The following meetings had been attended: - 12/11/19 – Norwood Hill AGM – MB/ JB/ WC/ CM 13/11/19 – Local Government Finance Workshop for Councillors – CC 15/11/19 – GACC AGM - JB 19/11/19 – Superfast Broadband meeting – JAll/ JB/SR/CM 21/11/19 – Principal Authority Meeting – WC/JB/CM 21/11/19 – Route 4 Design principles meeting – JB NORWOOD HILL AGM Peter Barclay, Chairman of GACC, spoke about the Airport management’s plans for future development from today’s level of passenger throughput of 46 million pa. Steady expansion is planned, with a rate of expansion of between 20 per cent to 50 per cent over the next 10-12 years. New technology will enable shorter intervals between take-offs, widening of the emergency runway will facilitate more concentrated use of runway capacity, larger aircraft will allow greater volumes of passengers and more night flights will further increase passenger numbers. This implies a very significant need for more road and other infrastructure to support the volume of passengers in journeys to and from the airport, including employee housing, all of which is bound to impact very significantly the area in which we live. This is all planned to happen, said Peter, without airport expansion being adequately regulated.

Chris Quinlan, Chairman of Plane Justice, explained that following victory in the High Court, the CAA had been dragging its feet in relation to implementation of the Court’s ruling that it must take its decision again, giving proper consideration to maintaining the 2012 historical flight pattern, PRNAV 2012, known as the legacy route. However, LGW has now reinstated the legacy Route 4 as a permitted route. It remains Plane Justice’s objective to see the legacy Route 4 adopted generally by aircraft operators in the New Year 2020. This will however be temporary pending the conclusion in 2021 of the fresh ACP launched by Gatwick to redesign the current PRNAV version of the route, reverting to coded overlays of the reinstated old 2012 route.

Wayne Clark, Chairman of S&SPC gave an overview of the Parish Council’s tree planting initiative committing to plant a given number of trees in the Parish area over the next few years, in view of the power of trees to absorb carbon emissions attributable to human existence and activity. Choices need to be made as to type of tree, provider of trees, method of planting and aftercare - to maximise survival rates and minimise cost. All members were encouraged to take an interest in this and support the venture by undertaking to plant as many trees as possible. NHRA said this is a refreshing and positive initiative which the NHR Committee fully supports. The Chairman took the opportunity to thank Wayne and his fellow councillors at SSPC for all they do for us.

SR advised he had heard positive feedback on WC’s presentation.

MB asked what the latest position was with securing trees. CM advised she had contacted all local community groups and now knew which wanted to be

involved and was confirming numbers to order from the Woodland Trust. SCC are introducing a new policy for planting trees on highways and she was waiting for this to know locations for the larger trees that S&SPC would precure and plant.

MB stated he believed it was this time of year which was best for tree planting. CM advised she had been working to a target date of March for when the Woodland Trust would provide the trees. It was agreed that CM would liaise with the Tree Officer at R&BBC for advice.

Sarah Finch explained that she has agreed to be the Applicant for grant of Judicial Review of SCC’s Decision concerning Horse Hill. She outlined the main grounds of complaint and explained the barrister , Estelle Dehon from Cornerstone Chambers, a leading junior in environment and planning law, with particular expertise in climate change matters. The NHRA committee is supportive of this challenge and hope that members of NHR will consider contributing generously to it. --------------------o0o-------------------------- Local Government Finance Workshop for Councillors The workshop was well attended by 39 Parish & Town Councils. From the information presented at the workshop CC advised S&SPC is in a very good place with regards to policies, publishing information on our new website. Many councils did not have all policies and financial information, etc. published on their website.

We are presenting our budgets in the correct matter due to our village plan (there was a lot of discussion with regards to village plans, many councils did not have this in place). The advice was to use the village plan for setting budgets and precept. We are able to move budgets during the financial year i.e., if the insurance budget is £1,000.00 but the bill is only £800.00 we can move the remaining moneys to another fund.

From the information issued our precept is set at the correct amount for the services we offer.

Public Works Loan Board. - If we wished to borrow money for the village hall or other projects SSALC will help with the application. We would have to present a business plan, consult with the residents and the borrowing would have to be agreed by all councillors. There were a few councils at the workshop that have taken up Public Works Loans and all of them had to increase the precept to cover the loans. We can use both a PWLB and CIL money combined to fund projects.

It was discussed that councils could invest money short term in accessible bank deposits and other short-term investments. It was advised not to invest with banks abroad. If we wish to invest money the council would require an investment policy. The council have carried out the right procedure with placing our funds in two banks to be covered under FSCS. It was noted that some smaller banks are managed by larger banks so the council must check this before transferring money.

The workshop was very well presented and made CC confident that S&SPC financial procedures are in line with current regulations. --------------------o0o--------------------------

GACC AGM

The guest speaker was Simon Henley from ICCAN The Independent Commission on Civil Aviation Noise. ICCAN have a two year strategy (2019-2021) 'To improve public confidence and trust in the management of aviation noise, by building our expertise, credibility and profile across the UK.’ JB attended a CAGNE meeting several months ago when ICCAN were quite new and were consulting people and groups concerned with civil aviation noise. They are looking for a consistent way of measuring aircraft noise and how it impacts on people. They have a stronger team which includes a noise expert. ICCAN is looking at the general matters of aviation noise rather than specific airports.

A new GACC committee was due to be elected with discussion on a new constitution. S&SPC supports GACC but is not a member so has no vote on GACC matters. --------------------o0o-------------------------- Superfast Broadband meeting By far the most prevalent technology at the moment is Fibre to the Cabinet (FTTC). This is a fibre/copper solution on the Openreach network that can provide download speeds up to 80 Mbps depending on the distance that the home/business is from the fibre cabinet. Fibre to the Home/Fibre to the Premises (FTTH or FTTP) technology is full fibre technology. This provides a fibre connection all the way to a home or business with gigabit (up to 1000 Mbps) download speeds.

For the past 7 years, Surrey County Council (SCC) has been working in partnership with Openreach and have deployed Superfast broadband speeds (24 Mbps or more) to approximately 90,000 premises in Surrey that have been excluded from commercial rollout plans. The technology used to connect the vast majority of these homes and businesses to superfast speeds in the programme has been FTTC technology. Only more recently has FTTP technology been deployed as the preferred solution as a result in improvements in technology and reductions in cost.

Surrey Landscape – Superfast Coverage SCC has undertaken two Open Market Reviews (OMR) (in 2012 and 2016) to understand the broadband landscape of Surrey. This OMR process enabled SCC to request information from commercial network providers (Openreach, Virgin Media, Box Broadband etc.) about their current and future (within 3 years) deployment plans.

Since 2016, a significant amount of commercial deployment has taken place by Network providers - either as part of their business as usual activities or in support of community fibre partnerships, where residents and businesses contribute to the cost of deployment. SCC has had no oversight over these deployments, and can therefore only report on coverage undertaken as part of the Superfast Surrey rollout.

Gigabit deployment plans in Surrey As more and more smart technology and cloud applications are introduced and utilised in homes and businesses, the need for faster broadband speeds is gaining momentum. Because FTTC is limited to a maximum of 80 Mbps download speeds, the push is now on getting the country upgraded to gigabit speeds. Whilst some gigabit services will be provided by mobile wireless operators, the vast majority of gigabit services will require full fibre

technology. It is anticipated that commercial network providers such as Openreach, Virgin Media, Box Broadband, Warwicknet, etc. as well as mobile wireless operators, will connect the vast majority of UK premises to gigabit speeds in the next decade or so (and possibly sooner) and this work has already begun. E.g., Only recently Openreach announced that parts of Epsom, Ewell, Burgh Heath, Molesey, and Thames Ditton will benefit from Openreach’s Fibre First rollout in the next 18 months and that Lingfield is being included in a trial to boost rural broadband.

Voucher Schemes The Government acknowledges that some intervention is needed to ensure that the remaining 20% of premises aren’t left behind. As part of their intervention, two Gigabit voucher schemes have been introduced that Surrey residents and businesses may be eligible for. 1. The Gigabit Voucher Scheme for businesses and groups - A small or

medium-sized enterprise (SME) may claim up to £2,500 to support the

cost of installing new gigabit-capable connections either individually or as

part of a group project. Residential premises could also benefit by up to

£500 from the scheme as part of a group project which also includes

businesses. Businesses and residents benefitting from these vouchers

would each be required to take up a service with a minimum of 100 Mbps

download speed. For more information about this scheme, please see

2. The Rural Gigabit Voucher Scheme for community groups in

designated rural areas - A community group (two or more residential

premises and/or business premises in a designated rural area (Defra

definitions - D1 and F2) that can access less than 30 Mbps download

speeds) may be eligible to get vouchers valued at £3,500 for each SME,

and up to £1,500 per residential premises to support the cost of installing

new gigabit-capable connections. Residents and/or businesses

benefitting from these vouchers would be required to take up a 30 Mbps+

download service. Please see https://gigabitvoucher.culture.gov.uk/rural/

To investigate these voucher schemes further, the first step would be for the business or group of residents to contact one of the eligible Gigabit Voucher Suppliers and discuss their requirements. The supplier would check their status and provide them with a cost for the Gigabit capable installation and confirm whether or not they would be eligible to benefit from one of the voucher schemes. If eligible, the supplier would apply for and receive the voucher on their behalf. T&C’s apply. It should be noted that each community is likely to have to contract with a supplier via a legal entity. A legal entity is an association, corporation, partnership, proprietorship, trust, or individual that has legal standing in the eyes of law. SR advised it was a useful meeting and very informative. WC said there may be residents in the far reach places of Salfords and Sidlow which could benefit from one of these schemes. It could be something that the Parish Council would help facilitate if required. --------------------o0o--------------------------

Principal Authority Meeting Redhill Aerodrome Planning Officers met representatives from the Aerodrome a couple of months ago now to see if agreement could be reached on an acceptable cap on flights but this was unsuccessful. The applicants agreed to prepare further supporting information relating to the need, operation and benefits for consideration of the application. This is yet to be received so R&BBC will chase up. WC reiterated that restriction on numbers are the key factor – not the width of the taxiway. Travellers on Picketts Lane/ Cross Oak Lane An enforcement notice was served earlier this month requiring the use of the site to cease. They have until 13/02/20 to comply after which they will be in breach and action can be taken subject to no appeal being received. The Certificate of Lawfulness application has been withdrawn and their planning agent has submitted a new application seeking planning consent for a change of use of the site. This has to be validated by R&BBC. Millstream Farm Containers being brought onto site so DA will speak with Andrew Benson Finns Farm, Sidlow An enforcement notice was served against the storage of shipping containers on this land. An appeal has been lodged against the notice but R&BBC are yet to receive official confirmation from the Planning Inspectorate. DA agreed to find out the latest position for the bonfires. CIL Richard Biggs is Portfolio Holder – Planning Policy and CIL so he has been invited to February meeting when Sanjay Patel, Chairman Salfords Cricket Club is attending. --------------------o0o-------------------------- Route 4 Design principles meeting JB attended the workshop and subsequently met with MB to review the options presented. Councillors agreed to the following recommended response: - The redesign of Route 4 was required replicate, as close as possible, the 2012 nominal track of the conventional SID. The redesign introduced an extra, third, turn which took the north-easterly straight leg too far south onto the NPR centre line. Salfords & Sidlow Parish Council is mainly concerned with the straight northeast track which crosses the whole of our Parish and, therefore, the Borough of Reigate & Banstead. We believe the accepted route should not have an adverse environmental impact on newly overflown people on the turns and on the straight section. None of the routes 0 to 7 has achieved replication of the 2012 route entirely. Option 1 is supported, it is the nearest to achieve replication of the 2012

route and is the only Option of aircraft achieving the altitude of 2500ft amsl at the start of the turn. This option goes just outside the northern edge of the NPR swathe but the pink route of Option 6 shows this can be corrected. This would then move the tracks further away from the noise sensitive areas of Leigh, Reigate and Redhill. Option 2 is rejected, it is quite low (1500ft amsl) at the start of the turn. This

option is close to the current route. The track too close to the NPR centre

line on the turn; it should be further out, is too much like the current route so

does not reflect the requirement to replicate the 2012 route.

Option 3 At 1100ft amsl this is much too low into the turn. The turn is too

tight. The benefit from the ‘Apparent Dispersion Late in Turn’ from multiple

points in the straight north-easterly straight leg is misleading as most aircraft

will be above 4000ft amsl and may well be vectored by then.

Option 4 is rejected. None of the three turn points is close enough to the

2012 route. At 1500ft amsl at the start of the turns these are all quite low.

Option 5 is rejected. At 1100ft amsl this is much too low in early part of the

turn.

Option 6 has one good feature, the furthest out turn point which gives the

outer pink line is close to the 2012 route. The other two earlier turn points

are rejected. At 1500ft amsl this is quite low at the start of the turns.

Option 7 is rejected. At 1500ft amsl this route is quite low in the turn. It is too

tight on the turn, too far south on the straight north-easterly leg and too

concentrated compared to the 2012 route.

Action ▪ CM to liaise with the Tree Officer at R&BBC for advice on best time for

planting trees. ▪ CM to send LGW response to Route 4 design options

19/149 VE Day Celebrations – 8 May 2020

S&SPC will be holding a village street party on Honeycrock Lane on Friday 8 May 2020, 11.30am to 4pm.

Road closure Residents on Honeycrock Lane were all written to asking for feedback as to whether they agreed or disagreed with the road closure. All responses received were in support to close the road. An application has been made to R&BBC to close Honeycrock Lane – this will be from Southern Avenue to the A23. Event It is intended to have a row of tables in the middle of Honeycrock Lane to run as far as the number of tables we have us allow - using ones from the hall and any community group/ individual who will lend one. Recommendation/ consideration is to offer seats at the table on a first come first serve reservation basis.

CM has contacted the Army Cadets to see whether they can be involved and also play The Last Post by bugle. SR provided alternative options. Entertainment and Activities/ Stalls This is fundamental for the day to be a success and to encourage residents to want to attend.

We are exploring options to have Scaffold erected as a stage (dependent upon cost) in the church car park/ hall forecourt and to have ongoing entertainment/ music for the event.

We will try to organise outside stalls for entertainment and they then charge what they want for their goods.

We could explore option to offer ‘fairground’ activities. Food/ Drink Residents will be invited to bring their own food and drinks Tea/ Coffee/ biscuits will be served from Salfords village hall. We will explore options for food catering to be available for residents to purchase. Salfords Social Club has agreed to be involved and offered to open up the licensed bar if residents would like a beverage Monotype have agreed to be involved and offered equipment to have a mobile beer tent – would need to apply for a TENs license.

Community Groups The following groups have confirmed to date they want to be involved: - ▪ Salfords Cricket Club ▪ Christ the King – offered to hold a service ▪ Salfords Primary School ▪ Salfords Social Club ▪ Monotype/ Perrywood ▪ Salfords Scout Group

Charity It is recommend not to charge people for the event but collect for charities – possibly Royal British Legion, Live at Home Scheme and the Air Ambulance - these are all local or appropriate for the day.

Advertising The back page of the Winter newsletter is advising residents of the date We will arrange for banners to be displayed in early February 2020. Lots of Social Media Will arrange some press release The Mayor will be invited ML has confirmed he can be involved – time permitting. 19/150 Financial Matters – Parish Council and Village Hall

List of cheques/DD for S&SPC and the Village Hall for November 2019 were noted and approved

S&SPC - 2 DD and 9 online payments were issued for a total amount of £3,611.48

Village Hall - 3 DD payment and 5 online payments were issued for a total amount of £1,355.40 Statements of Income and Expenditure for S&SPC (£75,403.13) and the Village Hall (£11,674.73) for November 2019 were noted and approved. Councillors noted bank reconciliation had been signed off for October 2018 by CC SALC/NALC Subscriptions 2019/20 Councillors noted the Directors of SSALC Ltd. have agreed to increase the

SALC subscription for 2020/21 by 4.5% (same % increase as 2019/20) to

33.18p per elector (2019/20 31.75p per elector)

Our electorate figure of 2725 was given to SALC by R&BBC in October 2019

and this is the figure that will be used to raise our subscription invoice.

Therefore, our subscription for 2020/21 is:

Grant Application Emmanuel Church have used contractors Willow Cottage Garden Services to look after the churchyard throughout the year. They have done extremely well and to a very good standard, and have been asked to quote for continuing next year. Last year Emmanuel reduced the amount of work asked for in order to keep the cost down, and they have had a couple of parishioner ‘work days’ to do some of the other jobs outstanding, which has worked out quite well. However, as it came to Remembrance and with the Lych Gate forming their War Memorial, the need for a second hedge cut was obvious. Willow Cottage Garden Services have agreed the same amounts for next year as this year plus an additional hedge cut, giving a total of £1680. Emmanuel are extremely grateful for Council’s past support with the Churchyard maintenance costs, and have asked if Council may consider doing so again next year. Council agreed to make a donation of £1500 for Dec 20 from our 20/21 financial year. Precept At the November Council Meeting Councillors were given the budget information.

It was noted that residents may have different views to what they want. CM reminded Council a similar exercise had been carried out with a public meeting for residents on Southern Avenue and surrounding roads and there was not a consensus by all. Councillors agreed to speak with Cllr Hammond to request a Highways parking review to identify any areas which may assist with parking restrictions. Councillors agreed to let the request by Local Committee for changes to the kerb out at Masons Bridge Road run its course. JB said there may be difficulty with access for emergency vehicles for the hospital and some of the large vehicles that use the aerodrome. Councillors noted the issues with the HGV and other vehicles using new House Lane as a diversion whilst Picketts Lane is closed. WC stated the verges were in a dreadful state and dangerous as they have been reduced to nothing in some areas which is a danger if a car goes down it. CM was requested to ask that the damage to verges is reinstated to their original condition prior to the road works starting.

Councillors noted the other correspondence. Action ▪ Clerk to request KH for meeting with Highways to discuss parking issues

on Honeycrock Lane ▪ Clerk to request Highways to reinstate verges on New House Lane which

have been eroded away with HGVs due to Picketts Lane diversion

Meeting with Redhill Aerodrome booked for 20/1/20 with WC/JB and CM to discuss diversion flight path over Salfords gap. CM has contacted all community groups to see if they can be involved in tree planting scheme. Newsletter is going to the printers for distribution before Christmas. Finns Farm court date was set for 6/12/19 but CM is awaiting the outcome. MB asked what the situation was with offering an IT Service. CC confirmed a local IT provider had agreed to assist. CM had included a request from residents in the Winter newsletter and it was hoped residents would also feedback at the Village Hall day. SR will send CM a list of requirements he has experienced at another IT café and then CC would liaise with the IT provider. Action ▪ SR to provide CM with list of IT requirements ▪ CC to liaise with IT Provider to see what support can be offered.
