Scaling Up Clean Cooking with LPG
• A clean, portable, safe gas for cooking
• A low carbon, plentiful and environmentally friendly fuel, currently produced as a by-product of the world’s production of natural gas and refining of oil (bio-LPG becoming available)

Cooking with LPG can Help Support Healthier Families…
• LPG meets WHO emissions reductions guidelines for health.
• Switching to LPG use helps prevent the more than one million annual premature deaths in India and over 500,000 across sub-Saharan Africa from household air pollution.
• LPG can be burnt very efficiently and has a lower emissions profile than firewood, charcoal and kerosene – reduced fine particulates: Better respiratory, cardiovascular and other health outcomes due to elimination of smoke inhalation.
• Benefits for pregnant women and children, leading to better birth weight, stillbirth prevention and less incidence of pneumonia in children under five years old.

Common Reasons For Lack Of LPG Access In Developing Countries
• National governments have not established adequate policies, regulations, market structures, and regulatory enforcement to stimulate and sustain market development.
• LPG, while plentiful globally, is often scarce locally.
• Local companies often lack the money or knowledge of essential practices to build needed infrastructure and distribution systems to reach consumers effectively and efficiently.
• Poorer consumers cannot afford the upfront switching costs—the LPG stove, burner, hose, and cylinder.
These reasons apply to urban and rural consumers alike.

The Global LPG Partnership Supports Large-scale LPG Transitions
• Launched in 2012, GLPGP is a public-private partnership among host and donor governments, UN agencies, NGOs, DFIs and impact investors, and leading international LPG companies.
• It helps countries build up and coordinate national LPG ecosystems — policies, regulation, supply, infrastructure and distribution — via international expertise and financing.
• It helps consumers switch to LPG via education, microfinance innovations and other support.
• It helps academic researchers pursue evidence-based research around LPG for health and the environment.

1) Effective market rules, well enforced, to support healthy competition and
cooperation
2) Stable fuel supply to build consumer and
business confidence in LPG
3) Market-stimulating, sustaining policies to
encourage investment in cylinders, and ensure
affordability for end users
4) High retail density to maximize access
5) Effective, professional management and execution in LPG
distribution and safety
6) National LPG Master Plan for implementing 1-5 in a coordinated manner

Highlights of Current GLPGP Activities
• Over 20 countries have requested GLPGP’s assistance to significantly expand LPG use.
• Highest-focus countries – Cameroon, Ghana and Kenya.
• Cameroon:
– Implementation and financing of National LPG Master Plan
– LPG microfinance program
• Kenya:
– Supporting aspects of national program to distribute 4.8 million cylinders by 2020
– LPG microfinance program to be launched Q2 2018
• Ghana:
– Supporting National Petroleum Authority in implementing national transition to sustainable LPG market model (cylinder re-circulation)
– LPG microfinance program being planned
• Supporting development finance institution partners to deepen and expand their activities and financing for LPG and advocacy on opportunities to adopt LPG use.
