International Business Aircraft Council (IBAC)

• Non-profit, non-government, non-lobbying

• Members: 15 Associations representing business/corporate and on-demand operators worldwide

• Represent interests at ICAO• Manage IS-BAO program on

behalf of all member associations

International Civil Aviation Organization (ICAO)

• Gov’t/ UN Organization• Members: States• Publish Standards and

Recommended Practices (SARPs) in form of Annexes– States obligated to write

rules to implement SARPs or file differences

Regulatory Status

• Annex 6 Part I– Commercial Operators

• NEW SMS program acceptable to State effective January 1, 2009

• Annex 6 Part II Amendment 27– Non-commercial Operators of Turbojet and Large Airplanes

(also recommended for corporate operators-3 or more aircraft and paid crew)

– Effective November 18, 2010– SMS plus additional requirements including manuals, training,

fatigue countermeasures program and more!
