    Maintenance ProgramPart M Requirements

    The maintenance program is intended to include scheduledmaintenance tasks, the associated procedures and standardmaintenance practices.

    The maintenance program should contain a preface which will define:

    The maintenance program contents

    The inspection standards to be applied

    Permitted variations to task frequencies and Where applicable, any procedure to manage the evolution of

    established check or inspection intervals.

    The maintenance schedule is intended to embrace the scheduledmaintenance tasks alone.

    The maintenance program should reflect :

    applicable mandatory regulatory requirements addressed in documentsissued by the Type Certificate (TC) holder

    repetitive maintenance tasks derived from modifications and repairs

    Aircraft maintenance programs subjected to the MRB report process shouldcontain identification cross reference to the MRB report tasks.

    A maintenance program should normally be based on:

    The maintenance review board (MRB) report.

    The maintenance planning document (MPD)

    The relevant chapters of the maintenance manual or

    Any other maintenance data containing information on scheduling

    It should also take into account any maintenance data containinginformation on scheduling for components.

    The MP procedures should contain:

    Reliability centred maintenance and condition monitored maintenanceprogram procedures

    Procedures relating to the program control :

    Which contain the following provisions:

    - Task escalation or adjustment

    - Maintenance program review

    - SB or Service Information assessment

    - Component and structures in service performance review

    - Maintenance program revision

    - Maintenance procedure effectiveness review and amendment

    - Manufacturer maintenance planning document (MPD) review andassessment

    - AD review and assessment

    The maintenance program should contain basic information that couldbe broken down in two parts:

    Part 1 - Descriptive data:

    - The type/model and registration number of the aircraft, enginesand, auxiliary power units.

    - The name and address of the owner, operator or approvedorganisation managing the aircraft airworthiness.

    - The reference, the date of issue and issue number of theapproved maintenance program.

    Maintenance ProgramGeneral Requirements Descriptive Data

    - A statement signed by the owner, operator or approvedorganisation managing the aircraft airworthiness to the effectthat the specified aircraft will be maintained to the program andthat the program will be reviewed and updated as required.

    - Contents/list of effective pages and revision status of thedocument.

    - Procedures for the escalation of established check periods,where applicable and acceptable to the respective authority ofregistry.

    - Provision to record the date and reference of approvedamendments incorporated in the maintenance program.

    Maintenance ProgramGeneral Requirements Descriptive Data

    - A cross-reference to other approved documents, which containthe details of maintenance tasks related to mandatory lifelimitations, Certification Maintenance Requirements (CMRs)and ADs.

    Note: To prevent inadvertent variations to such tasks or intervals these itemsshould not be included in the main portion of the maintenance program document,or any planning control system, without specific identification of their mandatorystatus

    - A statement that practices and procedures to satisfy theprogram should be to the standards specified in the TC holdersMaintenance Instructions. In the case of approved practicesand procedures that differ, the statement should refer to them.

    - Each maintenance task quoted should be defined in a definitionsection of the program

    Part 2 - Task data:

    - Check periods, which reflect the anticipated utilisation of theaircraft. Such utilisation should be stated and include a

    tolerance of not more than 25%. Where utilisation cannot beanticipated, calendar time limits should also be included.

    - Details of pre-flight maintenance tasks that are accomplished

    by maintenance staff.

    - The tasks and the periods at which each part and systems ofthe aircraft, (engines, APUs, components, accessories,equipment, ) should be inspected. This should include thetype and degree of inspection required.

    - The periods at which components should be checked, cleaned,lubricated, replenished, adjusted and tested.

    - The periods at which overhauls and/or replacements by new oroverhauled components should be made.

    - Details of specific structural maintenance programs where

    issued by the type certificate holder including but not limited to:a. Maintenance of structural Integrity by damage Tolerance and

    Supplemental Structural Inspection programs (SSID).

    b. Structural maintenance programs resulting from the SB

    review performed by the TC holder.

    c. Corrosion prevention and control.

    d. Repair Assessment.

    e. Widespread Fatigue Damage

    - Details of ageing aircraft system requirements together with anyspecified sampling programs.

    - Details of, or cross-reference to, any required reliability programor statistical methods of continuous Surveillance.

    The respective authority should assess the contents taking into account

    the origins of the document i.e. the manufacturers recommendedmaintenance program, a MRB report, the operators own experience oranother approved program.

    Instructions issued by the respective authority can encompass all typesof instructions from a specific task to complete recommendedmaintenance schedules that can be used by the owner/operator directly.

    The respective authority should verify that the maintenance program isacceptable for the continued airworthiness of the specific aircraft listedand it is appropriate for the proposed operating environment andscheduled utilisation.

    The respective authority may approve an incomplete maintenanceprogram:

    At the start of operation of an aircraft or an operator, in order to limit

    the approval of the MP to a period that does not exceed anyrequired maintenance not yet approved.

    If the respective authority is no longer satisfied that a safe operation can

    be maintained, the approval of a maintenance program or part of it maybe suspended or revoked. Events giving rise to such action include:

    An operator changing the utilisation of an aircraft;

    The approved organisation has failed to ensure that the programreflects the maintenance needs of the aircraft such that safeoperation can be assured.
