Scientific researches say:salmon can swim up rivers with high content of suspended solids, butcannot spawn in water with suspended solids content 220 mg a liter and higher

Sakhalin II pipeline:new emerging problems and threats


Erosion of pipeline route could cause pipeline rupture and catastrophic oil spill(this erosion occurred after only one year)

Under the Russian legislation, the official prohibited zone of an ammunitiondepot is 400 m, safety zone is 3 000 m

- The current distance between the pipeline and the ammunition depot is 300 m

In case of explosion, the range of all buildings’ destruction will be 7 – 11 km

- The distance between LNG plant and the ammunition depot is about 4.5 km

Pipeline location is adjacent to old military ammunition depotwhich is in violation of Russian legislation, and createsa huge risk of catastrophic explosion

No changes for dumping site

No monitoring for impact on cherry and chum salmon at all

Construction continues during salmon spawningseason (cherry, pink and chum salmon)

Total volume of dumped dredged material is 471 333 м3 at the end of dumpingAccording SEIC’s data, 219 131 m3 remains in dumping zone, which means252 202 m3 was spread among the Aniva bay

By the time of EBRD Annual Meeting a large number offundamental policy violations were identified by AGM

Since then Shellmade promisedto correctthese problems

Yet theseproblemsonly get worse

Many violations now are extremely serious andirreversible

� Offshore platform base installed before expert panel could completeassessment

� Salmon stream crossing violations� Aniva Bay dumping� There was no sufficient and appropriate baseline data submitted� Essential alternatives were not assessed� There is no Resettlement Action Plan until now� Too late start of working on Indigenous People Development Plan� Fundamental and systematical violations of Russian legislation

Sakhalin II will never comply with EBRD policies

EBRD financing of Sakhalin II project will send wrong message to:• Future companies• Other banks• Civil Society

…looking for a sustainability

EBRD must undertake final decision to not identifythis project as “fit for purpose”and to not finance this project
