Funding History• State Fiscal Year (SFY) 2013:– Attorney General Miller authorized a one-time transfer of

approximate $1.1 million dollar from our reserve to minimize the federal and state funding cuts.

• Victim Services Programs continue to be providing services on minimal or bare bones budgets.

• Anticipated additional funding cuts in SFY2014. • Programs are struggling to make payroll , continue to

keep their shelter doors open, are closing outreach offices, and limiting their response and services in their outlying catchment or service area.

Steps for Creating the PlanJuly 2012:• We asked the Statewide Coalitions provide

recommendations.• CVAD Division Director and VSS Administrator

met with Coalition Directors to discuss recommendations.

• First Draft of Strategic Plan created.

Continued StepsJuly 18, 2012 (Today):• Presentation to Domestic Violence & Sexual

Assault Directors on Strategic Funding and Services Plan (the Plan) on July 18th.

• Directors discuss their first response to the plan, provide questions and feedback to CVAD Division Director and VSS Staff.

Continued StepsAugust 2012:• CVAD Division Director, VSS Administrator, VSS staff,

and representative of the Coalitions will meet with Directors in their Regions.– Listen to concerns and feedback on the Plan– Ask for their input on:• structure of services• Distribution of funds & funding range

associated with the new structure of services• Application process/cycle• Transition of services

Continued StepsAugust 2012 (Tentative):• CVAD Division Director, VSS Administrator,

VSS staff, and representative of the Coalitions will have a public meeting and collaborative partners in the various regions. – Listen to concerns–Ask for their input on draft Plan

Continued StepsSeptember 2012:• DV & SA Directors will discuss and provide any

additional feedback at their Membership meeting.• Feedback and input will be reviewed and Draft Plan

will be finalized.

October 2012:• Programs and Coalition will have 30 days to provide

feedback on Draft Plan.– Both individual and as a group.

Final StepsNovember 2012:• CVAD Division Director and VSS Staff will finalize Draft

Plan.• Plan will be presented to Attorney General Miller for

consideration.December 2012:• Plan finalized.January 2013:• Plan provided to Legislators and Federal funding

Shelter-Based Services• 24-Hour Emergency Shelter for Crime Victims

– Includes assistance with food, clothing & medical needs• 24-Hour Regional Crisis Line• Advocacy to Shelter-based clients (court/legal, medical, housing,

personal or general advocacy, etc.)• Case Management for Victims at Shelter• Counseling: By Staff or through Collaborative Partnerships• Information & Referral • Programming Specific to Children at Shelter• Support Group for Shelter Residents• Transportation of clients• Volunteer Program

Safety Planning should always be provided throughout the services being offered to victims.

Domestic Abuse Comprehensive Services• Advocacy (court/legal, medical, personal or general advocacy, etc.)• Case Management for Victims

– Strengthen Collaborations with Local Resources• Community Education• Counseling (individual & group)

– Create individual and group through partnerships with mental health and substance abuse programs/counselors

• Crisis Intervention (24-hour response, contact through regional hotlines)• Programming for the Children (witnesses)• Information & Referral • Local Community Education• System Change/Advocacy• Scheduled outreach & services at set locations (satellite offices)• Transportation for clients• Volunteer Program

Sexual Abuse Comprehensive Services• Advocacy (court/legal, medical, personal or general advocacy, etc.)• Case Management for Victims

– Create individual and group through partnerships with mental health and substance abuse programs/counselors

• Crisis Intervention (24-hour response, contact through regional hotlines)• Local Community Education• Programming for all sexual abuse/assault victims: adult sexual assault victims, teen sexual

assault victims, adults molested as children, incest survivors, and child sexual abuse• Programming/Services available for friends, family and people who support SA victim• System Change/Advocacy• Scheduled outreach & services at set locations (satellite offices)• Transportation for clients• Volunteer Program

Application Process/Funding Cycle*May 9, 2013:• Award and denial letters are mailed to the applicantsMay 23, 2013• Appeals or Requests for Reconsideration are due in the

Crime Victim Assistance Division (CVAD) by 4:30 pmJune 14, 2013• Crime Victim Assistance Board will hear appeals or

requests for reconsideration for funding applicants.June 28, 2013• Contracts are issued to all funded applicants.

Application Process/Funding Cycle*

Victim Services will apply in a one-year application for State Fiscal Year 2014 (7/1/13-6/30/14). • Consider a two-year application cycle for State Fiscal

Year 2015-2016 and then back to a three-year application cycle.

Non-Victim Services will apply for a three-year application for State Fiscal Year 2014-2016 (7/1/13-6/30/16).
