POLICENEWSIN BRIEF

Knife pulledon UVic cyclist

An unknown suspect approached a 22-year old University of Victoria student cycling through the 4000-block of Dawnview Cres. early Monday evening, wielding a four-inch folding knife while uttering profane language and threats.

When the cyclist retreated, the suspect blurted something similar to: “Yeah that’s what I thought,” and casually walked away, said Saanich Police Sgt. Steve Eassie.

“We’re bringing this forward as it’s very concerning that someone would draw a knife on someone else,” Eassie said. Saanich PD couldn’t deploy canines due to the high foot traffic in the area.

The suspect is thought to be about 20 years old, between five-foot-10 and six feet tall, and was wearing a dark hoodie with red piping or accents on sleeves, light-coloured jeans and light-coloured running shoes.

Anyone with information is asked to call Saanich PD at 250-475-4321.

Break-and-enterin Broadmead

Someone took advantage of a faulty lock to enter a home in the 800-block home of Mallwood Terr. last weekend.

The break-in took place between 6:30 p.m. Saturday and noon on Sunday, when the entry was discovered. The garage side door was locked but it proved faulty. The owners were likely home sleeping during the incident, said Sgt. Steve Eassie. Power tools were reported stolen. Police believe the thief likely ventured no further into the home than an office room near the garage, where a Nikon film camera and three lenses were also stolen.

For the recordThe March 11 story “FOI results

The cutline for a photo with the March 11 story “Flattened Saanich frogs prompt conservation reporting hotline” contained incorrect information. The photo displayed a red-legged frog, not a Pacific treefrog. The News regrets the error.

The former site of Mayfair Lanes bowling alley at 760 Tolmie Avenue, in the heart of Saanich’s commercial and retail district, is owned by Loblaw Companies Ltd. The Real Canadian Superstore parent company has owned the lot since 2005 but has yet to build on the site. On Monday, Loblaw’s announced it will invest more than $1.2 billion into its Canadian business in 2015 including construction projects for dozens of new and existing stores.

Mum’s the word on a vacant Saanich lot that was previously slated for a Real Canadian Superstore, after Loblaw Companies Ltd. announced Monday it plans to spend $1.2 billion on expanding and bolstering its Canadian business in the coming year.

The 13,670 square-metre lot at 760 Tolmie Ave. is the former home of Mayfair Lanes bowling alley, which was torn down after Loblaw purchased the

property in 2005. The lot has sat empty ever since, but its prime location could be one of the 50 units Loblaw plans to “build from the ground up.”

Neighbouring Mayfair Shopping Centre, the property is valued by B.C. Assessment at $11,725,000 for 2015.

Saanich Planning has had a development application for the site on hold since 2010 pending variances for parking and siting.

“We’re not currently breaking out the details of the announcement,” said a Loblaw

spokesperson in a statement. “At this point, there will be

more than 50 stores built from the ground up and more than 100 undergoing renovations or improvements. To point to one region or store banner would understate the nationwide and business-wide impact we expect this investment will make.”

The Brampton-based grocery chain, which owns the Real Canadian Superstore and Joe Fresh clothing brand, says its stores will staff between 20 and 300 employees, and its

investment this year is expected to create more than 20,000 jobs.

Its latest application to Saanich features a main floor of 84,360 sq. ft. and underground parking, with entrances off Tolmie Avenue and Roderick Street, as well as 42 more parking spots outside.

Last month, Whole Foods announced it would bring its first Vancouver Island location to Uptown. That grocer is expected to open sometime in 2016.

Flower count numbers to eclipse 2014

The 2015 Flower Count, due to be finalized today, is estimated to hit 30 billion blossoms, a big jump over the 1.4 billion reported in 2014.

“We don’t monitor the daily numbers, but from the

call-ins we’ll beat last year’s hands down,” said Scott MacDonald, a co-organizer of the flower count with the public relations department of Butchart Gardens.

After a spell of February snow delayed Victoria’s 2014 flower season, this year’s count was moved into March to give the flowers a better

chance. And with the count falling on spring break, it likely means more kids were avail-able to count, MacDonald said.

“It seems there’s more counts coming in from school and I’ve got triple the amount of calls this year. We had one school in Colwood call in with 4 billion blooms, which isn’t

that unheard of, in 2010 Wil-lows elementary called in with 14 billion.”

Colwood topped last year’s count, but the competition seems to be more fierce this year.

Visit flowercount.com for the final 2015 tally, expected to be announced today.

Prospect, Elk-Beaver lakes to get trout boostTom FletcherBlack Press

There will be more fishing spots and trout to catch in B.C. lakes and streams this year – including 11,000 rain-bow trout in Prospect, Elk and Beaver lakes this summer – thanks to a $3 million increase in provincial funds for the Freshwater Fisheries Society of B.C.

Forests Minister Steve Thomson announced Monday the province is making good on a decade-old vow to direct all its fishing licence revenue to the society.

That brings the annual rev-enue from $7 million to $10 million.

Since the society took over freshwater fisheries manage-ment from the environment ministry in 2003, it has focused mainly on stocking smaller lakes with trout. The extra money will allow for expan-sion to larger lakes and rivers, to improve access to fishing as well as assess stocks and

enforce fishing regulations. At Prospect Lake, the soci-

ety will stock 4,000 catchable trout this spring and another 5,000 in the fall. At Elk and Beaver lakes, another 14,000 rainbow trout will be stocked by year’s end.

The society stocks hun-dreds of B.C. lakes with rain-bow, kokanee and eastern brook trout, mostly to provide catchable fish for recreational purposes.

Society president Don Peterson said B.C. took a risk when it transferred responsi-bility for recreational fishing to a non-profit organization, but independent status has allowed it to set up innova-tive programs such as Learn

to Fish and Fishing in the City.He said 250,000 residents

and visitors go fishing in B.C. each year, supporting 1,000 fishing-related businesses and an estimated 7,000 jobs.

“Our stocking program sup-ports about 50 per cent of all the fishing activity in the province, and now fishing on stocked lakes in B.C. is the best it has ever been in the history of the province,” Peterson said.

Energy and Mines Minister Bill Bennett said the creation of the society was one of the moves made by the B.C. Lib-eral government in its first “core review” in 2002-03.

“There was a religious fer-vour about the opportunity that we had at that time to improve the way government operates and to spend less of your tax dollars,” Bennett said.

Lake stocking projects planned for 2015 can be found atgofishbc.com under “fish stocking reports.”

E-cigarette crackdown necessary

Last week, the province announced legislation to regulate the sale and use of electronic cigarettes and associated products.

Anyone who was paying attention saw the changes coming down the pipe, but are they appropriate?

There has been a steep and swift uptake in the use of these products over the past few years, in part because of a perceived health benefit when compared to traditional tobacco products.

The government is right that we need protection from products and actions that are possibly harmful to our health, including “vaping.”

Ontario and Nova Scotia have already introduced similar restrictions, and the Canadian Cancer Society and Canadian Paediatric Society support the B.C. government’s crackdown on e-cigs.

It wasn’t that long ago that people openly smoked in the corridors of the mall, and restaurant patrons were asked “Smoking or non?” That would be unthinkable these days, even though the law was changed just a few short decades ago. It’s also notable the harms of e-cigs are supported by Island Health’s chief medical officer, but the long-term studies of e-cigs are lacking due to its relatively new use in North America.

The government’s goal with new regulations is to “protect youth from the unknown effects of e-cigarette vapour and becoming addicted to nicotine.” But perhaps the Ministry of Health should start by finding out what “unknown” entails.

In the end, it’s better to be safe than sorry when it comes to health. We’re better off to pre-emptively regulate a product that could prove harmful in the long run than we are to “wait and see,” only to find the damage has already been done.

Just look at fast food: good luck putting the brakes on that low-cost option.

YOUR VIEW

I’m pleased to hear that Colin Plant is coping with the fire hose treatment of learning Saanich gov-ernment activities.

He seems quite sincere, but comes across as naive in referring to Saanich staff as “dedicated” with-out recognizing serious problems – the handling of wetlands designa-tion being the latest in a long string of possible incompetence.

Saanich needs a CAO who will clean house, but Andy Laidlaw gave an impression of weakness in saying that the improper and unnecessary keylogging Spector 360 software might be re-installed later.

As for the amount of detail and time facing Plant, I recommend he essentialize and work in principles for human life. Many people want to lobby for their pet spending out of someone else’s pocket, or pass more ineffective laws. Instead of supporting the protection of polic-ing, they should be asked what gov-ernment is really for and prioritize on that basis.

Lester Pearsonwould be proud

I would like to congratulate the House of Lords in London for passing historic legislation which requires the British government to allocate 0.7 per cent of their GDP to overseas development assistance.

Why this is of such interest to Canadians is that was our Prime Minister, Lester Pearson, who in 1969, challenged the developed countries to achieve this level of funding to those countries less fortunate than us.

Sweden, the Netherlands, Norway, Denmark, Luxemburg and now Britain have achieved that target.

Unfortunately, despite promises by several governments, Canada is still below 0.3 per cent in its GDP spending on overseas development assistance. Perhaps it is time for us to pass such a law in Ottawa and honour the memory of a great man.

For the eighth straight year, Van-couver Island grocer Quality Foods has been selected from thousands of applicants as one of Canada’s Best Managed Companies by Deloitte.

“2014 was a crucial year for us,” Ken Schley, QF’s director of opera-tions and founding partner said in a statement. “We expanded to West Shore area in Victoria at last.”

The recognition also retains QF’s Platinum status as a Best Managed company, which is awarded to com-panies who make the list for seven straight years or more.

Schley said the awards don’t change their way of looking at the work they do and the role they play in the community.

“When we open a new location, it’s important to recognize where our growth is coming from: our hard-working and loyal QF people,” Schley said.

“From there, growth stems from our commitment to supporting local communities, innovations that improve our customers’ shopping experiences and meaningful rela-tionships with national brands and local suppliers.”

Quality Foods has made some practical innovations in the gro-cery industry including a smart-phone app that connects customer

selected deals seamlessly to check-out, said Shawn Tomczyk, QF’s Director of Information Systems.

“We were one of the first in Can-ada to offer both online shopping and a points reward program, plus My Daily Special, which allows cus-tomers to pick a non-flyer item for a personal sale price.”

Tomczyk believes the smart-phone app has not yet been dupli-cated by other grocers.

Quality Foods also retains its accreditation as a Best Managed Platinum member in 2014. Best Man-aged has recognized world-class Canadian businesses since 1993 and has become one of the nation’s elite business awards programs.

“We’re thrilled,” Schley said of the recognition. “Platinum member-ship means we are continuing to adapt and grow in changing envi-ronments, and that we have been able to stay in pretty good company for an extended period of time.

“We’re proud of this designation and we know that being recognized in this way means a lot to all of our QF people and to our customers.”

Other Best Managed Platinum companies include A&W, Fountain Tire, GoodLife Fitness and Maritime Travel Inc. For a complete list, visit bestmanagedcompanies.ca.

Municipal computers hit by virus MondayTravis PatersonNews staff

A Saanich employee working in a recreation centre clicked on the wrong link Monday, invit-ing an invasive encryption virus to spread from one computer onto another through Saanich’s server.

The virus was potentially dam-aging but Saanich’s IT depart-ment was diligent in backing up and protecting important infor-mation while removing it from the system, said interim CAO Andy Laidlaw.

“I’m told by IT people it’s con-tained,” Laidlaw told the News on Tuesday. “The origin is over-

seas and it’s a similar virus to one that targets organizations. The threat of the attack leads to blackmail, but we didn’t reach that point or have that prob-lem.”

No one in Saanich’s IT depart-ment was available for com-ment.

Viral attacks are common on local government networks, said Laidlaw, who was the CAO in Campbell River when that city and many more in B.C. experi-enced a similar attack in 2013.

“We don’t know if it was an individual attack this time or even if it was intentionally tar-geted,” he said.

A freedom of information

release given to the News Mon-day revealed Saanich spent at least $29,000 on employee moni-toring software called Spector 360, which was disabled in Janu-ary pending an investigation by the Office of the Information and Privacy Commissioner of B.C. Saanich’s corporate services department, which oversees the District’s IT section, is request-ing an additional $219,500 to maintain current service levels and licences for District comput-ers in the 2015-19 financial plan.

Council will meet to discuss the financial plan once again on March 17 at 7:30 p.m. The meet-ing is open to the public.

The Greater Victo-ria Harbour Author-ity has a new Chief Executive Officer, it was announced this week.

The GVHA board of directors chose Ian Robertson as the new CEO. Robert-son is currently the CEO of the Tourism Industry Association of British Columbia (TIABC). He has over 30 years’ experience developing business solutions in companies rang-ing from Procter and Gamble through the Jim Pat-tison Group and Rocky Mountaineer.

He previously held elected office for six years as commissioner of the Vancouver Board of Parks and Recreation, where he served as chair.

Starting late this April, Robertson will oversee his first cruise season with over 500,000 passen-gers and 200,000 crew scheduled to visit Victoria.

“I look forward to leading the GVHA team, and meeting with the many stakeholders who share an interest in Victoria’s spectacular harbour,” he said.

Robertson replaces former CEO Curtis Grad, who left the GVHA last year to head a First Nations economic development group.

The GVHA’s annual operating budget is $9 mil-lion, and the organization is responsible for Victo-ria waterfront properties that include Ogden Point, Fisherman’s Wharf, and Ship Point in the Inner Harbour. The authority also leases the CPR Steam-ship Terminal.

Ford an Expedition to eleganceThe popular Ford Expedi-tion gets a makeover this model year, bringing this 2015 version into a differ-ent class of elegance.

Looks:A completely updated front end aligns itself with the Super-Duty and the new F150.I like the look of the grille, large and in charge. The featured projector style headlamps with LED fog lights made the front end of the Platinum Edition tester look like a piece of jewelry!A raised power dome hood and nice bodylines certainly give this Expedition some class. The power retractable running boards are standard on this edition but I find they react too slowly for me when the door is opened. No doubt for some the boards would be a great addition while others might think of them being in the way. When you design a sport utility vehicle, it is always tough to give the back end some shape. As an engineer, you’re wor-ried about aerodynamics but in this case the designers still managed to match the back’s elegance to that of the front.

In The Cab:As you open the door, you are greeted by ambient lighting that can be customized with a selection of colors. The Platinum has leather seats, leather door trim and console accented by wood inlays. The dash is hand warped and stitched giving this cabin a very upscale look. The front bucket seats are heated and cooled. The second row folds flat along with the third row, which drops at the touch of a button. The command center controls everything from entertainment to climate.

Speaking of entertainment, the sound system is a Sony premium audio system that features 12 speakers and 390 watts of power.Safety first:Front seat mounted side airbags, safety canopy system with three row-side curtain airbags and rollover sensor. Advance-Trac with roll stability, tire pressure monitoring system, and trailer sway control are just some of the standard features.Roadworthy:The Expedition delivers on space, com-fort and functionality while driving like

a smaller SUV. Very little, if any, body roll. Steering is magnificent and easy, and responsive while changing lanes and finding a tight parking space.

Verdict:The upgrade this vehicle has received raises the quality, safety, and comfort to a new level.

Power:This vehicle comes standard with a twin turbo 3.5L EcoBoost V6 engine that puts out 365 horsepower and 420 lb ft of torque. The transmission is a six-speed se-lect shift. 4.10 gear ratio. Towing is made easy by the transmission tow/haul mode, which helps keep you from gaining too much speed when towing downhill. The engine maintains its power band while towing up a hill keeping the speed and momentum constant.

Pump frequency:1w6.2 / 11.8 L/100 km (city/highway) Warranty support:Basic, 4 years/80,000 km. Corrosion, 5 years/unlimited distance.Powertrain, 6 years/110,000 km.Safety restraint, 5 years/100,000 km.Roadside Assistance, 5 years/100,000 km.Sticker price:XLT $49,299, Limited $63,399, Platinum $65,399.

100% ELECTRIC

NISSAN LEAFPresented by

SCRAP-IT

The all-electric Nissan LEAF tells white lies!

The Nissan LEAF miraculously cut a journey in half this week.I’ll explain. I took the plug-in sedan on a 43-kilometre trip from Vancouver to Driveway HQ, on 152nd Street, in Surrey. When I set out, the screen display showed that I could drive emission-free for 146 kilometres. Now I could have taken off like an F1 supercar and street raced all the way, because electric power offers instant tire squealing torque if you press the pedal to the metal. But that’s not me. Spurred by my ecofriendly driving the previous day, the clever car had decided earlier in the day that I could do 156 kilometres on a full charge. Not boasting but that’s easily more than 20 kilometres better than the average driver can expect to achieve. Okay, maybe my head

is swelling. The big 1-4-6 winked at me. I threw the stick into ECO mode and with two flicks of the wrist pushed it into the enhanced B-mode, which puts the braking power regeneration into overdrive, so to speak.I glided silently down the road, picking up pace ever so gradually in the busy city traffic. Rolling

down the hills to Marpole, I could feel the juice from the brakes topping up that battery. On the freeway, I hit the posted speed limit and

40 minutes later pulled into HQ. The display flashed 126. I had covered 43 klicks with the power required to move the car just 20! Such fun.Next week: More on the joy of driving electric.

It would have been no great surprise if car designer Alfonso Albaisa had become a designer of stationary objects – buildings! The Infiniti Executive Design Director fell in love with design as a young boy living in Miami, FL.As he recalls his childhood, he mentions that this wasn’t the beach part of Miami that might come to mind when we think of the city. Albaisa’s father was a building architect and so as a youngster the budding designer spent a lot of time at the office.“I remember this as if it was yesterday, that the shadows would move on the streets and I’d sit in the entrance of my dad’s office playing with the little buildings and models.”Then one day, sitting on the steps of his father’s office, fate changed his life’s ambitions changed. It was then that he heard and saw it for the first time.“One day, I was seven or eight, I heard a rumbling and it pulled into the office,” Albaisa explains.“It was an E-Type Jag convertible. And that really changed it for me… It was just so beautiful. Because this was the early 70s. Miami wasn’t Justin Bieber going down the street in a Lamborghini. You never saw these these kinds of cars, so it was shocking for me, that a car could be so beautiful… And then I

started drawing cars.”From then on, he knew that designing vehicles would be in his future. Then again, that wasn’t without explora-tion into other mediums of design.Albaisa says, “Life takes its course and I really got into art also, so I studies art in the beginning.”He holds a degree from Pratt Institute in New York and he attended the Center for Creative Studies in Detroit. While still in school, Albaisa was hired by Nissan Motor Corp Inc. even before he graduat-ed and hasn’t looked back. He has been

with the company more than 25 years. “Every day is different in this company,” he explains. “My first two or three years in the group, I worked on the J30. And I did a yacht, I was designing TaylorMade golf clubs and I played beach volleyball competitively, so I had this crazy life.”He designed furniture on the side, as well.“As an artist, change causes change and changes your mind,” he states. His roles over the years have evolved, too. Albaisa joined the Nissan Design team in San Diego in 1988. From 1997,

he held a number of senior Design positions within Nissan leading up to his appointment as Design Director, Nissan Design America, in 2004.In 2007, he was appointed vice pres-

ident of Nissan Design Europe and in 2011 returned to the U.S. as vice pres-ident, Nissan Design America. In 2012, Albaisa was named design director of Nissan global Design, Nissan brand passenger cars, including Zero Emission Vehicles. That’s his current role as we’re sitting in the rear of the spacious Q70L sedan at the Canadian International Auto Show in Toronto. (Albaisa will be sending the Infiniti Q80 Inspiration con-cept to the Vancouver International Auto Show) lbaisa will be sending the Infiniti Q80 Inspiration concept to the Vancouver Inter-national Auto Show.Perhaps it’s an uncon-ventional setting for an interview, but then again, he’s not a partic-

ularly conventional individual! – And it’s a quiet haven from the bustle of the exterior commotion.Though he’s a veteran in his role, he tells me, “It’s quite a difficult job. You’re con-stantly an ambassador for the dreams of your people.”He adds, “Ideas are not demonstrable. You’re always worried that the call is going to come before the idea is ready to be shown. This is probably the only thing that really worries me. I have a lot of really talented people and I want to keep there.”Aside from the same emotions that we all feel concerning our respective roles at our workplace, he embraces the changes, the ups and downs and the no-tion to create brand unification through the sketches on a notepad. When it comes to describing his role, Albaisa remarks, “I still feel like I just started.”

Aero 8 is a blast from the pastThe all-new Morgan Aero 8 draws its design inspiration from the popular British roadsters from the 1960s.But the similarities between the new 8 and those cars from the past ends with the looks because the Aero 8 is reliable! – It’s powered by a BMW V8 engine capable of propelling the two-seater from zero to 100 km/h in 4.5 seconds. Hollywood star Tom Cruise has driven dozens of cars in his 40-plus movies. Here are the top five coolest cars featured in movies:“Vanilla Sky”: In this reality warping, romantic drama, Tom plays David Aames — the head of a New York publishing firm with access to whatever he pleases. In the opening scene, Cruise drives a Ferrari 250 GTO replica through a deserted New York City, ultimately ending in Times Square. Aames’ daily driver throughout the film is a1967 Ford Mustang, and after he falls in love with a different woman, his ex-girlfriend Julie (played by Cameron Diaz) tries to kill them both by driving off a bridge in her 1970 Buick Skylark.“Rain Man”: After his father’s death, Charlie Babbitt (played by Cruise), a grey market sports

car dealer (seen importing Countaches in the film’s opening), flies home to Ohio to settle the estate. After learning he has an older brother, Raymond (Dustin Hoffman), who is inheriting the full estate, the two set out on a cross-country road trip back to California in their father’s 1949 Buick Roadmaster.“Jack Reacher”: Tom plays Jack Reacher, an ex-Army MP who is investigating the murder of five innocent victims of a sniper shooting. The real high-light of the film is a six-minute car chase in which Cruise drives a 1970 Chevelle SS. He tries his best to chase down an Audi A6 while being pursued by police. The driving stunts are of quite a remarkable quality; especially considering Cruise did all of his own driving throughout the movie.“Risky Business”: In this 1983 dark-comedy dra-ma, Tom Cruise plays Joel Goodson, a high school student living with wealthy parents in suburban Chicago. His parents go away on a trip, giving Joel

strict orders to not touch the stereo system or his father’s 1979 Porsche 928. Joel’s unruly friend convinces him otherwise, leading Joel into a down-ward spiral of trouble that includes a car chase in the Porsche, and later some major water damage.“War of the Worlds”: Cruise plays Ray Ferrier, a divorced dockworker in New York City. His pride and joy seems to be his 1966 Shelby GT350H rather

than his two kids — this all changes after an alien invasion of Earth. The probability of an alien inva-sion seems just as unlikely as a decidedly unmoti-vated N.Y. dockworker owning such a rare car as a Shelby! – But then this is the movies.Nick Gravlin writes for Hagerty Insurance. Deer cull comes up short in Oak Bay experimentChristine van ReeuwykBlack Press

Only 11 deer were cap-tured and killed as part of a 16-day cull in Oak Bay, part of the Capital Regional District’s Deer Management Strategy pilot project, it was announced Tuesday.

CRD board chair and Oak Bay Mayor Nils Jensen called the project a success, despite the permit allowing a cull of up to 25 deer.

“It was more about learning whether this could be done in an urban environment and in a mild temperate climate and how it could be done under those circumstances,” said Jen-sen. “It wasn’t about fixing a problem with a one-time cull.”

The Ministry of Forest Lands and Natural Resource Opera-tions issued Oak Bay the per-mit to cull black-tailed deer. The contractor, Kootenay resi-dent Ron Kerr, whose previ-ous experience includes sev-eral population reduction pro-grams in Cranbrook and Kim-berley, was trained by provin-cial wildlife staff in a capture and euthanization procedure.

Modified clover traps were

active on private properties. CRD numbers show seven bucks and four does were cap-tured and killed.

The B.C. SPCA, which started voicing concern in 2013 over the cull and continued to pub-licly oppose the action, said the results don’t meet the defi-nition of success.

“To say it’s a success is really misleading. You’re not address-ing solutions that you claim to have with urban deer con-flicts,” said Sara Dubois, chief scientific officer for B.C. SPCA. “If (the CRD) were concerned about overpopulation you worry about females. If you are concerned about vehicle areas, you trap around roads. … They have no measures beyond political points here.”

B.C. SPCA along with organi-zations such as DeerSafe Victo-ria say speed reduction, public education and a proper deer count haven’t yet been com-pleted.

“We don’t know what the population is,” Dubois said. “From a scientific perspec-tive, no answers have been achieved from these actions.”

The purpose of the Oak Bay pilot project was to reduce inci-

dents of deer/human conflict and glean information from the first urban neighbourhood cull, Jensen said.

“We were, of course, con-cerned about vandalism and criminal activity which was seen in Kimberley and Cran-brook areas, we were able to show it can be conducted with-out that,” Jensen said.

While the permit allowed Oak Bay to continue the cull up to 25 deer until March 15, Kerr was unavailable.

Early spring offered an abun-dance of food which deterred some deer from entering the baited traps. Raccoons and rats also triggered the traps on a regular basis and caused damage that required repairs.

Despite being the only cur-rent permitted population reduction methodology avail-able in B.C., residents continue to oppose culling deer.

The deer management strat-egy, including the cull portion, will now be reviewed and a for-mal report will be presented to the CRD’s planning, trans-portation and protective ser-vices committee in the coming months.

Single parents on social assis-tance will no longer lose their benefits when they go back to school, and will receive addi-tional money for tuition, trans-portation and child care to com-plete their studies under a pro-gram announced Wednesday by the B.C. government.

Starting in September, the full costs of child care will continue to be paid for a year after the completion of skills training, and government-paid dental and other health benefits will also continue for a year to ease the transition into the workforce.

Social Development Minister

Michelle Stilwell said the pro-gram will cover training pro-grams up to a year in length, call-ing it “one of the most significant social program shifts this govern-ment has ever introduced.”

Children and Family Develop-ment Minister Stephanie Cadieux said her ministry will cover day-care for any of the 16,000 single parents on income or disabil-ity assistance who want to be trained to join the workforce.

“We know that child care costs can be in excess of $1,200 [a month], depending where they are in the province,” Cadieux said.

“Sometimes it’s less. We’re just going to make sure that they’re covered.”

Single mother Emi Yumura

described her struggle to get back to work after leaving a “dys-functional” relationship and end-ing up in a transition house with her two-year-old son. Bridge sup-port is what parents in her situ-ation need to get off welfare and get established in a job, Yumura said.

Jobs Minister Shirley Bond said her ministry has assembled a list of training programs that fit into the one-year window and have good employment prospects.

Bond said the provincial pro-gram may be able to match up with the federal Canada Job Grant where participating employers pay for part of the training, to extend assistance beyond one year.

The UVic Vikes men are the national university rugby sev-ens champions for the third year in a row. The Vikes pre-vailed over the UBC Thun-derbirds in a rematch of last year’s final with a closely con-tested 17-12 win on Saturday at Westhills Stadium in Lang-ford.

Since it started in 2011, the Vikes have won the national trophy four times - McMaster University won it in 2012.

With the score knotted at 12-12 late in Saturday’s final, the Vikes Doug Fraser scored the game-winning try with the clock winding down to the final seconds. It ended a series of phases by the Vikes to drive the ball down the pitch.

Lucas Hammond, a for-mer Canadian U20 player, cut through the middle of the pack and drew defenders before dumping the ball off to Fraser.

Fraser’s winning try was his second of the match and

made up in fine fashion for a yellow card he drew early in the first half which set up the opening try of the game, scored by UBC’s Jorden Best. That gave UBC a 7-0 lead and marked the first points UVic allowed in the tournament.

The Vikes answered with a little more than three minutes left in the first half on a great effort by St. Michaels Univer-sity grad Luke McCloskey. He managed to power his way down the right wing to the line to set up a try, despite injur-

ing his hamstring along the way.

A second yel-low card to the Vikes for an intentional knock-on put Victoria down a man for a second time. The Thunderbirds took full advan-tage, with Charlie Thorpe cutting his way through the Vikes defend-ers to even the score, setting the stage for Fraser’s late-game hero-ics.

Victoria won five games in a row on the way to the final, includ-ing a 34-0 shut-out of Queen’s University in the

semifinal. The Vikes dominated all opponents by a score of 227-0.

The Vikes entered to wom-en’s teams, with it’s Blue squad qualifying for championship final only to lose 31-5 to the defending cham-pion McMas-ter University Marauders. The Marauders were in control from the outset, scor-ing early and often to knock off the hometown Vikes side in impressive fash-ion.

Laura Crowe-Hutchon gave the Vikes their only points of the match, taking the ball from inside her own half and out-running an opponent down the right flank to make it 17-5 McMaster at the break.

The Vikes Yellow team won the consolation shield trophy.

Andrea PeacockVictoria News

A house without a furnace or air conditioning may sound unbeliev-able in this region, but with an air-tight, energy efficient passive house, it is possible.

Father-son developer and con-tractor duo Rob and Mark Bern-hardt built a custom passive house for themselves and their family in Saanich in 2013.

Now, they’re building the first one to go on the market.

The North Park passive house, located at 860 Queens Ave. in Victo-ria, is believed to be Canada’s first multi-unit strata project built to the passive house standard. The house contains six separate units.

It is expected to cut heating costs by 90 per cent through its added insulation and design.

“A passive house essentially uses about 10 per cent of the heat of a normal house to heat it,” said Adam Fawkes, architect with Hughes Con-don Marler Architects.

Passive houses are made with the same type of insulation as normal houses, only with more than double the amount, as well as insulation under the floors.

This added insulation helps to keep the house warmer in the win-ter and cooler in the summer.

“In a typical house, you might spend about $12,000 on the furnace and all the duct work,” said Fawkes. “So you take that $12,000, and you put it towards a little bit of insula-tion. The mortgage is less than the savings on the heating bills. So in the end, instead of paying into the heating bill, you’re paying into the mortgage.”

The cost of building a passive house is comparable to the aver-

age cost of building a conventional house, said Mark.

North Park Passive House will cost around $1 million by the time it is completed in August.

Along with more insulation, the passive house is also fitted with tri-ple-glazed windows, which prevent heat loss.

While there is no furnace, all six units in the building have heated tile floors in the bathrooms along with a small electric radiant panel in the kitchen.

“Together, those two (heaters) will produce about 668 watts of heat on average per unit,” said Mark. “Most people have hair driers big-ger than that.”

In the house, there is a heat recov-ery ventilator that mixes the heat around through the unit through air flow. The heat recovery ventilator uses about 30 watts and runs all day and night, although only costs a few dollars a month to run, said Mark.

“The heating bill for each unit ends up being about $58 for the entire year.”

Besides lower heating bills, another major benefit is the comfort level.

“They are so dramatically more comfortable, it’s really even hard to describe how much more comfort-able is it than a normal building,” said Mark. “It’s like walking around in a warm hug.”

Because the building is air tight and with even airflow, there are no cold spots or drafts.

“You can stand by a gigantic window on the coldest day of the year and be comfortable without a sweater on.”
