SALT LAKE CITY FIRE STATION #14 Public art project at 3800 West and California Avenue
CALL FOR UTAH ARTISTS: Request for proposals APPLICATION DEADLINE: Tuesday, March 21st by 5:00 pm COMMISSION BUDGET: $60,000 PROJECT BACKGROUND In the summer of 2016, Salt Lake City Corporation conducted a groundbreaking ceremony for construction at the new site of Fire Station 14, the second net-zero energy fire station in the country. The new two-story station will be 17,100 square feet including a four-bay, 5,770 square-foot garage for housing fire and emergency apparatus and will serve as one of the City’s branch stations to coordinate city-wide disaster relief. This station will replace the current Station 14, located at 1560 Industrial Road (1900 West), which is one of the oldest fire stations in Salt Lake City. The Station 14 site is located in an urban, industrial district consisting of, primarily, shipping, packaging and distribution businesses. It is a corner site along a major roadway, California Ave, and a secondary road with virtually non-existent pedestrian movement and substantial heavy-vehicle traffic. A panelized, black concrete skin and natural zinc sheeting are used to clad the building and respond to the industrial, mechanized setting. These products are sustainable, durable and low-maintenance, but contribute to a dynamic building composition. The architectural form is a result of controlling views, maximizing the solar orientation for the large photo-voltaic array and creating a civic building within an otherwise industrial area. Extensive use of wood products at the building’s interior walls, millwork and ceiling provide warmth and lend acoustic support to the firefighters’ day-to-day experiences. Energy-efficient, operable windows provide abundant natural light, give the occupants control of their environment, and provide a welcoming glow to the public. PROJECT GOALS & DETAILS The Salt Lake Art Design Board seeks site-specific artwork that:
Reflects the Salt Lake City Fire Department mission to, “Prepare Effectively, Respond
Professionally, and Impact Positively;”
Reflects Salt Lake City;
Responds to the architectural and natural environment;
Considers and incorporates sustainable concepts and materials;
Is of the highest quality—creatively and technically;
Is low maintenance;
Is visually engaging for passersby and those who use and visit the station;
Meets all public safety, structural, and maintenance standards and complies with the
Americans for Disabilities Act (ADA).
There are two available locations on site for artists to respond to with proposals. Artists are permitted to respond to both locations or to a single location. Regardless of the location chosen by artists the budget remains the same.
The first possible location is an exterior location with a footprint of 12’ x 50’ (please refer to the
attached renderings for more information). Work proposed for this site must not restrict any
sightlines from the garage to the street and has the ability to use electricity, however artists are
urged to consider alternative sources of power. Please refer to the appendix for architectural
renderings and dimensions. Exterior artworks must meet public safety and transportation
requirements and be able to withstand Utah’s varied climate. The second possible location is made up of an interior entry wall that is 10’ 6” Tall x 16’ wide and a ceiling of 4’ deep x 16’ wide (please refer to attached renderings for more information). Work proposed for this site must not protrude more than four inches from the wall and has the ability to use electricity, however artists are urged to consider alternative power uses. PROJECT BUDGET & ELIGIBILITY
The total budget is $60,000 and inclusive of artist’s fees and related expense for design,
supplies, fabrication, insurance, transportation, permits, and installation. Any fees incurred
for design/artwork related engineering, electrical, infrastructure modifications and assistance
from the contractors shall be the responsibility of the artist.
The Call for Artists is open to all professional artists or artist-led teams residing in Utah. SELECTION CRITERIA & PROCESS The Salt Lake Art Design Board, in consultation with project stakeholders, will review all of the properly submitted applications and will recommend one artist/team for the commission to the Mayor for final approval. In selecting artist/team for this project the following criteria will be considered:
Final artwork that is one-of-a-kind, site specific and meets the project goals.
Artistic excellence, innovation and originality as evidenced by visual documentation and
supporting materials.
The artist’s final work meets all operational, maintenance, Americans with Disabilities
Act (ADA), public safety and transportation requirements.
Ability to meet deadlines and budget and to perform work in timely, professional manner.
The artist’s professional experience is adequate to meet the demands of the project
including the ability to work with the design and construction teams to integrate their
artwork into the architecture and/or landscape.
The artist(s) selected for the commission will sign a contract with Salt Lake City Corporation, must carry general liability and auto insurance, and must either provide Workers’ Compensation or apply for a Workers’ Compensation Coverage Waiver. The artist(s) must submit engineering drawings for approval prior to the start of fabrication. APPLICATION REQUIREMENTS Submissions that arrive on or before 5:00 p.m. on Tuesday, March 21, 2017 and meet all of the application requirements will be reviewed. Late applications will not be accepted. To be considered for this project, applicants must submit all of the required materials in the format identified below on a flash drive labeled with applicant’s name. DVDs, CDs, paper copies and electronic submissions will not be accepted. Applicants’ materials will not be returned. Follow the format below for your documents and images.
1. LETTER OF INTEREST (first name_last name.letterofinterest.pdf) 1 page describing
the applicant’s interest in, qualifications for, and projects of similar scope/scale.
2. PROPOSAL (first name_last name.proposal.pdf) Although the final artwork may
evolve from the initial proposal, artists must submit a color, scale visual rendering and a
written description including project intent, dimensions, materials and a preliminary budget
(2 pages maximum).
3. CURRENT RÉSUMÉ (first name_last name.resume.pdf) Maximum of 2 pages per
person.
4. IMAGES OF RECENT WORK (first name_last name01.jpg,first name_last name02.jpg,
etc.) 6 to 10 JPG images labeled to correspond with the Image List. Each image must
not exceed 1MB in size.
5. IMAGE LIST (first name_last name.imagelist.pdf) Maximum of 1 page. List title, date,
media, size, location, budget and a thumbnail of the image.

SALT LAKE CITY PUBLIC ART PROGRAM The Public Art Program, which commissions artists' work for City-owned buildings and public spaces, was established by ordinance in 1984. The Salt Lake Art Design Board is an advisory group of citizens representing different City Council districts, appointed by the Mayor and confirmed by the City Council, to oversee Salt Lake City’s public art program. They are selected for their related arts expertise and willingness to serve the community. The Design Board is directed, by ordinance, to select artists for public art commissions in Salt Lake City and recommend those artists to the Mayor for final approval. The current Design Board members include Libby Haslam, Jann Haworth, Alexander Huggins, Helen Peters, and Larissa Trout. The Design Board will consult with representatives from SLC Divisions of Engineering and Transportation to help inform their artist/team selection for this project. SALT LAKE CITY CORPORATION ADDITIONAL POLICIES The artist/team selected for the commission will sign a two-party Artists’ Commissioned Work Agreement with Salt Lake City Corporation. The City may accept Call for Artists (CFA) submittals as deemed to be in the public interest; proceed with further selection processes; reject any and all submissions; or may waive any
irregularity, informality, or technicality in proposals received. The Mayor, based on the Art Design Board’s recommendation, will determine from the submitted information the most qualified Proposer to meet the stated duties as evaluated under the criteria set forth herein. The determination of the most advantageous proposal shall be final and conclusive. The issuance of the CFA and the receipt and evaluation of the submittals does not obligate the City to select a Proposer or enter into any agreement. A submittal does not constitute business terms under any eventual agreement. The City will not pay costs incurred in responding to the CFA unless specified in the CFA. The City may cancel this process at any time prior to the execution of any agreement without liability. The City reserves the right to revise the CFA evaluation process. Such revision will be announced in writing to all CFA respondents or short-listed teams, depending on the timing of the change. The City also reserves the right to reject any and all CFA responses at any time, or to terminate any negotiations implied in this CFA or initiated subsequent to it. If the Art Design Board receives a submittal it deems incomplete or ambiguous, it reserves the right to request additional information or to reject the submittal. The City reserves the right to, at any time and for any reason, discontinue negotiations with any initially selected Proposer, and to pursue negotiations with an alternative team. Proposers or their agents are instructed not to contact Art Design Board members, City officials or employees or attempt to externally manipulate or influence the procurement process in any way, other than through the instructions contained herein, from the date of release of this CFA to the date of execution of an Agreement resulting from this solicitation. City, in its sole discretion, may disqualify Proposers who violate this paragraph.
