Introduction

The following schedule details all proposed changes to the Greater Nottingham Broxtowe Borough, Gedling Borough & Nottingham City Aligned Core Strategies since the publication in June 2012. • Those proposed changes that are purely typographical/grammatical

corrections, updating of dates and status of documents or are making changes to the text to clarifying meaning without changing the context are set out in dark grey type.

• Those changes which are more significant or are responding to comments from consultees are shown in bold .

• For clarification, where text has been changed, deleted text is shown as struck through and additional text shown underlined.

The changes which were as a result of the Government announcement on the preferred route for HS2 and the insertion of a proposed site at Toton have been subject to consultation in Broxtowe between 18 February and 3 April 2013. These changes are prefixed with the number M in the ref column, while all other changes that are proposed to the document are prefixed with the letter C in the ref column and have not yet been consulted upon. Further consultation will be undertaken on these changes and any others which are a result of the examination after the hearing sessions.

The County Council is also preparing Minerals Developme nt Plan Documents for its geographic area including Broxtow e and Gedling. Coal reserves are present in Broxtowe west of Notti ngham City’s administrative boundary, and in the centre and nort h west of Broxtowe Borough. The City Council intends to deal with min erals matters for its area in its Land and Planning Policies Development Plan Document, which will include site allocations and development management policies. It is recognised that there are a number of matters surrounding minerals, and in particular coal, that will need to be addressed within the City Council’s Land and Planning Policies Developme nt Plan Document and these include: • The designation of Minerals Safeguarding Areas (M SAs) – MSAs will be defined on the Policies Map and relevant supporting policies will set out the Minerals Consultation Areas based upon these. Areas of surface coal have been identified in the west area of the City and these will be considered for safeguarding; • Prior extraction – there will be policy ensuring prior extraction takes place where feasible and viable; • Applications for new minerals workings – there wi ll be policy setting out the environmental criteria against which planning appli cations will be assessed; • Reclamation – policy will set out that worked lan d should be reclaimed at the earliest opportunity; • Former mining hazards – there will be policy sett ing out the need to address land instability arising from former minerals worki ngs and associated mining legacy / hazards, including collapse of shallow min e workings, collapse of mine entries, gas emissions from coal mines, transmissio n of gases into adjacent properties, coal mining subsidence and water emissi ons from coal mine workings; • Site allocations – all of the above issues will b e taken into consideration in the site assessment and site allocation process. Lifestyle risk factors cont ribute to all of these. Smoking, low levels of exercise, obesity, high alco hol consumption and poor mental wellbeing also contribute to ill health ."

This strategic location is a green field site close to the existing urban area with existing links to Stapleford Town Centre and potential excellent future transport links to Nottingham City Centre and the rest of the UK/Europe. The site can be developed to reflect garden city principles and maintain the separate identities of Stapleford and Toton. Delivery is expected to be within 6-10 years of the plan period. A planning application has been submitted for land on the west side of Toton Lane and is under consideration and negotiations have reached an advanced stage. No irresolvable constraints have been identified. If built development takes place on the east of Toton Lane then this should be to the South of the proposed NET route, with this route and park and ride used as a long term defensible Green Belt boundary. The announcement from HS2 to locate their preferred station at Toton strongly contributes to the strategic importance of the site. Continued joint working with NET, the Highways Agency and the commencement of dialogue with HS2 will be essential.
