SNL Need for Analytical Services

• Similar to other DOE sites, there is a need to have access to analytical services

• Within the DOE family, it makes sense to leverage resources (and contracts)

• Use of external laboratories provides an independent analysis, enhancing credibility with regulators and the public

• For “smaller” sites such as SNL, outsourcing analyses can be more cost-effective than developing and maintaining internal analytical capabilities

SNL Analytical ServicesSNL has four contractual agreements for off-site commercial analytical laboratory environmental data services ($560K total). Each affects multiple DOE Users• GEL Laboratories, Charleston SC • Test America Laboratories, Richland WA • Southwest Research Institute, San Antonio TX • Hall Analysis Laboratory, Albuquerque NM

Importance of Knowing Analytical Data is Defensible

• DOE must have confidence and understanding of data pedigree

• Having defensible environmental data to support our field decisions is imperative to our operational activities, and maintaining public trust and credibility.

• Really don’t want to find out our data is suspect from our stakeholders or the media

• DOECAP efforts helps leverage resources across the DOE to perform reviews and assessments

Example of DOECAP Help

Several years ago the American Radiation Services (ARS) Albuquerque laboratory which had gone bankrupt • ARS supported several DOE sites (Portsmouth, SNL,

LANL, and INL)• They had several thousand environmental

samples/waste that needed to be preserved• DOECAP provided excellent assistance to secure

samples and fostering field managers risk reductions

Example of Site-Specific Benefit: Sandia Groundwater Program

• DOECAP audits laboratories at the system level, enhancing credibility• This allows Sandia to focus oversight efforts on unique, programmatic, and

site-specific data quality and regulatory issues (“chasing the ghosts”)• Complex combination subsurface environment and wide range of

constituents• High public visibility with respect to quality of data• Data and documentation must be legally and technically defensible,

especially when results are at or near levels of detection• Example: Spurious toluene detections in wells across Sandia were found

not to represent groundwater contamination after an extensive review of quality control data
