SATERN is NASA’s new Learning Management System (LMS) that offers web-based access to training and career development resources.

What is SATERN?

Why is NASA Implementing SATERN?

SATERN offers NASA: An e-Training solution to improve Agency services

and save taxpayer dollars Ease of access and improved functionality Improved consistency and efficiency in training

operations

e-Training is an e-Gov initiative to improve all Federal Agencies,as part of the President’s Management Agenda..

Reduced costs through the consolidation of multiple learning systems

Who is Facilitating Implementation of SATERN?

Implementation of SATERN is a joint effort between the NASA Offices of Human Capital Management (OHCM) and Chief Information Officer (OCIO)

The Full SATERN Implementation Team has been represented by each Center Training Office and SOLAR Discipline representatives, in addition to the OHC and OCIO representatives

Plateau is the vendor that provided the commercial-off-the-shelf (COTS) software for SATERN and customized it for NASA’s needs—the company is a key provider of LMSs for Federal Agencies (e.g., ATF, IRS, USDA)

What NASA Agency-wide Systems are Affected?

Agency-wide legacy systems transitioned to SATERN are: • AdminSTAR–training administration system used by all

Center training offices• NORS– (NASA Online Registration System) allows students

to register online for courses, and is integrated with AdminSTAR

• SOLAR– (Site for Online Learning and Resources) the online custom content courseware system used throughout NASA

Easily identify required training Launch available online courses (from both NASA

and outside vendors) Search course catalogs for training opportunities Submit training registration requests Record training history Generate personalized training reports Receive e-mail reminders on scheduled training Check the status of enrollment

SATERN provides employees a “one-stop” approach to managing NASA training activities. Through SATERN employees are able to:

What Does SATERN Do for Employees?

Approve training requests Assign training to employees View employee training reports Manage employees’ training requirements

Supervisors can also use SATERN to:

What Does SATERN Do for Supervisors?

Use SATERN to launch online courses and enroll in onsite training

Use a new form (NF-1735) for external training requests such as conferences and educational programs

After the SATERN implementation at your Center, employees will:

What Will Employees Do Differently?

What Will Supervisors Do Differently?

In SATERN, Supervisors have an active role in their employees’ training and career development plan. Supervisors are:

Responsible for reviewing and approving employee training requests

Able to assign training and learning items to individuals or a group within your organization

Capable to access the status and progress of your subordinates by viewing employee training reports

Leading and managing employees’ training requirements and career development needs

In May 2006, NASA launched SATERN and replaced the three legacy Agency-wide systems.

Future phases will bring new functions including:

Implementation of SATERN is a significant transformation effort. The system functionality will be implemented in phases.

• Career planning• Individual development planning• Library management• Competency management…and more

When Was SATERN Implemented?

How is SATERN Related to the NSSC?

The NASA Shared Services Center (NSSC) and SATERN are both efforts that NASA is undertaking to streamline Agency-wide processes and reduce costs

Both initiatives are coordinating efforts to make the transition of training support seamless for NASA employees

The NSSC uses SATERN to provide centralized and timely training support to Centers as training functions transition in phases from Center Training Offices to the NSSC

How Will Employees Learn To Use SATERN?

A self-paced tutorial, informational sessions, and job aids will be available to help employees understand and use the system

The help feature on SATERN is a good resource for users unsure of how to complete a task

The SATERN Help Desk will provide user assistance to learners, supervisors, and administrators
