1. The purpose of this report is to provide an account of critical decisions concluded during the standardisation of

the marking guideline meeting. A separate report must be completed for each subject/paper.

2. The report must be completed in detail and single word responses will not be accepted.

3. Where additional space may be required for comment, please do so on a separate page and append it to this

4. The completed report must be submitted to MD Ramoroka on the second day of the standardisation meeting.

1. Pre-standardisation: What were the dates and the duration of the pre-standardisation session by the national panel? Outline the processes and procedures followed during the pre-standardisation meeting?

Dates: 23-24 November 2009 Dates: On 22 November 2009 the National Panel met to discuss marking guideline on the basis of the report received from the provinces. It was conducted at Stay Easy Hotel. Only Internal Moderator, External Moderator, Chief Examiner and one examiner from the panel attended the marking guideline meeting.Other two members were not invited as the cost cutting measure from the Department of Education.Marking guideline discussions were started with the registration and tea at 08h00. Dr. D Ramaroka has delivered a presentation on the importance of the marking guideline discussion.Mr. E M Mabona was the Programme director of the day 1. He delivered a motivational speech.Presentation of reports by 9 Provinces started at 9h00. The actual marking guideline discussion started at 10h30. Question by question discussion approach used throughout the session. The actual marking guideline discussion was at Pretoria Boys High School, Pretoria on 23-24 November 2009.Few additions were made to the marking guideline and all the members actively participated in the discussion. It went up to 23h00.

2. Standardisation of the marking guideline 2.1 Outline the process of standardisation of the marking Guideline.

Question by question discussion approach used. Each question and possible answers were discussed at length not to

disadvantage any candidate across the country. Possible answers were added to the marking guideline on the basis of the

request from different provinces on the basis of recommended resources.

2.2. Did all the chief markers come prepared to the marking guideline discussion, with each having prepared the alternative

answers?

Yes, all 9 provinces came prepared. 4 provinces were submitted the report a day before the marking guideline discussions.

Other provinces submitted the report on the day of the marking guideline discussions.

2.3. List the key changes that were made and the value that they added to the validity and reliability of the final marking

guideline.

There are 5 five recommended text books and additions were on the basis it.

Only the relevant factors were added after the long discussion and debate

3. Pre-marking:3.1 Did the Chief Marker mark a sample of 20 scripts?

Yes chief markers and internal moderators marked 20 scripts each before they arrive to the marking guideline discussions

and submitted reports.

All 9 provinces marked at least 20 scripts each.

3.2 Did the chief markers submit the report on the pre-marking and the provincial inputs?

Only 4 provinces submitted report the day before the marking guideline discussion. They are Eastern Cape, Limpopo, North West and Western Cape.Other provinces submitted the report on 23 November 2009.

3.2 Scripts: Did the chief markers submit three copies of unmarked scripts from each province? Which

Provinces did not submit the copies of scripts?

Yes, except Western Cape. They came with the marked original scripts.

4. Training of Chief Markers: What were the dates and the duration of the training of Chief Markers? Outline the

processes and procedures followed during the training (Who facilitated the training), List changes that were effected on the

marking guideline and the rubrics after training sessions.

Dates: 23-24 November 2009 at Pretoria Boys High School. All 9 provinces represented in the marking guideline discussions.On 23 November 2009 marking Guideline discussions was started with inputs/comments from the 9 provinces and then carried on with question by question approach. Marking guideline was adjusted as discussion progressed.Few additions were made to the marking guideline and all 9 provinces actively participated in the discussion. It went up to 17 h30. The discussion on marking guideline was completed on day one. Dr D Ramaroka was present and he has made a presentation on the expectation and quality of marking guidelines.Mr. E M Mabona, the head of Examinations of Eastern Cape was chairing the meeting. D On 24 November 2009 the meeting started at 8h00 with the inspiring words from Dr Ramaroka.

Participants were given a copy of a common script to mark. Question by question marking approach was usedAfter marking each question marks were discussed and variation on the marks discussed and reached to a consensus.
