CITIZEN ADVISORY PETITION

TO THE SAN JUAN COUNTY COUNCIL

To the San Juan County Council:

We The People, residents of San Juan County, Washington, hereby request a Resolution, to urge the Washington

State Legislature and the United States Congress to amend the United States Constitution to clearly state that:

(1) Corporations are not human beings, and only human beings are endowed with Constitutional rights.

(2) Contributions and expenditures for political purposes are not Constitutionally-protected speech. Therefore

regulating political contributions and spending is not equivalent to limiting political speech.

(3) Congress and the States shall have the power to regulate contributions and expenditures for campaigns and

ballot measures, and to require public disclosure of the sources of such contributions and expenditures.

We ask for the enactment of a Resolution by which the San Juan County Council shall call upon the Washington

Legislature and the U.S. Congress to amend the Constitution with provisions as outlined above and printed on the

reverse.

Residents of San Juan County Call for a Constitutional Amendment

to Limit Corporate Political Spending and to Regulate Campaign Financing

A RESOLUTION URGING OUR STATE AND FEDERAL REPRESENTATIVES TO ADOPT A

CONSTITUTIONAL AMENDMENT LIMITING THE RIGHTS DEFINED THEREIN TO NATURAL

PERSONS ONLY, IN ORDER TO PERMIT ENACTMENT OF REASONABLE LIMITATIONS ON

POLITICAL CONTRIBUTIONS

BE IT RESOLVED by the County Council of San Juan County, Washington, as follows:

The County of San Juan, Washington hereby includes in its 2012 Federal and State Legislative Priorities

support for a constitutional amendment ensuring that artificial entities, such as corporations, trade

unions and similar organizations, are not entitled to the entirety of protections or rights of people, soas to specifically ensure that (1) spending by such entities to influence the electoral process is not a form

of constitutionally protected speech and (2) such limitations as Congress, as well state and local

jurisdictions, may choose to enact to restrict such expenditures, by either artificial entities or individuals,

are legal and viable under the Constitution.
