The Board of Education of the Albion Independent School District presents this brief outline of its policies, rules and regulations concerning the various phases of the operation of the public schools. The purpose of the Albion School Student Handbook is to inform students, parents, and teachers what is expected of our students who attend Albion Public School during the school year.

ALBION SCHOOL CREED

I am a capable and dependable Albion student, full of possibilities and potential. I will show respect for myself and for others.

I accept the responsibility for my behavior and its results. I am not here to play, to daydream, to drift. I have hard work to do.

I do not have the right to interfere with the learning and well being of others; others do not have the right to interfere with my learning and well being.

I believe the choices I make today will affect what I will have, what I will be, and what I will do in the tomorrows of my life.

FACULTY AUTHORITY

Students must remember that any and all school personnel of this school system have authority over the student body. This applies during the school day and at all school-sponsored events at home and away. Your teachers are to be addressed with respect at all times.

ENROLLMENT

Students may be admitted to high school upon presentation of a certificate from an accredited eight-year elementary school, middle school, junior high school, or upon presentation of a transcript from another accredited high school. Health reports must be current and presented at enrollment time and will be filed in the high school office. New students to Albion High School will report to the office for enrollment. All schedule changes must be completed within the first week of school.

A cumulative folder of student records is kept on file in the high school office. Parents and guardians may inspect and review any school record dealing with their children.

You have the right to inspect and review your or your student’s education records.

You have the right to exercise limited control over other people’s access to your student’s educational records. The school will limit the disclosure of information obtained in education records except: (1) by prior written consent of the student’s parent or the eligible student, (2) as directory information, or (3) under certain limited circumstances, as permitted by the FERPA.

You have the right to seek correction to a part or parts of educational records if you believe the record to contain inaccurate, misleading information, or if the record otherwise violated the student’s rights.

Your rights include the right to a hearing to present evidence that the record should be changed.

You have the right to file a complaint with the Department of Health, Education, and Welfare if you believe that this school district has violated the FERPA. You have the right to obtain copies of this school’s FERPA policy.

PROCEDURE TO INSPECT EDUCATION RECORDS

The parent of a student or an eligible student may inspect the student’s education records upon request. In some circumstances, it may be mutually more convenient for the record custodian to provide copies of records. Since a student’s records may be maintained in several locations, the school principals will offer to collect copies of records or the records themselves from locations other than a student’s school, so they may be inspected at one site. However, if a parent or eligible student wishes to inspect records where they are maintained, school principals will make every effort to accommodate them.

The parent or eligible student should submit to the student’s school principal a written request which identifies as precisely as possible, the record or records he or she wishes to inspect.

The principal (or other record custodian) will contact the parent of the student or the eligible student to discuss how access will be best arranged (copies, at the exact location, or records brought to a single site.)

The principal, or other record custodian, will make the needed arrangements as promptly as possible and notify the parent or eligible student of the time and place where the records may be inspected. This procedure must be completed in 45 days or less from the receipt of the request for access.

If for any valid reason, such as working hours, distance between record location sites, or health, a parent or eligible student cannot personally inspect and review a student’s education record, the school district will arrange for the parent or eligible student to obtain copies of the record.

When a record contains information about students other than a parent’s child or the eligible student, the parent or eligible student may not inspect and review the records of the other students.

STUDENT RECORDS

It is the policy of this Board of Education that the principal of each school will be the legal custodian of all student records for that school.

Students and parents will have access to their school records. The school will notify parents and adult students annually of the following:

1. The type of records kept;2. The procedure for inspecting and copying the records;3. The right for interpretation;4. The right to challenge data thought to be erroneous, the procedures for collecting or expunging erroneous date or inserting a rebuttal statement.5. The right to lodge a complaint with the U.S. Department of Education if mandates are not adequately implemented.

The educational records or school records include all materials directly related to a student which a school maintains. Records and notes maintained by a teacher, administrator, school physician, or school psychologist for his or her own use, and which are not available to others are exempted from this definition.

The school will require a prior written consent before information may be divulged to third parties. An exception to this rule exists for school district employees who have legitimate interests in viewing the records, as well as officials in other schools in which the student seeks to enroll.

State and national educational organizations which require student date for confidential research and statistical purposes are exempted from the parental consent. An exemption also exists for material under court order. Parents must be notified of such order.

The superintendent is directed to establish procedures to ensure compliance with the Family Education Rights and Privacy Act and other applicable acts and regulations.

Under the requirements of the federal Every Student Succeeds Act (ESSA) Section 1112(c)(5)(B) Title I educational stability provisions take effect on December 10, 2016. By such date, each school district shall have a Foster Care Plan developed and disseminated to all stakeholders.In Section 1111(c)(5) of ESSA, the school district must collaborate with the Child Welfare Agency and Tribal Child Welfare Agencies (CWA) to implement the Title I educational stability provisions. Therefore, each school district shall develop a clear, written Foster Care Plan. As such, the Foster Care Plan for Albion Public School District shall be as follows:

1. LEA Point of Contact and responsibilities.

The superintendent will designate at least one person to serve as the Foster Care Point of Contact (POC). The POC may also be the homeless student coordinator. This designation will occur by December 10, 2016, and shall be updated annually. The name of this person will be turned in to the OSDE through the online Grants Management S ystem by September 30th of each year. If additional staff members are needed to meet the requirements, the superintendent will make assignments as deemed necessary. The POC will work in the best interest of the child to ensure that all educational requirements are being met.

The POC will work closely with the CWA to:

• Coordinate with the corresponding child welfare agency POC to implement Title I provisions;• Lead the development of a process for making the best interest determination;• Document the best interest determination;• Facilitate the transfer of records and immediate enrollment;• Facilitate data sharing with the child welfare agencies, consistent with FERPA and other privacy protocols;• Develop and coordinate local transportation procedures;• Manage best interest determinations and transportation cost disputes;• Ensure that children in foster care are enrolled in and regularly attending school; and• Provide professional development and training to school staff on the Title I provisions and educational needs of children in foster care, as needed.

Decision-making process.

A committee will meet to determine if the school of origin is not in the best interest of each foster care child and the appropriate placement of the child. The committee will be comprised of the site administrator or representative, the LEA’s POC, and a member of the CWA. In emergency circumstances the CWA has the authority to make an immediate decision regarding the school placement, and then consult with the LEA and revisit the best interest determination of the child.

In the event of a disagreement regarding school placement for a child in foster care, the CWA will be consideredthe final decision maker in making the best interest determination. The CWA is uniquely positioned

to assess vital non-educational factors such as safety, sibling placements, the child’s permanency goal, and other components of the case plan. The CWA also has the authority, capacit y, and responsibility to collaborate with and gain information from multiple parties including parents, children, schools and the court in making these decisions.

2. The type of documentation or records that should be shared between parties.

Foster care parents, social workers or other legal guardians will be allowed to immediately enroll children in foster care in the school district without having the necessary paperwork (birth certificates, shot records, academic records, special education records, etc.) This is to help aid the student with a smooth transition into the district. The receiving school district will contact the school district of origin for the records and make adaptations as needed. After enrollment, the following guardianship or legal custody documents shall be provided for verification by the foster family or CWA:

Albion School District will share education records with the CWA that are allowed by the Famil y Educational Rights and Privacy Act (FERPA) and other state privacy laws. This allows educational agencies to disclose without parental consent educational records, including IDEA, of students in foster care to the CWA.

3. Collaborative structure, such as regularly scheduled meetings, in which relevant individuals can participate in a particular process.

The POC will meet with the site administrator, school counselor, classroom teacher, and foster parent as needed to discuss the progress of the child in foster care and will document the results of meetings. All decisions will be made utilizing a collaborative team approach to determine what will be in the best interest of the child.

4. The best interest determination document regarding the child’s school placement (school of origin or the receiving school).

Albion School District shall utilize the following sample form from the Oklahoma State Department of Education in making a “best interest” determination for each child in foster care. The final determination as to what is in the best intereAst of the child will be made by the CWA.

5. Transportation procedures.

Children in foster care will be entitled to transportation services in the same manner as all other children in the school district. In addition to regular transportation routes, the school district will collaborate with the CWA when transportation is required to maintain children placed in foster care in a school of origin outside their usual attendance area or district when it is in the best interest of the student. Under the supervision of the superintendent, the POC will invite appropriate district officials, the CWA, and officials from other districts or agencies to promptly arrange cost-effect transportation for the student.

6. Responsibilities and costs related to student transportation.

Albion School District will collaborate with the CWA to develop and implement clear, written procedures governing how transportation is provided to maintain children in foster care in their schools of origin. The school district will also work with the CWA to reach an agreement in regards to covering the transportation costs. The agreement will cover how the transportation will be provided, arranged, and funded for the duration of the child’s time in foster care. Each agreement can/will vary greatl y because the unique needs of each child should be considered in making the decision on transportation.

7. Clear, written policies that will remove barriers to immediate enrollment and record transfers for children in foster care.

Albion Board of Education has modified existing board policy to eliminate any barriers to enrollment and/or transfer of educational records for children in foster care.

ATTENDANCE

A maximum of 10 days a semester may be missed for absences, truancy counts as an absence. All regular absences apply to the ten (10) day rule, with the exception of student activity absences. Teachers shall have the responsibility of keeping a record of all absences, but will distinguish between regular absences and student activity absences in their grade books. If a student misses more than 10 regular absences during a semester “no credit” (NC) for the class will be earned. Parents/students will be responsible for keeping all of the student’s doctor, dentist, and etc. statements in the event an appeal to the ten (10) day rule is requested by the parent.

Albion Public School District Foster Care PlanWhen students have acquired five (5) absences, a letter will be sent to their parents to inform the parents that when the student has eleven (11) absences they will receive no credit (NC). Additionally, the student’s name and attendance information will be turned over to the LeFlore County Truancy Officer once the student misses five (5) days.

When a student misses school for more than the ten (10) days allowed per semester, and they are home sick and the parent appeals the ten (10) day rule, the Faculty Attendance Committee will review the students’ absence and decide if the absence will count against the student or if the absence will be overturned. The Faculty Attendance Committee will consist of the principal, the counselor, and three classroom teachers.

The attendance committee has the option of assigning the student to summer school for an appropriate number of days, if the student has a passing grade.

It is the duty and responsibility of all students to attend school on each school day, if possible. If a student is absent from class for any reason, it is the student’s responsibility to contact his/her teacher and make up all work missed, if possible. Credit will be given for the make-up work, provided it is turned in according to policy or by special arrangement with the instructor.

All students missing class will be counted absent unless they are participating in a school sponsored activity.

As required by Law, Albion Public Schools will implement during the 2005-2006 school year a student information system set up on the Albion Public School website. This will allow parents to access information relevant to their child. The student information system will allow parents to check their child’s grades, their child’s attendance records, and other school related information. Parents are encouraged to utilize this valuable service. Parents may access the student information system at anytime to check their child’s progress or attendance.

TARDY

A student is tardy when entering a room or taking a seat after the bell rings that begins that class. Three (3) tardies will count as one (1) absence and count toward a student’s 90% attendance or 90% toward OSSAA participation. A student who misses more than 20 minutes of a class is counted absent instead of tardy.

II. Parents are urged to encourage and support the efforts made by teachers in assigning homework.

III. Homework will not be used as a disciplinary measure.

IV. Homework will supplement, complement and reinforce classroom teaching and learning.

V. Students will be instructed in the work before a homework assignment is to be made.

When a student has been absent from class, many learning activities missed cannot be duplicated for make-up work purposes. Therefore, when a student submits assignments representing make-up work, it should not be assumed this work reflects the same accomplishments as a student who was in attendance.

It is the student’s responsibility to see that all make-up work is obtained and submitted on time. The student is to contact his/her teachers the day the student returns from being absent to obtain the work missed. Students who have been absent will be given 1 day for each day absent to submit missed assignments. When the student is absent for three (3) or more days, the school should be contacted about make-up work requirements and responsibilities.

VISITORS

Visitors are classified as those persons on campus who do not work for the school or who are not enrolled as a student. All visitors are to report to the office before conducting any business in the school building or on the school premises.

PARENT-TEACHER CONFERENCES

Parents are always welcome to visit Albion School. However, if a conference is desired, a time may be scheduled by calling the school office. Normally, conferences are scheduled before or after school, or during the teacher’s preparation period.

Albion Public School District Foster Care PlanAlbion School is a closed campus. Once a student arrives on the school grounds,

he/she will not leave the school grounds, without special expressed permission from the office, until school is out for the day. Students who leave school without permission will have to be brought to the school for readmission by a parent/guardian. Upon being readmitted to school the principal will determine the appropriate discipline to be used for this infraction. It may include corporal punishment, out of school suspension or after school suspension.

Parents that need to pick up children during school hours should contact the principal’s office. If possible, parents should call the office before coming to pick up your child.

WITHDRAWALS

Each affected teacher must sign withdrawal slips. All books, fees and fines must be taken care of in order to ensure no delays in having records sent to the new school. Student records will be sent to other schools on written request of the new receiving school.

TOBACCOSTATEMENT OF POLICY, DRUG-FREE SCHOOL

I. In recognition of the clear danger resulting from illicit drug and alcohol abuse and in good faith effort to promote the health, safety, and well being of students, employees, and community as a whole, the Albion Board of Education has implemented a developmentally based drug and alcohol education and prevention program for grades K-12.II. Students are hereby notified that the use, possession, or distribution of illicit drugs, and alcohol is wrong and harmful.III. Standards of conduct that are applicable to all Albion School students prohibit the unlawful possession, use, or distribution of illicit drugs and alcohol by students on school premises or as part of its activities.IV. Disciplinary sanctions will be imposed on students who violate standards of conduct required by paragraph “III” above, will be consistent with local, state and federal laws, up to and including corporal punishment, probation, suspension, and expulsion, as well as referral for prosecution. Completion of an appropriate rehabilitation program may also be recommended.V. Information about drug and alcohol counseling and rehabilitation and re-entry programs will be made available through the school office.VI. Standards of conduct as outlined in Paragraph “III” and disciplinary sanctions in Paragraph “IV” will be a part of notification to parents and students.“The Drug Free Schools and Communities Act Amendments, P.L. 101-226 requires that State, as well as local educational agencies, must certify that it has adopted and implemented a program to prevent the unlawful possession, use or distribution of illicit

Section 759, Refusal of Minor to Furnish InformationConcerning Acquisition of Cigarettes, Cigarette Papers,

Cigars, Snuff, Chewing Tobacco or Other Tobacco Products

Any minor being in possession of cigarettes, cigarette papers, cigars, snuff, chewing tobacco, or any other form of tobacco product and being questioned by any police officer, constable, juvenile court officer, truant officer, or teacher in any school, asked where and from whom such cigarettes, cigarette papers, cigars, snuff, chewing tobacco, or any other form of tobacco product were obtained, who shall refuse to furnish such information, shall be guilty of a misdemeanor and upon conviction thereof before the district court, or any judge of the district court, such minor being of the age of sixteen (16) years or upwards shall be sentenced to pay a fine or to undergo an imprisonment in the jail of the proper county not exceeding five (5) days, or both; if such minor shall be under the age of sixteen (16) years, he or she shall be certified by such magistrate or justice to the juvenile court of the county for such action as said court shall deem proper. (21-1242)

Section 759.1 Furnishing Tobacco Products to MinorsPunishment

Any person who shall furnish to any minor by gift, sale or otherwise any cigarettes, cigarette papers, cigars, snuff, chewing tobacco, or any other form of tobacco product shall be guilty of a misdemeanor and upon conviction thereof shall be sentenced to pay a fine of not less that twenty-five dollars ($25.00) nor more than two-hundred dollars ($200.00) and be confined in the county jail not less than ten (10) days nor more than ninety (90) days for each offense. (21-1241)

Section 390 Pupils: Dangerous WeaponsDangerous Substances & Electronic Paging Devices

The superintendent, principal, teacher, or security personnel of any public school in the State of Oklahoma, upon reasonable suspicion, shall have the authority to detain and search or authorize the search, of any pupil or property in the possession of the pupil when said pupil is on any school premises or while in transit under the authority of the school, or while attending any function sponsored or authorized by the school, for dangerous weapons or controlled dangerous substances, as defined in the Uniform Controlled Dangerous Substances Act, intoxicating beverages, non-intoxicating beverages, as defined by Section 163.2 of Title 37 of the Oklahoma Statutes, electronic paging devices or for missing or stolen property if said property be reasonably suspected to have been taken from a pupil, a school employee or the school during school activities.

searched and shall be witnessed by at least one other authorized person, said person to be of the same sex, if practicable.

The extent of any search conducted pursuant to this section shall be reasonably related to the objective of the search and not excessively intrusive in light of the age and sex of the student and the nature of the infraction. In no event shall a strip search of a student be allowed. No student’s clothing, except cold weather outerwear, shall be removed prior to or during the conduct of any warrantless search.

The superintendent, principal, teacher, or security personnel searching or authorizing the search shall have authority to detain the pupil to be searched and to preserve any dangerous weapons or, controlled dangerous substances, intoxicating beverages, non-intoxicating beverages, electronic paging devices or missing or stolen property that might be in their possession including the authority to authorize any other persons they deem necessary to restrain such pupil or to preserve any dangerous weapons or controlled dangerous substances, intoxicating beverages, non-intoxicating beverages, electronic paging devices or missing or stolen property.

Any pupil found to be in possession of dangerous weapons or controlled dangerous substances, intoxicating beverages, non-intoxicating beverages, electronic paging devices or missing or stolen property may be suspended by the superintendent or principal for a period not to exceed the current school semester and the succeeding semester. Any such suspension may be appealed to the board of education of the school district by any pupil suspended under this section.

Pupils shall not have any reasonable expectation of privacy towards school administrators or teachers in the contents of a school locker, desk, or other school property. School personnel shall have access to school lockers, desks, and other school property in order to properly supervise the welfare of pupils. School lockers, desks, and other areas of school facilities may be opened and examined by school officials at any time and no reason shall be necessary for such search. Schools shall inform pupils in the student discipline code that they have no reasonable expectation of privacy rights towards school officials in school lockers, desks, or other school property. (70-24-102)

Every teacher employed by the Albion Board of Education who has reasonable cause to suspect that a student is under the influence of or has in his/her possession non-intoxicating beverages, alcoholic beverages, a controlled dangerous substance, or an electronic paging device and who reports such information to the appropriate school official, shall be immune from all civil liability. (O.S. Title 70, Section 24-132)

Albion Public School District Foster Care PlanAcquired immune deficiency syndrome (AIDS) prevention education shall be limited

to the discussion of the disease AIDS and its spread and prevention.

Students shall receive such education: At the option of the local school district, a minimum of one time during the period from grade five through grade six; A minimum of once during the period from grade seven through nine; and A minimum of once during the period from grade ten through grade twelve.

School districts shall make the curriculum and materials that will be used to teach AIDS prevention education available for inspection by the parents and guardians of the students that will be involved with the curriculum and materials. The school districts, at least one (1) month prior to teaching prevention education in any classroom, shall conduct for the parents and guardians of the students involved during weekend and evening hours at least one presentation concerning the curriculum and materials that will be used for such prevention education. No student shall be required to participate in AIDS prevention education if a parent or guardian of the student objects in writing to such participation.

Prescription/Non-Prescription Drugs

All medication, prescription or non-prescription, must be submitted to the principal’s office or the school nurse (if available) upon arrival at school, not kept in lockers or carried by the student. The medication will be administered by the principal, his/her designee, or nurse as prescribed by the doctor. Written authorization from the parent/guardian is required for students to take medicine at school. A student can keep an inhaler in his/her possession, if a parent/guardian has notified the office.

POLICY STATEMENT HARASSMENT, HAZING AND BULLYING

It is the policy of this district that no student or employee of the district shall participate in harassment, sexual or otherwise, hazing or bullying.Harassment is the deliberate use of language or physical contact in an attempt to degrade or humiliate. Harassment exists when an individual student or an unorganized group of individuals who use rough practical jokes or cause a student to perform meaningless, difficult or humiliating tasks.

Sexual harassment includes, but is not limited to unwelcome sexual advances, requests for sexual favors, or other verbal or physical conduct of a sexual nature. The behavior or conduct has the purpose or effect or unreasonably interfering with the individual’s performance or creating an intimidating, hostile or offensive environment.

Hazing is defined as an activity which recklessly or intentionally endangers the mental health or physical health or safety of a student for the purpose of initiation or admission in or with any organization operating subject to the sanctions of the school district.

Bullying is defined as any written or verbal expression or physical act or gesture, or a pattern thereof that is intended to cause distress upon one or more students in the school, on school grounds, in school vehicles, at a designated school bus stop, or at school activities or sanctioned events.

No student in this district will be subject to hazing, harassment, bullying or any other form of persecution by any student or employee at school or on school-sponsored activities whether connected to an organization or not.

Appropriate disciplinary actions will be taken against any student who causes, engages in, encourages, condones or otherwise permits unlawful harassment, hazing, or bullying and against any supervisory or other responsible employee who fails to take corrective action as provided above. Such conduct may be grounds for suspension from school.

Any student who believes that he or she has been the victim of harassment, hazing, or bullying should report such actions to any teacher, counselor, principal or administrator. District employees shall take necessary and appropriate disciplinary action toward any student or employee who violates this policy. Disciplinary action may include expulsion or outside counseling services for students and employment termination for employees if in compliance with state law.

IMMUNIZATIONS

All minor children attending all public, parochial, or private schools in the state of Oklahoma must have a certificate, preferable ODH Form 218B (Immunization Card), signed by a licensed physician or an authorized representative of a state or local health department, certifying that a child has completed no less than: 3 DPT, 2 measles, 1 rubella and 4 polio. Hepatitis and chicken pox immunizations will also be required, as mandated by the State Department of Health.

The official certification or immunization card ODH 218B is distributed by the Oklahoma State Department of Health. Other certification forms are acceptable only if they have the type and date of immunization given. The signature of a licensed physician or authorized representative of the state or local health department is required.

All minor children applying for admission to any Oklahoma school, who have not completed the required immunizations, must be informed of the necessary requirements and complete those requirements within 120 days of school entry. Any student that is not

SECTION 703 SCHOOL ATTENDANCE OF CHILDAFFLICTED WITH CONTAGIOUS DISEASE

HEAD LICE

Any child afflicted with a contagious disease or head lice is prohibited from attending a public, private, or parochial school until such time as he is free from the contagious disease or head lice.

Any child prohibited from attending school due to head lice shall present to the appropriate school authorities, before said child may re-enter school, certification from a health professional as defined by Section 2601 of Title 62 of the Oklahoma Statutes or an authorized representative of the State Department of Health that said child is no longer afflicted with head lice (70-1210-194)

INCLEMENT WEATHER

If it becomes necessary to dismiss school for an entire day due to dangerous weather conditions, the following procedure will be followed: School dismissal will be announced by KFSM-TV, Channel 5 and Channel 40 in Ft. Smith. Listen to the early morning news on your radio, KPRV (92.5 FM in Poteau) or KTCS (99.9 FM in Ft. Smith), to see if school has been dismissed. Please do not call the school or school personnel at their homes.

FIRE DRILL

I. Students are to evacuate the building immediately. Do not linger to get books, coats, or other items.II. Teachers are to see that the students leave the rooms as quickly as possible in an orderly manner with no running or shoving.III. Students are to know and to use the proper exits from the building.IV. Teachers are to be the last to leave the room. All hallway doors should be closed.V. Students are to move away from the building and to remain outside until told to re-enter the building.VI. The fire alarm is a series of short sounds of the bell, repeated at intervals.VII. Students are to leave buildings according to exit plans posted in all buildings.

TORNADO DRILL

Students are to go to predesignated facilities when the tornado bell sounds. This is a constant ringing of the bell. Your principal will have practice to assure that students know where to go.

INSURANCE

Parents may purchase insurance through the school, an accident policy on their school children that will cover accidents according to the type of policy taken. The school does not receive a commission on these policies, they are offered as a service to the parents. If insurance is taken and it becomes necessary to file a claim, the claim forms may be obtained at the high school office. If you need a packet concerning the insurance, you may obtain one at the high school office. If a parent/student decides to not take an insurance policy, and the student is injured at school or a school sponsored activity, the school is not liable for the doctor or hospital bill.

If a student plans to participate in competitive sports at Albion School, it will be necessary to have school insurance, or that the school has on file a signed statement that the student will participate without the insurance. We suggest if any student rides the bus or participates in any school-sponsored activities, he/she should have some type of insurance coverage.

LOCKERS

Students will be assigned a locker during the first week of school. Any student needing a locker or a change or lockers should check at the principal’s office. Students are urged to place a lock on their locker. Students who use locks will give the principal an extra key or the combination to the lock. Students have no reasonable expectation of privacy rights towards school officials in school lockers, desks, or other school property. (70-24-102)

LIBRARY

Books may be checked out for a two-week period. The Librarian will post names of students with overdue books. Students are financially liable for lost or destroyed library books.

The telephone will not be used without permission of the principal. Students will not be called from class to the phone unless an emergency exists. All out-going long-distance calls must be collect; under no circumstances will they be charged to the school.

STUDENT CELL PHONE USE

Albion Public School allows students to carry cell phones to school and on the school bus. The phone must be turned off when they are in the school building and they are to be used in emergency situations only and not to be used to call home or for social calls. If a student needs to call home, they will get permission to use a phone in the office or in some circumstances get permission to use their cell phone. This policy does include text messaging.

If a student is caught using a cell phone without permission from their teacher, sponsor or administrator then the phone will be taken away from them for the remainder of the day. The student can then pick the phone up in the office when school is out.

On the second offense the student will be suspended for two (2) days. (Cell phone may be voluntarily surrendered to the school for two (2) days in lieu of suspension).

When a student is caught using a cell phone for the third time in a school year without permission, they will be suspended for three (3) days. Suspension will follow after each use when the student does not have permission to use the cell phone. (Cell phone may be voluntarily surrendered to the school for three (3) days in lieu of suspension).

Pagers are not allowed.

SCHOOL EXPENSES

Textbooks are free; however, some expenses may be incurred for classroom aids for personal use, in subjects such as Foundations for Living, Agricultural Science, art, etc. Other expenses the student may incur includes reimbursement for lost textbooks, library books, school pictures, graduation costs, and items of similar nature.

TEXTBOOKS

Each student will be issued a textbook in each class in which he/she is enrolled. Each textbook must be returned at the conclusion of the school year in as good condition as it was received, normal wear and tear accepted.

Excessive damage to a textbook may result in disciplinary action or assessment for the replacement of the volume.

All students are expected to use the transportation provided by the school. The student must go and return in the transportation provided. A parent must personally pick up the student from the leader or coach and inform them that their child will be riding home with them. Once the student arrives at another location, the student is not allowed to leave the premises in which the activity is taking place without permission of the leader or coach in charge.

Students who represent the school or who accompany school groups to other schools are subject to the authority of Albion faculty members just as though they were at the Albion School.

CONDUCT AT SCHOOL-SPONSORED ACTIVITIES

In order for students and adults to enjoy school-sponsored activities, it is recommended for all students to be accompanied by parents or adults who assume responsibility for student action while attending school activities. Running up and down bleachers, throwing objects in the stands, scuffling or fighting, use of illegal drugs or alcohol, offensive or obscene language, failure to obey directions of school officials or general misconduct will not be tolerated. Flagrant violations may result in student dismissal from the activity, normal disciplinary measures, and possible suspension from future school-sponsored activities.

Students who enter the gymnasium may not leave unless they are leaving the school premises. Once they leave, they may not re-enter unless they pay again.

MISCELLANEOUS POLICIES

A. Students are expected to maintain a high degree of citizenship and sportsmanship.

B. Students who do not ride buses will be expected to leave the school grounds immediately after school is dismissed.

C. Students who eat breakfast at school should not come on the school grounds before 7:40 a.m. Other students should not arrive before 7:45 a.m.

D. Automobiles and motorcycles will remain parked until school is dismissed. Keys may be required to be turned in at the principal’s office.

E. Students will not wear head gear (hats, caps, bandannas, and headbands), chainsor sunglasses in the school building. No exceptions, except for medical reasons.

F. Students should not display affection in the form of physical contact while on

G. Any student participating in extracurricular activities must be a full-time student. Homebound is not considered full-time.

H. Students will not be permitted in the halls during class periods without a corridor pass, signed by their teacher.

I. Students will not be allowed to have food or soda drinks during class or in the classrooms. Students will be allowed to eat lunch in a supervised room.

J. No student shall work on his/her vehicle at the shop.K. Students in welding class may be charged a fee. Students will pass a safety test

and certify before working in the welding shop.L. Students who are eligible by law for Driver’s Education may be offered that

opportunity during the summer.

DRESS CODE

Any apparel that will expose the back or midriff of any student is not acceptable on school property during school hours under normal conditions. Shorts, shirts and dresses should be no shorter than five inches above the knee, with the exception of EC-2nd grade students. No see-through blouses or shirts (fish-net type). Students will be expected to keep their appearance neat and clean, including head and facial hair. No vulgar language or implied vulgarity, ads for alcoholic beverages or unhealthy products, obscene or distasteful pictures on clothing. Any jewelry or apparel (this can include body piercing jewelry) that is deemed unsafe or distracts from the educational process is not allowed, at the discretion of the building principal. Hats or caps will be removed on entering the buildings. Shoes must be worn at all times for health and safety. All undergarments must be covered by a shirt and/or trousers. Shoulder straps on shirts or blouses must be at least 2” wide. Students will not be allowed to wear trousers, jeans, etc., which “sag”. The straps on overalls must be worn over the shoulders, and snapped, hooked, or buttoned. No extremely tight-fitting or revealing clothing is allowed. Gang Dress: Gang dress, such as bandannas, big legged pants, and other dress identified by police and school officials as gang dress or symbols is not permitted.

GRADUATION DRESS CODEThis is a formal occasion. As a school we want this to be a serious culmination to your high school career. Therefore we are requiring the following dress code for seniors as well as the junior honor marshals and ushers. Females must wear a dress or pant suit with dress

CAFETERIA

The Albion Public Schools have provided a cafeteria where the student may buy a well-balanced, hot lunch at a minimum cost. The cafeteria is provided for the student’s convenience and pleasure, and it can be most enjoyable if these rules of courtesy are observed:

I. The serving lines should be formed as students enter the serving area. Running or crowding in line or exchanging places in line is not acceptable.

II. Do not hold a place in line for your friends.

III. Observe the rules of etiquette and order in the lines and at the tables as though you were in the dining room of your own home.

IV. Having finished with lunch, return trays to the counter, placing silverware, trays and paper in designated places.

Students are given free or reduced lunch applications when they enroll and are requested to return these to the principal’s office for approval.

APPOINTMENTS

It is understandable that some appointments cannot be made to fit the school day. Whenever an appointment occurs during the school day, the parent should notify the office by telephone or in person. The student will be expected to attend school for the period of time not taken up by the appointment. Appointments that fall into this category are doctor, dental, and driver examination. Parents are encouraged to make appointments during non-school hours.

LOST AND FOUND

All articles found in the building, on the buses, or on the school grounds are to be turned in to the office. Lost articles may be claimed by showing proper ownership.

Water guns, water balloons, shaving cream, bean shooters (slingshots), or other nuisance items which create disturbances and cause discomfort to others are also not permitted. Snowball throwing on school property is prohibited.

HALL TRAFFIC

In order to facilitate the movement of students between classes, it is necessary that the following regulations be observed:

I. Students will refrain from loud talking, boisterousness, or other disruptive behavior.II. Always have courteous consideration for others both in the hallways and in the classrooms.III. Running in the halls is viewed as dangerous to the safety of other students and school personnel and is strictly prohibited.IV. Public displays of affection (including, but not limited to, holding hands, kissing, or hugging) will not be permitted at school.

BUS RIDER RULES

Riding a school bus is a privilege and the privilege may be removed for not abiding by the Bus Rider Rules. Appropriate disciplinary action will be taken for Bus Rider Infractions.

Students must obey the bus driver at all times!

Before Loading, Students Should:I. Be on time at the designated bus stop.II. Stay off the road at all times while waiting on the bus.III. Wait until the bus comes to a complete stop before attempting to enter the bus.IV. Be careful while approaching bus stops.V. Do not move toward the bus at the loading zone until the bus has been brought to a complete stop and the driver has motioned for you to board.VI. Respect people and their property while waiting on the bus.VII. Receive proper school official authorization to be discharged at places other than the regular bus stop.

In addition to teaching content and concepts, we strive to teach skills which are necessary for survival in life. There must be rules and regulations if people are to work together harmoniously. We believe that all students must learn self-discipline and that such things as being courteous, on time, accepting responsibility, and meeting commitments are an essential and an important part of school and later in life. Therefore, every student is expected to:

I. Obey requests of all faculty members, whether or not they actually teach you;II. Report to class on time;III. Demonstrate acceptable behavior and not disrupt the learning atmosphere of the classroom;IV. Be courteous and respectful to all faculty members and school employees;V. DISCIPLINARY ACTIONGRADES 7-8

Students who do not comply with school policies and regulations are subject to disciplinary actions. These actions will vary depending upon the seriousness of the infraction. The actions may range from detention to expulsion and may include corporal punishment and after-school detention. Albion school reserves the right to utilize corporal punishment as a disciplinary measure. If a parent does not wish to have corporal punishment administered to his/her child it will be necessary for that parent to notify the office in writing.

SUSPENSION

A student may be temporarily suspended, which shall be defined as exclusion from classroom instructions, not to exceed ten (10) days, by the principal or the principal’s designated representative under the procedure hereinafter set forth.

Upon being brought to the attention of the principal or his designated representative that a student has allegedly committed certain acts, an informal conference will be held between the student and the principal or designated representative. At the conference, the student shall be informed of what he is accused of violating and further, he will be advised of specifically what he is accused of doing and what the basis of the accusations are. In the event the student denies these charges, he shall be given an explanation of the evidence the

Albion Public School District Foster Care Planschool authorities have and shall be given the opportunity to present any information or explanation concerning the charges brought against him/her.

After discussing the charges in detail and considering the explanation, if any, furnished by the student, the principal or his designated representative shall determine if the student is, in his opinion, guilty of those charges. If he so determines, the principal or his designated representative shall have the authority to administer a temporary suspension for whatever time period he deems is warranted, taking into consideration the severity of the violation up to a maximum of ten (10) days; the parent or guardian will be notified of the punishment and action by mail or telephone.

A student has a right to due process. If the parents feel the suspension is unwarranted they may appeal the principal’s decision to the school superintendent. If not satisfied with the principal and the superintendent’s decision then the suspension can be appealed to a committee that is made up of both Albion classroom teachers and administration. A contested suspension will not be implemented until due process is completed.

During suspension or expulsion from school, a student will not be permitted to return to the school premises or attend school-sponsored activities on the Albion campus.

Upon completion of the specified suspension time, the parent or guardian will accompany the student to school to be reinstated by the principal or his designated representative. A satisfactory understanding between student, parent/guardian, and school official must be reached.

EXPULSION OR PERMANENT SUSPENSION

The principal may recommend expulsion, which shall be defined as exclusion from regular classroom instruction for any period exceeding nine (9) days.

During suspension or expulsion from school, a student will not be permitted to return to the school premises or attend school-sponsored activities on the Albion campus. A student on suspension or expulsion will receive failing grades for work which is missed during the term of the suspension or expulsion.

If the parents of the student feel the expulsion or permanent suspension is unwarranted or to demanding they can appeal it to the Board of Education. The Board of Education’s decision will be final.

VALEDICTORIAN AND SALUTATORIANA student must have attended Albion during the 7th and 8th grades to be eligible for

valedictorian and salutatorian of the 8th grade. The student must have been enrolled in

FUND RAISERS

A list of fundraisers must be turned in to the principal, at the beginning of the school year and approved by the School Board. The length of fundraisers will be at the discretion of the Administration and School Board.

STUDENT REPRESENTATIVES

Faculty and staff will choose students selected to represent Albion School in special events. The following criteria will be used in the selection:

Any student who accepts the responsibility of a leadership role in the Albion School, including class officer, organization officer, or other positions of leadership, must maintain a passing average, and also have maintained a passing average the previous semester. SEMESTER GRADES – SECTION 1

A. A student must have received passing grades in a minimum of five subjects counted for graduation that he/she was enrolled in during the last semester he/she attended fifteen or more days. (This requirement would be five school credits for the 7th and 8th grade students.)

B. If a student does not meet the minimum scholastic standard; he/she will not be eligible to participate during the first six weeks of the next semester he/she attends.

D. Pupils enrolled for the first time must comply with the same requirements of scholarship. The passing grades required for the preceding semester should be obtained from the records in the school last attended.

ELIGIBILITY DURING SEMESTER, SECTION 2

A. Scholastic eligibility for students will be checked after three weeks (during fourth week) of a semester and each succeeding week thereafter.

B. A student must be passing all subjects he/she is enrolled in during a semester. If a student is not passing all subjects enrolled in at the end of a week, he/she will be placed on probation for the next one week period. If a student is still failing one or more classes at the end of the probationary one-week period, the student will be ineligible to participate during the next one-week period. The ineligibility periods will begin on Monday and end on Sunday.

C. A student who has lost eligibility under this provision must achieve the minimum scholastic standard in order to regain eligibility. A student regains eligibility under Rule 3 with the first class of the new one-week period (Monday through Sunday).

D. “Passing Grade” means work of such character that credits would be entered on the records were the semester to close at that time.

PROFICIENCY BASED PROMOTION

1. Upon the request of a student, parent, guardian, or educator, a student will be given the opportunity to demonstrate proficiency in one or more areas of the core curriculum.

ASBESTOS HAZARD EMERGENCY ACT

In response to the Asbestos Hazard Emergency Act, P.L. 99-5519, and EPA regulations, Albion Public School has completed the reinspection of our buildings that contained asbestos building materials.

As a result of our reinspection, we are pleased to announce that areas that contain asbestos pose no health problems.

The management plan and the results of the reinspection will be available for your viewing during office hours in the office of the Superintendent. Please call for an appointment.

USE OF SCHOOL FACILITIES

The Board of Education believes that the first priority in the use of its school facilities is the education of children in the district. However, local citizens are encouraged to use the facilities for other reasonable educational, recreational, and social functions.

the occupancy or use of school facilities in such amounts and in such manner as may be determined.

The superintendent is directed to establish rules and regulations in support of this policy.

Obtain from the district office the necessary application forms.

Application must be submitted at least one week I advance to the district office.

If a rental charge is required, it shall be paid in the district business office. All checks shall be made payable to: Albion Public Schools.

School premises shall not be available on occasions or during hours that have been scheduled in advance by the various school principals for school exercises or functions in connection with regular schoolwork.

Persons or organizations using school premises that include a stage and stage equipment shall not be permitted to remove or displace furniture or any apparatus. Pianos shall not be moved on or off the stage, except under the direction of the district personnel in charge.

Access to rooms or facilities, including playing fields, other than approved by application, shall not be permitted.

No intoxicants or narcotics shall be used in or about school buildings and premises, including playing fields; nor shall profane language, quarreling, fighting, or gambling be permitted.

Smoking in school buildings is prohibited. Violations of this rule by any organization during occupancy shall be sufficient cause for denying further use of school premises to the organization.

The programs offered in or during the use of any school premises shall at no time contain any matter that might tend to cause a breach of the peace; constitute subversive doctrine or seditious utterances, or agitate for changes in our form of government or social order by violence or unlawful methods.

Juvenile organizations must have adult sponsorship.

damage.Groups using the building shall use no preparation on the floors at any time.

All functions must close by 12:00 midnight unless special arrangements have been made with the school principal.

Any person applying for the use of school property on behalf of any society, group, or organization shall be a member of such applicant group and, unless he/she is an officer of such group, must present written authorization from such applicant group to make such application.

It is the responsibility of the organization to provide proof of liability insurance before using any facility.

The school district reserves the right to reschedule any or all facilities for another purpose or group should a priority need arise.

DURING SCHOOL HOURS:

Student groups may use school buildings, property, or equipment, during normal school hours only for group meetings or activities which are related to the curriculum. Such use shall be arranged according to the official school schedule.

The use of school buildings, property, or equipment by students during normal school hours shall be free of charge. However, consent of the superintendent must be obtained.

DURING NON-SCHOOL HOURS

School buildings, property, or equipment may be made available to students or non-student groups for non-curriculum use of a general public interest during non-school hours. A charge may be required to cover utility expenses. (Gas, Electricity, Water, etc.)

1. Auditorium/gym – no charge, except utilities with board approval.

ADMISSION

Enrollment for a new student must include:

State law provides that a child must be six years old on or before September 1 to enter the first grade, and five years old on or before September 1 to be admitted to kindergarten. Pre-enrollment for kindergarten will be announced in the spring.

Student placement will be made by the office and not by parent’s request.

SCHOOL DAY

Students who eat breakfast at school may arrive at school at 7:40 a.m. Students who do not eat breakfast at school should not arrive until 7:45 a.m. These students are not able to receive proper supervision since teachers are not at school before this time. Doors will not be open until teachers are on duty.

Breakfast will be served for elementary school children beginning about 7:30 a.m. and classes will begin at 8:00 a.m.

ATTENDANCE

No single factor does more to aid a student’s progress in school than regular attendance. The Oklahoma School law demands that a student attend school until he/she is eighteen years old or until he or she has completed high school. The taxpayers of the community have provided educational schools and it is the responsibility of every student to make the most of the opportunities that have been provided. This can be accomplished by regular attendance.

A maximum of 10 days a semester may be missed for absences, truancy counts as an absence. All regular absences apply to the ten (10) day rule, with the exception of student activity absences. Teachers shall have the responsibility of keeping a record of all absences, but will distinguish between regular absences and student activity absences in their grade books. If a student misses more than 10 regular absences during a semester “no credit” (NC) for the class will be earned. Parents/students will be responsible for keeping all of the student’s doctor, dentist, and etc. statements in the event an appeal to the (10) day rule is requested by the parent.

When students have acquired five (5) absences, a certified letter will be sent to their parents to inform the parents that when the student has eleven (11) absences they will receive no credit (NC). Additionally, the student’s name and attendance information will be turned over to the LeFlore County Truancy Officer once the student misses five (5) days.

When a student misses school for more than the ten (10) days allowed per semester, and they are home sick and the parent appeals the ten (10) day rule, the Faculty Attendance Committee will review the students’ absence and decide if the absence will count against

The attendance committee has the option of assigning the student to summer school for an appropriate number of days, if the student has a passing grade.

It is the duty and responsibility of all students to attend school on each school day, if possible. If a student is absent from class for any reason, it is the student’s responsibility to contact his/her teacher and make up all work missed, if possible. Credit will be given for the make-up work, provided it is turned in according to policy or by special arrangement with the instructor.

All students missing class will be counted absent unless they are participating in a school sponsored activity.

As required by Law, Albion Public Schools will implement during the 2005-2006 school year a student information system set up on the Albion Public School website. This will allow parents to access information relevant to their child. The student information system will allow parents to check their child’s grades, their child’s attendance records, and other school related information. Parents are encouraged to utilize this valuable service. Parents may access the student information system at anytime to check their child’s progress or attendance

PLAYGROUND RULES

DISCIPLINE

Albion Public School has a student discipline policy available upon request. The school’s primary goal is to educate, not discipline. However, sometimes it becomes necessary to take corrective action. The goal of any disciplinary action should be to modify behavior to adhere to the discipline policy of the school.

By Oklahoma Statutes, the teacher of a child shall have the same rights as a parent or guardian to control and discipline such child according to local policies during the time the child is in attendance or in transit to and from school or any school function authorized by the school.

DISCIPLINE POLICY

All steps include a written report filed with the principal and one sent home. Steps start over each nine-week quarter. Options for discipline are as follows:

KINDERGARTEN HONOR MARSHALS AND USHERS

Honor Marshals and Ushers will be selected for the Kindergarten graduation from the first grade class. In order to be selected, the students must have attended Albion School by the first day of the second nine weeks of the first grade.

EXTRA-CURRICULAR ACTIVITIES

Any student that has a failing grade for the semester will not be eligible to participate the following week in extra-curricular activities.

RETENTION

No student shall be advanced to a higher grade level after a recommendation of a teacher that the child should be retained in the child’s present grade level. Parents have the right to appeal this recommendation first to the building principal and then to the

We are very pleased to bring this access to Albion Public School and believe the Internet offers vast, diverse and unique resources to both students and teachers. Our goal in providing this service to teachers and students is to promote educational excellence by facilitating resource sharing, innovation and communication.

The Internet is an electronic highway connecting thousands of computers all over the world and millions of individual subscribers. Students and teachers have access to: Electronic mail communication with people all over the world Information and news Public domain and shareware of all types Discussion groups on a plethora of topics ranging from diverse cultures to the

environment to music to politics Access to many university catalogs

With access to computers and people all over the world also comes the availability of material that may not be considered to be of educational value in the context of the school setting. Albion Public School has taken available precautions to restrict access to inappropriate materials. However, on a global network it is impossible to control all materials and an industrious user may discover inappropriate information.

Internet access is coordinated through a complex association of government agencies, and regional and state networks. In addition, the smooth operation of the network relies upon the proper conduct of the end users who must adhere to strict guidelines. The guidelines are provided here so that you are aware of the responsibilities you are about to acquire. In general this requires efficient, ethical and legal utilization of the network resources. If a Albion Public School user violates any of these provisions, their access will be terminated and future access could possibly be denied.

Internet – Terms and Conditions

1. Acceptable Use – The purpose of Internet Use in the Albion Public School is to support research education in and among academic institutions in the U.S. by providing access to unique resources and the opportunity for collaborative work. School use must be in support of education and research and consistent with educational objectives. Use of other organization’s network or computing resources must comply with the rules

The system administrators and teachers will deem what is inappropriate use and their decision is final. The district may deny, revoke, or suspend specific user access.3. Etiquette – You are expected to abide by the generally accepted rules of network etiquette. These include, but are not limited to the following:

5. Security – Security on any computer system is a high priority, especially when the system involves many users. If you feel you can identify a security problem on Internet, you must notify a teacher who will, in turn, notify a system administrator. Do not demonstrate any problems to other users. Do not use another individual’s account without written permission from that individual. Attempts to access Internet as a system administrator will

6. Vandalism – Vandalism will result in cancellation of privileges. Vandalism is defined as any malicious attempt to harm or destroy hardware, date of another user, Internet, or any agencies or other networks. This includes, but is not limited to, the uploading or creation of computer viruses.

7. Exception of Terms and Condition – All terms and conditions as stated in this document are applicable to Albion Public School and the Oklahoma State Department of Education. These terms and conditions reflect the entire agreement of the parties and supersede all prior oral or written agreements and understandings of the parties. The terms and conditions shall be governed and interpreted in accordance with the laws of the State of Oklahoma, and the United States of America.

CONCUSSIONS AND HEAD INJURIES

The Albion Board of Education recognizes that concussions and head injuries are commonly reported injuries in contact sports.

On an annual basis, a concussion and head injury information sheet shall be completed and returned to the school district by the youth athlete and the youth athlete’s parent or guardian prior to the youth athlete’s participation in practice or competition. The athletic director shall provide written instructions to all coaches to insure that no youth athletes are allowed to participate in practice or competition prior to the receipt of a concussion and head injury information sheet. Any coach or staff allowing a youth athlete to participate in practice or competition prior to the receipt of a signed concussion and head injury information sheet shall be disciplined and may be terminated from employment in the extra duty assignment.

A youth athlete who is suspected of sustaining a concussion or head injury during a practice or game shall be removed from participation at that time. Any youth athlete removed from participation shall not be allowed to participate until the athlete is evaluated by a licensed health care provider trained in the evaluation and management of concussion and receives written clearance to return to participation from that health care provider.
