In addition, the availablescientific literature onwhich sueb an inquiry mustlargely depend was studiedas recently as 11177 hy anagency of the World llealthOrganisation.

It concluded lhal furtherstudies, including ones likethat by the CommonwealthInstitute of Health, wereneeded to resolve thequestion.

More limited studies navealso been proposed, basedon surveys of a muchsmaller number of servicemen tban will becovered by the Inst1tute ofHealth swdy.

While sudl studies would.produce results faster. andcost much less, they wererejected because therewould be very real problemswilh the validity of anyconclusions drawn fromthorn.

• It Is expected to cost atleast 12m.

The Department ofDefence is assisting theswdy in two major- ways.

It IS provxhng informationfrom Its records of Australian operations in Vietnam, and from data supplied by the United StatesGovernment about Itsspraying operations, aboutthe use of herbicides in Vietnam; wnattypes were used, where, when, and in whatquantities.

It is also providing thebasic information necessaryto enable the survey of AIlStralian servicemen to getunder way - such as thenames and last Ilnown addresses of servicemen.

It has been suggested thata "Judicial" inquiry shouldbe undertaken, instead ofthe stUdy by tbe Com·monwealth Institute ofHealth.

The proposal is that thisinquiry shOUld have, as abasic proposition, the presumption that a vast rangeor symplOms, covering vir·tually all medical conditions, are caused hy exosure toherbtddes in Vietnam.

The onllS would then be ontbe Government to rebutthis presumption.

It cannot be proved that aCl5"'1 relationship between

During tbe last six months, tbe Agent Orange Issue basattracted considerable public attent/on.

One reason for this is that some of Australia's Vietnam veterans areconcerned about the effects which Agent Orange or other herbicides andchemicals used in Vietnam may have had on their health and that oftheir families.

The answer to this quesuon is DOl. as clear as manypeople believe and argue. The infonnatiotJ ava.llat»e atlhls POlDt of Orne is not asconclusive as some wouldtike to believe.

This IS the reason wbyvarious studies have beenmade and are still in progress in the USA; and it is thereason why inquiries andinvestigations of one sort oranother nave been proposedin Australia.

The Government there·fore commissioned a com·prehensive and expert studyof the possible effects ofAgent Orange and otherberbicides on AustralianVietnam veterans, becauseit is concerned about theirweUare and it is coocernedto establish if those effectsare likely 10 have been
