This letter report summarizes the quarterly inspection and maintenance activities completed at the Neal's Landfill site during the first quarter of 2013. This report has been prepared in accordance with procedures and reporting requirements outlined in the March 2001 RCRA Cap Inspection and Maintenance Plan (CIMP) prepared by CBS Corporation.

The quarterly inspection was performed on March 12, 2013. A copy ofthe Inspection and Routine Maintenance Report is attached. All maintenance needs identified during the inspection will be addressed as soon as possible.

Routine maintenance activities for this quarter were limited to periodic inspections of site fencing and monitoring wells.

Non-routine maintenance included investigation into two issues along the northern edge of the cap. The north central drainage ditch will require repairs for erosion and rip-rap displacement caused by geotextile fabric failure in the lower section of the ditch. In addition, a possible trace subsidence area was observed along the toe drain line on the west side of the the same ditch. We will continue to evaluate this area through the Spring and make repairs as necessary. A copy of the Non-Routine Maintenance Report is attached, along with a memo and pictures providing additional information.

The 2013 second quarter inspection at Neal's Landfill is scheduled for the second week of June.

Re: Ditch Inspection at Neal's Landfill

Steve Wade and I made an inspection of the north down chute rip-rap ditch at Neal's Landfill that conveys runoff from the cap located as shown below.

It is apparent that water running off the cap down the ditch has found a way through the geotextile fabric which lined the ditch beneath the rip-rap and begun cutting through the under lying soil. As shown in the accompanying pictures, the water has cut down at least a foot below the previous bottom of the ditch along the west side of the ditch. The rip-rap lining the west side berm has slid down into that new erosion channel exposing the geotextile lining the berm. The erosion channel has continued down the side of the ditch and eroded through the bottom part of the west side berm. It will be necessary to fix this as the erosion could continue through to the soil cap on top of the liner. The rip-rap will have to be removed, and clay replaced in the ditch where eroded away and the lower berm repaired as well. Enough of the upper geotextile will have to be exposed to insure the replacement geotextile can be lapped under the upper geotextile so water cannot continue to undercut the fabric. This erosion process has also occurred to a lesser extent along the east side of the ditch; so repairs should be done there as needed at the same time.

Steve and I also observed either a slippage or subsidence trace that appears to be above the toe drain at the limit of consolidation encircling the north side of the landfill as shown on the attached as-built map. It's not obvious what is causing this, but it bears watching through the spring rains. If it appears to worsen, then the toe drain should be excavated and repairs effected there as well.
