    With Congress polling at historically low approval ratings, and

    Americans having virtually no condence le in our elected ocials,

    weve clearly reached a tipping point.

    Put simply, the prevailing political system is raught with corruption.

    And massive reorm is needed perhaps more than ever beore in

    this countrys proud history.

    rust me, I dont take amendments to the Constitution lightly. But the

    Foreathers gave Congress this exceptional latitude or a reason.

    Te Framers o the Constitution realizing that they couldnt achieveabsolute perection intended or there to be amendments, and laid

    out the procedures in Article V.

    O the Constitutions 27 amendments, 10 the Bill o Rights were

    proposed by Congress in 1789 and ratied in 1791, meaning the other

    17 were spread among the subsequent 220 years.

    Under the traditional process, Congress proposes an amendment

    i two-thirds o its members agree. Te amendment is then ratiedi three-ourths o states agree.

    But how can the healthy process o change proceed i Congress itsel

    is the problem?

    Well, with incredible oresight, the Framers gave Americans a second

    path.

    Beore I reveal the Framers secret resolution, however, let me back up

    a bit and show you in the simplest terms possible whats going onwhy Im so concerned and what could happen within days...

    To DropFailure to reach a meaningul course o action would not onlyerode what little condence remains in our ederal govern-ment, but would also trigger a budget sequester. Or in laymensterms, automatic, across-the-board spending cuts to deenseand domestic programs, specically.

    And such a turn o events would be crippling.

    For instance, it would shrink our Navy to the smallestnumber o ships since 1915. It would reduce our Air Forceto its smallest size ever. And it would cut Medicare benetsby $123 billion.

    Sequestration would also likely trigger a second debt down-grade this time, rom either Moodys or Fitch dealinganother blow to Americas already ragile economy.

    Worse yet, it could send the stock market into adeath spiral.

    Such a reality has the potential to erase billions in personalwealth, indiscriminately crushing stocks, EFs, 401(k)s, mu-tual unds and pension unds (i.e. our hard-earned nest eggs).

    But it gets even worse

    Even i Congress agrees to a workable solution, i the structureo the spending cuts and new taxes arent just right, it could re-sult in economic contraction, which itsel could trigger anotherdebt downgrade and urther thwart GDP growth.

    So you see? Were hosed either way!

    Having just ought the Revolutionary War to gain inde-pendence rom Britain, the Framers o the U.S. Consti-tution knew, rsthand, that over time, the governmentitsel can become the plague.

    Or as Lawrence Lessig says in his book Republic Lost

    Sometimes an institution becomes too sick to x itsel.Not that the institution is necessarily blind to its ownsickness. But that it doesnt have the capacity, or will, todo anything about it.

    Understanding this, the Framers added to our Constitu-tion an ingenious escape hatch.

    Although its never been used in the history o thisproud country, its the only plausible strategy or orcing

    undamental reorm to our Congress.Were calling it Te Framers Secret Resolution.

    But amid all the hope, a newly liberated America was strug-gling to nd its identity. Ironically, like its British predecessor,its early political system was rie with corruption.

    As Washingtons powerbase was orming, greed oentrumped morals.

    Sounds amiliar, right?

    In 1787, Congress convened in Philadelphia with the soleand express purpose to make it possible or the Constitutionto be amended, as needed. It accomplished this extraordinaryeat in two very distinct ways:

    1) By Congressional mandate.

    2) By calling for a convention.

    o date, all 27 amendments have come orth via thetraditional route, where Congress proposes an amendmentand then the states ratiy it.

    But, as Lessig says, Sometimes an institution, like anindividual, needs an intervention rom people, rom riends,rom outside.

    Knowing this, the Framers orever etched their secretresolution onto the parchment.

    In other words, Americans can, in eect, supersede Congressi the masses can somehow all get behind a game-changingidea, and infuence their local leaders to move on it.

    Its a daunting task.

    However, even though its never been done, the specter o aconvention alone can scare Congress into taking action.

    Congress quickly pushed through the 17th amendment whenthe states came within one vote o calling or a convention.

    MoveMeNTBy its very denition, a convention is intended to be agrass roots eort, with policymakers kept a sae distancerom the process.

    Its people power at work the same people who currentlygive Congress a pathetic 9% approval rating.

    Or as Abraham Lincoln argued, Constitutional amendmentsshould start at the ground level with ordinary people and work their way up.

    And its about time we get to work!

    First and oremost, though, we need a central idea one that will serve as the rallying cry o the people.

    Perhaps its campaign nance reorm. Or requiring a balancedbudget. Or term limits (my personal avorite).

    With so much corruption in politics, rallying around a bigidea is actually the easy part.

    Te hard part is organizing a movement strong enough tosupport a convention. And the only way to do that is at thelocal level.

    It could happen by organizing what Lessig calls shadowconventions at town hall meetings, church gatherings, peprallies, on college campuses wherever such discussionsamong passionate civilians occur.

    And o course, the power o technology and other social

    media can help enormously, as well.

    But even organizing shadow conventions is too ambitiousat this stage o the game.

    For now, since were so early in the movement, our mostworthwhile endeavor is simply raising public awareness oTe Framers Secret Resolution calling or a convention.

    In the end, a convention isnt about whether you lean tothe le or the right.

    Its not about whether youre Republican or Democrat,or whether you live in a Red state or a Blue state.

    It has nothing to do with race, ethnicity, or yourreligious belies.

    Its simply about one thing:

    Reform.And since Congress is ar too sick to rely on a moment

    longer, its time we use the power granted to us by ourForeathers to spark the reorm ourselves.
