Executive Summary TheSagHarborUnionFreeSchoolDistrict’stechnologyenvironmentwillbestateofthe art, efficient, secure and uniform. This technology environment will supportstudents, teachers and administrators. The instructional direction is to integratetechnology into all phases of the academic curriculum. The effective use oftechnologyinstandards-based,curriculum-richlessonswillachievehighstandardsfor students. These goals are alignedwith New York State standards for studenttechnologyuse:http://www.p12.nysed.gov/technology/initiatives/literacy.htmlThisstateof theart technologicalenvironment includebutarenot limitedtohighspeed Internet access, wireless local area network, enhanced peripherals, web-based instructional delivery systems, and research-based software available inclassrooms/labs and library media centers, electronic capture ofimages/documents, attendance, and inventory and system to electronically sendtelephone and/or emails messages to parents/guardians. These will provideopportunities to enhance learning for all stakeholders in the Sag Harbor SchoolDistrictandimprovedefficiencyintheadministrativeoffices.Integrating technology in support of learning is best accomplished by givingstudents access to tools for communicating and problem solving. Teachingstrategiesthatsupporttheintegrationoftechnologyincludelessdirectingandmoreguiding, designing activities that require students to deal with substantivequestions, engaging students in collaborative projects, and work that requiresanalysisandresearch.Thestatestandardsforallsubjectareasrepeatedlyreferencetheconcepts“Analyze, Interpret, andInfer”.Havingstudentsengage inweb-basedresearchtosolveproblemswillhelpourstudentstomeetandexceedthestandardsinallsubjectareas.ISTE's National Educational Technology Standards (NETS) have served as aroadmap since 1998 for improved teaching and learning by educators. Information Technology Assessment District Overview TheSagHarborUnionFreeSchoolDistrict,locatedintheheartofthehistoricvillageof SagHarbor, is approximately100mileseastofNewYorkCity.Thepicturesquevillageisfilledwithshops,restaurants,andactivitiesforallages.Attheheartofthevillage is theSagHarborSchoolDistrict,comprisedofabout1,000students.Stepsaway from the village’s historic center sit the district’s two buildings: PiersonMiddleandHighSchoolwhichshareacampus,andSagHarborElementarySchool. The district’s small size and student to teacher ratio allow us to offer a personaleducationforeachstudent–onethatistailoredtoeachstudent’sneedsandfuturegoals.SagHarbor’sschoolsofferopportunitiesforallstudentstoexcelinavarietyofareas, from rigorous academics to music, theater, athletics, and the arts. Contractual Services & E-Rate Each year the school district issues Request For Proposals (RFP’s) and awardscontracts for Internet connectivity, network support, network installation,equipmentpurchasesandequipment supportand repair inaccordancewith statepurchasingguides.
SagHarborUFSD filesannually for“Priority1”E-Rateable services in theareasoftelecommunications and Internet access tomeet SLD guidelines and to avail it toapplicablediscountsandreimbursements.
Budget Cycle The Sag Harbor Union Free School District budget is from July 1st through June30th.

Technical Support Staff Thedistrictmaintainsatechnologydepartmentthatiscomprisedofthetechnologydirector, two full-time network and systems analysts and an Office ApplicationsSpecialist. In addition, there are twopart-time professional development teachersandstudenthelpersthatareavailableatvariouspointsthroughoutthedaytoassistthetechnologydepartmentinsmallday-to-daybreakandfixoperations.
All service requests are submitted online to an automated help desk system.Technicalhelprequestsareusuallyqueuedandprocessedintimeanddateorder.Ifa request is particularly complex or more project-oriented, both technicians areassignedtothejob.Iftherequestisadministrativeortechnicallycomplexinnature,the director of technology usually assumes the responsibility of completing therequest.

Currently, the Sag Harbor School Districtmaintains two separate domains acrosstwobuildings.Thesetwopropertiesareconnectedviadedicatedsingle-modefiberover a homogeneous Cisco network. All fiber network infrastructure within thephysical buildings is multi-mode, and all device nodes are connected to theswitchingbackboneat100/1000speeduplinks.Eachroomhasatleasttwoormorenetworkdrops,andoneWiFiaccesspointissituatedwithinatleasta30footrange.The district is connected to the Internet via a pair of T1 lines to the district’sInternetserviceproviderOptimumLightpath.
A cluster of Apple Servers covering both instructional and administrative usershandles authentication at SagHarbor Elementary School. At Pierson, a clusterofWindows servers handles instructional and administrative logins. StudentManagementSystems
The district uses eSchoolData as its student information system. Licensing andsupport is purchased throughEastern Suffolk BOCES. Two data entry specialistsmanage all aspects of the eSchoolData database (access, permissions, updates,queries,etc.)
The district’s guidance department usesNaviance to track student undergraduateandcareerreadiness. Student information isaccessible toparentsaswellasstaff.

AssetManagement
The business office employs Maximus to provide the district with a web-basedservice called AssetMaxx, a system that provides inventory control of all districtassetsbybarcode.Thedistrict’spurchasingagentmaintainsthedatabase.Maximuscan also provide physical audits of existing district inventory on request. Thetechnology department uses Asset Max, and also uses an in-house open sourceservice called GLPI to redundantly track all technology-related inventory for ourownrecords.

CIPA imposes certain types of requirements on any school orlibrarythatreceivesfundingforInternetaccessorinternalconnectionsfromtheE-rate program – a program that makes certain communications technology moreaffordable for eligible schools and libraries. In early 2001, the FCC issued rulesimplementingCIPA.The district employs the Marshal 8E6 R3000 Internet Filtering switch, with asubscription for periodic updates to the libraries and definitions that control thewebsite blacklists. Educational Technology and the Common Core Both the Common Core and the ISTE Standards recognize that education as it’salways been done is not enough in the digital age. Professional/Staff Development Future Needs On April 29, 2008, a sub-committee met with the goal of working on theProfessionalDevelopmentcomponentoftheDistrictTechnologyPlan.
Theybeganby lookingat the resultsof theTechnologyNeedsAssessmentSurveyconductedduringthewinteratboththeMiddle-HighSchoolandElementarySchool.Focusingonthesectiontitled“professionaldevelopment”itwasclearthatthestaffat both buildings is eager for and open to more training to help them furtherincorporatetechnologyintotheclassroom.
Theirdiscussionresultedinsomesuggestionsandideastofurtherexplore:
1. The staff was clear about requiring access to an On-Site EducationalTechnologySpecialist.AcertifiedteacherateachbuildingnowprovidesStaffDevelopmenteachday.
2. Asdiscussedatprevioustechnologymeetingsthedistricthassupportedthepurchaseof a substantial amountof technologyequipment in recent years.We have outfitted all K-3 elementary classrooms with 5 laptops, and 10laptops in the 4th and 5th grade classrooms. Smartboards have beenconsistently brought into classrooms at each building since 2007, and atpresentpurchasingratesweanticipatehavingtheentiredistrictcoveredby2013-2014.Stand-aloneormountedProximaprojectorsarealsobeingusedinbothbuildingsinroomsthatdonotcurrentlyhaveSmartboards.
Asofnow,eachteacherinthedistrictisassignedalaptopforuseduringtheschool day, the weekends, and in-between holiday breaks. The goal ofassigning these laptops is to encourage teachers to engage in thedevelopmentandimplementationoflessonplansandcurriculumduringtheschool days and off-hours or days away from the district.There isnosimplewaytoprovidetheconsistentprofessionaldevelopmentthatisneeded.A“hybrid”approachmustbeutilized.Gettingawayfromthe

Introduction
TheSagHarborBoardofEducationaffirmstheDistrict’scommitmenttopreparingstudents for the future. TheBoard also recognizes that technology advances haveled to new and emerging ways to obtain information and to communicate. TheBoard supports access to the information resources available from the globalnetworks,butitbelievesthatsuchaccesstoinformationisaprivilege,notaright.
The Internet provides many and varied positive learning experiences. AlthoughmuchoftheInternetissafeformostpeople,studentscouldaccessmaterialthatisdefamatory,illegal,offensive,orinaccurate.Webelieve,however,thataccesstothiswealth of material outweighs the risks. We further believe that the ultimateresponsibility for setting specific guidelines, expectations, and codes of behaviorwith regard to all formsofmedia and information resources such as the Internetandelectronicmaillieswiththeparentsand/orguardiansofthestudent.Therefore,the final decision as towhether aminorwill be able to apply to use the Internetduringschoolwillremainwiththeparentsand/orguardiansofaminor.
The Technology AUP has been formally adopted by the Sag Harbor Board ofEducation.TheDistrictwillstrictlyenforcetheprovisionsofthispolicyandwilltakeappropriate action toward those personswho violate the provisions within. Thispolicycoversuseoftechnologyinthedistrict,includinguseofcomputers,(desktop,laptop andwireless), digital equipment, videoconferencing technology and use ofany other technology equipment in the District. This policy covers all users,includingstudents,full-timeandpart-timestaff,parents,communitymembers,andvisitorstotheDistrict.ThispolicyalsocoversoutsideaccesstoDistrictcomputersandnetworks.
UserResponsibility
Allusersare responsible forgood, ethicalbehaviorwhenusing computers just astheyarewheninaclassroom,oronaschoolbus,orotherplaces.Communicationsoncomputernetworksareoftenpublicinnature.Generalschoolrulesforbehaviorand communications apply. These rules are stated in the Pierson High SchoolStudent Handbook and the Pierson Middle School Student Handbook and staffhandbooks that the District’s two schools and Central Office publish. The proper use of computers and technology will be communicated to all usersthroughout the District. Use of District computers and/ornetworks to engage in illegal activity or to access or to transmit, display or storeoffensive or objectionable material are prohibited on District computers ornetworks.TheDistrict’sdeterminationas towhetherthenatureofanymaterial isconsideredoffensiveorobjectionable is tobe consideredas final.Usingprogramsthat harass or infiltrate a computing system and/or damage the hardware orsoftwarecomponentsisalsoprohibited.
AnyuseofDistrict computers toaccess resourcesmust conform to the termsandconditions of the Sag Harbor School District computer network and Internet UseAgreement.Subscriberstolistserves,bulletinboards,andon-lineservicesmustbepre-approvedbytheTechnicalAdvisor.
All staffmembersare required tosigna formstating that s(he)has read theAUPandagrees to followitsprovisions.This specifically includesall full andpart-timeemployees,substituteteachers,andstudentteachers(AppendixA).
Allstudents in theMiddleandHighSchoolarerequiredtosigna formstatingthats(he)hasreadtheAUPandagreestofollowitsprovisions.(AppendixB).Aparent or guardian must also sign the agreement. (Appendix C). In the

ElementarySchool,onlytheparent/guardianmustsigntheAUP.Ifaparentorguardian objects to his/her child using the Internet, s(he) must state theobjectioninwritingandsendittotherespectivebuildingprincipal.
Teachers and others whose duties include classroom and/or computer labmanagement and/or student supervisionmust sign an agreement acknowledgingresponsibility for exercising reasonable supervision of student access to theInternet.
ParentalResponsibilities
Parents,includinglegalguardians,areresponsiblefortheirchildren’saccesstotheInternet and to e-mail when the children are off school grounds, and the Districtassumes no responsibility for such access. The District will prescribe what itbelieves to be ethical behavior as well as inappropriate behavior, but theestablishmentofstandardsofmoralityandconductisafundamentalresponsibilityofthechild’sparents.
The District recognizes the important role of parents as stakeholders in theimplementationofaDistrictAUP,andencouragesallparentstovoiceconcernsandseekinformationfromdistrictemployees.
Privacy
Allusersshouldrecognizethatelectroniccommunicationandcomputerfilesarenotprivate. The District reserves the right to access users’ files, including e-mailmessages,tomaintainsystemintegrityandensurethatusersareusingthesysteminaccordancewiththisAUP.Procedures formonitoringwillbeestablishedbytheSuperintendentusinganyguidelinesthatmaybeestablishedbytheBoard.
Incompliancewiththedistrict’sDirectoryInformationPolicy,studentsmaynotbeidentifiedbynamewhentheirimageispostedonanyDistrict-runWebsite.Similarly, a student’s work will not be published on the Internet unless allpersonalreferencesaredeleted.
CommunityUse
On recommendation of the Superintendent/designee, the Board will determinewhenandwhichcomputerequipment,softwareandinformationwillbeavailabletothecommunity.

Upon request to the Superintendent/designee, community members may haveaccess to the Internet and other electronic information sources and programsavailablethroughtheDistrict’stechnologysystem,providedthat,priortousingthesystem, theyattendanyrequiredtrainingandsignanagreement formagreeingtofollowalloftheprovisionsofthisAUP.(AppendixA)
Privileges,RightsandResponsibilities
The use of the District’s computer resources is a privilege. It is expected that allindividuals utilizing the District’s computers and networks will undertakeresponsibility for theiractionsandwordsandwill, furthermore,respect therightsand privileges of other network users. Users need to familiarize themselveswiththese responsibilities.Failure toadhere to themmayresult in the lossofnetworkand/or computer privileges, suspension and possible legal actions. Exemplarybehavior is expected at all times. The following are actions that are notpermitted and may result in any of the consequences listed in the sectionentitledDisciplinaryPolicy:

AttachedpleasefindtheappropriateformsforInternetuse.Keepthesepapersin a safe place so you are able to refer to them if Technology Acceptable UsePolicy questions should arise. Upon enrollment of a child in the Sag HarborSchools,aparentwillsignthisformonce;howevertheDistrictmusthaveaformon file for each child in the family. A parent or guardian must submit anobjection letter annually.
