    INTRODUCTION

    Membership in NFJPIA-NCR is mandatory to all JPIA Local Chapters of tertiary school dulyrecognized by the Commission on Higher Education (CHED). The Regional Vice-President for

    Academics, including the Regional Executive Officer, is responsible for implementing rules andregulations to maintain order in the academic affairs the organization.

    SHORT TITLE

    This document shall be known as the Implementing Rules and Regulations in the Conduct of

    the 13th National Capital Region Cup (NCR Cup).

    DECLARATION OF POLICY

    The Council recognizes the importance of accountants in nation building and development ofthe society. Hence, it shall develop and nurture competent, virtuous, productive and well-rounded professionals whose standards of practice and service shall be excellent, qualitative,world class and globally competitive through:

    Inviolable, honest, effective, and credible quiz bees, and

    Regulatory measures, programs, and activities that foster their professionalgrowth and development.

    This Implementing Rules and Regulations (IRR) shall be interpreted, construed, and carried out

    in the light of the above Declaration of Policy.

    OBJECTIVE

    This Implementing Rules and Regulations shall govern and regulate the conduct of the quizbees in the National Capital Region Cup.

    DEFINITION

    The National Capital Region Cup is a regional academic competition to be participated by thetop accountancy students of all the accredited member schools and universities across the NCR

    duly recognized by the Commission on Higher Education (CHED) and the National Federationof Junior Philippine Institute of Accountants - National Capital Region Council (NFJPIA - NCRC).

    SCOPE

    NCR Cup shall cover the following Certified Public Accountant Licensure Examination subjects:Quiz I : Practical Accounting I (P1)Quiz II : Theory of Accounts (TOA)

    Quiz III : Business Law (BL)Quiz IV: Taxation (TAX)Quiz V : Auditing Theory (AT)Quiz VI: Auditing Problems (AP)Quiz VII: Practical Accounting II (P2)Quiz VIII: Management Advisory Services (MAS)

    SELECTION PROCESS

    1. The NCR Cup is an individual quiz bee event. Hence, every accredited member local

    chapter may send only one (1) contestant for each particular quiz.2. Each local chapter has the discretion to set its own criteria in choosing a contestant foreach of the quiz event.

    3. Previous winners (1st, 2nd and 3rd placers) of a particular quiz are not allowed to join inthe same quiz again.

    QUALIFICATIONS OF CONTESTANTS

    1. The contestant should be a bona fide JPIA member, verified through the Regional VicePresident for Membership of NFJPIA - NCRC.

    2. Contestants are allowed to join at most two quiz categories.3. Duly accredited Local Chapters in the National Capital Region are the only organizations

    who are allowed to join.4. A contestant should preferably be a fourth year student in a four (4) year course or a fifth

    year student in a five (5) year course or penultimate.5. In the event that a particular local chapter chooses to send a contestant in a lower year

    level, the said must submit a proof (i.e. BSA curriculum applicable to contestants) tocompensate that the contestant has already taken the respective quiz category.

    6. Change of contestant or substitution shall be allowed during the day of competition.Provided, however, that they will submit all pertinent softcopy requirements during theregistration phase of the event. Failure to do so will disqualify the said contestant from

    joining.

    REQUIREMENTS

    To confirm the local chapters participation for each quiz of the NCR Cup, the contestant shouldsubmit the following:

    a. Duly Accomplished Application Form with 2X2 Formal ID picture in a whitebackground (softcopy);

    b. Endorsement Letter certifying and attesting that the contestant is, or intendsto be, a member of the local chapter and that he is the official representative

    of the local chapter for the quiz, signed by the Local Chapter President, notedby the respective Local Chapter JPIA adviser. (softcopy)

    c. School ID (must be presented upon registration on the day of the event).Alternative: Printed copy of requirement b (Endorsement Letter)

    Requirements should be sent to the respective email provided for by the Regional VicePresident for Academics or the Event Project Head. The file shall be in format of:

    PUNCTUALITY OF THE CONTESTANT

    Contestants are highly recommended to be at the designated venue 30 minutes before thescheduled time of the event. All late contestants are still allowed to participate. However,questions previously read and answered will no longer be repeated for their benefit. Hence, alllatecomers will automatically receive a zero (0) point for question/s already read and answered.They will be allowed to answer only the remaining questions in the said round.

    BELONGINGS THE CONTESTANT SHOULD BRING

    The contestants are not allowed to bring anything on top of their desks except their writingmaterials and non-programmable calculators. Mobile phones, iPod, laptop and other electronicdevices are not allowed to be used during the contest proper.

    MANNER OF READING AND ANSWERING THE QUESTIONS

    1. The quizmaster shall read each question once.2. The contestants will be provided with a copy of the questions.

    The contestants shall start reading the question only when the quizmaster startedreading the same. Quizmaster shall say the word Flip to signal the start ofreading the question.

    The contestants may start answering and manipulating their calculators as soonas the quizmaster has read the first word of the question.

    Before the time allotted for each question had lapsed, the contestant should havewritten his/her answer on his/her answer board. When the bell rings signalling thelapse of time allotted, the contestant should stop answering and must raise his/heranswer board. Otherwise, his/her answer will be forfeited.

    Contestants may neither glance nor talk to their seatmates during the contestproper.

    Contestants must not erase what they have written in the answer board unlessthe quizmaster has given the clearance. This is to document the answer of thecontestants in case disputes/protests have been made on a certain question.

    In view of the said protest, a contestant who erased their respective answerboard is deemed to be forfeiting the chance to have a correct answer.

    CATEGORIES AND TIME ALLOTMENTS, POINTING SYSTEM

    The Elimination Round is composed of three (3) subset levels namely; Easy, Average, andDifficult. Corresponding points, time allotments and number of questions for Elimination Round

    are as follows:

    1. The top ten (10) contestants with the highest points shall advance to the Final Round.2. In case of a tie, a question chosen either by the panel of judges or the Regional Vice

    President for Academics or Event Project Head shall be asked to the concernedcontestants to break the dead lock. The first contestant to raise the correct answer winsthe clincher round.

    SPECIFIC CONTEST RULES IN THE CONDUCT OF THE 13TH NCRCUP- FINAL ROUND

    1. All points shall revert to zero in this round.2. There will be twenty-four (24) questions in this round.3. Corresponding points, time allotment, and number of questions for the final round are as

    follows:

    4. The privilege to choose the first question in this round is given to the quizmaster. Thecontestant who will answer the previously asked question correctly shall have the right tochoose the next question, and so on.

    5. The contestants shall start reading the question only when the quizmaster startedreading the same. Quizmaster shall say the word Flip to signal the start of reading thequestion.

    6. The contestants may start answering and manipulating their calculators as soon as thequizmaster has read the first word of the question.

    7. There will be deductions for every incorrect answer; two (2) points for easy, four (4) pointfor average and six (6) points for difficult questions. Simply stated, negative points shallbe awarded.

    8. The contestant may answer the question at any moment even if the quizmaster is in thecourse of reading the question provided that before he presses the buzzer, his answermust already be written on the answer board, otherwise his answer is deemed null andvoid.

    9. The first contestant who presses the buzzer shall be given the chance to answer thequestion.

    10. If a contestant provides an incorrect answer, one (1) chance of steal for each questionshall be given to other contestants; and if the same question is subsequently answeredcorrectly, the corresponding point for the question shall be given to the contestant andhe shall now have the privilege to advance in the race. In case of a steal, an incorrectanswer and/or void answer will have a corresponding point deduction on that particularquestion.

    11. There should only be two (2) steals for every question.12. The contestant must aim to conquer the eight (8) level races and reach the finish line in

    order to win the game. The first contestant to reach the finish line will be declared as thechampion. The second and third contestants who shall reach the finish line shall bedeclared as the 2nd and 3rd placer respectively.

    13. Every correctly answered question earns the player one (1) step, or two (2) steps,depending on his bet (Please see STEP ADVANTAGE portion of Special Powers sectionof this IRR)

    14.A contestants track to the finish line has its own twist and turns. Each contestant shallhave the chance to use five (5) special powers namely: Freeze; Immunity; Tag; Step

    Advantage; and Back to Base. All of the strategy powers stated above will test thecontestants ability to strategize and size up their opponents. Each special power can

    only be used once except for Back to Base power.15. In the event that only one (1) contestant reached the finish line at the end of twenty-four

    (24) questions, the 2nd and 3rd placer shall be determined based on the accumulation ofpoints. The two (2) highest scorers except the one already declared as champion shallbe declared as 2nd and 3rd placer respectively.

    16. In the event that only two (2) contestants reached the finish line at the end of twenty-four(24) questions, the 3rd placer shall be determined based on the accumulation of points.The highest scorer shall be declared 3rd placer.

    17. If no contestant reached the finish line, the three (3) highest scorers shall be declared as1st, 2nd, and 3rd placers.

    18. In case of a tie, a question chosen either by the panel of judges or the Regional VicePresident for Academics or Event Project Head shall be asked to the concernedcontestants to break the dead lock. The first contestant to raise the correct answer winsthe clincher round.

    SPECIAL POWERS

    1. IMMUNITY- This power will prevent point deduction in case the contestant incorrectly

    answered the question. To use this power, the contestant must raise his/her white flagbefore the tallying of scores for a particular question or before the quiz master or acontestant picks the next question.

    2. FREEZEThis special power commands one contestant to lose a turn or prevent him/herfrom answering the next question. This can be used by a contestant after a correct answeris made. To use this power, the contestant must raise his blue flag after giving a correctanswer and before advancing to the next stage.

    3. TAG - This special power allows the contestant to choose one opponent and have him/heranswer the question. If the opponent chosen answers correctly, he/she can advance onestage forward. Otherwise, it will allow the contestant who called this power to move forward.To use this power, the contestant must be the first one to press the buzzer and raise hisyellow flag while the question is being asked. Contestants can also use this power after the

    question is asked.4. STEP ADVANTAGE- This power can enable a contestant: To make himself move one (1) totwo (2) steps forward; or, to make his opponent move one (1) to two (2) steps backward.Beforeeach question of the final round is read, contestants will be asked what number ofsteps they are willing to bet, whether 2 steps or 1 step. If a contestant answers the questioncorrectly, he may opt to either: use his bet make himself move forward (2 steps or 1 step,depending on his bet); or, make one of his opponents to move backward (2 steps or 1 step,depending on his bet). If a contestant answers the question incorrectly: he shall be awardednegative points in line with provision 7 of Specific Contest Rules in the conduct of the 13thNCR CUP- FINAL ROUND; and, if he has bet 2 steps, he shall move one (1) step backward.

    5. BACK TO BASEThis is the most notorious power. Back to Base forces the inflictedcontestant to move back to the base "stage", whichever stage the inflicted might be. Thispower can only be used three times in the final round. Back to Base will be hidden randomlyin three (3) questions and a correct answer will correspond to an additional three (3) pointsfor the contestant.

    Ruling on Contestants Answers

    1. The contestants should write their answers clearly and legibly on the answer boardsprovided to them.

    The contestants are allowed to use the following abbreviations: T or F for True or False,respectivelyU or F for Unfavorable or Favorable, respectivelyDr or Cr for Debit or Credit, respectively

    A/B/C/D for multiple choice questionsPERT CPM for Program Evaluation Review Technique/Critical Path MethodBOA for Board of AccountancyCPA for Certified Public AccountantPICPA for Philippine Institute of Certified Public Accountants

    AR for Accounts ReceivableAP for Accounts Payable

    PPE for Property Plant and EquipmentTS for Trading SecuritiesSHE for Shareholders EquityRE for Retained Earnings

    2. Other abbreviations not specifically written in this IRR are highly discouraged to be used.For questions requiring computations, only final answers shall be rounded off to thenearest hundredths.

    3. Contestants who shall insist in writing the answers ambiguously, abbreviated or illegiblymay still claim points for correct answers only upon the discretion of the panel of judgesor the Regional Vice President for Academics or Event Project Head.

    QUERIES, CLARIFICATIONS, QUESTIONS, AND/OR PROTESTS

    1. After the final answer has been announced by the quizmaster to the contestants, thequizmaster may entertain protests and questions.

    2. Only the contestants are allowed to raise queries, clarifications, questions and/or protests.3. All queries, clarifications, questions and/or protests shall be addressed to the panel of

    judges. The decision of the panel of judges is final and irrevocable.4. Once the next question has been distributed, queries, clarifications, questions and/or

    protests will not be entertained.

    OFFENCES

    1. Failure to follow the instructions will merit the contestant a warning.2. A maximum of two (2) warnings will be given to each contestant.3. A third violation automatically disqualifies the said contestant from the competition.4. Organizing committee members will be in-charge for monitoring the said offences. Their

    decision shall be binding and irrevocable.

    CASES WHERE TIEBREAKER ROUND SHALL TAKE PLACE

    1. In case of a tie, clincher questions will be given until the deadlock is broken.2. Whoever gets the right answer and raises his answer board first shall be the winner.3. Clincher round questions shall have no bearing on the cumulative scores of the

    contestants.

    DECLARATION OF OVER ALL CHAMPION

    1. The computation of scores for the NCR Cup Over All Champion shall be as follows:A. 13th NCR Cup

    a. 1st place15 ptsb. 2nd place10 ptsc. 3rd place7 ptsd. Participation3 pts

    B. 3rd NCR Cup Jr. (please see the IRR specific to NCR Cup Jr.)a. 1st place15 ptsb. 2nd place10 ptsc. 3rd place7 ptsd. Participation3 pts

    C. Top three contestants will not be given additional 3 points for participation.

    D. In case of a tie in the top 3 overall champion, the following will determine theoverall champion (in order of priority) until the tie is broken.

    a. Most number of 1st place winners will be countedb. Most number of 2nd place winners will be countedc. Most number of 3rd place winners will be countedd. Accumulated points in all quizzes will be consideredE. The NCR Council, together with the host school, shall provide an official

    tabulation of score during the competition. Any discrepancies with points shall bedirected to Regional Vice President for Academics and Regional Vice Presidentfor Audit for verification during the event. Score tabulation presented to the localchapters after the difficult round for elimination round and over-all score after finalround, upon request, shall be final and irrevocable.

    PRIZES AND AWARDS

    NCR Council will provide the following prizes and awards:a. Certificates of Participationb. Medals, and Certificates of Recognition for top 3 winners of each

    quizc. Trophy or plaque for overall champion/s.

    Host schools will provide books and other awards and prizes.

    PERMANENCY OF THE REVOLVING CUP

    1. The NCR Cup shall be a Revolving Cup. The overall champion of NCR Cup for thefederation year shall be given the right to hold the Cup from the moment the NCR Cupchampion is announced and awarded until the next federation years NCR Cup OpeningCeremony.

    2. Permanency of the right to hold the cup will be granted if and only if a participating schoolhas won six (6) first places out of nine (9) NCR cup quizzes including the NCR Cup Jr.

    during the federation year, or they have been awarded as overall champion for three (3)consecutive years. Otherwise, the cup will remain as a Revolving Cup.

    ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS

    1. It shall be the primary duty of the Regional Vice President for Academics, the EventProject Head, and the Council to effectively enforce the provisions of this ImplementingRules and Regulations. The Council also has the sole right to interpret the contents of thisImplementing Rules and Regulations and their decision will be binding and irrevocable.

    2. All the host schools of NCR Cup, upon the call or request of the Regional Vice Presidentfor Academics or the Event Project Head or the Council, shall render assistance inenforcing this Implementing Rules and Regulations and to give necessary action to any

    person violating the provisions of the same.3. The Regional Adviser or his duly designated representative shall act as legal adviser to

    the Regional Vice President for Academics, or the Event Project Head, or the Council andshall render legal assistance as may be necessary in carrying out the provisions of thisImplementing Rules and Regulations.

    AMENDMENTS OR REVISIONS

    1. The Council shall be vested with the exclusive power to revise and amend thisImplementing Rules and Regulations.

    2. Any amendments to or revisions to this Implementing Rules and Regulations may be

    proposed by any member of any local chapter upon a written request of such member,stating the reasons thereto.

    3. Any request for amendments and revisions as well as proposed amendments mustinitially be reviewed by the Regional Vice President for Academics attested by theRegional Adviser and then forwarded to the Executive Officers for discussion, editingand final approval.

    4. The Executive Officers shall have the right to debunk any proposed revisions andamendments, submitted to them by the Regional Vice President for Academics, whichare deemed unnecessary. The final decision on any inclusions and exclusions to this

    Implementing Rules and Regulations must be determined by a majority vote of allExecutive Officers in which the Regional Vice President for Academics is included.

    5. Amendments to particular provisions in this Implementing Rules & Regulations shall beallowed provided that such amendments will be communicated to the local chaptersduring the General Meeting prior to the 13th NCR Cup Quiz 1.

    SEPARABILITY CLAUSE

    If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall bedeclared unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any

    other part hereof, but shall be merely confined to the clause, provision, paragraph or partdirectly involved in the controversy in which such judgment has been rendered.

    REPEALING CLAUSE

    Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of thisImplementing Rules and Regulations are hereby repealed or modified accordingly.

    EFFECTIVITY

    This Implementing Rules and Regulations shall take its effect immediately after presentation tothe assembly. Promulgated in the City of Manila this 1st day of June, 2013.
