The crisis facing financial markets since 2008 highlighted the weakness of the structure of global financial governance. Faced with the globalization of financial markets, rules and institutions that monitor and regulate the activity of financial markets did not follow through. The panel will try to draw lessons from the crisis, suggesting paths for reforming governance at the European and global levels.

The EU adopted a report on the implementation of its European Security Strategy in 2008 and is now in the process of setting up new structures for external action, implementing the Lisbon Treaty. NATO is in the process of reviewing its 1999 Strategic Concept. This panel will bring together practitioners and academics to discuss the process of strategy-making in both organizations, the challenges that their strategies need to address, and how strategy should be reflected in the institutions.
