lntroduction

In light of the Bell scandal, communities throughout California are taking a renewed interest in

the salaries and benefits afforded their city employees, particularly those who occupy positions

in executive management.

The purpose of this survey is to provide the public and their governing bodies with a

comprehensive view of the salary and benefits that are provided to City Managers in the seven

municipalgovernments located in San Luis Obispo County.

The manner in which this survey was prepared is described in the section labeled

"Methodology".

ln preparing this survey, the author utirized the seven incorporated

County of San Luis Obispo, California.

In preparing the survey, data and documents were gathered from each city, includingemployment agreements, addendums, city council resolutions, salary schedules and summariesaddressing compensation and benefits. Information related to public agency employercontribution rates was also gathered from PERS (california public Employees, RetirementSystem).

In cases of ambiguity, information was verified by contacting the representatives of the city,sDepartment of Human Resources.

The compensation survey reflects rankings for both annualtotal compensation and annual basesalary for year 2oro' The components used in determining totar compensation are as follows:

This survey also includes information concerning annual leave time, specifically vacation days,holidays and administrative leave. comparisons of sick leave are not addressed.

Information reference severance packages is also presented, although the reader must

recognize that the estimated value of these packages can vary significantly, depending on the

employee's separation date, the number of hours accrued at time of separation and the rate of

pay at time of separation.

The last component of the survey involves comparison data related to city land sizes,

populations and approximate general fund revenues for year 2010.
