursaries to students of landscape architecture;• Partnering with like-minded groups to establish and assist in the administration of new scholarships or bursaries, and by• Providing students of landscape architecture with detailed information on scholarships and bursaries sponsored by recognized professional landscape architecture organizations in Canada.

4.0 LACF SCHOLARSHIP AND BURSARY PROGRAM FRAMEWORK

LACF establishes the Scholarship and Bursary Program to achieve the aims of the profession bysupporting students of landscape architecture in Canada with three categories of awards:

4.1 _ LACF National Scholarships

• LACF will establish and manage National Scholarships available to all students at accredited programs of landscape architecture in Canada.• As the preeminent scholarship program of LACF, National Scholarships aim to recognize outstanding students with commensurate support.• The LACF Andre Schwabenbauer National Scholarship is the leading scholarship provided by LACF (see annex for more detailed information on the LACF Andre

Schwabenbauer National Scholarship).• LACF may create other national scholarships in the future.4.2 _ LACF Partnered Scholarships

• LACF will partner with the CSLA, its component associations, or other groups to establish scholarships to support students of landscape architecture in Canada.• LACF will strive to establish scholarships dedicated to the support of each accredited program of landscape architecture in Canada, by partnering with components of the CSLA or other groups. Current accredited programs include: > UBC – MLA > University of Manitoba – MLA > Guelph University BLA & MLA > Toronto University – MLA > Université de Montréal – MAP• The terms of each LACF Partnered Scholarship will be negotiated and documented by LACF and the partner organization.

4.3 _ LACF Bursaries

• LACF may on its own, or in partnership with the CSLA, its component associations, or other groups establish bursaries to support research in landscape architecture.

5.0 ESTABLISHMENT OF NEW LACF SCHOLARSHIPS AND BURSARIES / CRITERIA

5.1 All LACF Scholarships and Bursaries

Award criteria for selection of all Scholarships and Bursaries will be consistent with the values of LACF and the profession of Landscape Architecture.

All Scholarships and Bursaries and annual winners will be publicized on the LACF website and in other promotional materials LACF deems appropriate (L/P).

5.2 Financing of Scholarships and Bursaries

LACF National Scholarships and Bursaries may be funded by special endowments set aside forthe purpose or from annual revenues, or a combination of endowment funds and annualrevenues.

LACF Partnered Scholarships and Bursaries are to be funded by the partner organization

through an endowment established with LACF or an annual contribution to LACF by the part-ner organization.Various LACF award endowments may be pooled for investment purposes, but LACF will provide an annual accounting for each endowment fund annually to award partners.

Management of Scholarship and Bursary funds will conform to Canada Revenue Agencyrequirements, to ensure the charitable status of LACF is maintained.

5.3 LACF National Scholarships and Bursaries

LACF may from time to time establish scholarships and offer bursaries to support students of Landscape Architecture.

Competition for scholarships established by LACF should be open to students of all CSLAaccredited schools of landscape architecture in Canada.

5.4 LACF Partnered Scholarships and Bursaries

LACF may enter into agreements with like-minded groups or individuals to establish scholarshipsand bursaries to support students of landscape architecture.

All such agreements will be set out in writing and approved by the LACF Board of Directors prior to the LACF name being used in any promotional materials or fund raising campaigns.

All such agreements may be amended only with the mutual agreement of LACF and the partner group or individual, or their heirs. Amendments are to be set out in writing and approved by the LACF Board of Directors before taking effect.

The LACF name will be credited as a primary or secondary supporter of all such partneredScholarships and bursaries.

The Partnership agreement will set out how LACF will assist with administration of funds donated in support of the scholarship, by:

• Recognizing and thanking donors,• Providing tax receipts for eligible donations,• Investing funds endowed for the scholarship,• Selecting investment strategies in consultation with partner organizations• Reporting annually, or upon request, to partner organizations on the status

of funds endowed• Disbursing awards to selected scholarship winners.

The Partnered Scholarship agreement will set out other aspects of scholarship administrationincluding: • Naming of the award• Responsibility for determining the amount of the annual award to be made

(recognizing target minimum set out below)• Scholarship eligibility• Criteria for award of scholarship• Responsibility for advertising scholarship• Responsibility for receiving, and evaluating applications, and determining

scholarship recipient(s)• Responsibility for publicizing award of scholarship, and• Time table for applications and award of scholarship.

Fundraising for partnered scholarships will be the responsibility of the partner organization.

LACF Partnered Scholarships with endowments should aim to provide a minimum annual payout of $1000. p/a within three years of being established.

LACF Partnered Scholarships with endowments may award amounts in excess of the revenuesearned by the endowment.

LACF Partnered scholarships which are paid by an annual gift of a partner are to provide aminimum annual award of $1000. p/a for a period of no less than five consecutive years.

LACF Partnered Scholarships which are endowed will be closed when the endowment isexhausted.

LACF holds the right to retain the endowment established to support a LACF PartneredScholarship in perpetuity, while respecting the Partnered Scholarship agreement.

ANNEXES

ANNEX 1 LACF ANDRE SCHWABENBAUER NATIONAL SCHOLARSHIP

The LACF Andre Schwabenbauer National Scholarship Award is currently offered to studentsstudying in one of six accredited programs of landscape architecture in Canada.

The established criteria for the award are to be maintained:• This scholarship is to honour the memory of Andre Schwabenbauer, former President ofthe Canadian Society of Landscape Architects.• The scholarship recognizes and fosters excellence in design.• The scholarship is currently awarded to an outstanding student in the final year of anaccredited program in landscape architecture in Canada.• School faculty identify a candidate who exemplifies the objectives of the scholarship.The criteria are purposefully left general, trusting that the faculty of the schools know theirstudents and can recognize individual’s achievement and potential.LACF wishes to enhance this scholarship to become an extra - significant National award ofconsequence. A LACF National Scholarship is a merit-based scholarship available to all LAstudents across Canada and fully funded by LACF.It has been proposed that in 2016, an LACF Andre Schwabenbauer National Scholarship of $1000 be made available to an outstanding students from each of the six accredited programs of Landscape Architecture in Canada. Funding for this move has also yet to be determined.

Proposed statusIt is proposed that this scholarship award be transformed into a unique and significant National Scholarship of $5000 to be awarded to a student based on academic and personal merit, in the final year of an accredited LA program in Canada.

An LACF Scholarship Committee (to be established) would evaluate candidate submissions received from Faculty at each of the accredited programs in order to choose a national laureate. The possibility of selecting the winning candidate through a competition: essay writing, leading an effort etc. will be considered by the scholarship committee.

** The amount of this Scholarship award would be established in accordance to the growth of the endowment ($50,000) and the decision of the Board, keeping in mind that LACF shall protect the capital of this fund.

ANNEX 2PETER KLYNSTRA MEMORIAL SCHOLARSHIP

At the APALA AGM on 15 October 2011, a proposal to establish an APALA scholarship fund was adopted in principle. This resolution authorized the APALA Board of Directors to seek partner-ship with LACF, define a fund-raising strategy, and initiate an appeal.

The purpose of the scholarship program is to recognize Peter Klynstra’s unique and substan-tial contribution to landscape architecture in the Atlantic Provinces and nationally. In keeping with Peter’s long-standing interest in education and his tireless promotion of the landscape architecture profession, APALA seeks a way to encourage more people to enter the profession. In particular, we offer funding to students from Atlantic Canada who wish to study landscape architecture in preparation for a career in the region.

APALA will concentrate on raising funds in Atlantic Canada, with the intention of endowing an annual scholarship of significant proportions. The appeal will target sufficient funds to endow a scholarship of $1,000 per year in memory of Peter Klynstra. Revenues in excess of scholar-ship dispersal will be reinvested in the fund until a decision is made to increase the scholarship amount or the number of scholarships.

LACF will receive donations, manage, and disburse the scholarship funds in consultation with the APALA Board. In addition to a letter expressing APALA’s gratitude, contributors will receive a charitable tax receipt from LACF.

The scholarship will be awarded to a student entering the second year of landscape archi-tectural study in a recognized undergraduate or graduate program. The successful applicant will have excellent grades, take an active interest in professional activities, and express the intention to practice in Atlantic Canada. The application will be supported by reference letters, including a nomination from the school.

When sufficient revenue is being generated by the fund for an annual disbursement, APALA will advertise the scholarship, review applications, and request LACF to issue funds to the successful applicant. APALA will inform the recipient, contributors to the fund, and the public of the award.

ANNEX 3LACF / UBC SCHOLARSHIP IN LANDSCAPE ARCHITECTURE

January 20, 2016

The LACF / UBC Scholarship in Landscape Architecture is to be awarded to a student in the second or third year of the Master of Landscape Architecture program at UBC who has demonstrated outstanding design creativity and commitment to addressing sustainability, ecosystem biodiversity, sustainable food systems, resource management and/or community building.

Process of AwardThe selection of the Award winner is to be made by the Awards Committee at the UBC School of Architecture and Landscape Architecture.

AmountThe initial award will be $1,000.00 per year, funded by the LACF endowment established for this scholarship. A cheque will be sent each year to the school for presentation to the recipient. The award will grow as the endowment increases. A disbursement rate of 4% is anticipated.

First award Spring 2016.

InformingIt is anticipated that UBC will post the award on the website [email protected]. LACF will create asection on our Website for scholarships and indicate application process for each.

PresentationThe school will recognize the award-winning student at the start of the academic year in an allprogram meeting. A brief explanation of LACF mandate will be shared with the students at this time.

ANNEX 4LACF NWTALA NORTHERN RESEARCH BURSARY FUND

July 2015Proposal to LACF for a Northern Research Bursary Fund

Bursary Fund to be established under the auspices of LACF, initiated by the NWT Association of Landscape Architects

Fund to promote interest in and advancement of research in northern Canada, defined as all regions of Canada north of the 55th parallel.

Fund to offer bursaries that comply with at least two of the following criteria:

• Increase the body of knowledge of landscape architecture and related professions as it pertains to the north;• Increase the visibility of landscape architects in the north and• Make positive change for the peoples of the north.

Special preference is to be given to applications that integrate First Nations/Inuit into the research, and priority may be given to projects that focus on adaptation and mitigation as a result of climate change and its effect on the North.

Application for this bursary will be through the Annual Grants program. LACF Grants Committee will invite and review grant applications and will award this bursary, as it does with other Foundation grants. If in any year, no submissions comply with the criteria, then no bursary will be awarded.

The annual amount of the bursary is to be at least $2,000, and up to $5,000 with the amount to be decided by the LACF Grants Committee based on the suitability of the applicants.

The Bursary fund is not expected to be self-sustaining. The first grant should be awarded when there is at least $5,000 in the account. The intent is for an award of up to $5,000 per year for five years. NWTALA will encourage its members and others to support contribu-tions to the fund.

The Bursary is to be open to landscape architects, allied professionals and students.

As Eha may have mentioned, we are looking to identify various smaller scholarship opportunities ($500 to $1000) annually in an effort to give back to students that demonstrate leadership qualities in the area of planning/design, engineering, environmental science and technology.

The criteria that the committee uses to evaluate whether or not we can partner with a certain organization to provide a Dillon student scholarship is provided below:• Professional/industry association or organization which has a national or international • aok scope• Organization is willing to profile/acknowledge Dillon’s scholarship commitment• Organization is willing to select a specific graduate or undergraduate student and award the scholarship directly to that student (i.e. pooled scholarship funds are not appropriate)• Scholarship program is in place within the organization and scholarship recipient selection

process is transparent and defensible• Maximum three-year commitment for a given scholarship although commitment may be

renewed• Dillon will be acknowledged as the scholarship sponsor in organization communications• Dillon staff may attend the scholarship award ceremony and participate if desired and if the

opportunity to do so is available• Dillon will communicate with the award recipient• Dillon will be permitted to publish the recipient’s name on the Dillon website and other inter-

nal and external communications

LACF Programs and ActivitiesLACF supports research, communication and scholarship through a growing number of activi-ties including the Annual Grants Program, Scholarship Awards, Bursaries and Special Projects.

PolicyA course of action selected from among alternatives and in light of given conditions to guide and determine present and future decisions.

ProgramA program is essentially a plan or system under which action may be taken toward a goal.

ScholarshipA financial award to a student to support their studies in a Canadian LA program,usually based on academic standing or ability.

BursaryA financial award in support of research or communication offered to both LA students andpractitioners on a specific dimension of landscape architecture. The Günter Schoch bursary iscurrently administered through the Annual Grants Program and applicants must submit aproposal and be selected in order to receive funding.

ANNEX 8PRELIMINARY RECOMMENDATIONS AND MOTIONSAs revised by Ex Com 2016-03-10

Ex Com is recommending a four-tiered scholarship/bursary approach:

1. National Scholarship – LACF Andre Schwabenbauer Scholarship2. LACF Directed Scholarships - accredited LA program (e.g., UBC) and student specific (e.g.Klynstra) - partnered with Components (e.g. AAPQ)3. External4. LACF Bursaries

Scholarships support students who meet certain criteria, Bursaries focus on encouraging a line of inquiry, so are available to student and professionals.

PRELIMINARY MOTIONS SUBMITTED TO THE BOARD FOR APPROVAL:

1. LACF Andre Schwabenbauer Scholarship – an extra-significant National Award

Given that:- LACF strives to provide financial support to students in Landscape Architecture across Canada,- the Andre Schwabenbauer Scholarship was originally instituted to be an annual National Award,- LACF wishes to honor the memory of Andre Schwabenbauer with an award of Nationalsignificance, be it moved that:

Motion No. 1.1) The LACF Scholarship program will include one national scholarship named the LACF AndreSchwabenbauer National Scholarship that will be endowed to provide an extra-significantscholarship awarded annually to an outstanding student in the final year of a CSLA accredited LA program in Canada.

.2) The name of the current Andre Schwabenbauer Scholarship be changed to:LACF Andre Schwabenbauer National Scholarship..3) in order to transition to a combination of a National Scholarship and Directed Scholarship foreach program, a budget allocating $1,000 to each of the accredited LA schools be sustained overthe next three years. In year 4 there will be only one LACF Andre Schwabenbauer NationalScholarship.

2. Directed Partnered Scholarships: LACF + CSLA component associations

Given that:- Recent LACF / component partnered scholarship initiatives (BCSLA / AAPQ) have beensuccessful in generating interest / funding from regional landscape architecture communities ;- LACF wishes to expand its scholarship program and establish directed scholarships inpartnership with CSLA component associations for each of the accredited programs in LA inCanada;- LACF wishes to encourage Components to direct donations to the LACF Scholarships ratherthan using their operating budgets to support Scholarships. This should increase thesustainability of the LA Scholarships across Canada;- the AAPQ and BCSLA ongoing scholarship initiatives are not yet formally established;- the existing Peter Kynstra Memorial Scholarship established in partnership with APALA stands as a positive operational model for directed and partnered scholarships, be it moved that:

Motion no. 2.1) LACF will work with components to establish directed scholarship awards on an annual basis for each of the six (6) accredited LA programs in Canada in collaboration with componentassociations where these programs exist. (currently UBC, U of Manitoba, University of GuelphU of Toronto, U de Montréal.)

.2) LACF approves the establishment of a specific endowment fund and the creation of thedirected Scholarship named LACF / UBC Scholarship in Landscape Architecture, asproposed by BCSLA (see annex 2)

.3) LACF approves the establishment of an endowment fund and a directed Scholarship calledLACF / AAPQ 50th anniversary Commemorative Scholarship for Université de Montréal.(provisional name to be discussed with AAPQ and U de Montréal.)LACF-FAPC approuve l’établissement d’un fonds de dotation spécifique pour la Bourse d’ÉtudeLACF-FAPC / AAPQ Bourse d’étude commémorative du 50ième de l’AAPQ, dédiée pour unétudiant en architecture de paysage de l’Université de Montréal. Nom provisoire à discuter avec l’AAPQ et l’Université de MontréaL.

.4) During the three year transition period, programs that have established and fully funded the directed scholarship will received both the Schwabenbauer and the component scholar-ships.

.5) The LACF Scholarship program will establish other directed and partnered scholarships (tobe determined) based on criteria agreed upon by the partners.

3. External Scholarships – LACF + Interested Party

Given that:- LACF wishes to expand its Scholarship Program and offer a diversity of different financialscholarship awards to students of Landscape Architecture in Canada and- External parties have expressed an interest in partnering with LACF to establishScholarships under the LACF banner and- There are potential visibility and fundraising opportunities arising from partnering with external parties, be it moved that:

Motion No. 3The LACF scholarship program be expanded to include external scholarships in partnership with like-minded parties, (such as firms, individuals, organisations, suppliers, sponsors etc.) according to criteria established and agreed upon by the parties involved.

4. Bursary Program

Given that:- LACF wishes to expand its bursary for research and communication,- NWTALA has requested that a Northern Research Bursary Fund be established (see annex 2)be it moved that:

Motion 4.1) The LACF bursary program be expanded to include new bursaries aligned with the values of LACF on a case by case basis and.2) LACF approves the establishment of the LACF Northern Research Bursary Fund asproposed by NWTALA (see annex 3)

5. LACF as Springboard for information about LA student scholarships in Canada.

Given that:- LACF wishes to support students of Landscape Architecture in Canada in diverse ways and- There are many online resources that provide information to students about scholarships, but no site that stands as a singular reference, be it moved that:

Motion No. 5LACF will undertake an inventory of available grants, scholarships and bursaries for students of landscape architecture in Canada and make this information, updated annually, available on the LACF website.

History and Terms of ReferenceThe following Policy is based on the document titled History and Terms of Reference of the Günter A. Schoch Bursary Fund (GSB) dated 2014.The following Policy was reviewed following an exchange with Mr. Günter Schoch, before its approval by the Board.

Historical notesThis Bursary Fund was established under the auspices of the Landscape Architecture Canada Foundation (LACF) by the Manitoba Association of Landscape Architects in 1994. It was done in recognition of Günter Schoch’s extensive services and contributions to the profession of landscape architecture in general and the Manitoba Association of Landscape Architects in particular. Günter served for 20 years as MALA Treasurer (1978-97) and eight years as MALA’s first Executive Director (1989-97). At the national level he accepted the office of LACF Trea-surer in 1992 and as Secretary-Treasurer of the College of Fellows also in 1992. He held these positions for 16 years until 2008.

The LACF Board of Directors decided at its August 1997 meeting in Edmonton to award annu-al grants of $1,000.00 from this Fund, commencing in December 1997, provided the projects comply with the purpose of the fund. Up to 2015, the amount granted under the GSB has continued to be $1000.00 annually when there were applications suited to the purpose of the fund.

The GSB Fund has an amount of approximately $51,800 in asset. Purpose of the FundThe Fund was designated to offer grants for projects that comply with the following criteria:To support landscape architectural research into the history and status of the profession inCanada, including its organizations and notable practitioners.

Grants Award ProcessThe LACF Grants Committee will invite and review grants applications and will award grants under the general Grants Program.

Disbursement of Annual AwardBased on the Return on Investment (ROI), and without using the protected endowment, theTreasurer shall establish the yearly amount made available and inform the Board and the AnnualGrants Program Chair of the amount available for the yearly Award.

If no award is distributed in a given year, the said amount shall be returned to the endowment fund to allow it to grow.

Yearly amount made available for the Grants Program shall be limited to the amount generat-edby ROI. This Award may be complemented by other sources at the discretion of the GrantsCommittee and respecting LACF policies.

Monitoring the investmentThe LACF Treasurer will be responsible to monitor the expenditures from the GSB Fund to assure compliance with the established grant amount limits.

The Treasurer will take into account any donation made directly to the GSB Fund, and report on the ROI once a year to enable the Grants Committee to know what is the amount available for an Award in a given year.

Target amount of EndowmentThe desire is to grow the endowment over time to reach at least $60,000 and ensure that the endowment amount is protected once reached. Given the fund is less than the target amount, but LACF wishes to continue to make annual awards under this fund, the minimal amount of$50,000 shall be protected in order to be able to provide an award in the next round of GrantsAward.

The fund should grow progressively by either new contributions or by portion of ROI or whenAwards are not disbursed in a given year.

Administrative feeNotwithstanding future decisions made by the LACF Board, the GSB was created with the un-derstanding that the money invested in the fund as well as the RDI, shall be for the sole benefit of supporting research and communication in the history of landscape architecture as specified in the introductory notes of this policy. Thus, it is agreed that LACF shall not carge administra-tion fees to the GSB endowed fund.

Dissolution of LACF In the event that LACF activities were discontinued or terminated all the money in the GSB fund shall be given to a cause that supports the values associated with Landscape Architecture. The intent would be to set up an endowment fund to continue to support the values for which it was created.
