Salem Town Board Meeting Tuesday December 12th, 2017 Jason Shingledecker called the Salem Town Board meeting to order at 6:00 p.m. Notice of meeting was published in the Pierce County Herald, Town of Salem Website and at the Salem Town Hall. Present were board members Jason Shingledecker, Barry Bunce, James Fetzer, Ann Larson-Graham and Ruth Kay. Also present was, Salem residents: Craig Flynn, Maintenance Person, Kyler Hinrichs and Ed Hygnstrom. The minutes from the November 14th special budget meeting and regular meeting were read, Barry moved to accept the minutes, Jason seconded the motion, motion carried with all in favor. Visitor’s comments: None The treasurer’s report was given. The balance is $12,856.01 in checking and $193,275.22 in the Money Market account, Jim made a motion to accept the report, Barry seconded the motion, motion carried with all in favor. The Clerks report was presented: Jim made a motion to pay all bills, Barry seconded the motion, motion carried with all in favor. Equipment and Building: The window on the truck broke and is being repaired. The Township received a bid for a new Mack Truck. Quote from the dealer was reviewed and discussed. This item is to be added to the agenda for the January 2018 meeting. Road Report: Craig is trying to remove the ice from the last ice storm. There was a motion by Barry Bunce and 2 nd by Jim Fetzer to approve the bridge petitions for the 400 th Street 1375’ North of US10 in the amount of $568,937.00 with an estimated payment to the township of $56,893.50 and for 430 th Street 1375’ North of US10 in the amount of $2,875.42 with an estimated payment to the township of $431.32 and for 490 th Street 50’ North of US10 in the amount of $6,400.00 with an estimated payment to the township of $949.65. The township received a payment for 70% of 430 th and 490 th from the state for storm damage aids so the Township is only eligible for 30% of the cost of these two roads. Jason made a motion to adopt the Animal Control Ordinance, Barry seconded the motion, motion carried with all in favor. Ruth to post to the township website. Plan Commission: Comprehensive Plan - Revisions in process- Issues and Opportunities (Element #1). The planning commission is reviewing the current plan and changes they feel needed to be addressed by updating and making revisions that are applicable to the Town of Salem at this time. Barry Bunce was nominated and accepted to serve as the Board member on the Planning Commission in 2018. Also a Contract needs to be written between the Township and the animal control officer Scott Kane. Ruth to draw up draft contact and forward to Mike Graham for review at next month’s meeting. Salem Town Board Meeting

Tuesday December 12th, 2017

Jason Shingledecker called the Salem Town Board meeting to order at 6:00 p.m. Notice of meeting was published

in the Pierce County Herald, Town of Salem Website and at the Salem Town Hall.

Present were board members Jason Shingledecker, Barry Bunce, James Fetzer, Ann Larson-Graham and Ruth Kay.

Also present was, Salem residents: Craig Flynn, Maintenance Person, Kyler Hinrichs and Ed Hygnstrom.

The minutes from the November 14th special budget meeting and regular meeting were read, Barry moved to

accept the minutes, Jason seconded the motion, motion carried with all in favor.

Visitor’s comments: None

The treasurer’s report was given. The balance is $12,856.01 in checking and $193,275.22 in the Money Market

account, Jim made a motion to accept the report, Barry seconded the motion, motion carried with all in favor.

The Clerks report was presented: Jim made a motion to pay all bills, Barry seconded the motion, motion carried

with all in favor.

Equipment and Building: The window on the truck broke and is being repaired. The Township received a bid for

a new Mack Truck. Quote from the dealer was reviewed and discussed. This item is to be added to the agenda for

the January 2018 meeting.

Road Report: Craig is trying to remove the ice from the last ice storm.

There was a motion by Barry Bunce and 2nd

by Jim Fetzer to approve the bridge petitions for the 400th

Street 1375’

North of US10 in the amount of $568,937.00 with an estimated payment to the township of $56,893.50 and for

430th

Street 1375’ North of US10 in the amount of $2,875.42 with an estimated payment to the township of

$431.32 and for 490th

Street 50’ North of US10 in the amount of $6,400.00 with an estimated payment to the

township of $949.65. The township received a payment for 70% of 430th

and 490th

from the state for storm

damage aids so the Township is only eligible for 30% of the cost of these two roads.

Jason made a motion to adopt the Animal Control Ordinance, Barry seconded the motion, motion carried with all

in favor. Ruth to post to the township website.

Plan Commission: Comprehensive Plan - Revisions in process- Issues and Opportunities (Element #1). The

planning commission is reviewing the current plan and changes they feel needed to be addressed by updating and

making revisions that are applicable to the Town of Salem at this time. Barry Bunce was nominated and accepted

to serve as the Board member on the Planning Commission in 2018. Also a Contract needs to be written between

Salem Town Board Meeting

Tuesday November 14th, 2017

Jason Shingledecker called the Salem Town Board meeting to order at 6:00 p.m. Notice of meeting was published

in the Pierce County Herald, Town of Salem Website and at the Salem Town Hall.

Present were board members Jason Shingledecker, Barry Bunce, James Fetzer, Ann Larson-Graham and Ruth Kay.

Also present was, Salem residents: Craig Flynn, Maintenance Person, Dave Gilles, Kyler Hinrichs and Tom

Jenkins from Rural Mutual Insurance Company.

The minutes from the October 10th meeting and the October 17th

, 2017 Pre-Budget Meeting were read, Barry

moved to accept the minutes, Jason seconded the motion, motion carried with all in favor.

Visitor’s comments: None

Following the Budget Public Hearing Jason made a motion to accept the 2018 budget, Barry seconded the motion,

motion carried with all in favor.

The treasurer’s report was given. The balance is $11,922.91 in checking and $189,698.72 in the Money Market

account, Jim made a motion to accept the report, Barry seconded the motion, motion carried with all in favor.

The Clerks report was presented: Barry made a motion to pay all bills, Jim seconded the motion, motion carried

with all in favor.

Discuss and take action of Rural Mutual Insurance Policy. Tom Jenkins from Rural Mutual Insurance went

through in detail the new 2018 policy. Jason made a motion to accept the new policy, Barry seconded the motion,

motion carried with all in favor. Tom Jenkins did ask about a bond for the Township, Ruth will follow up with the

Treasurer to find out what is required for 2018.

Equipment and Building: The truck has been repaired and was covered under the extended warranty. The

warranty will be done very soon and discussion followed regarding purchase of a new truck for next year.

Road Report: Craig is done mowing and did some grading. Craig is working on sanding the hills before it snows.

Plan Commission: Comprehensive Plan - Revisions in process- Land Use Element # 5. The planning

commission is reviewing the current plan and changes they feel needed to be addressed by updating and making

revisions that are applicable to the Town of Salem at this time.

Permits: None

Reports on Meetings attended: Barry attended an ambulance meeting and gave a brief summary.

Correspondence: Ann passed out the Tax bill informational letter for review and changes. Several items were

asked to be added to this letter.

Town of Salem Special Budget Meeting

November 14, 2017

Chairman Jason Shingledecker called the budget meeting to order at 6:00 p.m.

Notice of the meeting was published in the Pierce County Herald, Town of Salem

Website and at the Town of Salem Hall and one additional place in the township.

Present were Board members Jason Shingledeker, James Fetzer, Barry Bunce, Ann

Larson-Graham and Ruth Kay. Also present were Kyler Hinrichs, Dave Gilles, Mike

Graham and Craig Flynn Town of Salem residents,

Dave made a motion to set the levy at $310,648.00. Mike seconded the motion. Motion

carried with 9 in favor, 0 against.

Barry made a motion to adjourn, Mike seconded the motion, motion carried with all in

favor. Meeting adjourned at 6:10 P.M.

Town of Salem Special Meeting Minutes

Tuesday, October 17th, 2017

Chairman, Jason Shingledecker called the Salem Town Board Meeting to order at 6:00 p.m. Notice of meeting was

published in the Pierce County Herald, Town of Salem Website and at the Salem Town Hall.

Present were board members: Jason Shingledecker, Barry Bunce, Jim Fetzer, Ruth Kay and Ann Larson-Graham.

Other Salem town residents were: Dave Gilles, Craig Flynn, and Mike Graham.

The Purpose of this meeting:

1.) To discuss and take action: on the 2018 Budget

The board went through the itemized budget worksheet line by line

Jason Shingledecker called the Salem Town Board meeting to order at 6:00 p.m. Notice of meeting was published

meeting and the September 30th

Board of Review were read, Barry moved

to accept the minutes, Jim seconded the motion, motion carried with all in favor.

Visitor’s comments: Dave Gilles mentioned that while he was at the Pierce County Jail Open House he ran into

Mel Pittman and Andy Picotta and asked about the Paider Driveway issue. They said that they could not do

anything about it and they were going to mention the issue to the DNR.

The treasurer’s report was given. The balance is $7,110.57 in checking and $310,079.95 in the Money Market

account, Jim made a motion to accept the report, Barry seconded the motion, motion carried with all in favor.

The Clerks report was presented: Jason made a motion to pay all bills, Barry seconded the motion, motion carried

with all in favor. The Pre-budget meeting is scheduled for October 17, 2017 at 6 PM.

Equipment and Building: Everything is ok.

Road Report: Craig is mowing and grading one more time before winter.

400th

Street Bridge: We received a large bill from the State for this project in the amount of $110,253.11 and Ruth

is going to see if she can contact the State to see if this is final or if we will be seeing anything else. Once we

receive all the bills and have them paid Ruth will start the process to apply for Bridge Aids with the Pierce County

Highway Department.

Plan Commission: No planning commission meeting was held during the month of October. Mike Graham

mentioned several things that he wants to address at the next Planning Commission Meeting. He also requested

that we put the animal nuisance ordinance on the agenda for the November Board Meeting.

Permits: None

Reports on Meetings attended: Jim attended a Fire Department meeting on September 19th

, and gave us the new

Fires Dues amount. The Fires dues will be $14,785 compared to last year which was $14,459. This is an increase

of $327. Ruth Attended a LRIP meeting at the Pierce County Highway Department on October 5th

, 2017. The

Town of Salem was not awarded any funding this time but we were awarded last time and we have a 5 year time

frame to complete this project so we can collect the LRIP funds from Pierce County.

TOWN OF SALEM

BOARD OF REVIEW

Town of Salem Board of Review was called to order at 10:00 AM, Saturday September

30, 2017 at the Salem Town Hall by Chairman Jason Shingledecker.

Notice of Board of Review was published in the Pierce County Herald and posted at the

Town Hall and three other posting places in the Town, plus the web site.

Eric presented the board with the required Department of Revenue report.

Present were Jason Shingledecker, Barry Bunce, Jim Fetzer, Ruth Kay, board members,

and Eric Kleven, assessor.

No Town of Salem residents appeared before the board this year.

Jason moved to adjourn 2017 Board of Review, Barry seconded, all in favor. Board of

review adjourned at noon.

Tuesday September 12th, 2017

Jason Shingledecker called the Salem Town Board meeting to order at 6:00 p.m. Notice of meeting was published

in the Pierce County Herald, Town of Salem Website and at the Salem Town Hall.

Present were board members Jason Shingledecker, Barry Bunce, James Fetzer, Ann Larson-Graham and Ruth Kay.

Also present was Pierce County Board Supervisor Mel Pitman, Salem residents: Craig Flynn, Maintenance Person,

Dave Gilles, and Ed Hygnstrom.

The minutes from the August 8th

and August 28th

meetings were read, Barry moved to accept the minutes, Jason

seconded the motion, motion carried with all in favor.

Visitor’s comments: Pierce County Board Supervisor Mel Pitman wanted to let the board know about the grand

opening for the new Pierce County Jail. This will be September 19th

, 2017. Tours starting at 3 PM and go until 8

PM.

The treasurer’s report was given. The balance is $11,408.98 in checking and $330,006.08 in the Money Market

account, Barry made a motion to accept the report, Jim seconded the motion, motion carried with all in favor.

The Clerks report was presented: Barry made a motion to pay all bills, Jason seconded the motion, motion carried

with all in favor. The budget meeting was discussed and scheduled for October 17, 2017 at 6 PM.

Equipment and Building: Everything is ok. Craig discussed the possibility of getting a front plow for the tractor,

discussion followed.

Road Report: Culvert repair on 420th

resulting from the last rain storm is done. Craig would like to fix the

intersection on 390th

coming off of 385th

to make it safer. Discussion was held regarding reclaiming the roads this

fall before the freeze.

400th

Street Bridge: This project is finished and the final walk through took place with the DOT on Wednesday

September 6th

. We have received the loan and are now waiting to get the bill from the state.

Plan Commission: No planning commission meeting was held during the month of September.

Discuss and take action on Ordinance authorizing fees for petroleum or chemical tank removal: Barry made a

motion to remove the Ordinance authorizing fees for petroleum or chemical tank removal from the township, Jim

seconded the motion, motion carried with all in favor.

Pierce County Natural Hazards Preparedness & Mitigation Questionnaire: The board discussed and filled out

survey for the Pierce County Emergency Management.

Permits: None

Reports None

Correspondence: Ruth shared a letter from the Pierce County Highway Department regarding an upcoming LRIP

meeting. The board decided that Ruth should attend and report back to the board after the meeting.

Salem Town Board - Special Meeting Monday August 28th, 2017

Agenda: 400th Street Bridge Paving

Jason Shingledecker called the Salem Town Board meeting to order at 5:00 p.m. Notice of

meeting was posted @ the three designated locations, including the Salem Town Hall.

Present were board members Jason Shingledecker, James Fetzer, Barry Bunce and Ruth Kay.

Also present were Salem residents: Craig Flynn, Maintenance person and Dave Gilles.

This meeting was held to discuss in detail the cost to pave 400th Street from the new bridge to

Highway 10.

Craig had contacted Monarch Paving to see how much it would be to pave 400th Street from the

new bridge to Highway 10. Craig felt that being Monarch was going to be at this location

already to pave for the new bridge that we should take advantage of them already being there

and get a cost for paving the section from the 400th street bridge out to highway 10. This had

to be decided soon being they were waiting to hear back from us so they could complete the

project. Monarch came in with a bid of $17,813.00 for this project. The board felt that the cost

was too high and would like to research cheaper options like sealcoating. The board asked Ruth

to reach out to Chad at the Pierce County Highway Department and ask if it was cost effective

to sealcoat 20 to 30 year old pavement. Jason also suggested that the board get together and

take a closer look at all the township roads and decide which ones needed attention first.

Motion to not proceed with paving was made by Jim Fetzer, seconded by Barry Bunce, motion

carried with all in favor.

Tuesday August 8th, 2017 Jason Shingledecker called the Salem Town Board meeting to order at 6:00 p.m. Notice of meeting was published

in the Pierce County Herald, Town of Salem Website and at the Salem Town Hall.

Present were board members Jason Shingledecker, Barry Bunce, James Fetzer, Ann Larson-Graham and Ruth Kay.

Also present were Salem residents: Craig Flynn, Maintenance Person, Dave Gilles, Kyler Hinrichs, and Dawn

Hendershot.

The minutes from the July 11th meeting were read, Barry moved to accept the minutes, Jason seconded the motion,

motion carried with all in favor.

Visitor’s comments: Dawn Hendershot asked a question regarding how far the guardrail was to go for the new

bridge. Craig gave her the bridge plans to review. Kyler Hinrichs brought up a safety concern regarding a

driveway, Craig, Jason and Kyler plan to meet Thursday afternoon to review the location.

The treasurer’s report was given. The balance is $15,013.42 in checking and $55,274.84 in the Money Market

account, Jim made a motion to accept the report, Jason seconded the motion, motion carried with all in favor.

Machinery: The AC is fixed in the grader and the building is ok.

Road Report: Culvert needed to be replaced on 420th

resulting from the last rain storm. Craig brought up that he

thought that if Monarch was going to be on 400th

Street to pave after the bridge was complete that we have them

pave all the way out to Highway 10. Jason asked Craig to call and see how much this would be. A special

meeting will be held if they are able to do this for us and the price is not too much. The idea would be that it

would be cost effective being Monarch would be at the location already, hopefully eliminating the mobilization

expense for this project. Craig also brought up removing brush by the new bridge on 400th Street.

400th

Street Bridge: We were approved from Commissioners of Public Land Trusts for a loan in the amount

$270,000. Discussion was held regarding the amount to take for our first draw, we are able to take 4 draws in the

next 4 months. Barry made a motion to take $180,000 for the first draw in hopes that we will not need any

additional funds, Jim seconded the motion, motion carried with all in favor.

Plan Commission: No planning commission meeting was held during the month of August. Jason brought up that

he had a few issues with the Dog/Animal Nuisance Ordinance. Further discussion was held regarding Jason’s

Concerns.

Review of Town Ordinances: After researching the Ordinance authorizing fees for petroleum or chemical tank

removal. The board decided that we no longer need this ordinance. This will be put on next month’s agenda to

take action to have this ordinance removed.

Permits: None

Reports on Meetings attended: Barry attended an ambulance meeting and gave a brief summary of what took

place.

Correspondence: The Township received a survey to fill out from Pierce County Emergency Management. The

department will be receiving a grant and wanted the township to fill out an informational survey to help them

decide what would be the best way to use the grant money. The board was asked to think about the questions on

the survey and this will be discussed at next month’s meeting.

Salem Town Board Meeting

Tuesday July 11th, 2017

Jason Shingledecker called the Salem Town Board meeting to order at 6:00 p.m. Notice of meeting was

published in the Pierce County Herald, Town of Salem Website and at the Salem Town Hall.

Present were board members Jason Shingledecker, Barry Bunce, James Fetzer, Ann Larson-Graham and Ruth

Kay. Also present were Salem residents: Craig Flynn, Maintenance Person, Dave Gilles, Kyler Hinrichs, Ron

& Dawn Hendershot, and Mike Graham.

The minutes from the June 13th meeting were read, Barry moved to accept the minutes, Jim seconded the

motion, motion carried with all in favor.

Visitor’s comments: Ron Hendershot asked a few questions regarding the start and cost estimate of the 400th

Street Bridge. The board addressed his questions.

The treasurer’s report was given. The balance is $3,818.41 in checking and $42,164.84 in the Money Market

account, Jim made a motion to accept the report, Barry seconded the motion, motion carried with all in favor.

The Clerks report was presented: Barry made a motion to pay all bills, Jim seconded the motion, motion carried

with all in favor.

Jason made a motion to accept a new, three year contract for Craig to reflect the county wage of $26.83 per hour, with a

cost of living increase yearly effective August 1, 2017 and increase his sick time that he can bank. Jim seconded the

motion, motion carried with all in favor.

Machinery: The AC is not working in the grader and Craig is going to call Kyle at Cat to get this fixed.

Building is ok.

Road Report: Craig would like to start patching and asked if he could spend around $25,000.00. Barry made a

motion to allow Craig to order the patching material, Jason seconded the motion, motion carried with all in

favor. Craig is also starting to spray. Craig asked if the board thought that an additional pass for mowing would

be cost effective, discussion followed. Craig would also like to review and update the township signs.

Mike Graham presented the board with the updated driveway permit form with changes. Jason made a motion

to accept the updated form, Barry seconded the motion, motion carried with all in favor.

Follow up on Paider Driveway Issue: This issue has been resolved.

400th

Street Bridge: There will be a pre-construction meeting on the 19th

of July at the Pierce County Highway

Department at 1 pm, Craig is planning on attending. Jim moved to adopt the resolution, as read by Barry, to

borrow $270,000.00 from the Board of Commissioners of Public Lands, for the installation of the 400th

Street

Bridge, Barry seconded the motion, motion carried 3 in favor 0 opposed.

Plan Commission: During the July planning commission meeting the animal nuisance ordinance was addressed.

Mike handed out a draft of the Dog/Animal Nuisance Ordinance. Jason made a motion to review this and

address at next month’s meeting, Jim seconded the motion, motion carried with all in favor. Mike is also going

to draft a letter regarding erosion control and the benefits this has so we can send to the farmers as an

informational tool. Discussion was held regarding township residents maintaining fire numbers. This issue

might be addressed when the tax bills are sent out.

Review Building Inspector Services Agreement: Dave Gilles shared some of his concerns with the contract.

The board will review and keep this in mind for when the contract comes up for renewal.

Review of Town Ordinances: Dave Gilles suggested that we number the Ordinance for Alternative Claim

Procedure for Refunds and Tax Payments in Excess of Tax Bill Amounts: Barry made a motion to number this

1998-01, Jason seconded the motion, motion carried with all in favor. Ruth will get this posted on our Township

website. Mike is going to do some research for the Ordinance authorizing fees for petroleum or chemical tank

removal. Jim Fetzer is also going to ask the fire department at the next meeting if they have a list of people that

still have underground tanks. This ordinance with be addressed at next month’s meeting.

Tuesday June 13th, 2017

Jason Shingledecker called the Salem Town Board meeting to order at 6:00 p.m. Notice of meeting was

published in the Pierce County Herald, Town of Salem Website and at the Salem Town Hall.

Present were board members Jason Shingledecker, Barry Bunce, James Fetzer, Ann Larson-Graham and Ruth

Kay. Also present were Salem residents: Craig Flynn, Maintenance Person, Dave Gilles, Bill Paider, Kyler

Hinrichs and Mike Graham. Also present was Todd Dolan from All Croix Inspections.

The minutes from the May 9th Board of Review Motion to Adjourn, May 9th board meeting, and Special Board

Meeting held on May 16th

were read, Barry moved to accept the minutes, Jason seconded the motion, motion

carried with all in favor.

Discuss and take action on renewing the contract with All Croix Inspections: Todd Dolan presented the new

contract to the board for review and answered questions. Jason made a motion to renew the contract with All

Croix Inspections and Barry seconded, motion carried with all in favor.

Visitor’s comments: Bill Paider and the board discussed his field access issue and the safety concerns with the

location. Per Town of Salem Ordinance #1114 the board asked Bill to remove the extra material brought in to

build up this location. Due to the safety concern involved with the location the Town of Salem cannot issue a

driveway permit for this location. Mike Graham will be sending Bill a letter with what the Board would like

done.

The treasurer’s report was given. The balance is $13,217.74 in checking and $62,441.13 in the Money Market

account, Barry made a motion to accept the report, Jim seconded the motion, motion carried with all in favor.

Machinery: The AC is not working in the grader but this will have to wait until we have more funds available

to be fixed, and everything else is going good.

Road Report: Craig has started mowing and he was called out on Sunday to clear a tree on 420th

. The issue of

the farm fields being washed onto township roads was discussed with a suggestion being made to mail

informational material to the farmers regarding the benefits of water run ways in fields. With the heavy rains

this spring the culverts have been plugged resulting in dirt on our township roads.

400th

Street Bridge: The board held a special meeting on May 16th

, 2017 to address the construction bid

opening. The bids came in high, this resulted in the Township requesting additional cost share aides from the

State. We did get approval from the State giving us the additional funding so Jason has signed the renewed

Cost Share contract with the state and Ruth has mailed this back certified to the state. During this special

meeting the board made a motion to obtain a loan to cover our portion of the cost for the bridge. Ruth to send

in paperwork to start the loan process.

Plan Commission: During the June planning commission meeting the animal nuisance ordinance was addressed.

Mike is working on finalizing the Dog/Animal Nuisance Ordinance. Mike is also going to draft a letter

regarding erosion control and the benefits this has so we can send to the farmers as an informational tool. Mike

is also going to write a letter regarding the driveway ordinance and send this to Bill Paider.

Dog Issues: Ann followed up with her conversation with the County and that all dogs need to be licensed even

special needs dogs.

Salem Town Board - Special Meeting Tuesday May 16, 2017

Agenda: 400th Street Bridge Project

Jason Shingledecker called the Salem Town Board meeting to order at 2:30 p.m. Notice of

meeting was posted @ the three designated locations, Town of Salem Website and including

the Salem Town Hall.

Present were board members Jason Shingledecker, James Fetzer and Barry Bunce. Also present

were Salem residents: Craig Flynn, Maintenance person and Dave Gilles.

In absence of the Town Clerk, Motion was made by Jason Shingledecker, seconded by James

Fetzer to appoint Dave Gilles as official secretary, pro-tem, for this meeting... Motion carried

with all in favor.

Jason Shingledecker discussed with the board in detail the replacement of the 400th Street

Bridge and the funding of the Bridge... More information on this project was gotten by phone

from Pierce County officials Dan Gustafson and Chad Johnson... Also some clarity was given by

Ruth Kay, who is employed by the county. The bidding process and the initial cost projections

done in 2013 were questioned by the board. With only 2 contractors submitting bids it was

apparent only estimates where available for review by the board and the actual costs would not

be known until project completed. Cost to re-let bidding again was not cost-effective. Weiser

Concrete structure would be used. With a short time line to make a decision and the cost of an

additional $50,000... For another engineering study, etc., if the project did not go through...

After much discussion, the board decided to proceed with the replacement of the bridge with

the cost sharing funding in place with the county and/or the State. Information related to the

board for funding, was that the Town would need to borrow money for the County portion and

Township portion... State of Wisconsin funding over alternative financing was thought to be

more favorable at this time for the Township. This loan amount would be estimated at

$270,000. After reimbursement from the County, the Towns portion would be estimated at

$134,000.

Motion to go ahead with Bridge Replacement was made by James Fetzer, seconded by: Barry

Bunce... motion carried with all in favor.

Motion to proceed with a State of Wisconsin Loan or a bank loan, whichever is more feasible, in

the estimated amount of $270,000. was made by Jason Shingledecker, seconded by James

Fetzer, motion carried with all in favor.

400th

Street Bridge: Craig is going to call Dan Gustafson to see if we can get any updates for a time frame for

things to start and be completed. Ruth is also going to email Dan to see if she can get an estimate of what our

responsibility will be so we can obtain financing.

Barry made a motion to Pay Mike Graham, our Planning Commission Chairperson the same compensation as

the Board Supervisors. Jason seconded the motion, motion carried with all in favor. Ruth will check with the

Town’s Association to make sure we follow the rules and are able to pay him as requested.

Plan Commission: Now that the Wieser Road Agreement has been finalized, Mike will be calling the lawyer to

see how the dog ordinance is coming. Also Mike will discuss with the lawyer the Heavy machinery and manure

trucks hauling on our township roads.

Dog Issues: Ann shared a letter that she had sent to a Salem resident regarding unlicensed dogs. She has had

several complaints regarding these dogs. The resident went on to state that the dogs were special need dogs and

did not need to be licensed. Ann is going to call the County to find out more about this issue. Discussion was

held regarding the Dog Ordinance and when it would be finalized.

Reports on Meetings attended: Ruth, Ann & Jim attended Town’s Association Meeting on Tuesday April 25th

,

2017 and gave a brief summary of the meeting. Barry attended an Ambulance meeting on the 25th

and gave a

brief summary of the meeting.

Correspondence: A certificate of liability insurance was distributed from Sue Gerdes from the Valley Springs

Motorcycle club that was requested at the April meeting. The Board wanted to see this before the Duel Sport

event took place in July 2017.

Town of Salem Board of Review was called to order at 6:00 PM, Tuesday May 9, 2017 at

the Salem Town Hall by Chairman Jason Shingledecker.

Notice of Board of Review to adjourn to a later date was published in the Pierce County

Wieser Road Agreement: Jason read a letter from Mike Graham regarding the Wieser Road Agreement, the

basic change to the agreement was that the County be listed as 3rd

party when issues arise. Both the Town of

Salem and Andy Wieser signed the final Agreement.

Plan Commission: Wieser Road Agreement has been finalized.

Reports on Meetings attended: Ruth Kay to attend the Town’s Association Meeting on Tuesday April 25th

2017.

Correspondence: A map was distributed from Sue Gerdes from the Valley Springs Motorcycle club showing

the route for the upcoming Duel Sport event to be held in July 2017. The board agreed this would not be a

problem but that the Township does not want to assume any liability if anything were to happen. Barry

requested a copy of the Valley Springs Motorcycle Club Liability Insurance Certificate. We will need this

before the event takes place in July.

Town of Salem Annual Meeting April 18, 2017

Paul Shingledecker called the Town of Salem Annual Meeting to order at 7:00 p.m.

Notice of the meeting was published in the Pierce County Herald, posted on the town

website and at the Salem Town Hall.

Ruth read the minutes of the 2016 Annual Meeting. Jim motioned to accept the minutes.

Tuesday March 14th, 2017

Paul Shingledecker called the Salem Town Board meeting to order at 7:00 p.m. Notice of meeting was

published in the Pierce County Herald, Town of Salem Website and at the Salem Town Hall.

Present were board members Paul Shingledecker, Barry Bunce, James Fetzer, Ann Larson-Graham and Ruth

Kay. Also present were Salem residents: Craig Flynn, Maintenance Person, Jason Shingledecker, Bernie

Larson, Brent Halverson, Dawn Hendershot and Matthew Lambert from the Pierce County Herald.

The minutes of the February 14th board meetings were read, Barry moved to accept the minutes, Jim seconded

the motion, motion carried with all in favor.

Visitor’s comments: Brent Halverson discussed the mowing of the cemetery. The board agreed that Brent will

be hired for 2017 with the compensation being $1500 for the year, to be paid out in July and September of

2017.

Discuss and take action to renew contract with All Croix Inspections: Postponed to next month’s meeting.

The treasurer’s report was given. The balance is $16,883.45 in checking and $159,306.11 in the Money Market

account, Paul made a motion to accept the report, Jim seconded the motion, motion carried with all in favor.

The Clerks report was presented: Paul made a motion to pay all bills except the Pierce County Highway and

Ellsworth Fire Service Association, which totaled $62.389.04, these will be paid in April if funds are available.

Machinery: Craig has been working on the broken seat for the tractor, but has now been sent it to Tractor

Central for repair, hoping that the repair would be less expensive than a new seat. DD overhead door will be

fixing the overhead door. Craig also gave a brief update on his injury and his recovery.

Road Report: Lynn Fleshhauer has been contracted to remove the 400th

street Bridge, hopefully this week. The

Pierce County Highway department has removed the guardrail and further discussion took place regarding the

disposal of the bridge and guardrail. Once the bridge has been removed Paul will contact Dan Gustafson. Craig

also stated that he thought more breaker rock was needed at 270th

Avenue west of 320th

.

Wieser Road Agreement: No new updates.

Plan Commission: The planning commission is still working on the Wieser Road Agreement. A letter was

handed out from Wieser Concrete regarding them applying for a permit to build a bridge across the Rush River.

The letter stated that the total cost of these projects will be covered by Wieser and will not affect people’s taxes,

attached was a copy of the Notice of Pending Application for our information.

Correspondence: Paul received a letter from the State of Wisconsin stating that we are out of compliance. Paul

has addressed this issue with Eric Kleven resulting in The Board of Review meeting that is normally held in

May to be postponed until the Fall when this issue has been resolved.

Salem Town Board Meeting

Tuesday February 14th, 2017

Paul Shingledecker called the Salem Town Board meeting to order at 7:00 p.m. Notice of meeting was

published in the Pierce County Herald, Town of Salem Website and at the Salem Town Hall.

Present were board members Paul Shingledecker, Barry Bunce, James Fetzer, Ann Larson-Graham and Ruth

Kay. Also present were Salem residents: Craig Flynn, Maintenance Person, Mike Graham, Jason

Shingledecker, Bernie Larson, and Ed Hygnstrom.

The minutes of the January 10th board meetings were read, Barry moved to accept the minutes, Jim seconded

the motion, motion carried with all in favor.

Visitor’s comments: None

The treasurer’s report was given. The balance is $10,001.22 in checking and $244,935.75 in the Money Market

account, Jim made a motion to accept the report, Paul seconded the motion, motion carried with all in favor.

The Clerks report was presented: Paul made a motion to pay all bills except the Pierce County Highway and

Ellsworth Fire Service Association, which totaled $24,795.17, these will be paid in March if funds were

available. Barry seconded the motion, motion carried with all in favor

Machinery: Craig addressed the truck issues and that we were lucky that we had the extended warranty.

Road Report: Paul read a letter to the board that he wanted to send to all the big dairies regarding spring road

restrictions. This letter was to inform them that the Pierce County Sheriff’s office will be contacted to watch for

tankers of all sizes that are hauling over size loads and will be ticketing accordingly. Paul also discussed

options for the 400th

street Bridge, we were asked to net the structure to prevent swallow nesting prior to

construction, and Paul suggested that we remove the structure so we do not have to worry about weather

conditions that might cause the netting to be replaced frequently. Craig will call Lynn Fleshhauer to get

estimate for removal, Paul will then give Dan Gustafson a call to discuss this option.

Wieser Road Agreement: Wieser’s have sent back our draft of the agreement with several changes, Mike to

redraft this and send back to them stating our conditions. Once we get this back again we will then send to our

lawyer for final review.

Plan Commission: Weiser’s have renewed their CUP and now a new road agreement needs be drawn up. This

has not yet been done and the CUP is not valid until this agreement has been finalized.

Permits: Unwired Consulting Inc.

Reports on Meetings attended: Jim attended a Fire Department meeting and gave a brief overview. Fire call

fees will be increasing.

Salem Town Board Meeting

Tuesday January 10th

, 2017

Paul Shingledecker called the Salem Town Board meeting to order at 7:00 p.m. Notice of meeting was

published in the Pierce County Herald, Town of Salem Website and at the Salem Town Hall.

Present were board members Paul Shingledecker, Barry Bunce, James Fetzer, Ann Larson-Graham and Ruth

Kay. Also present were Salem residents: Mike Graham, Dawn Hendershot, Ron Hendershot and Jason

Shingledecker along with several other Town of El Paso residents including Vino in the Valley owner Larry

Brenner.

The minutes of the December 13th board meetings were read, Barry moved to accept the minutes, Jim seconded

the motion, motion carried with all in favor.

Visitors: Larry Brenner apologized for the prior months meeting when he voiced concerns as to why it was

taking so long for the new bridge to be built. Paul Shingledecker recommended that Larry call his state

representative in hopes that this might speed up the process.

The treasurer’s report was given. The balance is $53,329.59 in checking and $52,600.24 in the Money Market

account, Paul made a motion to accept the report, Barry seconded the motion, motion carried with all in favor.

The Clerks report was presented: Paul made a motion to pay all bills except the Pierce County Highway and

Ellsworth Fire Service Association, which totaled $68,031.36, these would be paid in February if funds were

available. Barry seconded the motion, motion carried with all in favor

Machinery: Everything is running ok.

Road Report: Bernie Larson is filling in for Craig Flynn while he is out with an injury.

Plan Commission: Weiser’s have renewed their CUP and now a new road agreement needs to be drawn up.

Also Paul gave Mike Graham the All Croix Inspection contract to look over before we sign the renewal papers.

Permits: None

Reports on Meetings attended: None

Correspondence: Discussion regarding if we should sign a one year agreement with Binkowski Oil for $2.08

for fuel. Barry made a motion to lock in with this price for the year, Jim seconded the motion, motion carried

with all in favor.

Paul made a motion to adjourn, Barry seconded the motion. Meeting adjourned at 8:15 PM

Town of Salem Caucus

January 10, 2017

Caucus was called to order by Chairman Paul Shingledecker at 6:30 P.M.

Notice of caucus was published in the Pierce County Herald and posted on the Town of

Salem Website and at the Salem Town Hall.

Present were Paul Shingledecker, Jim Fetzer, Barry Bunce, Ann Larson-Graham, Ruth

Kay, Mike Graham, Jason Shingledecker, Dawn Hendershot, and Ron Hendershot.

The ground rules were explained.

Vote to take verbal nominations from the floor 9 Secret ballot 0

Mike Graham was nominated to run caucus.

Nominations were taken from the floor.

The following were all nominated and seconded, with no further nominations:

Paul motioned the meeting be adjourned. Barry seconded. Caucus adjourned at 6:35
