Date: Monday, December 05, 2016 4:49:25 PM Chair Byrne and Commissioners Dear Chair Byrne and Commissioners, I am writing to express my concern that the regulations for Chapter 8 storage funds are being substantially weakened, and that the continued delay in their release will leave little time for the public to comment or for staff to revise them. We want to be sure that climate change impacts are incorporated, that costs associated with addressing environmental impacts are not funded, and that the regulations provide clear direction about how funded benefits should be calculated. Please revise the schedule for adoption of the regulations to allow sufficient time for the public to respond and for the Commission to make needed changes.
