The jumper is being removed to aid in the investigation of failure incident of a well jumper associated with Pipeline SegmentNo. 19174.

A separate application will be submitted to install a new jumper.

Pipeline Right-of-Way (ROW) OCS-G28684 is a 200-foot wide and approximately 5.22 miles (27,539feet) long corridor associated with the 06-5/8-inch bi-directional Pipeline Segment No. (PSN) 18811. The purpose of pipeline ROW OCS-G28684 is to operate and maintain PSN 18811 and to transport bulk oil from a Pipeline End Terminal (PLET) in Block 253 to Platform A (Delta House) in Block 254, all in Mississippi Canyon Area.

Under the provisions of Title 30 CFR, Section 250 Subpart J and Title 30 CFR, Section 250 Subpart Q, LLOG Exploration Offshore, L.L.C. (LLOG) hereby submits this application in quadruplicate (original and 3 copies) for the modification of the Lease Term Pipeline Segment No. 19174.

In 2014, LLOG installed one (1) 6.625" O.D. Flowline Jumper (Segment No. 18811) fiom Mississippi Canyon 253 Subsea Manifold, Mississippi Canyon Block 253, OCS-G-24062, to the Mississippi Canyon 253 PLET, Mississippi Canyon Block 253, OCS-G-24062, Gulf of Mexico, Offshore Louisiana.

The proposed modification consists of the removal of the existing Flowline Jumper following a recent subsea inspection and structural assessment.

In support of this modification, LLOG submits the following attachments:

LLOG is prepared to begin the removal as soon as possible; therefore, your earliest review and consideration will be greatly appreciated.

The installation of a new Flowline Jumper will be captured in a subsequent submission as part of this modification application. LLOG will be prepared to install a new Flowline Jumper as soon as possible.

1.0 Introduction

LLOG has done recent metrology on the Neidermeyer field and have determined that the south flowline jumper needs to be recovered and reworked due to changes in the initial metrology measurements.

2.0 General Information

2.1 Locations

MC 253 South PLET (flowline) SN 18811

2.2 6" Jumper

6.625"OD x 0.750" WT, API 5L Gr. X65 Insulation: GSPU, 2" thick Jumper length/weight in air:

MC 253 South: 60714 Kips

2.3 Initial Conditions -Jumper will be flushed with brine to 2 times the jumper volume prior to arriving in the field

-The plet and manifold valves will be closed after the flushing operation.

3.0 Jumper Removal

3.1 Mobilize ROV vessel to MC 253 Neidermeyer field.

3.2 Locate jumper and perform video survey. Call Delta House and confirm the Neidermeyer field is powered down and wells are shut in.

3.3 ROV to setup rigging on jumper and prepare to make cuts.

3.4 ROV to use super grinder to make cuts on belly 1' past the bend tangents.

3.5 Install plugs and recover belly section of jumper first.

3.6 ROV to rig up to PLET-side of jumper and unlatch the KLV8 as per FMC operating procedure. Install plugs and recover section to deck and put in containment or cutting box.

3.7 ROV to rig up to MANF-side of jumper and unlatch the KLV8 as per FMC operating procedure. Install plugs and recover section to deck and put in containment or cutting box.

3.8 Inspect pipe with NORM Meter.

3.9 Verify pipe ends are still capped to prevent oxidation.

3.10 Install FMC short term protection caps on plet and manifold hubs.

3.11 Demobilize
