Bernard Baker welcomed everyone to the strategic planning retreat meeting. The business of SABE over the next couple of days will be a 5-year strategic plan. The last strategic planning was done in DC and OKC. It is time for a new plan to be developed.

Discussion on goals (keep, add or delete) Members were reminded to make sure you work on things you want to work on! Do you want to continue to work on this goal? Yes or No

1. SABE will secure financial and staff resources to establish an office and structure administrative technical assistance projects – YES –continue Ryan Duncanwood made the motion that goal #1 remains. Eric McVay seconded the motion. The board voted unanimously.

2.Make self advocacy available in all states with dedicated self advocacy funding for the National self advocacy Technical Assistance Projects. This goal has made tremendous progress. –Yes- Nancy Ward made a motion that goal #2 remains with amendments for correction. Eric McVay seconded the motion. The board voted unanimously.

3.Close all state operated institutions by 2020 – YES – Gary Rubin made the motion to keep goal #3. Jason Billehus seconded the motion. The board voted unanimously.

4. SABE will educate self advocates and self advocacy organizations on employment, housing, and voting through SABE National Conference (held every other year) – YES- Roger Crome made the motion to keep goal #4. Nancy Ward seconded the motion. The members voted unanimously.

5. The board of Directors will work on National Board Committees. YES-Eric McVay made the motion to keep goal

#5. Gary Rubin seconded the motion. The members voted unanimously.

David Taylor Jr. would like for a goal consideration of ADA (Americans with Disabilities Act) Roger Crome strongly agreed with this idea.

New and additional goals

6. SABE will work on educating self advocates, businesses, and community on guidelines of ADA compliance. Eric McVay made the motion to accept goal #6. Melody Cooper seconded the motion. The members voted unanimously.

A discussion was done passionately on Employment. Members consider making it a new goal.

Nancy Ward made the motion to accept the new goals. Jason Billehus seconded the motion. The members voted unanimously.

There will be a short orientation to SABE role and responsibilities to SABE. It is about serving on committees, participation, promoting SABE mission and goals.

As for recruitment, applications can now be open for all board members in attempt to get more members. We need more people to get more work done. Tom Masseau was thanked for his work on efforts of recruiting. The application process will open again for 30 days. Applicants must have: letter of support, letter of finance, and have a willingness to work on activities. People must work and work hard! The composition of regions may want to be reevaluated to make it easier to support states.

Clarification made that members must share what is important to SABE and share what SABE is working on. Bottomline, members must share SABE’S progress. People want to know about the wonderful things SABE is doing. The work must be seen. Refer

Board went into a closed session without supports in attendance.

Strategic Planning continues

A review of goals was done. It was shared that goals should be measurable. A smart goal is a shorter statement that a person makes to lead them in the direction of what they want to accomplish. Smart stands for specific, measurable, achievable, relevant and time bound. Objective is how to make the goal then happen.

Nancy Ward made the motion to accept motion to accept housing/institution goal ideas. Ryan Duncanwood seconded the motion. Members will bring back written stories around institutions. It was also noted that Nancy Ward Roger Crome, and Gary Rubin already work on close the door committee.

Nancy Ward made the motion to end discussion on voting ideas with stories to be brought by members at the next meeting. Eric McVay seconded the motion. Member voted unanimously.

Outside vendors identified: SWI, Green Mountain Self Advocates, ASAN, SARTAC, TASH, Moore Advocacy, V. Turnage, UMK

Diana Mairose made the motion to continue with current budget. Jason Billehus. The board voted unanimously. Eric McVay made the motion to approve the finance report. Diana Mairose seconded the motion. The board voted unanimously.

Darren Morris reported SABE Debit/Credit Card has to be used for business related expenses only. There are limits on the cards. This guidance can be followed by SABE Debit/Credit Card policy. Roger Crome recommended that assistive technology should be implemented to help with accessibility. Melody Cooper made the motion to accept the debit/credit card policy. Darren Morris seconded the motion. The board voted unanimously.

The minutes from April 2019 were motioned for approval by Diana Mairose. Anne Fracht seconded the motion. 10 members voting for approving with 2 abstaining. These minutes are approved with edits for correction.

Bernard ended the meeting with members evaluating the meeting for input.

Next meeting in Denver October 3-5, 2019.
