Submitted on behalf of Mr Pat & Tom Harty Dear Sir/Madam, On review of the above mentioned planning application I respectfully submit that numerous important issues have not been addressed by the applicant. These include but are not limited to: 1. Failure to address the requirement to upgrade the sewerage system prior to any development as stipulated in the Western Area Local Area Plan (WALAP), this would also backtrack on commitments that both Pat Slattery & Brian Beck of the planning Department gave Puckane residents, assuring us that no development would or could take place unless our sewerage treatment plant was adequately increased. 2. Additional capacity from the Puckane Treatment Plant discharged into Poulawee would increase damage already done to aquatic life and water quality contrary to EU directives. 3. This is listed as Phase 1 of a 3 Phase development yet insufficient details of what phase’s 2 & 3 will consist of are given. It is therefore impossible to assess the total scale and Overall impact of this proposal on numerous areas of concern including but not limited to traffic safety, sewerage overload, surface water run off & storm water flooding, school capacity etc 4. No provision is made to improve roads, footpaths and public lighting along the Dromineer/Urra Road (L5006) as required in Objective 11(i) of the PSP. 5. No “Serviced Sites” or “Open space/Park” is indicted contrary to the conditions stipulated in MP3 of the Puckane Settlement Plan WALAP. 6. There is less than 30 metres of road frontage of the L5006 where the entrance is proposed is both on the inside of a bend on this road and also it cannot give the required lines of sight as required by the NRA Design Manual for Roads and Bridges despite the relocation of village speed signs 10 months after this land was zoned in March 2006. 7. The additional traffic hazard created by this proposed substandard entrance junction to the proposed site from the L5006 would add to an already inadequate road where currently 2 cars have difficulty and danger when passing simultaneously. 8. This proposed plan does not conform with the “Sequential Principle” whereby a village should be allowed to grow from the heart outwards. To grant permission to this proposal would rubber stamp the hap hazard, piecemeal growth of Puckane village.

9. Ballycraggan estate and the adjacent gaa sports field already experience flooding when heavy rain occurs. To allow further development without adequately addressing surface water run off would increase the regularity and severity of this flooding.

10. There is a lack in demand within the parish of Kildangan to justify a development of this scale and nature. This is evident from the number of vacant residential units within the a development of similar nature in Ballycommon.

11. I submit that no proposal for large scale development should be considered in Puckane without a sufficient financial bond held in reserve which would guarantee that all required works would be fully completed on schedule and to a certified standard.

In light of these many valid issues, I firmly believe this permission if granted would contravene National, Regional, County and Local Area Plans and I respectfully submit that this proposal be refused planning permission.
