Recess - A brief recess was taken at 7:47 p.m, for Mr•. Ulierek to confer with township attorney EdPlato. The Board reconvened at 7:48 p.m.
The motion was modified to include the hourly rate for Mr. Lavigne's services of $300/hr.

B. Park Project BidsMotion by Mr. Wallazy and seconded by Mrs. Van Fossen to approve the following bids for theSalem Veterans Park project. Acceptance of the bids is contingent on bidder providing the Townshipwith a required proof of insurance.

Motion carried unanimously.
C. Brick Paver ProjectMotion by Mr. Wallazy and seconded by Mrs. Van Fossen to approve Lent's Lawn and Landscape toinstall approximately 300 square feet of brick pavers in Salem Veterans Park. Pavers to be installedin the area of the flagpole and monument with a total cost of $2,850.00. Acceptance of bidcontingent on bidder providing Township with required proof of insurance. Motion carriedunanimously.
D. Audit Committee MemberMotion by Ms. Bejin and seconded by Mr. Uherek to approve Doug Shepherd as an additionalmember of the Audit Committee. Motion by Mrs. Van Fossen and seconded by Mr. Wallazy toamend the motion and replace Doug Shepherd with Lawrence Pehroskey. After discussion the motionto amend was withdrawn.
The original motion was substituted with the three executive officials, Lawrence Petroskey and DougShepherd to serve as the Audit Committee and have the committee meetings open to the trustees andpublic. Motion carried unanimously.

E. Credit Card PolicyMotion by Mrs. Van Fossen and seconded by Mr. Wallazy to amend the Salem Township CreditCard Policy, first approved on March 9, 2004, to include the following revisions in italics:
Purpose: This policy is adopted in accordance with Public Act 266 of 1995, which requires that all
municipalities have a written policy authorizing the use of credit cards to purchase goods and services
for the official business of the nnuricipality. Only official Township credit cards shall be used forpurchasing goods and services for the Official business of Salem Township.9. The Toumship Board shall not approve a payment to the vendor until all transactions have beenverified, including the approval of all transaction invoices and receipts.
After discussion the revision to Purpose was removed with the only change proposed being 49.
Motion failed 1-6 (Bejin, Heyl, Trent, Uherek, Wallazy, Witkowski).
F. Apology LetterMotion by ivh•. Wallazy and seconded by Mrs. Van Fossen that a letter of apology be sent by theTownship Board to Trustee Van Fossen as follows:

The Township Board wishes to apologize for the unsubstantiated allegations and inappropriatecontinents that were made regarding you, in your absence, at the January 24, 2012 Township Boardmeeting when the escrow issues and documents were being discussed.

G. Board Minutes AmendmentMotion by Mi•. Wallazy and seconded by Mrs. Van Fossen to approve amending the January 24, 2012
Board of Trustees meeting minutes under Board Discussion Item C - Escrow Issues by striking thefollowing:
Mr. Trent and Mr•. Uherek discussed the receipt of original records for the Escrow Fund from Mrs.Van Fossen prior to the holidays and the possible impact on decisions that were made in 2007 when asurplus of escrow monies just under $75,000 was transferred to the General Fund. Some of therecords returned were taken from the Clerk's department and were not authorized to be in Mrs. VanFossen's possession.
Roll call vote: Ayes 2 (Van Fossen, Wallazy) - Nays 5 (Bejin, Heyl, Trent, Uherek, Witkowski).Motion failed.
H. Flag Day Events ManagementMotion by Ms. Bejin and seconded by Mi•. Uherek to approve Salem Township to manage SalemFlag Day Events encouraging cooperation and collaboration throughout the community. Afterdiscussion the motion was withdrawn.

1. Salem Community Events Flag Day & FireworksMotion by Mr. Trent and seconded by Nh•. Wallazy to approve Resolution 2012-04-10 O1 (asattached) and grant the request of Salem Community Events for utilizing the township complex at9600 Six Mile Road and surrounding adjacent properties for the annual Flag Day event scheduled onJune 9, 2012. Setup for the event will begin on June 8r1' and cleanup on June IOrn
In addition, to utilize the waste water treatment plant site located at 7700 Salem Road for the annualFlag Day Celebration Fireworks on Saturday, June 9, 2012 with a rain date of June 16. All necessarylicenses and proofs of.insurance have been provided and documentation has been reviewed by theFire Department.
Also, authorize the township supervisor to sign and issue the required permit upon approval of thetownship board.
Motion carried unanimously.
J..Arnend Ordinance 2012-03-13-01, Section 3 Floodplain ManagementMotion by Mr. Trent and seconded by Mr. Heyl to amend Ordinance 2012-03-13-01, Section 3 (asattached) to meet the requirements of the Michigan Department of Environmental Quality forresubmission of the ordinance to FEMA. Motion carried unanimously.
K. Training OfficerMotion by Ms. Bejin and seconded by Mr. Uherek to approve the Public. Safety Committeereconnnendation of Ken Ascher as the Salem Township Fire Department Training Officer'. Motioncarried unanimously.
L. Medical ProviderMotion by Ms. Bejin and seconded by N % Uherek to approve the Public Safety Committeereconunrendation of Wixom Health Clinic as the medical provider for the screening and care for allSalem Township personnel. Motion carried unanimously.

M. Official Papers of RecordMotion by Mr. Trent and seconded by Mr. Wallazy to designate the South Lyon Herald as he SalemTownship's official newspaper. In the event that there is a tine constraint conflict for publication orthe Board desires additional circulation forbid notices, etc. the ArmArbor•.com is the designatedalternate.
Motion by Ms. Bejin and seconded by Mr. Uherek to amend the motion by designatingAmnArbor.com as the official newspaper with no alternate. Roll call vote: Ayes 3 (Bejin, Heyl,Uherek) -Nays 4 (Trent, Van Fossen, Wallazy, Witkowski). Motion to annend failed.

9. ReportsBoard received the following reports for the month of March 2012: Clerk Revenue/Expenditure.
10. Board DiscussionA. Minutes On DemandMs. Bejin shared here concern over the lack of consistency with the website design and Minutes on
Demand as well as information being updated more timely. Vendor for Minutes on Demand to
submit a proposal for modification, Clerk's department will insure minutes for Board and Planning
Conunission are up to date, and agendas for meetings are to be sent to the Administrative Assistant
for update on the home page.
B. EscrowAfter discussion of the transfer of finds from 2007 from escrow to the general fund it was agreed that
Mr. Uherek and ivh-. Trent would come back with a recommendation at the next meeting to determine
whether we have the capability to evaluate internally the background data or if we should utilize
outside resources to assist.
C. Records RetentionMrs. Van Fossen shared information on record retention schedules that are available on the NITA
website for review.

Regarding Temporary Road ClosureFlag Day Celebration
The Salem Township Board of Trustees adopts the following resolution authorizing thetemporary road closure on Saturday, June 9, 2012 for the Salem Community Events FlagDay Celebration of Salem Road between Five Mile Road and Six Mile Road and SixMile Road between Leota and the railroad tracks just east of Pearl between the hours of10:30 a.m. -12 noon.
Also, for the closure of the following sheets around the township hall campus: Dickersonsouth of Six Mile Rd., Pearl and South Streets between the hours of 9:30 a.m. - 3:00 p.m.
Whereas, the Township of Salem has approved the temporary closure of the above listedroads as indicated, and
Whereas, the Driveways, Banners, and Parades Act 200 of 1969 requires the Townshipto authorize an official designated by resolution to make such request from the RoadCommission,
Now, therefore, be it further resolved that the Township of Salem Board of Trusteesdesignates and agrees that Cal Locklhn of the Salem Community Events be the authorizedofficial designated in this instance, when application is made to the Washtenaw CountyRoad Commission for this temporary road closure.
Forgoing resolution offered by Mr. Trent and seconded by Mr. Wallazy.

ORDINANCE ADDRESSING FLOODPLAIN MANAGEMENT PROVISIONSOF THE STATE CONSTRUCTION CODE
SALEM TOWNSHIP, WASHTENAW COUNTY, MICHIGAN
Ordinance number 2012-3-13-01 (as amended)
An Ordinance to designate and affirm an enforcing agency to discharge the
responsibility of the Township of Salem located in Washtenaw County, State of Michigan, and to
designate regulated flood hazard areas under the provisions of the State Construction Code
Act, Act No. 230 of the Public Acts of 1972, as amended.
The Township of Salem hereby ordains:
Section 1. AGENCY DESIGNATED. Pursuant to the provisions of the state
construction code, in accordance with Section 8b(6) of Act 230, of the Public Acts of 1972, as
amended, the Community Development Administrator of the Township of Salem is hereby
designated as the Floodplain Administrator and shall be the enforcing agency to discharge the
responsibility of the Township of Salem under Act 230, of the Public Acts of 1972, as amended,
State of Michigan. The Township of Salem assumes responsibility for the administration and
enforcement of said Act throughout the corporate limits of Salem Township.
Section 2. CODE APPENDIX ENFORCED. Pursuant to the provisions of the state
construction code, in accordance with Section 8b(6) of Act 230, of the Public Acts of 1972, as
amended, Appendix G of the Michigan Building Code shall be enforced by the enforcing agency
within the Township of Salem.
Section 3. DESIGNATION OF REGULATED FLOOD PRONE HAZARD AREAS. The
Federal Emergency Management Agency (FEMA) Flood Insurance Study (FIS) entitled
"WashtenawCounty, Michigan" and the Flood Insurance Rate Map(s) (FIRMS) panel numbers
of 26161C,- 0140E, 0143E, 0260E, 0280E, and 0281E dated 413112 are is adopted by reference
for the purposes of administration of the Michigan Construction Code, and declared to be a part
of Section 1612.3 of the Michigan Building Code, and to provide the content of the "Flood
Hazards" section of Table R301.2(1) of the Michigan Residential Code.
Section 4. REPEALS. All ordinances inconsistent with the provisions of this ordinance
are hereby repealed.
Section 5. PUBLICATION. This ordinance shall be effective after legal publication and
in accordance with the provisions of the Act governing same.
Adopted this 13th day of March, 2012 and amended on April 10, 2012.
This ordinance duly adopted on March 13, 2012 at a regular meeting of the Salem Township
Board of Trustees and will become effective March 23, 2012.

5. Business Items - Survey ResultsA. Rural CharacterSurvey results showed this topic to have the two best attributes of Salem Township. Mr. Wallazynoted that we have a master plan that designates the USD as the high growth area in the townshipwith the remainder being rural in nature. Ms. Bejin shared that there may be a Parks and RecreationPlan being considered by the Planning Conunission hr the near fixture. This would provide fundingand grant opportunities in the $20-30 million range. Planning Consultant Don Pennington is wellversed on this topic and will be a good resource. Maintenance issues need to be considered onceparks are implemented.
Citizen input included providing public access to open and natural spaces. Connecting trail networksis a long term strategy that should be utilized and Salem Township should be the catalyst for makingthose things possible. General discussion ensued on other aspects of rural character that representqualities that people appreciate and why they reside in Salem Township.
5B. BlightSurvey results reflect that this issue was rated the lowest in performance and received a relativelyhigh mark for an area that needed to improve. General topics discussed included composting, junkcars, nuisance properties, and vacant homes that have deteriorated over thee. Inoperative vehicles ispossibly addressed in the "supplemental" part of the ordinance.
Discussed some pros/cons of a need for a blight ordinance and trying to achieve a balance betweenmore residential areas versus farmland/agricultural regarding enforcement. Consensus was that itwould be worthwhile to acquire information from other townships in the county to evaluate theirordinances and enforcement procedures.

An Ordinance to designate and affirm an enforcing agency to discharge the responsibility of
the Township of Salem located in Washtenaw County, State of Michigan, and to designate regulated
flood hazard areas under the provisions of the State Construction Code Act, Act No. 230 of the Public
Acts of 1972, as amended.
The Township of Salem hereby ordains:

Community Development Administrator of the Township of Salem is hereby designated as the

All other applicants were interviewed with the following comments:
Mr. Myers is a Certified Building and Mechanical Inspector but does not have
the ability to be a plumbing inspector because of the basic requirements
from the State.
Mr. Richards does not have any certifications and one has the experience to becertified as a Plumbing Inspector. He does not qualify to be a Mechanical Inspector.
Mr. Johnson only has a Builders License and does not have the qualificationsfor either minimum requirements.
