Samarinda Lodge History

Built on land provided by the then Camberwell Council in 1995, and initiated by the then Ashburton and District Senior Citizens Welfare Association, “the Ashburton and District Hostel” (now known as Samarinda Lodge part of Samarinda Ashburton Aged Services) started out as an independent community project in response to the needs of the local community. Over the years with the changing needs of the ageing population, Samarinda Lodge and Samarinda Ashburton Aged Services (SAAS) has evolved into a leading not-for-profit provider of quality aged services with an enviable reputation for innovation and supported by a highly skilled and trained workforce. Today, SAAS encompasses community day care, home care, social support programs and residential care programs.

Samarinda’s Residential Aged Care Facility offers high quality support for clients in need of permanent or respite accommodation in a home like environment. Our ageing in place philosophy of care is made possible because of our ability to attract and retain highly skilled and specialist staff who have the clinical expertise to provide superior care. Our uniqueness has made us a provider of choice to local residents who are impressed with “in house” cooked meals by our award winning chef, whilst enjoying peace and tranquillity in their individual rooms having access to contemporary technology.

Our social and lifestyle activities are individually tailored to suit residents past and present interests, ensuring activities are meaningful and are designed in consultation with residents and families. Our allied health ancillary and other services are available as needed and our nursing staff can arrange these. These include:

Governance

Samarinda Ashburton Aged Services is governed by a volunteer Board of Governance (Board) with a diverse range of skills and experience. The Board are responsible for establishing the strategic direction of the organisation, identifying and managing key risks and monitoring compliance and organisational performance. Volunteers

Samarinda embraces volunteering as an important way to connect with our local community. Our volunteers come from many walks of life and bring with them a range of skills, talents and experiences but most importantly, they open their hearts and devote their invaluable time bringing joy to the lives of our residents. Under the auspices of Volunteer Alliance, our volunteers assist our programs to establish diverse interest groups, organise functions and prepare for events and festivals. Navigating Residential Aged Care

The Aged Care Industry is funded by the Commonwealth Government of Australia and therefore it is also regulated by its various government departments. Samarinda Lodge has been awarded the status of provider of residential aged care, community and flexible care.

ACAT & ACAR AssessmentFor any care recipient wanting to enter a residential aged care facility, he or she are require to be assessed for this through an Aged Care Assessment Team (ACAT). Referrals to these teams can be made by the person’s GP or requested by a relative. An assessment by the ACAT may take up to 6 weeks depending on the existing workload of the ACAT. Our care recipients are usually assessed, but not exclusively, by the following teams in the region:

• St Georges Aged Care Assessment Services P (03) 9268 0566• St Vincent’s Aged Care Assessment Services P (03) 9816 0566• Peter James Aged Care Assessment Services P (03) 9881 1875

Following the assessment, the team will issue an Aged Care Assessment Record (ACAR) which will indicate the level of care assessed as well as the type of residential care needed. This could be respite, permanent and quite often both.

Samarinda Ashburton Aged Services will be able to claim appropriate subsidies from the Australian Government according to the level of care indicated by the above assessment. This will go towards the total cost of care needed to provide quality assistance and support for the care recipient.

Income and Asset AssessmentIn order to determine the amount of contribution required by each care recipient, all aged care providers, including Samarinda Lodge, need to view an individual Income and Asset Assessment which is obtained via Centrelink. Documentation for application of this assessment can be provided by Samarinda Lodge, if requested. This may also take up to 6 weeks. The following contributions may be payable:

• Daily Care Fee• Means Tested Fee• Daily Accommodation Payment (DAP) or;• Refundable Accommodation Deposit (RAD - lump sum)

Resident Fees Information

Basic Daily FeeA basic daily fee is used to contribute towards your day-to-day living costs such as meals, cleaning, laundry, heating and cooling. Everyone entering an aged care home can be asked to pay this fee.

From 20 September 2015 to 19 March 2016, the maximum basic daily fee for new residents (including respite residents) is up to $47.86 per day. Means Tested FeesThis is an additional contribution towards the cost of care that some people may be required to pay. The Australian Government Department of Human Services will work out if you are required to pay this fee based on an assessment of your income and assets, and will advise you of the amount. An Asset and Income Assessment Pack can be provided to you on request.

There are annual ($25,731.05) and lifetime caps ($61,754.55 over five years) that apply to the means-tested care fee. Once these caps are reached, you cannot be asked to pay any more means-tested care fees. Any income-tested care fees you have paid in a Home Care Package prior to moving into an aged care facility will also be taken into account when determining your annual and lifetime caps.

Accommodation Pricing as at 1st January 2016 The fee arrangements for aged care facilities have changed as of 1st January 2016. If your income and assets are over a certain amount, you may be asked to make an accommodation payment that you agree with Samarinda. Otherwise, the Australian Government will pay for part or all of your accommodation costs. Accommodation Payment – Maximum of $550,000 – Private Room with Ensuite Residents can choose to pay for their accommodation by a refundable deposit, a daily payment, or a combination of both. A refundable deposit is paid as a lump sum amount. A daily payment accrues daily and is paid periodically, for example monthly. A combination payment includes both a partial lump sum and daily payments. Please see the examples below:

1. Refundable Accommodation Deposit (RAD) $550,000 2. Daily Accommodation Payment (DAP) $550,000 (Refundable deposit x MPIR) / 365 = (550,000 x 6.22%) / 365= $93.72 per day 3. Combination Payment of $550,000 Example One - Refundable deposit of $300,000 and a daily payment of $42.60 (Balance of Price x MPIR) / 365 = ($250,500 X 6.22%) / 365 = $42.60 per day Example Two - Refundable deposit of $200,000 and a daily payment of $59.00 (Balance of Price x MPIR) / 365 = ($350,000 x 6.22%) / 365 = $59.64 per day.For more information regarding fees, Daily Accommodation Payments (DAP) and Refundable Accommodation Deposits (RAD) please feel free to contact Samarinda’s Finance Manager Luisa Banks on (03) 9885 0062 or [email protected].

Power of AttorneyPlease note that Samarinda Lodge requires a Power of Attorney for placement on the permanent register. Information packs are available as requested for financial Power of Attorney, medical Power of Attorney or both.
