First aid

What is a Fracture?

A fracture is a broken or cracked bone. There are a number of signs and symptoms, which can

indicate that a person has a fracture.

Pain

The injured part may have an unnatural shape or position.

There is swelling and something bruising.

There is loss of strength.

There may be an irregularity or shortening of the affected limb.

Treating Fractures:

Treat severe bleeding and difficulty in breathing first.

Treat on the spot. Avoid unnecessary movement.

Immobilizes the injured part. splint the joint above and the joint below the injury.

Choking:

Obstructed Airway of a Conscious Adult:

Ask the victim if he is choking.

He would probably be displaying the signs of choking - clasping the neck with the thumb

and index fingers.

If he is able to speak, breathe or cough, do not interfere with his attempts to expel the

foreign object. Otherwise, perform the abdominal thrust until the foreign object is

expelled.

How to perform the Abdominal Thrust:

Stand behind the victim and wrap your arms around the waist.

Grasp one fist with your other hand and place thumb side of your fist into the midline

slightly above the navel.

Press your fist into the victim’s abdomen with quick inward and upward thrusts. Each

abdominal thrust should be delivered decisively, with the intention of relieving the

obstruction.

If the victim is in late pregnancy or is obese, perform the chest Thrust.

How to perform the chest Thrust:

Stand behind the victim and place your arms under the victim’s armpits encircling the

chest.

Grasp one fist with your other hand and place thumb side of your fist in the middle of

the victim’s breastbone.

Press with quick backward thrusts.

Should the victim become unconscious, perform steps for clearing the obstructed Airway

of an unconscious admit.

Accident Case Study

Explosion at firework workshop leaves 24 dead, 97 injured

Incident:

• Place : Vietnam

• Date : 12/10/2013

• Twenty four people died and 97 others were injured

• Plumes of black smoke billowed from the Z121 military facility, around 120 kilometers

north of Hanoi, as fireworks exploded uncontrollably for several hours

Causes:

• Caused by a technical incident that occurred in the warehouse of the firework

workshop

• Explosive firework spontaneous combustion

• Rains for sparking the fires and explosions

• The water reacted with aluminum – magnesium alloy powder, sparking off fires

• There was a large quantity of fireworks stored, the fire quickly led to an explosion,

which then set fire to adjacent warehouses and workshops and caused more

explosions

Consequences:

• Twenty four people died and 97 others were injured

• The explosion also damaged some facilities of the plant as well as a number of houses

of local residents

• Technical incident that occurred in the warehouse of the firework workshop

• The blast could be heard 10km away and around 2,000 residents living near the

factory were evacuated

• The unit employs some 300 workers, mostly women

• Explosive material stored separately

• Risk assessment

• Safety awareness

• MSDS

• Safe Handling

• Proper PPE used

• Fire fighting team

• Emergency rescue team

Environmental Awareness

NOISE

Noise in the workplace may have an adverse

effect on both people at work and those in surrounding

neighbourhoods. Noise at it's worst can affect peoples

health or cause deafness, at a lower level it is an irritant

and an environmental nuisance, as a form of pollution.

The polluting effect of noise is a direct result of the

location of a site and the working hours.

Legislation such as the Noise Abatement Act 1960 and the Control of Pollution Act 1974

give statutory powers to local authorities in relation to environmental noise, magistrates have

the power to fine the polluter for infringements of noise related regulations. Common law

courts have the jurisdiction to stop noisy operations by granting an injunction and imposing

damages.

On a construction site noise takes two main forms:-

Noise produced by plant and machinery through engines, exhausts, pumps etc.

Noise produced in construction processes such as from demolition, piling, scabbling or the

erection of steelworks.

A general reduction in noise on site by the reduction of direct noise sources benefits

operators in their working position and will also benefit the environment.

The following ways to reduce noise should always be taken into account on every site.

Locate permanent and semi permanent plant away from site boundaries, particularly on site

with neighbours within close vicinity.

Make use of site huts and stockpiles as noise shields.

Limit shouting and radios on site in sensitive areas.

Arrange material transfer points away from sensitive buildings and people.

Arrange delivery times on site to suit the area e.g. daytime deliveries in residential areas,

night time deliveries in inner city areas

Use all silencing equipment available and keep panels closed on all generators and

compressors

Switch of noisy equipment when not needed.

Arrange routes for mobile plant so as the amount of reversing required is minimised so as

to reduce the amount of reverse warning bleepers being used.

Observe restrictions on working hours.

When erecting a temporary noise screen remember to obscure line of sight (using at

least 10 mm plywood or similar material) and minimise gaps in the screen.

By following these guidelines the levels of noise produced on site should be minimized, if you

believe there is a noise problem on site inform your supervisor immediately.
