    SAPD STRATEGIC PLAN

    In order to develop viable and sustainable solutions toquality of life issues such as Panhandling Graffiti Prostitution Open Air Drug Markets Burglary of Vehiclesthe San Antonio Police Department has developed astrategic plan.

    SAPD Convened Committee of Stakeholders (Dec 2013)

    The full committee met several times each month for

    the first several months.

    STAKE HOLDER SUBCOMMITTEES

    The Full Committee organizes into subcommitteesfocused on each of the five core issues

    Each subcommittee is organized and coordinated by an

    SAPD Captain Each subcommittee meets at least once a month and some

    meet more frequently Subcommittees include representatives from SAPD, other

    City departments, Bexar County Agencies, outside serviceagencies, and community groups (HOAs, Moose Lodge,etc)

    PANHANDLING

    Example of Initiatives: Worked closely with Bexar County Mental Health,

    the Probate Court, and the Center for Health CareServices to develop a civil commitment process toforce chronic offenders into out-patienttreatment; the process has been finalized.

    Successes: Panhandling arrest are up 34% this fiscal year

    GRAFFITI

    Example of Initiatives: Pilot program with Greater Northwest HOA to

    address graffiti problems. Successes:

    Thousands of incidents of graffiti tracked, cleanedover 6,800 ft 2 of graffiti from 137

    resident/business locations and 30,000 ft 2 fromdrainage areas.

    833 arrests for graffiti fiscal year to date have leadto an 8.76% decrease in reported crimes.

    PROSTITUTION

    Example of Initiatives: Held meetings with the Texas Lodging Association

    and the San Antonio Housing and LodgingAssociation to discourage hourly sales of lodging.

    Successes: City-wide crackdown has lead to 1,048 arrests for

    prostitution (up 9.39%) and 2,378 citations (up25%) for this fiscal year.

    OPEN AIR DRUG MARKETS

    Examples of Initiatives: Concentrated enforcement efforts in identified

    hot-spots in each area of City. Conducting quarterly buy-bust programs

    throughout City. Successes:

    Narcotics arrests are up City-wide by anastounding 20.5% this calendar year.

    BURGLARY OF VEHICLES

    Example of Initiatives: Initiated two projects along the IH-10 corridor

    partnering with the business community,neighborhoods associations, and law enforcementstakeholders. Six Flags, La Cantera Mall, and theRIM Shopping Center all reconfigured theirparking lots and/or security measures as a resultof the operation.

    Successes: Burglary of vehicles are down 7% this fiscal year.

    HAVEN FOR HOPE INITIATIVES

    Example of Initiatives: Central SAFFE performs sweeps bicycles and

    patrol units saturate the area and make contactwith individuals found underneath bridges, stores,abandoned houses, and other locations such asthe 900-1000 block of the W. Houston, 200-300block of N. Frio, and the 1200 block of W. Martin.

    Successes: 16 arrests for felony drug possession and delivery

    of narcotics due to work with Haven for Hope.10

    CONTINUING EFFORTS

    SAPD will continue to address quality of life issues forthe community, as well as facilitate stakeholdermeetings to ensure efforts to address these issues

    remain a priority for the Department.
