PUBLIC HEARING CITY OF UDALL September 9, 2019

The Udall City Council met for the scheduled and published on Monday, August 12, 2019, at 6:30 p.m., at the Udall Community Building. Stephen R. Brown, Mayor, called the meeting to order. Roll call was then taken with the following council members present: Janette Adams, Michael Grahem, Randall Smith, Damon Wilson were present. Quorum established. Attendance sheet addendum to these minutes. Mayor Brown welcomed the group and introduced David Devore, of BG Consultants. Mr. Devore presented a summary of the proposed outline of the structure and its uses. A copy of his presentation was also available for the public and is made a part of these minutes. The summarized information included the limited size of the current library, the need for a local health clinic in the area, and the fitness area that would be provided. The overall goal of the council is to continue the CDBG (Community Development Block Grant) application which will pay for one half of the structure’s cost. The city’s matching funds will be provided by a USDA low interest loan with a maximum 30 year payout. Rose Mary Saunders also presented information on the grant process and how the timeline would move forward. A similar timeline in Mr. Devore’s presentation included the application due to the state by November 1, 2019; award announcement February 2020; signed contract March 2020; Preliminary design plans June 2020; Advertise for bid September 2020; Award project September 2020; Proceed with construction October 2020; and substantial completion July 2021. Discussion was held regarding the number of hours the new library would be open, with members from the Library board responding with their plan of part-time employment and volunteers. MOTION: by Smith, second by Adams to adjourn the Public Hearing. All voted aye, motion carried.

REGULAR COUNCIL MEETING CITY OF UDALL Monday, September 9, 2019

The Udall City Council met for the Regular Council Meeting on Monday, September 9, 2019, at 6:30 p.m., at the Udall Community Building. Stephen R. Brown, Mayor, called the meeting to order. Janette Adams, Michael Grahem, Randal Smith and Damon Wilson were present. Quorum established. Council Member Ethan Exley was sworn in by the City Clerk. CONSENT AGENDA:

MOTION: by Wilson, second by Smith, to approve the consent agenda including the Clerks and Treasurer’s Reports for August 2019, the minutes of August 12, 2019, Expenditure Report of $218,444.12 and Payroll Account Report Totals of $19,032.13. Motion passed.

OLD BUSINESS: No items NEW BUSINESS: 1. Udall Library/Wellness Center –

a. Resolution #326 authorizing Mayor to sign for matching funds amount b. Resolution #327 Operations and Maintenance assurance resolution MOTION: by Adams, second by Smith to approve Resolutions #326 and #327. Adams, Exley, Smith and Wilson voted aye, Grahem voted no. Motion carried.

2. Utility Billing and Fund Accounting Software recommendations. The quotes were reviewed at the work session previous to this evening’s meeting. Advantage Computer in Iola, Kansas offers Fund Accounting and Jayhawk Utility Services. The issue with the existing software is the loss of technical support.

MOTION: by Wilson, second by Smith, to approve the bid of $9,001.00 for Jayhawk Utility Services. All voted aye, motion carried.

3. Udall Fall Festival – Members from the Fall Festival committee were in attendance with their requests for the event. Julie Von Bon, Treasurer, addressed the council requesting, Use of the City Park, stage, concession area; use of the downtown area for the carnival rides, fencing and barricades for outer areas, trash cans for park and sound system equipment for the car show, parade and demo derby. The group also requested paid wages for the police department and maintenance department for their work during the event. Kenny Ault added there is a contract with Weee Entertainment for 12 carnival rides, games and vendor booths. The cost is $10,000 and the committee is requesting the city donate $5,000 of this expense, and waive the permit fees for the carnival.

MOTION: by Smith, second by Exley, to approve the staff, use of park and property. All voted aye, motion carried. MOTION: by Grahem, second by Smith, to approve use of sound systems for the park, parade and car show. All voted aye, motion carried. MOTION: by Wilson, second by Smith, to waive fees for the carnival and parade. All voted aye, motion carried. MOTION: by Wilson, second by Smith, to approve donation of $5,000 to the Udall Fall Festival for carnival entertainment. All voted aye, motion carried.

It was discussed where the street dance would be held and this will be indicated on their CMB license application at the next council meeting.
