This will be my last column in the SA Bowler as I am moving onto a new challenge as the CEO of Netball

SA. It is a bittersweet feeling as I am genuinely excited by the new opportunity, but I have also thoroughly enjoyed my time with bowls and will miss the people I have met and worked closely with along the way.As I reflect on my time at Bowls SA there are a number of significant events and projects that have been undertaken that stand out.WB2012 was obviously the biggest event that occurred during my time with the sport and what a fantastic event it was. The success of the Championships was a credit to all those involved, especially the Holdfast Bay and Lockleys Bowling Clubs and their members. Bowls SA implemented the Strategic Plan: 2010-2013 Growth through Teamwork and Innovation and work has already begun on the next plan, and a complete Boundary Review was undertaken in 2010. The Governance Review that has been undertaken over the last year and a half is also nearing fruition. I am

excited by the implementation of the recommendations from the review which will ensure that the sport is positioned most effectively to manage the challenges and opportunities moving forward and I congratulate the Council on their commitment to this change. The employment of Community Development Officers has had a significant impact in the last 18 months and Bowls SA and Bowls Australia are looking to grow this program.Open Gender is without doubt the most significant issue that I have faced in my time in the sport. It is a complicated and emotive issue and the Board is committed to doing all that it can to enable the membership to participate in competition formats of their choosing, whilst balancing the prescribed legal requirements. An article providing updated information on the Open Gender issue is on Page 6.What has had the most significant impact on me is the huge number of dedicated volunteers involved in the sport. Without their commitment clubs wouldn’t function and there would

be no opportunity for the members to participate in this great sport.In closing I would like to thank the Board for their support and friendships over the journey. In particular the two Presidents I have worked with closely, Bob Cooper and Ivy Kluske, and in more recent times John McDougall in his capacity as Chairman of the Board.I would also like to acknowledge the dedicated staff at Bowls SA who I have had the pleasure to work with over the last five years. Thank you for all that you have done to make my job easier.I look forward to watching the sport continue to prosper and wish the membership all the best.

As always nothing is permanent and it was inevitable that General Manager Ben Scales

would seek to further his career. Ben has provided strong and committed leadership in his time with Bowls SA and on behalf of the Board I sincerely thank him and wish him every success in his new position at Netball SA.The profile of the sport is certainly changing too and congratulations go to Kate Smith who is the youngest winner of the State Singles title. At

just 21 she has already had an impressive career on the green and no doubt will continue to excel. Congratulations go

on being announced as a finalist in the Bowls Australia, Taylor Bowls Under-18 Female

Bowler of the Year alongside Natasha Jones from Queensland. 17 year old Renee’s exceptional talent on the green was recognised when she was named as a member of the Under 18 National Squad back in October 2012.Congratulations also go to Beth Young who has been named as a finalist in the Bowlswear Volunteer of the Year award.Beth is well known for her expertise and commitment to the Bowls SA and Bowls Australia Umpires Committees and has also been busy in other areas of the sport, being a qualified Level 2 Coach, Club, Association and Region Selector and Board member for her club, Mount Barker.In 2010 Beth became an accredited International Technical Official and her commitment as an ITO during World Bowls 2012, highlighted not only the breadth of her knowledge but her expertise as a mentor to other ITOs and umpiring officials. The winners will be announced by Bowls Australia on April 27, 2013. I

wish Renee and Beth every success.The next few months will be busy with the Prestige Medley, Schroeter and Kennedy Shield events plus the Under 18 Country v Metro which will be played out over the March long weekend. Congratulations to the selected players and I encourage spectators to come along.This will be followed by the Women’s Country Carnival, which commences on March 18, with finals on Sunday March 24 at the Lockleys Bowling Club. I thoroughly enjoy this very popular week and the opportunity to mix with fellow country bowlers. Of course these events could not happen without the hospitality of the metropolitan clubs and we thank you for your generosity.

Alsco Volunteer Award

World Bowls 2012 has been played and won but the event will stay in the minds of many for a very long time; especially those that had a significant role to play in what proved to be a spectacular event.

Over the past three years John Caskey has been extensively involved as a volunteer with Bowls Australia and WB2012 events.In 2010 he was appointed as volunteer leader for the Australian Sides Championships held at Holdfast Bay which encompassed sourcing volunteers and working out rosters for scoreboard attendants and general volunteer duties.In 2011 John was appointed as Volunteer Team Leader at Holdfast Bay, this time for the Asia Pacific Championships which gave him an excellent experience in the lead up to World Bowls 2012. John was again appointed as Volunteer Team Leader and worked with the Bowls Australia Volunteer Manager managing the initial set-up of the volunteer stream for WB2012 at Holdfast Bay and throughout the event overseeing the daily management, including adjusting rosters and hours, appointing scoreboard attendants, ushers, and car park marshalls.Bowls Australia Events Manager and WB2012 General Manager Shaun Doyle said “It has been a great pleasure working with John over the past three years. His understanding of the needs of volunteers and continual support for the national and international events recently conducted at the Holdfast Bay Club has been greatly appreciated by Bowls Australia. Without dedicated volunteers, like John, the sport would not survive”Congratulations John on your service to the sport.

GENERAL MANAGER The Board of Bowls SA have pleasure in announcing the appointment of Mark Easton as General Manager of Bowls SA replacing Ben Scales who has taken up a position with Netball SA. Mark’s previous position was with Bowls Australia as a Community Development Officer based in SA. In this position he visited bowling clubs in his allocated area undertaking Financial Health Checks and providing advice on various management issues.Mark also has an extensive business background in private enterprise, banking and sport and his professional qualifications include the disciplines of Commercial Law, Economics and Finance. With this background he not only has a good understanding of the issues that concern individual clubs and also Bowls SA but he will be able to provide a competent business approach to this position. Mark will commence in the role on Monday March 4, 2013.

REGIONAL VISITSFollowing on from the successful visit to Naracoorte for an Open Forum in September 2011, the Board has resolved to regularly host open forums in regional areas each year.The objective of these visits is to open the lines of communication between the Board and the local officials and members and the Board believes a lot can be gained from this type of interaction.Arrangements are now in place for a visit to the Eyre Peninsula and on Monday March 25 the Board will fly to Port Lincoln for an Open Forum to be held at the Cummins Bowling Club.The forum is open to all members and everyone is encouraged to take up this opportunity to meet the Board and put forward their visions, thoughts or concerns on the future direction of the sport.It is hoped that the forums will provide a greater understanding and appreciation of the issues facing Member Clubs, Associations and Regions and also enable the Board to communicate its strategic directions and objectives. This forum will be particularly timely with Mark Easton new to the role of General Manager and work proceeding on the Bowls SA Strategic Plan for the next three years.

BOWLS AUSTRALIA DISASTER FUNDWith the recent devastation caused by bushfires in Victoria and floods in Queensland and New South Wales, the lawn bowls fraternity will again be united in supporting bowling clubs and communities affected by the tragic events through the Bowls’ Disaster Relief Fund initiative.Established in 2011 in conjunction with the state and territory associations, the fund was launched to specifically aid those bowls clubs, directly affected by natural disasters, to replace lost equipment, recover from damage caused and rebuild infrastructure to enable them to re-open their doors.“The recent floods in Queensland and NSW and fires in Victoria have severely damaged, and in some cases destroyed, many of the bowls clubs in the affected regions and we offer our thoughts to all of our members associated with those clubs,” Bowls Australia Chief Executive Officer Neil Dalrymple said.“The Disaster Relief Fund was originally set up to assist clubs facing long term closure or damage clean up, and since its creation we have already distributed funds to 10 clubs in Victoria and Queensland in the aftermath of the 2010-11 floods.”“To exemplify the effectiveness of the fund to date, every club that has requested assistance has been allocated a grant.”Donations can be made online and further information in relation to the fund can be found in the Club Assist section at www.bowlsaustralia.com.au


Mention the phrase ‘open gender’ in a bowling club and a robust debate is guaranteed. It is

an emotive issue that polarizes the membership, and as was seen recently following the article that appeared in The Advertiser on Saturday, December 22, the community as a whole.Unfortunately much of the debate that occurs on and off the green isn’t based on the facts and therefore it is important that accurate information is conveyed.Contrary to The Advertiser article referred to above, the Equal Opportunity Tribunal did not order, in their Judgment handed down on 12 December 2012, that ‘Bowls SA must abolish separate female and male competitions’ after 30 June 2014.What the Equal Opportunity Tribunal did order was ‘That Bowls SA Incorporated is exempted from the provisions of s35(1)(b) and s39(1)(b),(c) and (d) of the Equal Opportunity Act 1984 in relation to the conduct of lawn bowls competitions until 30 June 2014.’This Exemption therefore allows Bowls SA and their Affiliated Bodies to continue to offer single gender competitions, in conjunction with open competitions, for the next two seasons as a minimum. In their Judgment the Equal Opportunity Tribunal also made it clear that they did not consider it was their role to facilitate on-going open ended Exemptions. Therefore, it is unlikely that a further Exemption will be provided under the same circumstances as the last two.One of the questions that are constantly asked in relation to the open gender issue is ‘why can sports like football

and cricket offer single gender competitions?’ The answer to this lies in Section 48 of the Act which outlines that sports where ‘strength, physique and stamina’ are deemed to be relevant are able to discriminate on gender. Although most bowlers will argue strongly that those elements are relevant in the sport of bowls, a precedent was set in 2001 when the Victorian Civil and Administrative Tribunal ruled that men and women could play the sport without reference to gender. Section 48 does present an opportunity for a case to allow single gender competitions, but one that would be very hard to argue successfully due to the complexities involved.So where to from here? Bowls SA believes that the current Bowls SA Competition Policy, which provides the opportunity for every member to participate in an open competition, and single gender competitions if practicable, is the best structure to maximise participation in the sport and service the membership moving forward.The organisation is committed to doing everything available to ensure that this can continue and to maximise the opportunity for this to occur post 30 June 2014. Bowls SA will undertake further work including lobbying for

legislative change. Legislative change has occurred in Victoria and we will be considering this.Having legislation changed is not a simple task and Bowls SA has set-up a working group to manage this complex task.Bowls SA is committed to doing all that it can to enable the membership to participate in competition formats of their choosing, whilst balancing the prescribed legal requirements and will keep the membership informed of the progress.Let the informed debate continue.

It was a tale of going one step further when Holdfast Bay’s Sandra Wallace and Modbury’s Simon Dorr skippered their pair to claim the 2012/13 Women’s and Men’s State Pairs titles at Marion recently.

After both taking out the runner-up prize in the event 12 months earlier, this year’s victories eased the pain of the 2011/12 missed opportunities.In the women’s event, Wallace and long-time partner Sue Maddern (Hahndorf) hung tight in the early ends of their Final, before taking control in the latter half of the match, to eventually run out winners over Holdfast Bay’s Wendy Clarke and Berri’s Kerry Treloar 24-14. The 2012/13 champions established their spot in the Final with a 19-12 victory over Prospect-Broadview duo Judy Brooks and Denise Caulfield whilst Clarke and Treloar hung on in a thriller, winning their Semi 23-19 over Mount Gambier RSL pair Merna Whitehead and Jenny Waugh.In the men’s event, 2011/12 ‘State Representative of the Year’ Simon Dorr partnered World Bowls Gold Medallist Wayne Ruediger of Grange to their first State Pairs title as a pair with a 25-11 victory over defending champions Adam Forbes (Marion) and Scott Thulborn of Adelaide. Whilst Dorr claimed the event in 2010/11 with Ashley Klose, this was the first State Pairs title for the highly credentialed Ruediger. Their victory, in a replay of last year’s Final, also prevented Forbes and Thulborn from claiming their fourth title in six years, which would have tied them on four titles with State Coach David Stockham. Dorr and Ruediger had reserved their spot in the Final with a solid 21-12 victory over Holdfast Bay’s Aaron Bremner and Kane Coulls whilst Thulborn and Forbes held off a fast finishing Andrew Hill of Berri and Chris “Punter” Kearns (Freeling) 16-12.On a slightly different note, while Thulborn and Adam Forbes lost the Final they could have been given an award as the ‘fastest players’ in the tournament. Event Manager Bob Tuck reported that the pair finished their first sectional game an astonishing 35 minutes before the next of the 15 rinks, and then proved that it was no fluke by easily being the first rink finished in games two and three. In the 18 end Semi-final they finished 40 minutes ahead of the second rink in spite of playing a close game, and a full hour ahead of the other two Semi-finals.How did they do it? Scott as Lead did not waste time declaring the head. Placing the mat, returning bowls and delivering their bowls, were done with speed and precision. And they didn’t have long conferences!

the original building built in 1914. A modest Clubhouse was built in 1923 and then a women’s Clubhouse was built in 1940 which still stands and is known as MacDonald House. A major redevelopment program to upgrade and functionally improve the revamped original Clubhouse and its surrounds commenced in 2010 and was completed in 2012. Internally the building layout has been totally revamped, repainted and refitted. Externally, an improved all-weather entrance, disability access, full height glazed windows to the seaside wall, outside decking with glass balustrade, additional lighting for the greens, new paving and seating, sun blinds, security and general grounds improvements have been completed. Solar panels have been installed on a new roof to the clubhouse resulting in substantial financial benefits to energy costs. The Club has been located at the present premium site since its inception and Security of Tenure was established in May 1946 by way of a lease with the local Council and the current lease with the Alexandrina Council is for access until 2029. A rich history has been accumulated and the Club has become very successful with a consistent membership growth over the years from 20 in 1933 to approximately 165 (100 men and 65 women). An Official Launch and Centenary Re-enactment Day will be held at the Club on Sunday March 3, 2013 commencing at 11.00am. This will include formal speeches, a re-enactment of bowls between Port Elliot and Victor Harbor (four ladies and four men from each Club) dressed in period costume and a bowling demonstration by senior and junior representative players. Ancestors of former members and past members are most welcome to come along and celebrate with the Club.A series of Centenary events and

Known as “The Carpet on the Coast” the Club is located in one of the most picturesque settings for any bowling club with breathtaking views across the magnificent bay and coastline and providing high class bowling amenities that are attractive to members, visitors and the general community.2013 is a historic and significant year for the Club during which it will proudly celebrate reaching its 100 year milestone. The Club was formed on June 5, 1913 by a group of five men, John Trigg, Fred Rouse, Harry Handby, Len Ormsby and Ern Sibly with John Trigg named as the first President. Working bees were held to plant a green and later erect a brush fence on the sea side and in March 1914 the bowling green was formally opened. In October 1914 the Club became affiliated with the Royal SA Bowling Association and in 1927 joined the Southern Bowling Association then later, in 1945, the Great Southern Bowling Association.Mrs A Williamson was the first President of the Women’s Club which was formed in 1936 and affiliated with the South Australian Women’s Bowling Association in 1938. The No. 2 or ‘ladies green’ as it was then called, was opened in December 1939.However, in June 1973 the Women’s Club was disbanded with all becoming members of the Port Elliot Bowling Club. From its humble beginnings the Club has progressed to the present day where two carpet greens were installed in 2008, replacing the grass greens; providing a safe, environmentally friendly and excellent bowling surface for year round use. West Lakes’ Kate Smith became the youngest ever winner of the Women’s State Singles event

when she defeated Berri’s Kerry Treloar in a thrilling Final at Payneham on Sunday 27 January.After claiming a four on the first end, Smith seemed in cruise control when she raced to a 17-7 lead after 14 ends. To Treloar’s credit, she never looked out of contention and after claiming 10 of the next 11 shots, any lead that Smith had accumulated was virtually gone at 18-17. The Final then took a strange turn with Smith claiming the next three ends to lead 21-17 and put her within reach before Treloar won the next four to claim the lead for the first time at 22-21. With a three on the 29th end Smith took back the lead, 24-22 and a single on the last end saw her claim the 2012/13 Women’s State Singles 25-22.The West Lakes star claimed her spot in the Final with a solid 25-18 win over Holdfast Bay champion and State Pairs winner Sandy Wallace 25-18 whilst Treloar secured her spot with a 25-15 Semi-final victory over Tranmere’s Penny Landherr.In the Men’s Final, Adelaide’s Scott Thulborn went ‘back to back’ with a 25-13 victory over 2010/11 Champion Craig Mills of Ascot Park. After trailing 4-1 early; eight shots consectively from Thulborn saw him take a 9-4 lead and from there, he was never headed. Mills got back within three on several

occasions before a block of two’s for the defending champion got him within sight of winning. However, a four on the last end sealed victory for Thulborn, earning him the honour of being the first back to back victor since John Noonan in 1993/94.In the Semi-finals, an all Adelaide showdown saw Thulborn recover from a 0-6 start to confirm his spot in the Final with a 25-17 victory over Adrian Green whilst Mills defeated Marion’s Matthew Northcott in a seesawing battle 25-23. In the Open Disability Singles event, Angaston’s Liam Buckley witnessed Scott Thulborn’s back to back victories, and raised him one, claiming his third title in a row with a 25-21 victory over Rosewater’s Barry Charity. After leading all afternoon, Buckley dropped nine shots in a row from ends 19 to 23 to trail Charity 14-19. However, the skill of 21 year old Liam shone through once again; getting back on level terms with counts of two and three before recording a further six shots to Charity’s two, to claim victory. Whilst Barry Charity, along with Hawthorn’s George Charlesworth, have previously gone back to back, Buckley’s feat of three consecutive was the first of its kind for the Open Disability event, and the first time it has been achieved over any State Singles event since Payneham’s David “Verd” Hamblen from 1972 to 1975.

In the Semi-finals Buckley had secured his place in the Final with a 25-15 win over Clearview’s Darryl Willson whilst Charity was solid as always with a 25-16 win over Minlaton’s Frank Oldfield.Bowls SA would again like to extend their thanks to Berry Bowling Systems for their continued support of the State Singles event. each game receive 2 points, a Draw 1 point, Loser nil.

EQUALITYIn the event of an equality of wins, to determine the winner of a section the Bowls SA Rules & Conditions of Play for State Tournaments will apply, as follows:• In sectional games, 2 points are awarded

for a win, 1 point for a tie and the entrant with the most points shall be the section winner.

• Should two or more entrants tie with the same number of points, then the entrant with the greatest shots margin shall be the winner.

• In the event of two or more entrants having an equal number of points and shots up, the winner shall be the entrant with the least number of shots scored against them.

• If two entrants are still equal, the entrant who won the game in which they met shall be the section winner.

• An entrant/s who receives a forfeit in sectional play shall be credited with a win (2 points and 5 shots).

• Any entrant who forfeits the last sectional game, without justifiable cause, shall be disqualified from the remainder of the Country Carnival tournament.

• In Singles sectional play, the number of ‘shots up’ prescribed for the rounds shall be the maximum number of shots accorded to a player when calculating the margin of shots for the purpose of determining a section winner.

LAWSThe ‘Laws of the Sport of Bowls Crystal Mark Second Edition’ shall govern all games. LUNCHESVenue Clubs will provide a knife and fork meal at a cost of $14.00 per day for ALL COMPETITORS. EXTREME WEATHER The Bowls SA Extreme Weather Policy available at www.bowlssa.com.au About Us – Policies, shall apply.Inclement (Wet) WeatherIn the event of inclement (wet) weather before commencement of play, Singles players or team Skippers, are to contact the Club that they were drawn to play at on that day to determine if their greens are closed. In the event of inclement (wet) weather after play has commenced players must remain at the Club to get instructions from the Event Manager. If necessary, due to inclement (wet) weather, to close greens at anytime on the first day of an event, the event will be cancelled. If necessary, due to inclement (wet) weather, to close greens on any subsequent day of an event, play will be postponed and players will be notified of the rescheduled date, time and venue. Players MUST NOT contact the Bowls SA Office in the event of inclement (wet) weather.Extreme HeatEvents will commence, as scheduled, however if considered necessary due to

extreme heat, at the discretion of Bowls SA and the Event Manager, the Conditions of Play may be modified.Where play has commenced on a day of extreme heat or it is deemed that the weather conditions have deteriorated, play may be stopped by appeal of a player/team to the Umpire of the Day or Event Manager.If the Umpire of the Day or Event Manager determines that conditions warrant cessation of play they may act on their decision without right of appeal. Play will be cancelled for the day if it is not possible to resume after one hour from the time of the last stoppage.Bowls SA reserves the right to cancel or postpone a State Event, two days prior, if the forecast temperature is deemed to be excessive during times of prolonged extreme weather. CANCELLATION DURING PLAYIf the Match & Program has not determined that all play is to be cancelled and weather conditions deteriorate at a Club the Umpire may stop play on appeal by a player in Singles, Skip in team games or after consultation with the home Club’s greens manager or his proxy. The greens manager’s decision would be in regard to the condition of one or all greens at the venue. If play has been stopped it shall not be resumed without the Umpire’s permission. Play will be cancelled for the day if it is not possible to resume after one hour from the time of the last stoppage.All players must remain at the Club until the Event Manager at Bowls SA has called off games. Games may be transferred to another Club nearby and played on a reduced basis. SMOKINGNo player shall smoke on the playing surface. It is the responsibility of every player to observe this policy and the host Club officials to ensure the comfort of all players in this regard. The Bowls SA NO SMOKING ON THE GREEN policy applies. MOBILE PHONESMobile phones are not permitted to be used on the green. PLAYER CODE OF CONDUCTThe Player Code of Conduct included in the Bowls SA Member Protection Policy shall apply. PENALTIESThe Bowls SA Board may impose penalties or fines on any player or team for any action or behaviour in breach of the Conditions of Play or Laws of the Sport of Bowls, or where actions are considered to bring the game into disrepute. Any player or team that undertakes a game plan or strategy to achieve a result other than a win in a particular game being played will be liable to Bowls SA imposed penalties or fines.

After an extensive period of research and consultation with key stakeholders, the Bowls SA Match and Program Committee are excited to announce significant changes

to the metropolitan Saturday Premier Leagues 1 and 2, which will commence in 2013/14.The review process included meetings with key club members and Presidents, along with the distribution of a 13 question Survey to 480 Saturday Premier League competitors. With an excellent 85% response to the Survey support was confirmed for the following changes which have been adopted for implementation in season 2013/14, for metropolitan Saturday Premier League 1 & 2 (North & South) only:

• The mid-game break (afternoon tea) will be abolished.• All games will be played over 25 ends.• All games lost due to heat or wet weather will be replayed.

The Match and Program Committee have also been tasked with undertaking further research into a restructure of the Premier League competition, with the aim of allowing both the Grand Final winner and Minor Premier to earn promotion when eligible. The Committee has also started work on a model for a pre-season competition which would involve all metropolitan Member Clubs and commence in season 2013/14.More details on the specifics of the changes will be released in the coming months, whilst input from all metropolitan members will be sought on the restructure options.

• 87% of the responses stated that Saturday Premier League should remain at 10 sides, with 18 home and away games.

• 86% of the responses were in favour of keeping Saturday Premier League at 16-a-side.

• No clear indication was given as to when matches should be replayed. The Bowls SA M&P Committee will work through this over the coming months.

• 67% of the responses were in favour of some form of Premier League re-structure. Once again the Bowls SA M&P Committee will work through this.

• 78% agreed that the “all fours” format should continue for Saturday Premier League.

• 66% showed support for some kind of knockout competition, with no clear indication given as to what time of year. The Bowls SA M&P Committee are working through a draft model, with the intention to introduce a pre-season knockout cup for season 2013/14.

Awards Night2013 Bowls SA

The senior men and women, U25 men and women and U18 boys and girls test series against Victoria

was held January 8-10, at the Bendigo Bowling Club.The performance of our teams was varied. The SA men were clearly capable of matching it with anyone in Australia and at two tests a piece, going into the final test, could have taken out the series and brought home the Loy Carroll Trophy. However, this was not to be with the Victorians proving too strong. In a notable achievement Simon Dorr played his 200th state game for South Australia; a wonderful accomplishment. The women were less competitive and, while not embarrassed, we are clearly going through a rebuilding phase after the retirement of Riina Bradbrook, Penny Landherr and Kerry Treloar. Some 300 games of state experience has been lost with these retirements and added to this

arguably our best player in Kelli Wray has made herself unavailable. In a pleasing result our inaugural U25 women’s team played extremely well and took out the series. State selectors all took time to watch the women and a number have made claims for higher honours. The U25 men also played well and, while the overall result clearly favoured the Victorians, all matches were tightly fought with a handful of shots separating teams. The format of this series is to rotate players through all disciplines and as such can provide valuable experience for all competitors. The U18’s selection was set to provide valuable development for our emerging young talent; ages ranging from 12 through to 17. The boys were very competitive but were over powered on the last day which resulted in the

Throughout the series the selectors gained valuable knowledge on the players and this will assist in final selections for the Nationals to be held in Darwin later this year.The Victorian series provides our players with much needed interstate experience and excellent preparation leading into the Australian Sides Championships to be held at Bendigo in late April.

REGION 1Wimmera v Lower South EastThe inaugural women’s competition between interstate contenders the Wimmera District and the Lower South East Association was held at the Naracoorte RSL Bowling Club, and proved to be a huge success. The Lower South East scooped the pool with a convincing win over the Victorians 241-147. The winning team for the locals was Val Anderson, Veronica Opie, Julie Starick and Beryl Versluis (Sk). Everyone agreed it had been a great day and plans are already in hand for next year when the Wimmera district will host the return bout.

On the same day the men’s event was held at Edenhope, Victoria but with a different outcome. The Lower South East suffered a loss to the home side 205-220. Best performing team for the LSEBA were Jamie Lambert, Adam Wilson, Andy Ashby and Dean Wilkinson (Sk).

Lower South East PennantThe Semi-final of the LSEBA Open Gender Pennant was fought out between Mount Gambier and Millicent Red with Mount Gambier coming out the victors 55-34. Meanwhile Port MacDonnell had finished on top of the ladder to advance into the Grand Final. In a reversal of last year’s Grand Final result Port MacDonnell savored a convincing win over the 2011-2012 premiers defeating Mount Gambier with wins on both rinks for a final score of 63-44.

All in the FamilyThe adage that Bowls is a family sport was again proven when four sisters got together to compete in a prestige event at Mount Gambier RSL Bowling Club.

Helen Falland and Merna Whitehead play for the local club with June Bandick a member of Grange, and the other sister Dianne Murch a member of Bordertown.Helen and June, new on the scene, having just taken up bowls this season, are thoroughly enjoying the sport and were delighted to win two of the three games in the competition.

REGION 2Twenty teams representing 15 clubs contested the Region 2 Women’s Fours on January 21 and 22, playing for the Jean Edwards Shield.Jean was a long-time member of the Maitland Club, and Country Councillor for many years and this is now a prestigious annual event for the Region. In a tight final Helen Moulds’ four defeated Margaret Chandler’s team 11-10 and Helen was pleased to accept the shield which will be held at the Moonta Bowling Club for the next 12 months.The Moonta Bowling Club was thanked for hosting the event and Councillor Annette Rowntree also expressed her appreciation of the support of Assistant Councillor Merrilyn Lovelock.

REGION 3MelroseThe remoteness of small rural communities can often put residents at a distinct disadvantage and even put lives at risk and the following experience and initiative might be timely for similarly remote local communities.Following the sudden death of a player at the Melrose Bowling Club it was also distressing to find that a 000 emergency call can mean a 30–40 minute wait for an ambulance. Melrose is a small rural community in the Flinders Ranges of South Australia and the Club’s Board of Management felt access to an AED (defibrillator) was crucial for the community to own and manage so that it would be available to all sporting organisations and residents of Melrose. In February 2012 Bowls SA supplied a letter of support to accompany a grant application to facilitate the purchase of an AED defibrillator.Part of the plan was to also access a grant from the local Council to suitably train community members in basic emergency support skills. Four other sporting clubs in the area, plus the Melrose Community Development Association, Country Fire Service, South Australian Ambulance Service volunteers, SAPOL, local Medical Officer and the District Council gave their support.Both grant submissions were successful with the defibrillator and all its components purchased through a Foundation for Rural & Regional Renewal – Small grants for small regional communities scheme. The grant through the District Council of Mt Remarkable made it possible for 15 community members to be trained in basic life support skills and the use of the defibrillator.A meeting of local representatives was held and extensive research was undertaken on the insurance aspect with brokers and also shopping centres that have defibrillators. Advice was also sought from a lawyer, Legal Helpline and the local MP and a Q&A meeting open to the Melrose community, was held.The original plan was to locate the defibrillator on the Council wall but due to insurance issues it has been located at the Melrose CFS shed. An issue regarding Public Liability insurance is being worked through with local MP Dan van Holst Pellekaan

REGION 6Murray Bridge RSL On Sunday December 16, 2012 past and present players celebrated the Murray Bridge RSL Bowling Club’s 50 year anniversary with an afternoon tea.Bob Channon spoke on the Club’s beginnings when Crown land was purchased and the green was planted by members and voluntary workers with young families.John Curl was the Club Secretary; Mr Brooker was the first Men’s President and Margaret Fairhead the Ladies’ President.Lorna Rowley spoke of her and husband Clem’s involvement; the 50 years of happy memories and hard work.Florrie Lucas and her husband Charlie were original members and along with Marge Llewellyn and husband Rusty they were great members and helpers for the Club. REGION 7YankalillaYankalilla recently held their three day January Men’s Fours Carnival which is sponsored by a local stud breeding company owned by David and Sue Bennett.Bowls Australia Community Development Officer Mark Easton attended as a guest of Yankalilla and took the opportunity to catch up with representatives from all over the State.

ParndanaThe Parndana Bowling Club was filled to capacity with members and friends who had gathered together to witness the presentation of Life Membership to Claire Downing and Mervyn Tremaine.Both members have had many years of bowling with the Club and they have certainly been prepared to put in the extra effort that is needed to make a Club function successfully.Mervyn, as a young man, joined the Club in 1979; attended the first AGM and became a member of the Tournament Committee.Following this he served for a number of

years on the Club Committee, eventually taking on the role of Club President and later President of the Kangaroo Island Bowling Association and Delegate for Region 7.There were of course many other positions that he held and combined with this he has always been a willing participant in working bees and generously offered the use of equipment to assist in getting the tasks completed. Norma Tremaine, Mervyn’s mother, herself a Life Member, was able to join Mervyn for this special occasion.Bowls SA Board Director, Wayne Prosser presented the award to Mervyn.Claire Downing’s record is also very impressive.Claire joined the Club in 1991 and in her second year was appointed to a committee position.In subsequent years Claire has always held a leadership role and served in every position, becoming President of the Women’s Club and later President of the Kangaroo Island Bowling Association.Claire has been an inspirational leader and is continually looking for opportunities to work in the interests of bowls and the Parndana Club in particular.Claire was presented with her Life Membership by Bowls SA Board Director, Jackie Kelly OAM.Mervyn and Claire are very worthy recipients of the award and the Parndana Club is very proud to acknowledge their service and leadership.

FACEBOOK AND THE LAW

Recently there have been some interesting examples of how the law is coping with the

modern phenomenon of Facebook. I have had limited experience with the social platform but it is a living medium that is having an impact on the law as much as it is everywhere else in society.

It has been reported that the first tool used in investigating a claim for an injury these days is Facebook.

In the old days they used to wear trench coats, hats and hang around corners at odd hours and write notes or take photographs. I am sure those investigative techniques still exist but Facebook is potentially a useful tool in an investigation of any matter, aided of course by the fact that photographs can be accessed as well through Facebook. Facebook is however, just like any piece of evidence. Taken out of context it can be misconstrued and there may be explanations for matters that might appear to be irregular. Nonetheless it is important to be aware of the use to what this information can be put.

It is amazing the amount of personal information that appears on these sites. As I understand it you can say it is, only accessed by “friends” but

who is your friend at any one point in time depends on what is going on in your life. This evidence exists and it can be used.

Justice Peek in the Supreme Court recently considered Facebook. In that case an assault occurred and the victim and others trawled through Facebook to identify the alleged assailant. The evidence was accepted at first instance by a Magistrate but on appeal Justice Peek was quite firm in rejecting that this evidence was sufficient to prove identity and therefore the charge and conviction could not stand. The case indicated that Facebook evidence, like any other evidence, needs to be tested. In this particular case the evidence was found wanting. Identification evidence has been an area of error that has occupied the courts on many occasions and it is viewed very carefully. In this case the police did not do what they normally would.

The use of Facebook by citizens to establish identity cannot replace the investigation conducted by police. There are risks of such evidence being contaminated. There are also risks of suggestion. I know of one case where within hours of a melee many of those in attendance (there was a large number) were on Facebook and were suggesting who the culprit was. Many in the group identified a person as the assailant. The evidence was found to be wanting when tested and a substantial reason for that was because of the manner and discussions which occurred about the evidence the day after the event.

More recently, Facebook has been at the centre of defamation matters. These claims bring with it difficulties, such as where is the article published. In one of the cases, service of proceedings needed to occur in California where the publisher responsible had its

head office. There was some initial argument about where was its head office. Ultimately, the law found a way to properly serve the defendant.

There is an application currently before the Courts ordering Google to provide details of a particular publisher of alleged defamatory material. That case will be interesting to follow and in Victoria some success against Google was recently achieved as the publisher of defamatory material.

Publishers do have an ability to limit the damage if asked to remove it or if asked to provide details of the person publishing the material.

I have not touched on Twitter mainly because I know very little about it but the same principles should apply there. Really the social platforms are different ways of doing things that mankind has done for centuries, for example, defame others. We have created laws which result in you having a right to exercise if you are defamed.

Facebook will probably loom larger and larger in the criminal law particular regarding identification evidence, as an investigative tool generally and in publishing materials which are defamatory. It is a great illustration of how the law can adapt to modern conditions.

I note that even Bowls SA has Facebook. I am yet to access it but it goes to show that Bowls as well as being a passionate sport has kept up to date with the World Wide Web.

In the last couple of years, as the average age of bowlers has increased, there has been a

massive growth in the number of players taking up Bowling Arms. Victoria alone now has over 3,000 registered Bowling Arm players with many of them competing at the highest level. South Australia is a few years behind the curve but interest is growing rapidly and, let’s face it, if your body is not letting you play well any more, why would you continue to put up with the frustration of falling standards when a Bowling Arm will allow you to become competitive again?If you have been interested but not taken it any further, here’s the good news. On Sunday February 24, a ‘Come & Try’ day will be held at the Ascot Park Bowling Club from 10.00am to 12 noon. So bring along your bowls and try all the different sizes of the

This is the first for such an event and is a wonderful opportunity to have a good look at the different arms and get a feel for how they work. If age or injury has reduced your ability to get down, stay down, and deliver a bowl properly, then you are entitled to use an arm.

May an eligible member act as a substitute in more than one team in other rounds in the same competition?

During the playing of the first end of a match the jack is made dead. When the end is restarted in which direction should it be played?

The thirds on rink 3 are in the process of measuring to determine the result of the end. They have agreed on 2 shots. Whilst they are considering which bowl is third shot a wayward bowl from rink 2 passes through their head and moves the jack. What should be done and by whom?

In a sides match, at the conclusion of play on one rink, one of the skips comes to the umpire and hands him $150 and says “I am hereby challenging my opposing skip’s bowls on the basis that their bias is less than the minimum allowed”. In reference to this challenge what should the umpire do?

Whose responsibility is it to ensure that the jack is properly centred?

Law 28.1.2.1 The bowl then travels on where it is displaced by an opponent and disturbs a bowl at rest. The opposing skip should replace any part of the head disturbed by this displacement and choose whether to: Place the bowl where the skip believes it would have come to rest; or Leave the bowl where it came to rest. Law 28.1.2.3

The Women’s Country Carnival is the second biggest event on the Bowls SA calendar behind the men’s event. It brings together over 600 country women bowlers from all over the state. Participants play in a week long competition in Singles, Pairs and Fours disciplines.

YES. A member who acts as a substitute, if he remains eligible, may continue to act as a substitute in that or any other team in the same competition. D.R.4.7.2.4

It could be in either direction. All dead ends should be replayed in the same direction unless both skips or the opponents in singles agree to play it in the opposite direction. Law 31.2

If the jack at rest within the rink of play is displaced by neutral person or neutral object it should be put back to its former position by agreement between the skips or the opponents in singles. If the skips or opponents in singles cannot agree on the jack’s former position the end should be declared dead. Law 33.3.3

The umpire should advise the player that he should complete a Challenge to Bowls form. On completion of this form the umpire should: a) Ask the player using the bowls or the person who owns the bowls to hand the bowls over in a set of four. b) If the user or owner of the challenged set of bowls refuses to hand over the whole set of bowls to the umpire the game will be forfeited to the opponent. c) The umpire should take immediate steps to pass the bowls together with the Challenge to Bowls form to the Secretary of the controlling body who should arrange for them to be tested by a licensed tester as soon as possible. d) Advise them that neither the user nor the owner should use the challenged bowls in any games controlled by or permitted by the controlling body until the set of bowls has been tested by a licensed tester. Law 8.5.1 to 5

The player to play first should deliver the jack and make sure it is centred. Law 22.1
