constructive plan could be worked out for tho gradual solution

of the refugee problem;

Invites the British, French, Greek and Italian Governments

to enquire of the American Government whether In view of the

progress made with the constructive plan for the settlement

of tho refugees and of the pressing needs of the refugees as

The Under Secretary of State for Foreign

Affairs presents his compliments to the Secretary-

General of the League of Nations and is directed by

the Secretary of State to inform him that no copies

have so far been received in the Foreign Office of

the minutes of the fourth meeting (private) of the

Twenty eighth Session of the Council of the League.

2. Mr. Ramsay MacDonald would be glad if the

usual number of copies could be forwarded at an early

Philip Baker having left the Foreign uffl-e I am

temporarily taking hla place, and hope to write to you

soon in reply to your letter of «'uly 23rd.

There is, however, another matter in whioh perhaps

you could help me, namely, the resolution adopted by the

Council in Barch invited the British, French, Greek and

Italian uovernments to approach the unites States Government

with a view to its recommending the relief agencies in the

united States to give further help as regards Greek

I find that the British Ambassador at Washington

saw the Secretary of State at the beginning of «tune and

that the latter1s attitude, although not committal was also

not unsympathetic. I gather, however, that the French

Government did not act upon the resolution and that apparently

at their instigation the Italians also did nothing- I

wonder whether you would think it worth while to get matters

moving in regard to France? naturally this information is

confidential.

It would also be useful to me to know what, if

anything, the Americans are actually doing as regards the

settlement of refugees at the present time* This is àL1 th e

more important because the French appear to have based their

objection to pressing the U.S.G. on the fact that the American

tied Cross and other relief organisations have done a great

deal since January 1st.
