Supporting Design Decisions Safety aspects should be at the
forefront of all project decisions. As your project progresses
through its engineering phases, with increasing detail and
complexity, safety (including technical and process safety and
human factors considerations) should be central to a successful and
cost-effective project design.
We are proud to have experts in all key aspects of safety,
reliability and human factors analysis throughout the lifecycle of
a project, marshalling a range of methods to analyse safety and
human factors issues, evaluate the performance of protection
systems, and quantify and reduce risks to people, plant and the
environment. We focus particularly on using safety and risk
analysis to drive the development of hazard management strategies
on projects and in plant operations.
Our services are targeted to suit your objectives, and our support
ranges from conduct of a one-off bespoke study to providing input
to a particular project decision, to full embedding of a safety
engineer(s) within your project design team, with responsibility
for producing safety deliverables for the duration of the
project.
Assurance in Design and Operations An independent design safety
review gives confdence that the main hazards have been addressed or
actions raised to address them at the next stage of design. We can
provide independent facilitators for your design safety reviews,
such as Inherently Safer Design (ISD) reviews, HAZID, HAZOP and
LOPA workshops, and structured reviews to determine if risks are
appropriately managed. We bring the same focus on safety from our
own design review processes to deliver for our clients.
We can also provide independent assurance of the design, and
maintenance and inspection regime of your safety instrumented
system (SIS) through completion of a Functional Safety Assessment
(FSA).
Process Safety Management Support We work with clients with
different safety management systems and challenges. We have
developed and optimised robust process safety management systems
for new or existing facilities across the globe. We also help
strengthen any aspects of an existing process safety management
system through, for example, identifcation and assessment of
hazards, developing bow tie diagrams for the major hazards,
identifying the key risk control systems, developing performance
standards and developing a set of leading and lagging Process
Safety Performance Indicators.
Regulatory Compliance We have extensive experience in supporting
clients in demonstrating compliance with the relevant legislation
and regulations relevant to a project or facility. This includes
diverse regulatory regimes such as the USA, UK, EU, Middle East,
Asia-Pacifc and Australia and Canada.
For a new development we can prepare a ‘roadmap’ for compliance,
showing the necessary steps to achieve the necessary regulatory
consents and approvals, and can assist in your communications with
the regulatory authorities. Indeed, we have also advised
governments around the world in their approaches to safety
regulation.

SAFETY & RELIABILITY IN A COMPLEX WORLD Bringing our expertise

“The Arctic LNG2 Project, in Russia, includes the construction of
three LNG trains on a gravity-based structure. We provided safety
support to NOVATEK and Technip FMC during the FEED and Detailed
Design stages of the project.
We developed the QRA to develop a risk picture for both personnel
and the asset with input from CFD modelling. Fire and Cryogenic
risk assessments were carried out to develop risk contours over
time for the installation and we were able to determine where
Passive Fire Protection (PFP) and Cold Spill Protection (CSP) is
required.
Throughout our work we applied our extensive experience of LNG
risks obtained from projects such as Prelude FLNG. Our support to
our clients ensured that they were provided with a detailed and
accurate risk profle for their installation which was used to
minimise risk to life. In addition, the detailed fre and cryogenic
modelling done across the installation meant that the client could
optimise both passive fre protection and cryogenic spill protection
required on key targets such as vessels and structural supports, as
such providing the potential for signifcant fnancial savings.

“The Macallan distillery, in Craigellachie, Moray, is an upper tier
COMAH site. Edrington, the frm that owns Macallan, recently built a
brand new distillery; during the build project we supported
Edrington in updating the COMAH safety report, which needed to
cover the management of major accident hazards associated with both
the new and the existing distilleries.
Timely and satisfactory submission to the competent authority was
critical to ensure no impact on the commissioning schedule for the
new distillery. Throughout our work we applied our extensive
experience of delivering compliant COMAH safety reports for oil and
gas operators. Our support to Edrington ensured the COMAH
compliance process went smoothly with no impact on commissioning
schedule.”

“HyNet North West is a hydrogen energy and carbon capture, usage
and storage (CCUS) project, with the goal to reduce carbon
emissions and support economic growth in the North West of England.
As part of this project, we are working as part of a consortium of
companies to undertake a FEED study for a hydrogen production
plant, to be located at Stanlow Refnery, to produce low carbon
hydrogen from natural gas.
To support the FEED project, we have been providing independent
facilitation and recording of HAZID, ENVID and HAZOP workshops. We
have had to adapt to support this project remotely but have
developed methods to conduct thorough, valuable and successful
workshops virtually, whilst maintaining the quality of output
required. Despite challenging working conditions such as
restrictions on gatherings, the client can still progress their
designs and no major project milestones are compromised.”

“The Baltic Eagle Offshore Windfarm in Germany, by Iberdrola, will
supply renewable energy to 475,000 homes. We carried out the
Concept and Contracting Designs for the Offshore Substation Jacket
and Topsides. The OSP (Offshore Substation Platform) was located in
the Baltic Sea, which presented a different set of problems from
those traditionally found in the North Sea, English Channel or
Irish Sea. Interestingly around environmental conditions, ship
collision philosophy and regulatory requirements.
The project design also involved an enclosed topsides, where
passageways has to be protected from the environment, as the Baltic
Sea was signifcantly colder than the equivalent latitudes in the
North Sea during the winter. This threw up many complexities
involving gaseous frefghting and ventilation which are not
traditionally encountered in more conventional OSP designs.
Nevertheless, we delivered a full suite of renewable safety scopes
delivered including the Safety Design Basis, Design Risk Analysis
Report, Hazardous Area Drawings and Emergency Escape Route Drawings
by calling on our extensive experience with Offshore Substation
Design.”
