S3martMed project – Actions
The S3martMed project will serve as a Pilot framework to increase the involvement of the industry in the context of the S3, supporting the elaboration of future interregional funding schemes and the identification of priorities of investments.
Thus, it will offer to the 5 regions involved a unique opportunity to reflect upon, define and implement interregional funding schemes. In this context, the project represents a first step within the definition of the future investments regional policies that has to be defined in the S3 Medtech Platform.

S3martMed project –General objectives of the «Working Group with Regions»
Medtech
1. Play a crucial role to enable clusters and regional authorities to work hand in hand to explain to SMEs and stakeholders like RTOs, the different type of financial supports available in each region (in the framework of the Smart Specialisation Strategy or at the level of individual innovation policy).
2. Explore possibilities of cross regional funding schemes, for example thanks to sharing existing funding support, based on existing framework such as “cascade funding”/ Vouchers schemes, definition of selection criteria for projects etc.
3. Discuss the RIS3 commonalities and priorities of each region in the Health/MedTech area, as well as the role of clusters in the perspective of the post 2020 EU programmes, such as the EU Regional policies, Digital Innovation Hubs…

S3martMed project –Now: Panorama of the current regional funding schemes
For each region:• what are the main funding schemes for innovation?• Are there existing support policies for regional collaboration
between SME / RTO?• What is the role of cluster organisations in this context?• These funding schemes could be used for supporting interregional
projects ?
Here the idea is to identify an existing funding programme in each region that is currently available for a SME or a collaboration between SMEs and RTOs at local level. If yes, please detail.
Can this scheme be activated to fund your regional player within the framework of a European collaboration, i.e. for example a SME that would like to work with a RTO located in one of the S3martMed region.
8
For each region:• what type of collaboration could be supported? Is it a “voucher” scheme meaning an envelope targeted to support an initial collaboration between a SME and an RTO from 2 different regions (as minimum). In this case the envelope would be addressed to the SME to gain the expertise of an RTO.
Is it a “collaboration” envelope, meaning that a financial support is offered to 2 players from 2 different regions (as a minimum) – each region is in charge of funding its regional based player.
• How to implement the cross regional scheme? Is it a system of cascade funding (or with the model of the Digital Innovation hubs) where the clusters and the regions work together for the selection of the projects and the implementation of supporting envelopes.
