TACCBO PRESIDENT

Neil Vickers Executive Vice President, Finance and Administration and CFO Austin Community College District Neil Vickers is Executive Vice President, Finance and Administration, and Chief Financial Officer at Austin Community College District (ACC). He is directly responsible for the College’s budget, financing and investment activities as well as the departments of Business Services, Human Resources, Information Technology, and Facilities & Construction, Business Processes & Initiatives and Records & Information Management. Mr. Vickers earned a bachelor’s degree in Mathematics from the University of Texas at Austin, and a Master of Accountancy from Texas State University. His coursework includes over 40 credit hours taken at ACC. Mr. Vickers has been a licensed Certified Public Accountant since 2003. He has also taught as an adjunct faculty

member in ACC's Accounting Department. Neil served as Treasurer of TACCBO for 1 ½ years from February 2016 - June 2017 and is the current president of the Texas Association of Community College Business Officers.

WELCOME Robert Vela, Ed.D. President, San Antonio College Robert Vela, Ed.D. currently serves as the 12th President of San Antonio College in San Antonio, Texas. One of the largest single-campus community colleges in Texas, and one of the biggest in the nation, San Antonio College is the flagship institution in the Alamo Colleges District, which is made up of five distinct colleges. Vela assumed the role of President in August 2014, after serving as the Dean of Student Affairs, Vice President of Student Affairs, and Vice President for Student and Academic Success for nearly six years. During that time, he also served as the Interim District Director for the Alamo Colleges District Center for Student Information in 2010. With more than 20 years in higher education administration, Vela brings a wealth of experience and knowledge to the position as President. Before moving to San Antonio College, Vela held the position of

Dean of Student Development at San Jacinto College - North Campus in Houston, Texas from 2005-2008. As well, he served as a Coordinator/Advisor at Coastal Bend College. Earlier in his career, he held several positions at Texas A&M University - Kingsville, including: Assistant Director of Upward Bound Math and Science, Director of Teacher Development Center, Director of TexasTEACH and Coordinator of New Teacher Recruitment. He has also served as adjunct faculty for Texas A&M University - Kingsville, Texas A&M University - San Antonio, Texas State University, University of Texas Pan American, Sam Houston State University, and the University of the Incarnate Word, among others. Dr. Vela's personal philosophy is grounded in servant leadership, which is evident in his involvement with numerous professional organizations. He currently holds appointments on various national organizations. He serves as President of the National Community College Hispanic Council, American Association of Community Colleges Board of Directors and the Challenger Center’s National Board. His other organizational involvement includes: National Council on Student Development, the Texas Public Policy Committee Representative for NASPA III, National Association of Student Personnel Administrators, American College Counseling Association, Texas Association of Chicanos in Higher Education, Hispanic Association of Colleges and Universities, National Institute for Staff & Organizational Development, American Counseling Association, National Association of Developmental Education, Texas Community College Teachers Association, Rotary Club of San Antonio, and the San Antonio Hispanic Chamber of Commerce. His honors include the 2015 Distinguished Alumni from Texas A&M University – Kingsville, 2008 National Community College Hispanic Council Leadership Fellows Program, the National Institute for Staff and Organizational Development Excellence Award in Teaching, Leadership and Learning in 2007, and the Javelina Emotional Intelligence Program Award by the American College Personnel Association in 2003. He maintains his certifications as a Licensed Professional Counselor and a National Certified Counselor, and he holds an Ed.D. in Educational Leadership from Texas A&M University – Kingsville and Corpus Christi, M.S. in Counseling and Guidance and a B.A. in Psychology from Texas A&M University – Kingsville.

KEYNOTE SPEAKERS

Ross Ramsey Executive Editor Texas Tribune Ross Ramsey is executive editor and co-founder of The Texas Tribune. Before joining the Tribune, Ross was editor and co-owner of Texas Weekly for 15 years. He did a 28-month stint in government as associate deputy comptroller for policy and director of communications with the Texas Comptroller of Public Accounts. Before that, he reported for the Houston Chronicle from its Austin bureau and for the Dallas Times Herald, first on the business desk in Dallas and later as its Austin bureau chief, and worked as a Dallas-based freelance business writer, writing for regional and national magazines and newspapers. Ross got his start in journalism in broadcasting, covering news for radio stations in Denton and Dallas.

Dayrll Nettles Learning and Talent Management Specialist Alamo Colleges District Darryl Nettles served our country proudly for 22 years in the United States Air Force and retired as a Master Sergeant following 9-11 in January 2002. He has been employed for the last 16 years with the Alamo Colleges District, serving as a coordinator for student leadership and activities, an adjunct instructor, and as a student advocate. His current position as a Learning and Talent Management Specialist at the Alamo Colleges District Support Office, fulfills his lifelong goal to facilitate employee development. Darryl holds an associate’s degree in Instruction of Military Science and Technology from the Community College of the Air Force and a bachelor’s degree in Organizational Management (which took him 14 years to complete!) from Colorado Christian University. He is married and has five children and seven

grandchildren—his current goal is to be the best Opa (German for grandfather)! Darryl credits his mission statement—“Do the right thing, because it’s the right thing to do”—for his success as a servant, first and as a leader, second.

Liz LaPolt Clark Senior Director National Association of College and University Business Officers Liz LaPolt Clark is Vice President for Policy and Research at the National Association of College and University Business Officers (NACUBO), a membership organization representing more than 1,900 colleges and universities across the country. Liz leads the team responsible for analysis of federal regulatory and legislative actions, research, and communications at NACUBO. She has been widely quoted in the press and is a sought-after speaker on how Washington politics and federal policies impact higher education. Liz got her start on Capitol Hill in 1999, running Cornell University's first Washington, DC-based federal relations office, and in her career has led federal affairs for the State University of New York (SUNY) System and for Oregon State University. A native of Liberty, NY, Liz is a graduate of Binghamton University (SUNY) and received a Master’s degree from Cornell University.

Steven Adams, CFA Managing Director, Specialized Public Finance Inc. Mr. Adams has been working as a municipal financial advisor since 1989. He works with community college districts, school districts, cities, counties, state agencies and numerous other types of clients. Prior to working as a municipal advisor, Mr. Adams worked for the City of Austin, Texas and the Texas Water Development Board. Mr. Adams has a BA in economics from the University of Texas at Austin and a Masters of Business Administration from Texas A&M University. He is a Chartered Financial Analyst and a registered municipal advisor with the Securities and Exchange Commission. Clen Burton College of the Mainland Clen Burton currently serves as the Vice-President for Fiscal Affairs at the College of the Mainland and as an adjunct accounting instructor. Previously, he served as the Chief Financial Officer for Lone Star Legal Aid, the fourth largest legal aid firm in America. From 2004 to 2012, he served as the Vice-Chancellor of Finance and Administration for River Parishes Community College. Prior to his employment in higher education, he worked in healthcare, public accounting, and the construction industry. Mr. Clen has a doctorate in human resource education, a master’s degree in accounting and a bachelor’s degree in speech communication all from Louisiana State University. Later in life, he earned an associate’s degree in computer information systems from Bossier Parish Community College. He is a Certified Public Accountant, has passed the Certified Internal Auditor and the Certified Information Systems Auditor Exams, and is a Certified Microsoft Office Instructor. Trey Castleberry EPIC Trey joined the EPIC team in August of 2017 to assist with software management and payment facilitation. Since, he has taken on more responsibility including the payment facilitation and customer service for all ArbiterPay Plus users for the state of Texas. He has officiated football for 14 years, 6 of which have been in the Southland Conference and the Lone Star Conference. All game assignments and payments have been assigned thru ArbiterOne and ArbiterPay. The knowledge and perspective he brings to EPIC Contest Solutions as an official is valuable to understand the process of being paid as an official thru ArbiterPay. Denise Cheney Bickerstaff Heath Delgado Acosta LLP Denise Cheney is a partner in the law firm of Bickerstaff Heath Delgado Acosta LLP, in Austin, Texas. Her principal areas of practice are real estate, public procurement, and construction law, with an emphasis on the representation of cities, counties, school districts, community colleges and other local governments. Ms. Cheney received her law degree with honors from the University of Texas School of Law in 1982, and is Board Certified in Residential and Commercial Real Estate Law by the Texas Board of Legal Specialization. She is a fellow of the American College of Real Estate Lawyers, a fellow of the Texas Bar Foundation, and has been selected as a Texas Top Rated Lawyer for 2018 and as a Super Lawyer in 2018 and 2019. Danielle Dary Texas Association of School Boards Danielle Dary joined Texas Association of School Boards (TASB) Community College Services as a Staff Attorney in September 2018. As a Staff Attorney, Danielle provides legal advice and policy consultation services to Texas community colleges, all of which are TASB members. Prior to joining TASB, Danielle worked at the Texas A&M University System Office of General Counsel Ethics & Compliance Office investigating a wide range of higher education matters. Danielle earned a J.D. from the University of Houston Law Center and a B.A. from the University of Oklahoma Paul Davis Cyber Practice Paul Davis, Esq. Area Assistant Vice President, Cyber Practice is a licensed attorney and dedicated cyber insurance specialist for Gallagher clients. As a member of the Cyber Practice at Gallagher he utilizes his legal background and specialized knowledge in cyber insurance to help clients identify unfavorable insurance policy terms and conditions, contractual risk transfer solutions, potential gaps in coverage and craft individually tailored risk management solutions to address the rapidly evolving cybersecurity threat environment. He holds a bachelor’s degree from Tufts University, a Juris Doctor from the University of Denver and a Cyber COPE Insurance Certification at the Heinz College’s School of Information Systems and Management at Carnegie Mellon University.

GENERAL AND CONCURRENT SESSION SPEAKER Bill Dickerson San Jacinto College Bill Dickerson is the Director of Accounting and Financial Services at San Jacinto College, a position he has held since 1997, initially hiring in with the college in 1990 as a Special Projects Accountant. He serves as the Team Leader for Banner Finance since implementation in 2001. Bill and his team prepare the annual CAFR. Bill is the current Chair of the Annual Financial Reporting committee for TACCBO. Tom Ervin Federal Bureau of Investigation, San Antonio Tom Ervin has been supporting the FBI with cyber forensics analysis for the past nineteen years. He specializes in computer intrusions and the dissection of computer viruses and worms. In 2000, Tom helped establish the FBI's first malicious code laboratory at FBI Headquarters in Washington, D.C. He has been working at the San Antonio Division since 2010, supporting the Cyber Squad on criminal and national security investigations. Tom holds BS and MS degrees in Electrical Engineering. Laura Fowler The Fowler Law Firm, P.C. Laura Fowler is the proud recipient of the designation Best Education Lawyers in the United States. She serves as Managing Shareholder of The Fowler Law Firm PC, a twenty two (22) attorney firm which is a State of Texas certified historically underutilized business (HUB). A Baylor Law School Grad Class of 1979, Laura began her career as a Naval Officer (Judge Advocate General’s Corp) chasing scoundrels and saboteurs across East Asia and the Western Pacific. Ms. Fowler returned to Texas in 1983 where she has confined herself to avenging and defending the rights of many wonderful people and institutions in the state and federal courts of Texas. Ingrid Galindo Alamo Colleges District Ingrid Galindo is a Lead Sr. Internal Auditor at Alamo Colleges District where she performs operational and compliance engagements, as well as, investigates selected Hotline complaints. She has twenty-seven years of experience in audit, compliance, fraud, investigations, and operational risk management. Prior to joining Alamo Colleges, Ingrid served as the Manager of the Global Operational Risk Management Department at AllianceBernstein Investor Services. While there, her responsibilities included fraud detection and prevention, anti-money laundering, and frequent trade monitoring. Ingrid was also the Manager of the Risk Management Department at Security Service Federal Credit Union where she conducted and supervised various fraud investigations including check, plastic card, and loan fraud, as well as, identity theft to obtain restitution and/or prosecution. Hope Galvan-McCall Alamo Colleges District Hope Galvan-McCall is the Director of OD/Learning & Talent Mgt at the Alamo Colleges and has been with the organization for 15 years. She has been a Learning & Performance professional for over 28 years working for the department of defense, corporate banking and insurance as well as higher education and several non-profits. Her experience and expertise in the area of adult learning, strategic visioning and executing top goals and performance results mark her as a “go to Learning Professional”. She also served over 12 years as an adjunct faculty member for the local university teaching in the HR/OD discipline. Prior to that Carin held various positions in Finance & Administration, including Associate CFO, during her 13 years with Lone Star College. Prior to working at Lone Star College, she served as the Controller for the Lower Colorado River Authority in Austin, Texas, where she was employed from 1989 to 2000. She began her career with Deloitte & Touche as an Auditor in 1984. Carin received her undergraduate degree in Accounting from the University of Idaho and an MBA from the University of Texas at Austin. She has been a licensed Certified Public Accountant since 1986. Paul N. Jasin Specialized Public Finance Inc. Mr. Jasin has been working as a municipal financial advisor since 2009. He works with community college districts, charter schools, cities, counties, state agencies and numerous other types of clients. Prior to working as a municipal advisor, Mr. Jain worked for the Standard & Poor’s Inc., where he is was a rating analyst for numerous political subdivisions around the country. Tom Kelly Texas State University in San Marcos Tom Kelley is a School Safety Specialist II and serves as the Texas Commission on Law Enforcement Training Coordinator for the Texas School Safety Center, at Texas State University in San Marcos. During the last 12 years Tom has provided training, guidance and technical assistance to community colleges and school districts in the areas of safety, security, emergency operations, safety and security audits, playground safety, and best practices for school safety and security. Tom has over 35 years of experience working with schools and public entities in the areas of risk management, safety, and emergency management. Gina Lopez Alamo Colleges District Gina Lopez is the Inventory Control Manager for the Alamo Colleges District. During her 28 years at Alamo Colleges Gina has focused on managing tangible property, working with logistics, receiving, purchasing, inventorying, and surplus property. Since 2010, her focus has been on Inventory Control. In that role Gina created a systemized process to administer the property management program. Over eight years she has reduced property losses to less than $57,000 for a $98 million dollar inventory totaling over 46,000 pieces of property. Alamo Colleges District inventory results show an impressive overall 99.9% annual percentage rate of property accounted for over the last three years. In this role he has the oversight responsibility for accounting, budgeting, cash management, investments, debt service, facilities management, organizational effectiveness, purchasing, property taxes, records management and financial aid. He was Associate Vice Chancellor for Business Affairs at DCCCD prior to CFO. Previously, he was Associate Vice Chancellor/Treasurer at Lone Star College System with responsibilities for banking, budgeting, investments, debt management and property tax administration. Mr. Robertson also served as Vice President for Business Services and CFO at Newberry College and Blinn College. Mr. Robertson was a financial executive in the business world for 20 years prior to coming to higher education. He received his BBA in Finance from Texas Christian University and his MBA from Houston Baptist University. Active in the Texas Association of Community College Business Officers, he currently serves as the oldest member. He has also served as President and Secretary. In 2003, he was awarded the Outstanding Chief Business Officer Award from Community College Business Officers (CCBO). Betin Santos McKinstry Betin Santos has worked in the energy efficiency field for over ten years. Before joining McKinstry, Betin provided energy efficiency consulting for the educational and local government sectors. Betin has served as area spokesperson, led the implementation of communications strategies and developed marketing materials. Betin served as Executive Director of the Texas Energy Summit for five years and managed Oncor’s educational energy efficiency program in East and West Texas and Dallas. Kristi previously served as a communications professional in the public sector for ten years, serving as the chief communicator for both the City of San Marcos and the City of League City, Texas. TACCBO 2018 Annual Meeting June 15, 2018

The meeting was called to order by President Neil Vickers at 9:53 a.m. on Friday, June 15, 2018. Neil recognized Lone Star College as Host Committee. Recognition was also given to Van Miller as the Business Partner Liaison and the Conference Contract Administrator, and Keith Blundell as the Website and Conference Registration Administrator. A motion to approve the minutes of the 2017 TACCBO Business Meeting, as printed in the program, was made by Sarah Van Cleef and seconded by Diane Snyder; motion carried. The treasurer’s report was given by Teri Zamora, the TACCBO Treasurer. The Audit Committee, comprised of Brandy Ham, Angela Hodge, and Gettie Moreno (chair), moved to accept that the 2017 financial statements be approved. Since the recommendation came from committee, there was no need for a second motion; motion carried. Members of the Resolution Committee, comprised of Brad Hoover and Lisa Keil (chair), presented the resolution giving thanks to the officers, the host committee, the program sponsors, and the exhibitors. The Resolution Committee moved to accept the resolution as read. Since the recommendation came from committee, there was no need for a second motion; motion carried. The future locations for upcoming TACCBO Conferences were announced: 2019 – San Antonio - hosted by Alamo Colleges 2020 – Waco – hosted by McLennan Community College (pending) 2021 – Fort Worth – hosted by Tarrant County College (pending) The Nominating Committee, composed of past presidents Jean McSpadden, Diane Snyder, and Sarah Van Cleef, presented the following slate of officers for nomination:

A pilot group of five institutions has completed a template for this report and the pilot institutions will submit data for the next two years. In New Business, members expressed an interest in using an app for future conferences. Diane Snyder will organize efforts to determine possibilities for next year’s conference. Also, the group agreed to pursue the Comptroller Office’s offer to provide institutional accounting entries for upcoming GASB 75 implementation.
