2. Optical Microscope (Research Inverted Metallurgical Microscope)

6. Small/Wide Angle X-ray Scattering (SAXS/WAXS) System

Equipment for analysis of isotropic and anisotropic materials by Small and Wide angle X-ray Scattering (SAXS and WAXS). The equipment should be capable of measuring soft matter like surfactants, proteins, polymers, complex fluids and other weakly scattering specimens like gels, powders, etc. within 30-45 mins. using high intense and high resolution system design. The equipment should be from reputed make having own manufacturing and should have well established service support in India.

Technical Specifications:

1. X-ray Source/Flux density :

a. Any suitable Cu K-alpha/dual energy Cu or Mo K-alpha X-ray source generated from sealed X-ray tube or rotating anode or microfocus.

b. Flux density : Integrated flux : >100 × 106 photons/sec.mm2or better, within vacuum >50 × 106 photons/sec.mm2or betterrequired at the sample.

c. The X-ray source/generator should be better than 1 kW with stability < 0.005% for high voltage and current with 10% variation of main supply.

d. In case chilling is needed for the quoted X-ray source, then the specification including dimension of the chiller should be mentioned.

2. X-ray optics :

a. Focused single reflection multilayer optics with 2D collimation with flux (1 × 106 photons/sec.mm2) at the sample.

b. The instrument should have the ability to collimate the X-ray source in “line” or “point” collimation at the sample position.

3. Detector and Resolution :

a. A suitable state of the art detector to be offered to measure SAXS and WAXS region.

b. The equipment should be capable of measuring the particle size ranging from 1 to 80 nm or better and should be capable to measure d-spacing upto 100 nm or more.

c. The equipment should have a q-range of 0.01 nm-1 to 38 nm-1 (or better) with a delta q of 0.01 nm-1 or better in a single experiment for SAXS and WAXS region. In case of single detector cannot meet the WAXS range, an additional detector should be offered to cover the WAXS rangeupto 30 nm-1 or more.

d. The pixel size of the detector must be 100 × 100 m or smaller. They should not have any defective pixel-strips, areas or similar and should guarantee in writing in bid. There should be no need for calibration.

e. If supplier have more than one detectors, they should provide specifications along with quote. However, the optional detector will not be considered for cost comparison.

4. Sample stage movement and Beam path assembly:

a. For easily measuring SAXS and WAXS data, an automated movement of the sample stage is required. Automated movement along the beam axis from SAXS position (large sample-to-detector distance up to 650 cm) to WAXS position (short sample-to-detector distance, upto 15 cm) is required.

b. Source to detector optics should have fixed distance. Translation precision better than 10 m.

c. The entire SAXS and WAXS beam path should be under vacuum and a noise free pump should maintain the vacuum better than 1 mbar or better throughout the experiment. (Vacuum free WAXS measurement setup is preferable).

5. System Resolution: The SAXS system should resolve and measure particle sizes from 1 nm upto 80 nm

diameter or better (in liquid/gel media) and should be capable to measure d-spacing upto 160 nm or better.

6. Beam size: Any suitable well defined beam size to fulfil the requirement of High Flux and High

Resolution.

7. Beam stop: a. A video camera or a movable beam stop with an integrated pin-diode

detector/assembly for intensity measurements and sample absorption data correction/sample positioning should be offered.

b. If there is no such beam stop, provisions should be available for absolute transmission and incident flux (beam intensity monitoring) measurement shall be offered.

8. System alignment : All the system components should be motorized for control and control computer, to

ensure automatic alignment of the complete system.

9. Sample stage : A motorized sample stage for easy sample loading and sample temperature control to

be included with system. The stage temperature control should be in the range of -20 oC to 120oC. In case a single heating unit cannot meet this requirement, additional Heating/cooling should be offered separately.

10. Sample Holders : a. Suitable holders for solid and powder samples should be quoted.

b. Suitable sample holder for liquid, dispersion, gels, emulsion, suspension, polymer/protein solution samples should be offered.

c. Suitable sample holder for thin films should be offered.

11. Measurement Time : Time resolved experiments on the sample should be possible from seconds onwards.

(Most typical measurement times should be 1 to 30 mins).

12. Data Reduction and Analysis : a. System software should be powerful image processing and data evaluation

software, which effectively speeds up the processing of SAXS/WAXS raw data.

b. The software should be capable to perform basic operations such as profile averaging, background/buffer subtraction, automatic data reduction and conversion to absolute scale, radius of gyration calculations, model fitting for particle shape and structure, calculation and generation of pair-distance distribution plots, etc.

c. The software should be capable of extracting structural information on thin films using GISAXS.

d. The software should allow to interpret scattering data of interacting (i.e. concentrated or charged) particle systems from a single experiment eliminating the need to run a series of measurements with different concentrations.

e. Ability to fit with theoretical models and simulation of structure model.

f. Flexibility to export corrected data in ASCII format. g. It should allow to design individual structure models or to import crystallographic

structure files. (e.g. Protein Data Bank files or other file formats).

h. Software for analyzing biological samples to be quoted.

i. WAXS data base to be quoted (as an optional).

j. Software should have perpetual license and should be updated when available without additional cost. Company should provide written undertaking free support for data acquisition software at least for 10 years from the time of installation.

13. System Control : The system should be computer controlled and a software capable of automated instrument control should be offered.

14. Computer and Printer : Two PC (one for data acquisition and one for data analysis) to be quoted

(Specifications: Computer should be compatible with the system and capable of handling the quoted software and hardware. Workstation should be latest branded desktop, i7 (latest generation) or higher processor, DVD-RW drive, HDD 1 TB or better, 16 GB DDR RAM, 21 inch LED monitor, Windows operating system along with one colored laser printer and one b/w laser printer. Separate similar computer (to be networked with primary computer) for data analysis. Service should be available locally during and after warranty period.

15. Radiation Safety:

a. The system should be designed to meet safety radiation of 1 Sv/hr or less on contact with the outer surface of the equipment.

b. The system should also be equipped with safety sensors, which activates automatically under unsafe system operation and close X-ray shutters.

16. Suitable chiller/heat exchange, air compressor, circulator, air dryer with adequate capacity for the instrument to be quoted (if required for full functioning of instrument).

17. Any other utilities or accessories required to maintain and run the system & meet the above specifications should be clearly indicated and offered.

18. A complete set of installation CDs/DVD to be provided. Also set of manuals including service and operational manuals and required hardware and software documents should be provided in the form of hard copy as well as soft copy.

19. A list of spares and consumables for trouble free operation of 10 years should be quoted separately.

20. A suitable ISO-9001 certified Indian make 10 KVA online UPS with a minimum backup of 1 hr. Service should be available locally during and after warranty period.

21. The system should work on 220 V, 50 Hz power supply.

22. Installation and Training : The tenderer getting the contract must visit the space intended for the installation at least 3 months before installation and inform in writing any changes required. Any on-site tests/measurements the tenderer might require to this purpose must be carried out by the tenderer at his cost. The buyer will grant access to the laboratory for this purpose. Necessary onsite trainingby the experienced specialist (for research scholars as well as staff) should be provided free of cost until they could able to run the machine with their own (minimum five days training).

23. The firm should have minimum experience of at least 5successful and operations installation of SAXS instrument within India for desired.

24. Optional attachments and accessories for instrument:

Following items may be quoted optionally; a. Price for any additional hardware attachments such as auto sampler, multiple capillary

holder, multiple solid sample holder fro high throughput screening of samples should be offered.

b. Sample stage to perform Gi-SAXS measurements with XYZ translation movement precision accuracy of 0.1 um and angular positioning accuracy of 0.005o should be offered.

c. Sample stages in various temperature ranges may be quoted.

d. A flow through sample holder for reaction monitoring and a rotating capillary sample holder for powder, micro volume cell with sample recovery capabilities should be quoted.

e. Optional CCD detector : If the standard detector included in the unit is not high resolution CCD, a detection system with following specs should be offered separately, as an option (i) Front illuminated CCD detector, (ii) Minimum 2048 × 2048 pixel, 24 micron × 24 micron pixel size optimized for 8 keV X-rays, (iii) Active area : 50 mm × 50 mm or larger, (iv) Operating temperature at -40oC. Required Peltier system and Counter-cooling system should be integrated part of the option.

7. Atomic Force Microscope

Technical Specifications:

1.Modes of Operation :

Contact, Non-contact, Tapping Mode/Intermittent contact/Dynamic Force, Phase imaging, Magnetic Force Microscopy (MFM), Electric Force Microscopy (EFM), Conductive AFM (CAFM), STM mode with HOPG substrate

Any other modes, which come as default modes with the quoted system should also be clearly mentioned.

2.Scanners : The instrument should be compatible to the use one or more Piezo Scanners to cover from large area to smallest possible areas with the best possible resolution as given below;

a. Scan Range :

Large area scanner (Scanner 1) :

90 m × 90 m or above to minimum possible scan length of about 500 nm or less (XY scanner).

The softcopy of the software should be provided.

10. Power Supply :

The instrument and computer should be compatible with power supply specifications in India : 220 V, 50 Hz.

Suitable online UPS with one hour backup for the operation of the system and computers must be provided

11. Probes/Cantilevers:

Consumables like probes/cantilevers required for operations for minimum three years are to be included for all modes of AFM as mentioned in specifications

Quote unit price for all the probes/cantilevers required in the various modes of AFM as mentioned in specifications.

12. Vibration &Acoustic Isolation :

Suitable active vibration isolation table complete with required accessories must be included as standard part of the system. Similarly, acoustic isolation hood is required.

13. Complete manual should be provided Comprehensive onsite training should be provided for selected students and operators

during installation of the instrument 14. All standard start-up accessories required for system operation should be included – like

calibration gratings, standard samples and other tools like tweezers, Allen keys, tools etc. for sample handling and instrument operation.

TENDER FORMAT AND

TERMS & CONDITIONS OF THE QUOTATIONS

The quotations/Technical bid should be sent in duplicate in the following format on the

letterhead pad of the firm. ONLY authorized dealers/ manufacturers enclosing Xerox

copy of authority letter NEED to quote. Quotations, which comply and agree to all the

terms and conditions given below, will ONLY be considered for comparison.

1. Cost of the Item with specifications of the equipment.

2. Amount of GST and its rate.

3. If GST on it is not applicable, please state amount of the and its Rate. If GST is to

be charged at concessional rate, the University will issue a declaration that the

items (those to be purchased) are required for teaching purpose.

7. The University is not competent to issue “C” or “D” form for GST or any other taxes.

8. Please do not show only the rates of the above in quotation or do not write that as

per rules, such quotations will not be considered.

9. All the items quoted whether indigenous or imported should be quoted on the basis

of delivery to the respective Department/Section, Sardar Patel University,

VallabhVidyanagar - 388 120, Gujarat, India. All the rates for freight, insurance etc.

should be shown as required at the Department/Section. The F.O.R., F.O.B.,

Factory godown / Country quotations will not be accepted.

10. (a) The dealers/suppliers will be responsible to clear the consignment at Customs by their own expenses and also, for SAFE transportation of the items to the Department while bearing respective charges as described above. (b) The C.I.F. value to nearest airport i.e. Ahmadabad (Gujarat) only with Insurance coverage up to the Department/Section should be shown in foreign currency.

(c) University holds valid Customs Duty Exemption Certificate issued by DSIR, Govt. of India, New Delhi.

(d) If the equipment is to be imported or country of origin is other than India, please quote the rates in foreign currency only.

11. Free installation and demonstration of satisfactory performance of the instrument /

machine / equipment / apparatus and free training for use of these are to be given

at the Department by the Dealers and free warranty service period starts after the

satisfactory installation.

12. During the warranty period, the firm should make at least two inspection visits for

the Instrument/Equipment supplied, without any additional charges.

13 Minimum FIVE YEARS’FREE ON SITE WARRANTY (OR THREE YEARS WARRANTY AND TWO YEARS COMPRIHENSIVE AMC) including free

replacement and free repairs, without any charges whatsoever, within warranty

period is to be pledged by the Dealers, Suppliers, Agents etc.

14. No packing, transport, customs clearance, insurance charges or any other

charges, in any form, will be paid by the University in case of any replacement of

instrument / component during the warranty period.

15. Please also certify in the quotation that the prices quoted are as laid down in the

Manufacturer’s / Sole distributor’s list.

16. Quotation should be valid for 6 months and therefore those who wish to keep

quotation valid for 6 months from the last date for receiving the quotation should

only send their quotation. For imported items, the quotation should be valid for a

minimum of 12 months.

17. In case of items costing more than Rs. 5.00 Lac, the firm whose quotation shall be

accepted shall have to give an affidavit / declaration on Non-Judicial stamp

paper, to be signed before a competent magistrate OR Bank Guarantee for

installation, free warranty service during warranty period, for the maintenance on

payment basis after warranty period, for assurance of the supply of spare parts,

components on payment basis and also for refund or adjustment of payment

against advance payment made.

18. Each quotation should accompany the manufacturer’s printed leaflet, literature of

specifications of every item quoted, failing which quotation will be summarily

rejected.

19. Each quotation should give an undertaking that the instrument or equipment will

be supplied along with Instruction manuals, operation/circuit manuals and service

manuals without any charge. The service manuals should contain circuit diagrams

(with component names and values), Component layout diagram, Inter-connecting

wiring diagrams, Wave forms, Voltages and adjustment procedure of different

stages are to be given. Computer hardware and software documentation is also to

be provided. MINIMUM TWO / THREE / FIVE YEAR GUARANTEE/WARANTEE

IS REQUIRED AFTER INSTALLATION (OR THREE YEARS WARRANTY AND TWO YEARS COMPRIHENSIVE AMC)

20. In case of imported items, the firm whose quotation is accepted shall have to give

an affidavit / declaration on Non-Judicial stamp paper, to be signed before a

competent Magistrate OR Bank Guarantee for responsibility for:

(a) Free installation and free demonstration at the respective

Department/Section, Sardar Patel University, VallabhVidyanagar - 388 120,

Gujarat, India, by the dealers and the warranty service period starts after the

satisfactory installation.

(b) Free training to operators at the Department/Section for use of instrument / items

by the dealers.

(c) Free warranty service of minimum Five years is to be agreed upon. During

warranty period, free service (if required) without any charges whatsoever is to be

provided by the dealers.

(d) Maintenance of repairs on payment basis after warranty period.

(e) Assurance for the supply of spare parts, components on payment basis after

warranty period.

(f) Refund or adjustment of payment against the advance payment.

(g) Dealer shall provide free clearance of consignment from customs safe dispatch of

goods, from Airport/Go down (if required by individual Delivery Van), to the

respective Department/Section, Sardar Patel University, VallabhVidyanagar - 388

120, Gujarat, India with insurance cover.

(h) Competent Engineer’s presence during custom clearance for checking any

damages or short - supplies and assisting in making claims thereof will be

required.

(i) Dealers shall be personally responsible for immediate checks of goods at the

Department and to help in making any claims for any damages during transit.

(j) Dealers shall provide without any charge all operating and service manuals along

with instruments / items as per condition no. 17.

(k) Dealers will deposit Rs. 1.00 Lac or 5 % value of the order (whichever is less)

with the University, as soon as order is placed to the Dealers. This amount is to be

held as the Security Deposit. On completion of the warranty period, the same,

along with the EMD, will be refunded without any interest to dealers, after the

instruments are satisfactorily installed and demonstrated to be working alright as

per specifications and provided all the service manuals and documents and

documents as per condition No. 19 have been received.

21. Lowest Quotation shall not necessarily be accepted. The University reserves

the right to reject or accept any quotation without assigning any reasons. It is not

assured that the order for all the items will be placed with one firm only.

22. No correspondence queries or reminders or personal visits regarding quotation

position or ordering action will be entertained or replied unless invited for the

discussions, negotiations etc. by the appropriate authority. Orders when finalized

will be intimated to the parties concerned ONLY.

23. The orders will be placed subject to the availability of funds/grants and receipt of

CDE and NMI certificate.

24. Dealers should write in their quotations that they agree to all our conditions, failing

which quotation will be rejected.

25. It should be strictly observed that all the foreign bank charges have to be borne by

the beneficiary while the inland bank charges will be borne by the University.

26. The mode of payment should be made only by Sight Draft after receiving the instrument or other than through wire transfer after successful installation decided by the University on the basis of its requirements. The terms for payment by Letter of Credit (L.C.) is not acceptable in any case.

27. Non compliance of the order will lead to forfeiting of all the deposits.

28. Any dispute leading to legal actions will be subject to ANAND JURISDICTION ONLY.
