Minutes of PreViOUS police Liaison: The Minutes of the Meeting on 26th January had been circulated. Adoption was proposed by M r Murray, seconded by Mr Elder and agreed by the Council. Although unable to attend the Meeting, the Police Constables had forwarded an up to date report. meeting, 16 had resulted in people wing arrested or reported to the Procurator Fiscal, giving a success rate of 67%. There had been 5 Road Traffic Offences, 11 others has included simple assault, misuse of drugs, and drinking in Public Places. The remaining ongoing enquiries involved theft of cycles, theft of a motor vehicle, housebreaking and a further case of theft. The report was noted with appreciation. police Liaison:

The Minutes of the Meeting on 26th January had been circulated. Adoption was proposed by Mr Murray, seconded by Mr Elder and agreed by the Council.

Although unable to attend the Meeting, the Police Constables had forwarded an up to date report. meeting, 16 had resulted in people wing arrested or reported to the Procurator Fiscal, giving a success rate of 67%. There had been 5 Road Traffic Offences, 11 others has included simple assault, misuse of drugs, and drinking in Public Places. The remaining ongoing enquiries involved theft of cycles, theft of a motor vehicle, housebreaking and a further case of theft.

The report was noted with appreciation.

Drumcave1 Quarry

An appeal had been lodged against the Planning refusal for increased height of Infill and increased vehicle movements.

It was agreed to submit strong objections to Scottish Fxecutive Development Department on the proposed 240 vehicle movements per day on the narrow rural roads with no footways for pedestrians, and to mention that these routes were also required for diverting traffic from the A.80 in emrgency circumstances.

The owner of the shopping complex had blocked off the car park driveway at the section next to Muirhead Motors, and had cut down the trees bordering the A.80, although not on his land.

An objection had been sent to Planning Department regarding the blocked driveway and a complaint to Scottish Fxecutive regarding the trees.

Councillor Gray had also taken this up in great detail pointing out the dangers of other shop owners moving elsewhere as a result of the inconvenience. The car park was necessary in view of the double yellow lines in Cmbernauld Road.

Councillor Gray had asked for the former High School Janitor's House to be put to some use, and he had asked for information regarding the vacant site in Lorn Avenue.

Northern Corridor Local Plan - Public Local Inquiry

A copy of the draft grogramme was received with Lindsaybeg Road being considered on Monday 29th March and Mt Ellen on Tuesday 30th March.

Mr Herron would speak at the Lindsaybeg Road inquiry, and Mr Millar at the Mount Ellen one.

Strathkelvin Railway Walkway

The request for bollards had been noted, and had already been considered by way of galvanised steel access controls to limit access by scramble bikers.

In partnership with Strathclyde PoliceLtk Scottish Autocycle Union, a Quad and Scramble Bike Club has been established, to provide training and responsible safe use of the bikes.

Road markings in Elmira Road had been proceeded with. Overgrown hedges in Fleming Avenue had been cut back. on Private Ground and the owner's Solicitors had been contacted. The pavement at the corner of Lilybank Ave and Station Road would be repaired. The one at 1 Bothlyn Road would be monitored. Councillor Gray's request for refurbishment of the markings at Knowe Road and Berrymowe Avenue had received attention. The overgrown hedge in Pentland Road would be cut back by the Resident. The request for replacement of the heavy drain cover on the A.80 had been passed to Amey. Councillor Gray had asked for resurfacing of Housing Estate Roads, work would be carried out in Bothlyn Road and Pentland Road in the next financial year. Councillor Gray had complained to Environmental Health Department regarding the refuse on the land to the rear of the shopping centre. SEPA had been informed of the fly tipping in Station Road. Regarding the potential misuse of the Housing System, the matter was still king investigated. to attend a Meeting.

The Minutes of the Meeting on 23rd February had been circulated. Adoption was proposed by Mr Rose, seconded by Mr Murray and agreed by the Council.

The two Constables gave thekg Report. Incidents had been dealt with. a detection rate of 52%.

Since the previous Meeting 33 17 persons had been arrested, giving

4 persons had been involved in Road Traffic Offences, 13 others had been involved in drinking in Public Places, Reset, Breach of the Peace, and Criminal Disorder. housebreaking, vandalism, assault and reckless conduct.

The remaining 16 ongoing enquiries included theft,

Mr Herron thanked the Constables for their report and their continued success. He requested assistance with horse riders misusing the grass park in Greenlea Road, despite the notice displayed. This was noted and a general discussion arose regarding the difficulties and adverse effect the withdrawal of the motorised vehicle was having on the Police Service for such a wide spread area, including six villages and adjoining communities.

Councillor Gray advised that before applying for the next year's grant of %750, the Forum should have used up the previous year's allowance, hence the S750 being declined. Lighting in the Public Park entrance would be attended to. Removal of bollard in Old Lindsaybeg Road - this would be replaced. Reminder sent regarding the missing 'bus stop flag in Chryston Road. Advice given of damaged fence in Chryston Road, and exposed drain cover causing a danger to traffic at the junction of Pentland Road and Main Street Chryston. Request made for repainting of worn white lines at the junction of Bowling Green Road and Cumbernauld Road. The Mosaic at Cumbernauld Library had been so badly damaged it was not possible to establish details of the original work. Homer thanked the Community Council for their support of his complaint. It was North Lanarkshire District Councils aim to provide 'bus shelters at all 'bus stops - commencing with those on'A'Roads, to encourage use of Public Transport.

A series of regional meetings were being held regarding The Scottish Rural Partnership Fund in April and May. Response Form was received for reply by 28th May.

Greater Glasqow N.H.S.

Confirmation was given that our area would be included in the proposed Eastern Glasgow Community Health Partnership. Mr Rice had raised the enquiry as the Document had not been particularly clear on this issue.

Crime Prevention Panel

Mr Rose reported that the next Meeting would be on 30th March.

Citizens Advice Bureau Mr Murray gave a short report on the Meeting of 17th March. He spoke of 432 cases in January and 494 in February. Volunteers were being trained and an Outreach Branch had been established at the Pivot Centre, open one day a week. It was hoped to have one at Chqston when funds permitted.

The noise disturbance at Community Council Meetings would also be complained about.

It was agreed to continue discussion at a further Meeting.

WPC Dalrymple gave her Report. previous Meeting. Procurator Fiscal, giving a detection rate of 64%.

The main concern of the Police WBS the number of vandalism cases which had oculrrred in the area, and all Local Officers were making enquiries into these.

Other items discussed were surveys by the Traffic Police arid the Pedestrian Crossing at the Crow-wood lights. the Traffic Police to monitor the potentially dangerous situation regarding the new phasing of the Lights.

Mr Rose had taken up the phasing of the new lighting system at the Crime Prevention Panel Meeting, a letter had also been received from a Resident of Crow-wood Road, pointing out the dangers.

Serial Lets of the Hall from August to June 2005 were confirmed. An explanation of Funding of the Northern Corridor Forum was given. An acknowledgment of the letters sent on the matters raised at the March Meeting was received. Fly Tipping - Station Road: This had been cleared and Mr Hugh Stewart had met with a Representative from Environmental Health Department. His suggestion of providing a gate at his own expnse received support and it was agreed that the Cornunity Council should also support his application for permission. Drug Squad had attended. Cards were king issued to assist Members of the Public to give information against drug dealing - dealers were now targeting children in Primary' Schools.

Association of Northern Corridor Community Councils

Mr Rose.reprted on the Meeting at which Councillor Hogs had been present. A Community Forum was still being aimed at - Mrs Philbin and her group were setting a day's conference to attract Community Bodies to the Project. Mr Rose circulated a copy of the proposed programme which had been prepared by the group.

Anstruther Holiday Project, Beaconbus, Beacon Shop Project

Audited Accounts had been prepared for all three Projects and were distributed to the Members.

Tribute was paid to Mr Robin Campbell fo r his untiring efforts with the Beacon Shop Project, the aims of which were to raise funds for the Holiday Project . Premises

Both Mr Echlin and Mr Hynes expressed an interest in being part of the Community Council, and the Members unanimously agreed to co-opt both gentlemen.

Publicity

It was agreed to defer providing the Kirkintilloch Herald with copies of the Minutes meantime, as for several issues now, no mention had been made of the activities of Chryston Community Council.

That being all the business in hand, the Meeting closed with thanks to the Chair.

Present Members of the Community Council are Miss R Anderson, Mr R Campbell, Mrs N Corrigan, Mr B Elder, Mr R Herron, Mrs L Lane, Mr J D Lindsay, Mr A Millar, Mr D Murray, Mr B Rice, Mr J Rose, Mrs K Seran and Mr R Stirling.

The Community Council continued with its aims as defined in the Act of 1973, to ascertain, co-ordinate and express the views of the Local Community.

In this respectr 11 Meetings were held during the yeary and Matters dealt with included Planning Consultations , threats to the Greenbelt, Street Lighting, Road Maintenance, Pavement Repairs, Speeding Traffic, Litter Problems, Parking Problems, Protection of Rights of Way, Safety Measures on the A.80 and proposals for the M.80.

In defence of the Greenbelt, Members took an active part in the Public Inquiries re Lindsaybeg Road and Lochend Avenue Mount Ellen, in March of this year.

Welcome Police Liaison is on hand at the Monthly Meetings to offer advice and to note problems.

Associated Projects of Local Benefit are the Community Minibus, The Anstruther Holiday Project, and to assist with the funding of these - the Beacon Cornunity Shop - all manned by Members of Chryston Community Council.

The Community Council is registered with ENTRUST, is a Member of the Association of Scottish Community Councils, SCOTWAYS, Planning Aid for Scotland, and The Association of Northern Corridor Community Councils in North Lanarkshire.

Members spread their talents to other organisations in North Lanarkshire, Mr Rose is Hon. Treasurer of the Crime Prevention Panel, Chair of the Northern Corridor Community Councils, and on the Executive of North Lanarkshire Arts Association. Mr Mwray is on the Executive of Cumbernauld Citizens Advice Bureau, and Mr Lindsay is the Scottish Water Representative. All three Members take part in Motorway Consultations. Mr Campbell the Shop, and Mr Stirling looks after Mollinsburn.

All the other Members join in with advice and assistance as required.

Tributes are due to Councillors Gray, Hogg and Shaw fo r all assistance given, to the Police Liaison Officers for all their help with Police Matters, to Mr and Mrs Lavery for their invaluable assistance with the Caravan Project and the Minibus, and lastly, but not least, to Fellow Members of the Cornunity Council who give of their time so generously for the benefit of the District.

An acknowledgment is also due to Administration Department of North Lanarkshire Council for their attention to the steady flow of correspondence which results from the Community Council Meetings.
