Makarsankranti / Pongal : January 15, 2015Makar Sankranti is one of the most

auspicious day for the Hindus worldwide,and is celebrated with great devotion. It isa major harvest festival celebrated in everypart of India. On this day the sun ends itssouthward journey (Dakshinayana) at theTropic of Capricorn, and starts movingnorthward (Uttarayaana) towards the Tropicof Cancer, in the month of Pausha on thisday in mid-January. It falls around midJanuary every year according to the SolarCalendar.

Lakhs of people take dip in places likeGanga Sagar and Prayag and other holyplaces of the country. Makar Sankranti iscelebrated with pomp in southern parts of the country as Pongal, and in Punjab it iscelebrated as Lohri and Maghi. In Peethas of Lord Jagannath and Tara Tarini in Odisha thisfestival is observed as Makara/Nabanki and ‘Uttarayana Yatra’.

In Uttar Pradesh, Makar Sankrant is called Khichiri. Taking a dip in the holy rivers onthis day is regarded as most auspicious. A big one-month long Magha-Mela fair begins atPrayag (Allahabad) on this occasion. Apart from Triveni, ritual bathing also takes place atmany holy places of the country. In Bengal every year a very big Mela is held on this occasionat Ganga Sagar where it is believed that Maharaja Bhagiratha, performed great penance tobring the Ganga down to the earth for the redemption of 60,000 sons of Maharaj Sagar, whowere burnt to ashes at the Kail Muni Ashram, near the present day Ganga Sagar.

It was on this day that Bhagirath finally did Tarpan wth the Ganges water for hisunfortunate ancestors and thereby liberated them from the curse. In Gujarat on theMakar Sankrant there is a custom of giving gifts to relatives and kite flying. The GujaratiPundits on this auspicious day grant scholarships to students for higher studies inastrology and philosophy. Kite flying has also been associated with this festival in a bigway in Gujarat.

.Congress cannot think beyond dynasty

Finally, Sonia Gandhi and Rahul Gandhi had to appear in the court and takebail. It became clear that no one is above law and the courts cannot beintimidated by obstructing the parliament. As summons were issued in

National Herald case by the court, Sonia Gandhi and Rahul Gandhi tried toseek exemption from personal appearance from the High Court. The problemstarted when the High Court in a detailed 27-page order while rejecting thegrant of exemption directed both of them to appear in the court. In a bizarremove the Congress chose to obstruct the functioning of the parliament callingit a political battle. Even in the face of negative public mood it continued to stallparliament on one pretext or the other. It led to blocking of several crucial billswhich could have expedited the process of development in the country. Congresshas pushed itself on the suicidal path by acting against the public mood anddemocratic ethics. Its hope to gain from negative politics stands no chance aspeople have always stood by positive politics in the country.

The statement of Rahul Gandhi that the PMO was behind High Courtjudgment further shows the utter contempt of Congress for democraticinstitutions. It is not only an attack on the PMO but also an assault on judiciarywhich is held in high esteem by the people of India. It bares the same mindsetof the Congress which had no qualms in imposing emergency in the countryand no regret for muzzling democratic voices. It is the mindset which considers‘dynasty’ to be sacrosanct and ready to attack even the court to protect itsinterests. The nation has rarely seen Congressmen coming out on the street onany major national issue but if the ‘dynasty’ is in the dock then Congressmenare seen brazenly competing to prove their loyalty. The loyalty for ‘dynasty’is above and over everything. The culture of sycophancy nurtured and nourishedby the ‘dynasty’ has now become its weakest point. This is why the Congressis registering continuous decline and its support base now stands eroded to theirreparable extent. The manner in which the parliament was obstructed hasfurther exposed the Congress which prefers to keep the ‘dynastic interests’over and above the interests of the nation.

The National Herald case is in the court where the issue will be decided.Any sane person who knows the Indian constitution would say that the issueis outside the purview of the parliament. To block parliament on the issue is notonly to question the integrity of the judiciary but an attempt to coerce it intosubmission. This is in a way denial of independence of the judiciary and openlyraises fingers at its ability to deliver justice. Can judiciary be influenced? Canits judgment be twisted to serve someone’s political interests? It is somethingwhich is beyond the imagination in the country. The Congress should desistfrom inflicting grave damage to higher institutions on which people have faithand this faith has been a crucial component in our democratic system. Such kindof short sighted politics may cause long term damage to our political system.Congress should rise above its petty interests and dynastic politics and thinkin the interest of broader issues at the national level.

of the Rajya Sabha.Congress has failed tolearn any lessons fromits drastically reducedstrength in Lok Sabhaand the days are notfar away when it willget even reduced inthe Rajya Sabha.Congress shouldknow that people arewatching it. Congressis not only stalling theparliament, it’screating obstructionsin the path ofdevelopment. It isstalling the progressof the nation. Itcannot think beyond‘dynasty’ and itsinterests. ForC o n g r e s s m e n‘dynasty’ cannot bequestioned and theiracts cannot be a subjectof scrutiny. For themthey are above law ofthe land and theirappearance in the courtis a ‘merciful act’ forwhich nation shouldbe grateful to them.The nation should begrateful because theyhave ‘respected’ thelaw. Such kind ofmindset is onlyexpediting thedownfall of theCongress and their actto stall parliament isthe result of the samemindset. Nation iswatching them andthey will teachCongress lesson againin the days to come.

BJP National President Shri AmitShah has appointed BJP StateGeneral Secretary Shri

Kummanam Rajasekharan as the newState President of Kerala on 18December, 2015.

The 63year olds e n i o rjourna l i s tt u r n e dR a s h t r i y aSwayamsevakS a n g hPracharakS h r iRajasekharanborn inAymanemvillage of Kerala and after hisgraduation took up journalism as hisprofession and two years later, he tookup a full-time job with the FoodCorporation of India.

He left it after a decade andentered the political arena when hewas the Hindu Munnani candidate inthe 1987 assembly polls. He wasrunners-up from an assemblyconstituency in the capital city,Thiruvananthapuram and since thenhe has been a full-time RSS Pracharak.

Shri Rajasekharan assumed chargeat the state party headquarters inThiruvananthapuram on the same dayevening, soon after arriving from Delhi.

He succeeds Shri V Muraleedharan,who had two terms as the Presidentof the party unit in Kerala. BJPNational President Shri Amit Shah hasalso appointed former BJP StatePresident Shri V Muraleedharan asconvener of Kerala State ElectionManagement Committee.

Dilip Ghosh takes over as new BJPPresident of West Bengal

Months ahead of State Assembly polls next year,Shri Dilip Ghosh on 12 December, 2015 took over asthe new BJP State President of West Bengal.

Noteworthy, BJP National President Shri AmitShah has appointed Shri Ghosh as the new StatePresident on 11 December, 2015.

FDI goes up by 35% in last 17 months onMake in India push

Make in India initiative has made a incredible impacton investment climate in India. The department ofindustrial policy and promotion (DIPP) on December 17said that following the initiative, foreign direct investmenthas surged by about 35 per cent in the last 17 monthscompared to the same period a year ago.

The government has been successful in gettingsubstantial investments in areas including electronics,automotive, food processing, textiles and garments,renewable energy and construction. The department isalso taking measures to hold road shows for pushingdomestic companies to manufacture in the country.However, the key challenge is to make India the easiestand simplest place to do business, a goal which thegovernment is determined to achieve.

Detailing the progress made in the Smart Cityinitiative, the department disclosed that engineering,and procurement and construction contracts worth Rs3,000 crore have been awarded for the upcoming citiesof Dholera in Gujarat, Shendra in Maharashtra andVikram Udyogpuri in Maghya Pradesh, where work hasstarted. The department is all set to launch a Make inIndia week in Mumbai next year where over 1,000companies and delegates are expected to participate fromover 60 countries.

Modi govt. awards national highway projectsworth over Rs 1 lakh crore in last 18 months

As many as 599 highways projects have beensanctioned and about 12,903 km of national highwayshave been awarded entailing estimated expenditure ofRs 1.08 lakh crore under the present government.

Replying to a question in the Rajya Sabha, RoadTransport and Highways Minister Shri Nitin Gadkarisaid “During the present government, 599 new projectswere sanctioned and about 12,903 km length of nationalhighways were awarded for which likely expenditurewill be to the tune of Rs 1,08,483 crore”.

Regular meetings of infrastructure committee, hesaid, are being conducted for clearing bottlenecks relatedto land acquisition, utility shifting, non-availability ofsoil/ aggregate, environment/forest/wild life clearancesand others.

The Make in India initiative waslaunched globally in September, 2014by the Government of India to focus oninvigorating the country’smanufacturing sector. A number ofinitiatives have been taken by theGovernment of India since the launch ofMake in India campaign last year. Themake in India initiative is based on thefollowing four pillars, under whichvarious initiatives have been taken, are:

New Processes, Ease of DoingBusiness, New Infrastructure,IndustrialCorridors, Industrial Clusters, SmartCities,New Sectors, New Mindset.

The Make in India initiative of theGovernment has made a tremendousimpact on the investment climate ofthe country, as shown by significantgrowth of overall Foreign DirectInvestment (FDI).

‘Make in India’ initiative aims atdeveloping India as a global hub formanufacturing, innovation and designfor both domestic and foreign markets.Government has made efforts to simplifythe regulatory requirements for importand export which includes:• Making available importer-exporter

code online through e-biz portal.• Reducing number of documents

required from seven to three forexports and ten to three for imports.

• Establishment of Customs ClearanceFacilitation Committees in everyport to ensure expeditious clearanceof goods.

• Integration of customs onlineSingle window clearance systemwith Food Safety & StandardsAuthority of India and PlantQuarantine thorough messageexchange for faster clearance offood and plant products.

In another reply to the House, the ministersaid that the pace of construction and repairof highways is more than 16 km per daywhich is comparable with the past.

“At present, about 1,050 numbers ofdevelopment projects are on-going forimprovement/construction covering a lengthof 31,944 km of various National Highways inthe country out of 98,973 km of total length ofNational Highways in the country,” he said.

The remaining length of NationalHighways, he added, are being repaired andmaintained in the traffic worthy conditionsubject to availability of funds and inter-sepriority.

PSLV Successfully Launches SixSatellites from Singapore

In its thirty second flight conducted fromSatish Dhawan Space Centre (SDSC), SHAR,Sriharikota on December 16, ISRO’s Polar

Satellite LaunchVehicle PSLV-C29 successfullylaunched sixsatellites fromS i n g a p o r e ,including the 400kg TeLEOS-1,the primarysatellite. Theother fivesatellites wereco. passengerpayloads. PSLV-C29 launched allthe six payloadsinto an orbit of549 km heightinclined at anangle of 15 degto the equator.

The six

satellites carried by PSLV-C29 today togetherweighed about 624 kg at lift-off. These sixsatellites were launched as part of theagreement entered into between STElectronics (Satcom & Sensor Systems),Singapore and Antrix Corporation Limited,the commercial arm of the Indian SpaceResearch Organisation (ISRO), a governmentof India Company under the Department ofSpace (DOS).

This is the eleventh flight of PSLV in ‘core-alone’ configuration (without the use of solidstrap-on motors). PSLV has successfullylaunched 57 satellites for customers fromabroad including the six Singapore satelliteslaunched today.

After a 59 hour smooth count down, the227.6 ton PSLV-C29 lifted off from the FirstLaunch Pad (FLP) at SDSC SHAR at 1800 hrs(6:00 pm) IST with the ignition of its firststage. The important flight events includedthe separation of the first stage, ignition ofthe second stage, separation of the payloadfairing at about 117 km altitude, second stageseparation, third stage ignition and separation,fourth stage ignition and cut-off.

Once the intended orbit was achieved,TeLEOS-1 was deployed at about 18 min 12seconds after lift-off. This was followed bythe deployment of other five satellites, viz.,Kent Ridge-1, VELOX-C1, VELOX-II, Galassiaand Athenoxat-1 in quick succession in thesubsequent three minutes.

Prime Minister shri Narendra Modi on 21December, 2015 inaugurated an electric busservice for parliamentarians aimed atpromoting environment-friendly initiatives inthe country’s public transport system. “Theworld has been discussing issues concerningthe environment for a long time, but the ill-effects of pollution have been felt only oflate,” he said after launching the ‘Go Green’bus service in the Parliament House complexhere. Boththese systems are against the democratic rightsof the individual and their properdevelopment. Hence along with centralizationwe shall have to think of division of powers.DEMOCRACY AND SOCIALISM

DURING Pandit Nehru’s time India alsoraised the slogan of democratic socialism. Wedid not succeed in this because today thedemocracy and the socialism that we had beentrying for are basically resting on a Westernfoundation and are therefore incomplete.

These two thoughtsexpress differentaspects of life andthe truths related tothem. Theirsynthesis ispossible, but onlywhen our point ofview issynthesizing. Itwould not beproper to press ourentire life into theinstitutions andtraditions ofdemocracy asdeveloped in theWest, or into ther e a d y - m a d emoulds of socialismpropounded byMarx and practisedby Lenin, Stalin etc.The life of this

country is higherthan both theseideas. Instead offoisting Westernpolitics on India wewill have todevelop our ownp o l i t i c a lphilosophy. Whiledoing this we canbenefit from thethinking done in theWest. But we mustneither be over-whelmed by it normust we consider itthe eternal truth.DEMOCRACYAND POLITICALPARTIES

The definitionof Swaraj includesthree main things.The first is that theG o v e r n m e n tshould be in thehands of those whoare a part of the nation. The second specialpoint is that the Government should beconducted in the Interest of the nation, whichmeans its policies should be oriented towardsnational interest. And the third point is thatsuch a Government should have its ownstrength to achieve the good of the nation. Inother words it is wrong to even think ofSwaraj without self-reliance. Even when theGovernment is in the hands of the nationalsSwaraj would become meaningless if theGovernment comes under pressure orbecomes a follower of some other nation. Ifthe State is not self-reliant in respect ofdefence, free in respect of its policies and self-contained in respect of economic planning itcould be pressurized into working against theinterest of the nation. Such a dependent Stateleads to ruination.

JP’s Total Revolution didnot yield the desired.results. In spite of his

failing health, JP toured theentire country, patientlyexplaining his concept. It gaverise to a countrywide massmovement, which raised highhopes and expectations.Naturally, it shook the powersthat be and to sustainthemselves, they tookrecourse to the imposition ofEmergency. This led thecountry in an entirelyunexpected direction. Withthe installation of the JanataGovernment at the Centreand many States, and thedecline in JP’s health, themovement of TotalRevolution came to a halt.More tragic developmentsfollowed; the JanataGovernment instead offunctioning as an instrumentfor the desiredtransformation, turned out tobe a battling ground forpower seekers. Hopes weretotally belied.

Has JP’s vision of TotalRevolution, then, totallyfailed? Or, has it anything tooffer to the nation for thefuture?

Given properunderstanding and goodwill,JP’s concept of TotalRevolution and PanditDeendayalji’s philosophy ofIntegral Humanism cansupplement each other. To thesuperficial eye, the two areirreconcilable and

contradictory, but this is moreapparent than real. The word‘Total Revolution’, wouldappear to justify the use ofviolence and also demand acomplete rupture with thepast — with all its values andideals. But this is not true. JPnever conceived the use ofviolence; in fact he was atconsiderable pains to explainthat “it has to be peacefullybrought about withoutimpairing the democraticstructure of society andaffecting the democratic wayof life of the people.” JP didnot imply by the word. `TotalRevolution’, destruction ofthe fundamental values of oursocial structure. What hemeant was the all-roundtransformation of the society,in every sphere of life, but itdid not amount to a breakwith the past and a fresh start.Unlike the communists, JPwas a believer in the moraland spiritual values cherishedby India. He wanted thesuper structure to betransformed by eradicating allthe evils that have croppedup from time to time butnever advocated the abolitionof our cultural values. It is

Lok Nayak Jay Prakash Narayan is considered a towering figure in Indian political his-tory who has inspired generations through his political commitment and steely resolve in bring-ing an end to the emergency imposed by Indira Gandhi on the country. He is remembered as afearless freedom fighter, torch bearer of socialism and a Gandhian to the core. We are repro-ducing the final part of the article attempting to understand his political journey and his legacyfrom renowned journal Manthan published in December 1979 for our esteemed readers:

true that JP did not speakwith his accent on culture, asDeendayalji did, but he wasso utterly Gandhian that hecannot do without moral,ethical and spiritual values.Integral Humanism isessentially a restatement ofthe eternal Bharatiya valuesto suit the modernrequirements. But it is untrueif any one suggests that itsstress is solely on the culturalcontent. Consistent with our

cultural values it too stressesthe need to build up a socialstructure just, modern andwell-integrated. Herein liesthe complementary role ofTotal Revolution and IntegralHumanism.

JP tried to impart a senseof urgency to the question ofallround transformation.Integral Hu manisM will gainby incorporating this sense ofurgency. The crying maladiesof the society call for urgentremedies. Deendayalji was anadvocate of change, and. nota traditionalist. Status quoismwas against his grain. He hadun-equivocally stated; “weshall remove those traditionswhich obstruct this process(of national unity anddevelopment). If today thesociety is gripped with evils

like un-touchability, whichlead men to treat other humanbeings as lower thanthemselves, we shall have toend such evils.” imbued withthe sense of urgency which JPtried to impart, IntegralHumanism will be a mosteffective philosophy to guidethe much needed socialtransformation.

In the matter of theconcept of Man as an integralbeing, consisting, broadly

speaking, of material andspiritual dimensions, both JPand Deendayalji are at one.Of course, Deendayaljielaborated the concept andplaced it on a soundphilosophical footing inaccordance with the Vedanticthought. Their concept of themutuality of interest andharmony of relationshipbetween the individual andthe society, wasunexceptionally identical. JP’sstatement “willing submissionto social restraint for the sakeof the well-being of the wholesociety, enriches both theindividual and the society ofwhich one is a member,”sounds almost like an echo ofwhat Deendayalji had statedearlier, “we do not accept theview that there is any

permanent inevitable conflictamong the multi-dimensionalpersonality of an individualand different institutions ofthe society.”

A valid question may herebe raised whetherDeendayalji would haveapproved of JP’s method ofmass struggle as a means ofbringing about social change.While it is wellknown thatDeendayalji was all forpeople’s agitations to remedyspecific grievances, and hehimself led many suchagitations, it may be doubtedwhether he would haveapproved of a countrywidemass struggle for an allroundtransformation of the society.Mass agitations like ‘mischief’when afoot have a way ofgetting out of control and‘taking what course thou wilt’rather than the desired one.Left to himself, he wouldhave been more cautious andwould have preferred a massmovement well manageableunder the firm guidance ofwell-organised anddisciplined activists, but thatdoes not mean he would havewaited indefinitely. It isalmost certain that had hebeen alive, he would havejoined hands with JP andstrengthened the movementhe launched.

Whatever it is, theunfulfilled. missions of JP andDeendayalji would be betterserved by their respectivevotaries coming nearer,understanding each otherbetter and playing a trulycomplementary role.

A valid question may here be raised whether Deendayalji wouldhave approved of JP’s method of mass struggle as a means ofbringing about social change. While it is wellknown thatDeendayalji was all for people’s agitations to remedy specificgrievances, and he himself led many such agitations, it may bedoubted whether he would have approved of a countrywidemass struggle for an allround transformation of the society.

Mumbai – Ahmedabad High Speed TrainIndia and Japan have signed an MoU on 12th December,

2015 on cooperation and assistance in the Mumbai –Ahmedabad High Speed Rail Project (referred by many asBullet Train project). Japan has offered an assistance of overRs.79,000 crore for the project. The loan is for a period of 50years with a moratorium of 15 years, at an interest rate of 0.1per cent. The project is a 508 Kilometer railway line costinga total of Rs. 97,636 crore, to be implemented in a period ofseven years. It has been agreed that Shinkansen Technologywill be adopted for the project. The cooperation of Japan willbe fixed on transfer of technology and “Make in India”.Japan will assist India in training of personnel for HSR.

The Kala Utsav 2015 heldin the National BalBhawan in New Delhi

from December 8 to 10 turnedout to be a national assemblyof art and culturerepresenting school childrenfrom every corner of thecountry. It was a display of arainbow of the unity of Indiain all its bright colours of art

and culture by over 1500students drawn from all the36 States and UnionTerritories of the country. Abrainchild of the UnionHuman ResourceDevelopment Minister Mrs.Smriti Zubin Irani, Kala Utsavreceived the patronage andunstinted support of thePrime Minister NarendraModi when he inauguratedthe Kala Utsav website onSeptember 4. He then gavethe “Beti Bachao, BetiPadhao” theme to the Utsav.

Consequently, anoverwhelming majority of theitems presented in the Utsavhovered around this theme.The four-day programmeconcluded with a tumultuousfinale on December 11 in SiriFort Auditorium when theresults of the competitionwere announced and prizesawarded. A galaxy of eminent

The Congress Party, forthe past few days, hasdisrupted both houses of

Parliament. Its Goebbelsian pro-paganda is that the party’s lead-ership is a victim of political ven-detta. What then are the facts?

A company was created forthe purpose of starting a news-paper ‘National Herald’. Thecompany got allocation of primeland in several parts of the coun-try. The land was meant to beused for the newspaper business.Today, there is no newspaper.There is only land and built upstructures which are being com-mercially exploited.

A political party is entitledto collect funds for its politicalactivities. For that purpose, it getsan exemption from payment ofincome tax. Rupees ninety croresfrom amongst the funds collectedby the Congress Party are givento the newspaper company.Prima facie, it can be said thatthere a breach of the provisionsof the Income Tax Act in as muchas an exempted income is usedfor a non-exempt purpose.

The rupees ninety crore debtis then assigned to a Section 25company for a paltry amount ofrupees 50 lakhs. Tax exemptedmoney effectively gets transferredto a real estate company. The realestate company now acquires 99%of the share-holding of the formernewspaper company. Effectively,the Section 25 company substan-tially controlled by the leaders ofthe Congress Party now owns allthe properties acquired for anewspaper publication, and forvirtually no consideration, the

Section 25 company owns all theassets. This profit will becomehuge taxable income in its hands.

Since 2012, as a private citi-zen, Dr. Subramaniam Swamy,alleges a breach of trust. It is theduty of every citizen to report anoffence when it comes to his no-tice. Any citizen can set the pro-cess of criminal law into motion.A Trial Court issues summons onDr. Swamy’s complaint. The ac-cused leaders of the CongressParty move the Delhi High Courtfor quashing, which grants theman interim protection. Eventually,the Delhi High Court dismissesthe petition of the accused. Theaccused now have two alterna-tives. They can either challengethe order in the Supreme Courtor appear before the trial courtand contest the case on merits.

The facts are clear. By a se-ries of financial transactions, theleaders of the Congress Party cre-ated ‘Chakravyuh’ for them-selves. They have to find theirown exit route out of the‘Chakravyuh’. They have ac-quired properties worth a hugeamount without spending any-

thing. They have used tax ex-empted income for a non-ex-empted purpose. They havetransferred the income of a politi-cal party to a real estate com-pany. They have created hugetaxable income in favour of thereal estate company. The Govern-ment, so far, has not taken anypunitive action. The EnforcementDirectorate has not issued anynotice to them. The Income Taxauthorities will follow their ownprocedure. The Criminal Court,meanwhile, has taken cogni-zance of the offence. The HighCourt has agreed with the TrialCourt. The battle has to be foughtlegally. But the results of legalbattles are always uncertain. TheCongress is, therefore, crying fouland calling it political vendetta.Is that a charge against theCourts? The Government haspassed no order in relation to thedisputed transactions. There isequality before the law. No one isabove the law. India has neveraccepted the dictat that the queenis not answerable to the law. Whyshould the Congress Party andits leaders not contest the noticebefore the Court? The Governmentcannot help them in the matter,nor can the Parliament. Why thendisturb the Parliament and pre-vent the legislative activity fromcontinuing? The answer to theCongress Party’s leadership land-ing up in a ‘Chakravyuh’ is tofight their battle legally and notdisrupt Parliament. By disruptingdemocracy the financial web cre-ated by the Congress leaders can-not be undone.

The Government of Indiahas requested theStates/UTs to start

“Operation Smile-II” from 1stJanuary, 2016 to 31st January,2016 to be rolled outthroughout the country as afollow up of the earliercampaign to rescue/rehabilitate the missingchildren. In this regard, theUnion Home Secretary, ShriRajiv Mehrishi has written aletter to the Chief Secretariesof all states and UnionTerritories for whole heartedparticipation in ‘OperationSmile-II’ in their respectiveState/UT.

Earlier all States/UTswere advised to take up a onemonth campaign titled‘Operation Smile’ in themonth of January, 2015 torescue/rehabilitate themissing children. Similarly,another dedicated campaigntitled ‘Operation Muskaan’was launched in the month ofJuly, 2015 throughout thecountry.

The States have so farreported that 9146 childrenunder Operation ‘Smile’ and19742 children underOperation “Muskaan” wererescued/rehabilitated. Alarge number of missingchildren have been reunitedwith their families which is aremarkable achievementmade by the field offices. Inorder to motivate the

policemen to take up suchcauses with sincerity andempathy, 44 Police Officersfrom different States/UTswho had played acommendable role duringOperation “Smile” in January2015 were recognized andrewarded by the Union HomeMinister Shri Rajnath Singhduring the NationalConference on Anti HumanTrafficking held in New Delhion 7th October, 2015.

Various activities arebeing undertaken withrespect to the rolling out of“Operation Smile-II”. Duringthis operation, all childrenresiding in shelter homes,platforms, bus stands, roads,religious places, etc. are to bescreened by trained policepersonnel. Before 1st January,2016, the Police Personnelfrom each state are to beproperly trained inmethodology to extractinformation from suchchildren tactfully withouttheir getting intimidated, aswell as in various provisionsof Protection of Children fromSexual Offences (POCSO) Act,Juvenile Justice (Care andProtection of Children) JJ Act,Protection of Child Right Act,relevant sections of Cr.PC &IPC and Advisories issued byMHA etc. To know themagnitude of the problem,data with full details ofnumber of cases of missing

children will be maintainedand shared at intra-State andInter-state level. Informationabout Child WelfareCommittees (CWCs) wouldbe prepared and sharedamong all rescue teams andstakeholders.

During the operation, theparticulars of such identifiedchildren will be uploaded onthe ‘Missing child’ portal ofthe Ministry of Women andChild Development by therespective State Police.Rehabilitation measureswhenever needed are to betaken up in coordination withthe other line Departments likeDepartment of Women & ChildDevelopment, Police, Labour,etc so that scope of re-victimization is eliminated. Ithas also been emphasized thatpublic awareness should beincreased by way of nationalcampaign, advertisement onnational media, etc.

The States/UTs have beenadvised to extend all possiblecooperation during inter-staterescue operations, to ensureproper provision ofavailability of food, clothes,medical-aid, professionaltranslators, psychiatrists andshelter homes forrehabilitation/reintegrationwell before the rescueoperation and to ensure thatsuch operations are conductedin strict compliance of theexisting legal provisions.

At a time when India ismaking rapideconomic strides and

regaining its rightful place inthe comity of nations after adecade of decadence, thepolitical detractors of the BJP-led NDA, unable tocountenance the growingappreciation of its policies andprogrammes, have launcheda campaign to defame anddiscredit the government.This increasing intolerancetowards a government thatassumed power with amajority mandate stems fromthe insecurity complex of ashrinking Congress andconfused Left. In the process,they are trying to obfuscatethe truth, rake up divisive andextraneous issues, whip up anatmosphere of fear, and derailthe development agenda.

Even as world powers areacknowledging India’sresurgence under theleadership of Prime MinisterNarendra Modi, the BJP’spolitical opponents are tryingto hijack the national politicaldiscourse, when the need ofthe hour is to have an all-round consensus on importantissues. But why are thepolitical opponents at homegetting into a frenzy overnon-issues? Is it because theywill become politically lessrelevant with the passage oftime, as the government istrying to fulfil the objectives

enshrined in the Constitution.Had these parties beenserious about India’sprogress, debates inParliament and outside wouldhave been more constructiveand meaningful.

Let us pause and look atthe significance of a specialsitting of Parliament tocelebrate the Constitution and

commemorate the 125th birthanniversary of B.R.Ambedkar. The idea was torevisit Constituent Assemblydebates, historic speechesmade by great sons of thecountry, and peep into theirvision for India. But I wasdisappointed that during thedebate, we tried to scorebrownie points over eachother instead of pondering onthe challenges facing thecountry.

The time has come toassess the extent to which theaspirations and expectationsof the people have beenfulfilled, while looking at the

challenges before us.Babasaheb was a toweringnational leader, with greatqualities of heart and head.He looked at the inequities inHindu society as civilisationallacunae, and dedicated his lifeto eradicating them.Ambedkar was a great socialwarrior. He carved a nichefor himself on the basis of his

brilliant capabilities andintellect, and braved the oddsand insults of the time. Yetthere was no hatred oranimosity in his politicalthinking. His fight was againstthe dichotomies,contradictions and evils ofsociety, and not againstHindu society and civilisationitself. For Ambedkar,nationalism was not the meretransfer of power from theBritish, but meant thereconstruction of the nation.His core project was nation-building. India owes to himthe position it has attainedtoday. For instance, it was

Ambedkar who initiallyenvisioned fiscal federalism inthe constitutional scheme. Thedivision of revenue betweenthe Centre and states wascategorically dealt with in hiscomprehensive work on thefinancial autonomy of theprovinces.

While favouring a federalform of government with anindependent judiciary,Ambedkar believed inuniformity in fundamentallaws, civil and criminal. Heresigned from the Union

cabinet when he realised thatthe Hindu Code Bill wouldnot be passed. He was alsonot in favour of judgesselecting judges and had saidthat “to allow the chief justicepractically a veto upon theappointment of judges isreally to transfer the authorityto the chief justice which weare not prepared to vest inthe president or thegovernment of the day.”

Ambedkar’s fundamentalconcern was to liberateuntouchables, the depressedclasses, vulnerable womenand minorities from theclutches of social oppression.

While the provision ofpositive discrimination forSCs, STs, OBCs and womenin the Constitution has led toa reservation policy ineducation and employment,which has no doubt had apositive impact on their socio-economic condition, the gapbetween them and the rest ofsociety persists. WhileAmbedkar’s message, workand life are a guide for thoseat the helm, they also hold upa mirror to us, pointing outthe distance still to be

travelled to achieve thedreams of the foundingfathers.

Even after 68 years ofIndependence, our country isgrappling with evils likeilliteracy (26 per cent), poverty(22 per cent), female foeticide,dowry, untouchability,atrocities on women, casteand communal politics,money power in politics,growing opportunism anddefections, regional andeconomic disparities, theclamour for special status forstates and the inclusion ofmore castes into the SC, STand OBC categories.

It is sad that instead ofstrengthening democraticinstitutions, earlier regimesweakened them and tried tomake them subservient toachieve political objectives.On the other hand, Modi,with his typical missionaryzeal, is seeking to transformthe country by improving thelot of every section — sabkasaath, sabka vikas —especially the socially andeconomically vulnerable.

The time has come forthose manufacturing dissentand indulging in adisinformation campaign torealise that such tactics won’tpay, and might boomerangsooner than later. The bestexample of this was the recentincident in Bangalore, whenstudents overwhelminglyexpressed support for SwachhBharat and Make in India,stumping the Congressleader.

People have becomepolitically aware andconscious of their rights. Theyabhor the wilful disruption ofParliament on flimsy pretexts.Is it so difficult to respect theoverwhelming mandate of thepeople? The biggest irony isthat people who subvertedand sabotaged democracy,crippled fundamental rights,imposed censorship, put lakhsof people, opposition leadersand workers behind bars,amended the Constitution tosuit individual whims andfancies, and supersededjudges to create a pliant,committed judiciary, are nowpreaching sermons.

People have become politically aware and conscious oftheir rights. They abhor the wilful disruption of Parliamenton flimsy pretexts. Is it so difficult to respect theoverwhelming mandate of the people? The biggest ironyis that people who subverted and sabotaged democracy,crippled fundamental rights, imposed censorship, putlakhs of people, opposition leaders and workers behindbars, amended the Constitution to suit individual whimsand fancies, and superseded judges to create a pliant,committed judiciary, are now preaching sermons.

On the Congress’s charge that the NDAwas not recognising the contributions offormer Prime Minister Jawaharlal Nehru, Iwould like to set the record straight anddeclare in unambiguous terms that we respectNehruji and never intended to ignore hiscontributions. At the same time, I would liketo know from Congress leaders why theirgovernments did not accord due respect andrecognition to the monumental contributionsmade by great men like Ambedkar, SubhasChandra Bose, Rajendra Prasad and SardarPatel. Saddened by the neglect of suchstalwarts, we are now correcting historicalwrongs and giving due recognition to them.Yet the Congress seems to be terribly upsetby this and grudged the Ambedkarcelebrations. No party or family canappropriate the country’s freedom movement.It was a people’s movement, an unprecedentedstruggle of the masses. The Congress is simplyunable to digest this fact.

Is it asking for too much from theopposition parties to support well-meaning,development-oriented schemes in the interestsof the people? People are in no mood to acceptnegativism or the politics of confrontation.They want collaborative politics that will maketheir lives better and their futures brighter.

The time has come for all people to strivetogether to ensure the enactment of a commoncivil code, stopping conversions throughfraudulent means, implementing sarvashiksha, empowering women and reservations,bridging the yawning urban-rural divide,reducing economic disparities, makingagriculture remunerative, stopping the playingof caste and religious politics, curbing thecriminalisation of politics, eradicatingcorruption, curbing fundamentalism, sheddingpseudo-secularism, curbing terror,disapproving of asking people on foreign soilto overthrow a democratically elected PMand petitioning authorities in the UN, US andUK on domestic issues.

India and Pakistan both have headed towardsto begin a comprehensive bilateral dialogue toaddress all outstanding issues through peacefulmeans.

After returning from her recent Pakistan -visitexternal affairs minister Smt. Sushma Swaraj said“A new beginning has been made by India andPakistan as the two countries have agreed on anew bilateral comprehensive dialogue to addressall outstanding issues through peaceful means.”

The ice melt between India and Pakistan whenIndian Prime Minister Narendra Modi held a briefmeeting with his Pakistani counterpart NawazSharif at a climate change conference in Paris on1 December.

The meeting paved the way for furtherdialogue between the two countries. After a longtime first formal talks took place between thenational security advisers of India and Pakistanon December 6 in Bangkok before foreign ministerSmt. Sushma Swaraj travelled to Islamabad forthe Heart of Asia summit. After meeting of theNational Security Advisers (NSA) of the twocountries in Bangkok a statement was issuedthat they had talked about terrorism, Kashmir,peace and security.

This paved the way for Indian Foreign MinisterSushma Swaraj’s visit to Pakistan on December 9to attend a security conference on Afghanistan.

To a question in Rajya Sabha on whether Indiahas raised the issue of Pakistan Occupied Kashmirin international fora, Smt. Swaraj replied inaffirmative and said government’s principled andconsistent position on the issue of Jammu andKashmir has been that the entire state is an integralpart of India.

“A new beginning has been made in the formof the agreement of the two countries on a newbilateral comprehensive dialogue to address alloutstanding issues between them throughpeaceful means,” she said.

history of coal sector in thecountry for the coal minesauction conducted in anefficient & transparent way.The success of coal blockauctions carried out by thenew government has provedthat its decision to conduct a“fair and transparent”bidding for coal mines hasbenefitted the country in abig way because India hasactually hit a gold mine withthe recently concludedauctions.

In order to laid downrobust & transparent systemafter the Supreme Courtorder, an Ordinance waspromulgated to legally enablethe Government to re-allocate204 coal mines cancelled bythe court and ensure smoothtransfer of right, title andinterests in the mine alongwith its land and otherassociated mininginfrastructure to the newallocatee to be selectedthrough an auction orallotment to Governmentcompanies, as the case maybe. The Parliament passedthe Coal Mines (SpecialProvisions) Bill 2015 on 20thMarch,2015 which replacedthe Ordinance. Under theprovisions of the Coal Mines(Special Provisions) Act ,2015,the Central Government hasso far successfully auctionedin three tranches 31 coal mines

and allotted 42 coal mines/Blocks to Central or StateGovernment Companies .

The auction of coal mineshas been universally hailed tobe a success, which has notonly ensured that there is nodisruption in the economy inthe wake of the order of theSupreme Court , but have alsoset new benchmark forefficiency and transparency.Itis estimated that Rs 3.44 lakhcrore of likely revenue toStates through coal mines e-auctions & allotments over 30years from just the threerounds of auction. The fourthround of auction of 8 coalmines ( Schedule III) for non-regulated sector has also beenannounced.

Out of 34 operating coalmines auctioned/ allotted,nine mines have started coalproduction and haveregistered over 5Mt outputand rest all expected to beginproduction in next 2/3months.

Coal India Ltd (CIL)production jumped 8.8 percent to 321.38 mt duringApril-November period ofcurrent fiscal while off-takesoared by 9.8 percent.

In a historic decision, inorder to meet therequirements of the industry,improve coal quality,promote efficiency as well assave the environment, CILwill supply 100% crushed coalto its customers from 1stApril, 2016. The Ministry has

decided to ensure supply ofquality fuel by supplyingcrushed coal from Ist Januarynext year. CIL has alsostarted the process of settingup 15 coal washeries to supplyclean coal Grade 10 and abovefrom October 2017.

Rationalisation of linkageshas been done so far for 19thermal coal plants resultingin annual saving of Rs 1423crore in freight cost.

provisions for allocation ofcoal mines through atransparent biddingprocess i.e. E-auction.

• The E-auction of coal blockswill ensure the continuityin coal mining operationsand will promote optimumutilisation of coalresources.

• The new Act also facilitatesE-auction of coal blocks forprivate companies forcaptive use and allotsmines directly to state andcentral Public SectorUndertakings (PSUs).

• It has provisions thatpropose strong measuresfor rehabilitation andcompensation fordisplaced persons.

• It enables sale of coalspecially to small, mediumand cottage industrieswhich will increaseemployment & incomes inthese sectors.

The Congress partycharacterises Modi as adictator and by

implication, presents Sonia asa democrat. Whether apopular leader is a dictator ora democrat is tested byconduct. An unpopulardictator is an oxymoron. Adictator may becomeunpopular but no unpopularperson can ever become adictator. How a leaderbehaves when in position ofpower — particularly whenhis or her position is underthreat — offers the mostreliable test. A popular IndiraGandhi was tested twice.Once in 1969 when her seniorcolleagues dissented herindividualistic style. She usedState power, backstabbed theparty and defeated the partynominee in the election for thePresident of India andcaptured the party with thehelp of the enemies of theparty by forging an ideologicalalliance with them. Thisdestroyed the democraticCongress party as the nationknew till then. She put theparty under her virtualdictatorship. She changed thevery paradigm of nationalpolitics from politics of ethicsand character to politics ofpower and success. Thisbrought out her dictatorialmind. The real dictator in hercame out when the AllahabadHigh Court unseated her from

Parliament and the SupremeCourt made her a PrimeMinister without voting rightsin Parliament. She struck at thenation, imposed Emergencyand, as Nani Palkhiwala said,defaced and defiled theConstitution, courts,Parliament, Opposition,media, and the people at largeand put the whole nationunder total dictatorship. It is40 years since and still now,

no one in the Congress orfrom the family of IndiraGandhi has sincerelyregretted the Emergency. Onthe contrary, Rajiv Gandhi,after he got four-fifthsmajority in the Lok Sabha in1984, even tried to justify theEmergency. And thatCongress party and SoniaGandhi, claiming to be theproud daughter-in-law ofIndira Gandhi, are trying tobrand Narendra Modi asdictatorial — by implication,claiming to be democratic. Isit not time then that onecompared the democratic

credentials of Sonia and Modi?Look at how the

‘dictatorial’ Narendra Modiconducted himself when, justthree years before he becamethe Prime Minister, he wasunder tremendous pressurefrom the Opposition, mediaand even the courts. SoniaGandhi and her party hadaccused him of being themerchant of death. The UPA,which had made the CBI its

Alsatian, used the agency totarget him in the Sohrabuddincase. A popular Indira Gandhi was tested twice. Once in 1969 whenher senior colleagues dissented her individualistic style. Sheused State power, backstabbed the party and defeated the partynominee in the election for the President of India and capturedthe party with the help of the enemies of the party by forging anideological alliance with them. This destroyed the democraticCongress party as the nation knew till then. She put the partyunder her virtual dictatorship. She changed the very paradigmof national politics from politics of ethics and character to politicsof power and success.

police. But the SpecialInvestigation Team (SIT) onGujarat riots summoned himfor examination like policewould summon any one attheir discretion. He was aspopular in Gujarat as he isnow all over the country. Hewas a powerful andperforming Chief Minister ofGujarat. Also he was seen asthe rising national leaderwithin the BJP when the SIT

summoned him. But he did notuse his party to drum upsupport for him in theAssembly nor did his partystall Parliament. The GujaratAssembly functioned and sodid Parliament. He could havegathered a million people togive him a great ovation whenhe went to the SIT office to putpressure on the investigationand on the instigators of thecase against him. Herespected the summons anddrove to the SIT office in hiscar. He walked down the laneleading to the SIT alone. Hewas grilled by the SIT for overeight hours. He answeredtheir questions. Satisfied with

his answers, the SIT finallyexonerated him. But hisadversaries would not leavehim. They charged the SITwith favouring him. Finally,the Supreme Court had toexonerate him twice — once,when the UPA was in powerand next time, a few monthsago. This is ‘dictatorial’Modi’s behaviour.

Now compare how the‘democratic’ Sonia behaved

after the National Herald casecaught up with her, her sonand her family loyalists. Hereis the National Herald case inbrief. In November 2012, DrSubramanian Swamy exposedhow Sonia Gandhi and RahulGandhi have grabbedproperties of National Heraldworth thousands of croresthrough a convoluted criminalstrategy. After that, thisnewspaper carried a detailedarticle, National HeraldAffair: It’s Fraud All The Way(TNIE, November 8, 2012),explaining the fraud. InJanuary 2013, Dr Swamy fileda criminal complaint againstSonia, her son and family

loyalists, including MotilalVohra, the Congress partytreasurer, charging them withconspiracy, fraud, cheating,and criminal breach of trust torob the shareholders and thepublic of thousands of crores.All this happened when theUPA was in power. RahulGandhi threatened to file adefamation suit against DrSwamy. Swamy challengedhim but Rahul ran away. InJune 2014, a Delhi criminalcourt took cognisance of theoffence and issued summons.Forthwith, Sonia Gandhi andother five accused, includingRahul, filed petitions in theDelhi High Court to quash thecriminal proceedings. Theykept delaying the hearing tillthey thought they got thejudge they felt comfortablewith. One judge recusedhimself and so did the next.The matter went to the thirdjudge, who Sonia and her co-accused did not like, and hetoo recused himself. All theaccused petitioned to have thematter heard by the secondjudge who had recusedhimself earlier. The case wasposted before the very judge,who Sonia and her co-accusedfelt comfortable with. It is thatvery same judge, who decidedon December 7, 2015 that thelower court has rightlyordered their trial andsummoned them, and askedthem to appear before themetropolitan magistrate. Still,hell broke loose. The verynext day the Congresspresident was seen instigatingher MPs to stall Parliament.

When the Speaker asked themwhy were they disturbing theHouse, they shouted they sawin the National Herald case“political vendetta” and“democracy in danger”. Whenthe Speaker asked them tospell out what they want andoffered to allow them to raisethe issue and speak in theHouse, they ran away fromspeaking in the House.Obviously, they only hadinstructions to stall the House.The same theatrics wererepeated in the Rajya Sabha.Not that they did not talk inthe House. They couldn’t.Why?

It needs no seer to say thatthe prosecution on theNational Herald fraud was anact of the judiciary and theModi government had hadnothing to do with it. Therewas no CBI or Income Tax orthe Enforcement Directoratein the picture which could linkthe prosecution to thegovernment. It was theprivate complaint of DrSubramanian Swamy onwhich the magistrate held thatSonia, Rahul and the fourfamily loyalists had created atrust company fully controlledby them as a cloak or sham ofa special purpose vehicle toconvert public money and toacquire control overthousands of crores of assetsof National Herald. The courtheld that the accused acted asa consortium to achieve thenefarious purpose and askedthem to face trial. This was theprima facie assessment of thecourt under the law. The

government had no role inthis process at all. It wasbetween Sonia Gandhi and herco-conspirators on the onehand and Dr SubramanianSwamy on the other, with thecourt playing the neutral andjudicial role. This order waspassed in June 2014. Did Soniaor Rahul or any of the accusedor the Congress party evenhint that the magistrate hadacted outside the law? StopParliament? In contrast, theyall went to the Delhi HighCourt to quash the order andsummons of the magistrate.The judge, whom they werecomfortable with, decided onDecember 7 that they betterface the criminal case as themagistrate had rightlydecided.

The very next day, the‘democratic Sonia’ orderedher party to stall Parliament.Even as she was overseeing

the closure of Parliament forthe day on December 8 andher son was on a flying visitto Tamil Nadu to offer reliefto the flood-affected people,their lawyers were standingbefore the magistrate andpleading that Sonia, Rahul andthe other accused were “keento appear before the court”.Where is vendetta then,Madam Sonia? The court hasgranted them 10 days anddirected them to appear onDecember 19. It remains to beseen whether the ‘democratic’Sonia and Rahul will walkalone and appear before thecourt like Modi did before thepolice or gather a huge crowdfor theatrics and disturb thecourt like the Gandhisdisturbed the ShahCommission.

A caveat: Obviouslystressed by the court notice oncharges of swallowingthousands of crores ofproperties of National Heraldby using the Congress party,Sonia Gandhi said, “Whyshould I be scared of anyone?I am Indira Gandhi’sdaughter-in-law.”

She said this afterpersonally directing theCongress party to haltParliament on Tuesday. Thisis ‘democratic’ Sonia, thedaughter-in-law of IndiraGandhi, the saviour ofdemocracy in India, chargingModi with ‘dictatorship’.There cannot be a more crueljoke on democracy.
