As organizations prepare to bring employees back to the workplace, they are looking for answers to make the transition as smooth and successful as possible.

This guide will give you tips and resources to bring your employees back and best practices in maintaining a healthy facility based on information as we know it today. Information regarding COVID-19 updates frequently as we learn more. Appendix E has some links to resources with the most current information. Check these and other reliable resources frequently to keep up to date with the latest guidelines and recommendations. If an outbreak occurs always check with CDC and Wisconsin DHS for expert advice. Many of these suggestions are best practices for any cold and flu season and should be considered permanent.

General Reopening Considerations

Owners, operators and building managers must use their specific knowledge of their buildings to prepare for opening if it has not been occupied for a few weeks.

Some considerations are: • Mechanical Systems• Water Systems• Chilled/condenser water: open/closed loops• Water features• Conveyances• Potable water: flush faucets• Fire Life Safety Systems• Ensuring open site drains are inspected and traps are primed• Starting building systems methodically to prevent load shed from simultaneous start• Depending on length of time equipment has been inactive, systems should be allowed to run

for a period of time with careful observation to ensure valves, switches, etc. are operatingcorrectly

Once the main functions of the building are operational then the focus should shift to preparing the work areas.

Prior to opening: • Wear appropriate PPE

o Face mask, gloves, eye protection at minimum• Conduct an inventory check of janitorial and safety supplies and place orders as soon as

possible. Keep in mind there are longer lead times on many key items currently. Use theFacility Assessment Checklist and order guide to help you determine the supplies you willneed in Appendix C and D

• Ensure cleaning equipment and tools are in working condition• Check the EPA website to confirm the disinfection you are using is approved to be effective

against COVID-19 type viruses. Link is in Appendix E• Read label of all chemicals you will be using

o If label says to dilute, make sure you measure properlyo For disinfection, look up kill-time or dwell-time for Human Coronavirus to determine how

long the surface must remain wet to effectively kill germs on the surface Mark dwell time on both the disinfectant bottle and procedure documentation

where employees can easily see how to use the product• Have written or on-line checklist of each area to ensure all cleaning and disinfecting steps are

completed

Facility Walkthrough

• Do a complete facility walk-through to determine cleaning and disinfecting strategy andprocedure

o Soiled areas need to be cleaned prior to disinfecting• Look at all areas of the facility

o How do you maintain the 6’ social distancing parametero Are there high traffic areas that need modification and signage to keep employees from

congregating What will the new traffic flow be?

• What rooms can you close off or use for additional workstations• Close all common areas possible where employees tend to congregate

o If you can’t close the area, have social distancing spaces marked on flooro Have procedures posted on disinfecting after leaving

• Create a density or distance monitoring plan for public areas. Calculation formula in AppendixA

o Post maximum # of people allowed in an areao Create procedure of who will count / monitor people entering and exiting

• Post signs around the building communicating key messages such as;o Doors to useo Traffic pattern changes

Have narrow hallways, warehouse aisles or manufacturing aisles one-way onlyo Sanitizing and hand washing protocols by dispenserso Cleaning and disinfecting procedures per area in each disinfection stationo What the COVID-19 symptoms are and procedure for anyone who is exhibiting

symptomso Have message that explains the ‘why’ these new systems are in place

if employees understand the foundation of why they are doing something, theywill be more likely to participate

Assessing Your Facility for Hygienic Improvements

• Touch free dispensers• Removal of air hand dryers if you have any• Changing bulk cutlery to individually wrapped or single dispensed option• Install motion activated light switches or hang signage above switches to keep lights on all

day• Remove non-essential doors or affix them in an open position• Supply whiteboard markers and erasers to individuals and have them bring their own to

meetings instead of community supplies• Look into wipeable keyboard and electronics covers• Remove area rugs or drapes when used for decoration and not safety• Remove fabric chairs or cover with plastic chair covers for easy disinfecting• Provide coat hooks for employees at workstations• Place and use shared remotes in zipper closed bags for easy disinfecting

Below are some key areas in a building and suggestions as you do your facility walk-through

Workstations • Use alternative desks in checkboard pattern or move desks 6’ part• Add desks to meeting rooms, cafeterias or training rooms if needed• If those options are not available, install plastic or plexiglass panels between workstations• Implement a strict clean-desk policy where non-essential items are not stored on the desk and

surfaces can easily be disinfectedo Papers should be filed immediately and not stacked on desks

• Direct employees to sanitize hands every time they leave their desk and mandatory handwashing every 2 hours if they haven’t left their desks

• Consider putting a wipeable cover on electronics• How to handle multiple people using one workstation though out the day

o Ideally each person will be assigned their own keyboard, mouse and other tools thathave been shared previously where they always carry with them

o If this is not possible, have a disinfectant station at each work area with Disinfectant and PPE Training and procedures to disinfect prior and after each use, noting every

surface that is to be disinfected

Reception Area / Entrances Reduce the number of entrances (while maintaining code compliance)

• Place Hand sanitizer at doorways both inside and outside• Have signage with expectations of visitors and employees

o PPE requiremento Direct employees or visitors to use new traffic routeso What is allowed in building

• Use floor markings for safe distancing for any queues or waiting areas• Affix plexiglass barriers between reception area and lobby• Remove fabric covered reception area furniture or ensure they can be easily disinfected (i.e.

plastic covering), decorative area rugs and fabric draping• Determine how you will handle incoming people once reopened

o Distribute PPE to all building guests and discard stations to dispose of them uponcheck-out

o Conduct non-contact forehead temperature screening upon entering facilityo Use printed ‘visitor’ name tag labels instead of badge holders or lanyards

• Remove or decommission registration kiosks, phones and computerso Direct people to call person they are to see on their phone to announce arrivalo Have an online sign-in procedure

Meeting rooms • Best practices are to continue to have virtual meetings, even when employees have returned

to the office• If you do have in-person meetings, limit the number of people in the room per CDC guidelines

or room density guidelines – see calculator in Appendix A• Arrange furniture so attendees are at least 6 feet apart• Place hand sanitizer at doorways both inside and outside• Remove fabric conference chairs and replace with plastic chairs that can be disinfected• Have a disinfection station with procedure signage in the meeting room and train individuals on

procedure for use (supplies for station are in supplies to reopen section)

High traffic areas • Are there multiple entrances/exits in a high traffic room

o Have a hand sanitizer stand by each entry pointo Determine best flow and have one entry door and one exit door and close off the rest.o In multiple floor offices you have multiple staircases where one is used for up traffic, the

other for down traffic• Place a disinfection station in each high traffic area• Place messaging floor mats, floor decals or tape that marks 6’ social distancing if people will

be waiting in a line for information or products

Shipping & Receiving • Have signage of driver expectations while making a delivery

o What PPE is required to enter building o Conduct non-contact forehead temperature screening upon entering facility o What areas they can go to

Cleaning and Disinfecting for Reopening

Start in one room and systematically clean soiled surfaces and disinfect. Using a team cleaning approach to the initial clean may be helpful

1. Clean soiled surfaces 2. Spray disinfectant on surface ensuring the surface stays wet for the required dwell time 3. Allow to air dry, if the disinfectant leaves a white residue, you can wipe clean with a clean,

damp microfiber cloth or wiper 4. Disinfect all frequently touched surfaces in the room. Examples are listed in the appendix B

Outdoor areas

• Outdoor areas, such as playgrounds and picnic areas generally require normal routine cleaning, but do not require disinfection.

o High touch surfaces made of plastic or metal, such as grab bars and railings should be cleaned routinely.

o It is not necessary or efficient to disinfectant on outdoor equipment nor has it been proven to reduce risk of COVID-19 to the public.

o Cleaning and disinfection of wooden surfaces (play structures, benches, tables) or groundcovers (mulch, sand) is not recommended.

• Sidewalks and roads should not be disinfected. o Spread of COVID-19 from these surfaces is very low and disinfection is not effective.

Supplies Needed to Reopen Appendix C has a facility assessment list to help you determine supplies you should have in stock for cleaning, disinfecting and hygienic recommendations. Appendix D had a order guide with recommended products for best practices to work toward a healthier facility and products that are more readily available for immediate purchase due to the high demand of supplies currently. In addition, we would recommend you have several stations throughout your facility that include the following ‘kits’ Employee workstations: • Personal size hand sanitizer • Box of tissues • Surgical or washable face mask • Box of disposable gloves • Tub of disinfecting wipes • Eye protection for those that will be a

department disinfection champion • Written policy on how and when to

use supplies, including where to find disinfecting wipe SDS sheet

All entrances that will be used: • Hand sanitizer dispenser • Non-contact thermometer • Face masks • Gloves

Room or department disinfection station: • Ready to use (or diluted) bottle of all-

purpose cleaner • Ready to use (or diluted) bottle of

disinfectant • Disposable wipers • Disposable gloves • Disposable face masks • Eye protection • Map or documented areas of the room that

need to be disinfected and how often with check off times for completion

• Clear, concise cleaning and disinfectant procedures

• SDS sheet for any chemical

Employee Communication and Training Expect there to be anxiety among the returning workforce. There is still fear of COVID-19 outbreaks and there may be fears about the future of their job or the company. Communication is key at this point to reassure employees you are doing everything to keep them safe.

• It is recommended that people over the age of 60 or who have medical conditions that make them vulnerable should not be returned during the early phases of opening.

• Do not allow symptomatic employees to return to work or visitors to enter building • Provide the needed Personal Protection Equipment to make the employee feel comfortable

returning to work • Stagger start time and break times to reduce the amount of people in one area at the same

time • Provide refresher training to all cleaners on proper cleaning and disinfecting guidelines and

procedure for each area of your building • Assign a lead person or people to each room or department that fully understands the new

procedures and will train and enforce them to prevent contamination or spreading of infections o Disinfecting procedures especially with periodic disinfecting of high touch surfaces o Proper PPE usage o Inventory management of sanitizers, disinfectants, PPE, etc.

• Reinforce these messages daily after return to enforce compliance and keep employees feeling safe

• Have all levels of a company participate in the procedures to show it is a corporate belief • Provide recognition and/or reward system for employees who embrace the new procedures

What to do if A Person Exhibits COVID-19 Type Symptoms Have a pre-planned communication plan to employees if there is an outbreak

• Draft messages now so reaction to an outbreak can be immediate • Create a core team of members who will implement an outbreak reaction strategy

o Communication to staff and employees o Removing people from area or building o Cleaning and disinfecting procedures o Wait time to ensure virus is contained o Reintroduction of employees to area

Companies do not necessarily need to close operations if they can close off affected areas.

1. Close off areas used by the person who is sick. 2. Open outside doors and windows to increase air circulation in the area. 3. Wait 24 hours before you clean or disinfect. If 24 hours is not feasible, wait as long as

possible. 4. Clean then disinfect all areas used by the person who is sick, such as offices, bathrooms,

common areas, desks and shared electronic equipment like tablets, touch screens (printers, copiers, vending machines), keyboards, remote controls

5. Once area has been appropriately disinfected, it can be opened for use. 6. Workers without close contact with the person who is sick can return to work immediately after

disinfection. 7. If more than 7 days since the person who is sick visited or used the facility, additional cleaning

and disinfection is not necessary. 8. Continue routine cleaning and disinfection. This includes everyday practices that businesses

and communities normally use to maintain a healthy environment.

Appendix A Room Density Calculation: Calculate the maximum capacity of each room by dividing the net usable area by the square of the locally acceptable social distance (e.g., for a 6’ social distance: a 200 SF room divided by 36 SF would have a recalculated maximum capacity of 5 people). Communicate this capacity via signage and room reservation tools.
