Lorry Route Update
HS2 & CSJV were granted approval by London Borough of Camden for a Schedule 17 Lorry Route application
for the Carriageway Shed, Park Village East and Granby Terrace Overbridge Satellite Compounds (aka The Dales).
This was granted on 21st November 2018 under application reference 2018/3241/HS2. The approval was
granted, with a number of informatives which relate principally to the following issues:
1) Assessment of the provision of a Haul road.
2) Assessment of a right-hand-turn from Varndell Street onto Hampstead Road.
3) Feasibility of advisory speed limit of 10mph for 7.5tn vehicles on Varndell Street and Harrington Street.
Current Works
HS2/CSJV have not yet taken Vacant Possession of
The Dales.
There are currently no LGV movements relating to
demolition activities on either Harrington Street or
Varndell Street.
All vehicle movements >7.5tn are currently utilising
Granby Terrace.
We have, however, been listening to Camden
community and residents concerns….
Parking Suspensions
It was intended that HS2/CSJV would suspend
x32 parking spaces, as shown outlined in red, on
the plan to the right.
This would allow for the safe movement of >7.5tn
vehicles to and from the construction compound.
This is not currently proposed.
Traffic ManagementIt was intended that HS2/CSJV would
implement the traffic management
scenario, as shown on the plan to the
right.
This included a closure of Varndell
Street.
This would allow for the safe

Works upon Vacant PossessionThere will be 8x parking spaces permanently suspended on Harrington
Street for both Utilities works and for site establishment three weeks after
HS2/CSJV take Vacant Possession of The Dales.
Up to 4 Skip wagons per day and small vehicles will be using Harrington
Street and Varndell Street from Vacant Possession (+ 4 weeks) for a period
of approximately 4 months.
These vehicles will assist in the clearing out and surveying of Silverdale.
This will require the suspension of 3x Pay & Display parking spaces on
Varndell Street.
All vehicles over 7.5tn will be marshalled from the junction of Varndell
Street/Harrington Street to the site entrance and vice versa, to ensure a
high standard of safety for all vulnerable road users.
Works upon Vacant PossessionGiven the very low number of vehicles over 7.5tns for the first several months following Vacant Possession, it has
been agreed with London Borough of Camden that the proposed closure of Varndell Street, all associated traffic
management and parking suspensions, will not be required.
It is planned that a closure of Varndell Street, all associated traffic management and any further parking bay
suspensions will only be required and implemented if Granby Terrace becomes un-useable, when the bridge
deck is removed.
The current programme suggests that the Granby Terrace bridge deck removal may occur from July 2019.
Please note that the July 2019 date is still subject to Vacant Possession, HS2/CSJV programme review and NR rail
works.
As soon as we can establish a more definitive duration for any proposed use of Varndell Street & Harrington
Street, as a >7.5tn Lorry Route, we will share this information with you.
Haul Route
Discussions with TfL have been ongoing since
November 2018.
Programme re-assessment, following demolition
of Silverdale, suggests an increased feasibility of
a Haul Route being implemented.
An example location of a Haul Route is shown on
the plan to the right.
This plan also indicates the location of various
constraints, such as trees, lighting columns and
TfL Bus Stops.
Haul Route
Protection of Utilities within the footway on Hampstead
Road is paramount to the success of implementing any
haul route. There are currently known to be 9x different
utility assets within this footway. Each utility asset needs a
specific protection plan to be agreed.
It is currently not anticipated that any trees on Hampstead
Road will be removed to install the haul route.
It is anticipated that the TfL bus stand on the western
footway of Hampstead Road may need to be relocated.
This will be monitored and assessed by TfL when the bus
stop is moved for 2 weeks when the hoarding works
commence.
Haul Route
It is anticipated that there would be an approximate 9-10
month timeline for installation of a haul route, from the
point of vacant possession.
The 9-10 month timeline does not include the time
needed to potentially remove asbestos from the buildings.
We cannot currently programme asbestos removal, as we
do not have access to the Camden-owned flats for full
assessment.
Surveys have already been conducted on the HS2-owned
flats and we have found amounts of asbestos in every flat.
Right-hand Turn from the Haul Road
We will consider a right-hand turn from a haul
route onto Hampstead Road.
We have started engagement with HS2 Main
Works as to their Utilities works on Hampstead
Road, with TfL as to their signalisation concerns
and the constraints of the central reservation in
the carriageway.
Haulage Win
The Schedule 17 Lorry Route was approved on
the basis of waste being transported to the East,
using a route known as the Osnaburgh loop.
We can now advise that CSJV’s demolition
contractor is in contract with Powerday, which
means that waste will go west towards Willesden.
Varndell Street – Right-hand Turn
• Discussions with TfL are ongoing.
• Indications of limited programme benefit.
• Permanent design is assumed to be x6
months.
• Temporary design is assumed to be x3
months.
• Issues relating to removal of islands at
junction of Cardington Street & Hampstead
Road.
• TFL network modelling needed due to
additional traffic using Cardington Street to
feed the Euston area HS2 sites.
Advisory Speed Limit
Advisory signage for a cautionary speed limit is to
be designed and then placed on Harrington Street
and Varndell Street, in locations to subsequently be
agreed with London Borough of Camden.
This cautionary speed limit is intended for all HS2
construction-related vehicles.
Pictures of advisory signage will be provided in the
February 2019 update.
Summary – January 2019Regent’s Park Estate
HS2 do not yet have Vacant Possession of all the buildings to be demolished within Regent’s Park Estate.
Vast majority of construction traffic is using Granby Terrace Bridge and is expected to do so until July 2019 soonest.
8x parking spaces on Harrington Street and 3x “Pay & Display” parking spaces, on Varndell Street, are required throughout this
period.
Haul Route
Discussions with TfL are ongoing regarding a haul route and looks increasingly viable as a construction option.
Varndell Street Right-Hand Turn
Programme requirements, junction constraints and low vehicle numbers do not currently indicate that this may be implemented.
Advisory Speed Limit
Pictures of the Advisory Speed Limit signage are to be shown at next Community Traffic Working Group in February 2019.
HS2 and CSJV will seek to avoid using construction-related traffic on both Harrington Street and Varndell Street
wherever possible and we will seek to reduce vehicle numbers and presence on these streets whenever possible.
