Mayor’s F oreword I am pleased to present the Rural Villages Plan 2010 and the supporting summary action plans for each of the nine rural villages of the Wagga Wagga Local Government Area (WWLGA). Wagga Wagga City Council is committed to the continued development of resilient, strong and well connected urban and rural communities and neighbourhoods across the WWLGA. The development of the Rural Villages Plan 2010 is a significant part of that commitment. The plan was developed by community members, groups and key stakeholders working together with Council staff. Fundamental to the plan are the suggestions which came from the village communities themselves. The plan sets a framework and platform for Council and the rural village communities to work together to implement the plan’s initiatives. These are prioritised and practical solutions derived from identified issues within the rural village communities by the local community members themselves. This plan aims to strengthen Council’s partnerships with rural village communities and promote community cooperation and engagement through implementing a shared direction for the future. The implementation of the plan will be based on a partnership approach, characterised by personal connections and respect, the achievement of outcomes for all stakeholders and facilitation of the opportunity for rural village communities to build on their strengths. The successful implementation of this plan will provide economic, environmental and social benefits to each of the nine rural village communities. I would like to thank the community members involved in the development of this plan for sharing time, local knowledge and passion for the future well-being of rural villages.

Executive Summary The Rural Villages Plan project was implemented to develop Council’s understanding of the needs of people living in the nine rural villages of the WWLGA. The project documented practical localised strategies for implementation by Council and the rural village communities themselves that respond to identified local needs. The Rural Villages Plan 2010 develops an integrated approach to rural village place management strategies within Council. The scope of the Rural Villages Plan is the rural villages of the WWLGA being: Currawarna Collingullie Galore Humula Ladysmith Mangoplah Oura Tarcutta and Uranquinty

The Rural Villages Plan aims to strengthen Council’s partnership with rural village communities and promote community cooperation and engagement by implementing a shared direction for the future, based on prioritised and practical solutions derived from identified issues within the rural village communities. The Plan has six goals:

1. Placemaking - by enhancing community facilities to increase community identity, spirit and sense of place,

2. Community Development – through encouraging opportunities for community interaction to enhance community well-being and village life,

3. Environmental Sustainability – by increasing the environmental sustainability of rural village communities,

4. Economic Development – by supporting rural village communities to identify and develop growth and employment opportunities,

5. Infrastructure Services – by providing sustainable infrastructure to support current and future needs of rural village communities, and

6. Partnerships – by strengthening relationships between rural village communities and Council.

The plan includes a Rural Villages Action Plan which details the initiatives to be implemented in the rural villages over the coming years. The Plan is also supported by nine individual Summary Actions Plans for each rural village. The Summary Action Plans, which are unique to each rural village, highlight the specific initiatives suggested by rural village residents during the development of the overall Plan in 2009.

Section 1 – The Rural Villages of the Wagga Wagga Local Government Area

Wagga Wagga Local Government Area (WWLGA) Located on the banks of the Murrumibidgee River in the heart of Wirradjuri Country, Wagga Wagga is a regional city, centrally located between Sydney, Melbourne and Canberra. The WWLGA is home to approximately 60,000 residents, of which 90% live in the city of Wagga Wagga. The Wagga Wagga LGA occupies 4,866 sq km and includes the rural villages of Collingullie, Currawarna, Galore, Humula, Ladysmith, Mangoplah, Oura, Tarcutta, and Uranquinty. The villages and surrounding farmland offer a rural community lifestyle in close proximity to the city of Wagga Wagga. Wagga Wagga, the largest inland city in regional NSW is known for its quality industrial, commercial, education and defence facilities together with a rich arts community and sporting culture. Major features include the Murrumbidgee River, Charles Sturt University, TAFE NSW Riverina Institute, Kapooka Army Recruit Training Base, RAAF Base Wagga (Forest Hill), Wagga Wagga cental business district (CBD), Wagga Wagga Art Gallery and home to the National Art Glass Collection, Museum of the Riverina, Civic Theatre and Performance Spaces, Wagga Wagga Botanic Gardens, Oasis Aquatic Centre, Lake Albert, Livingstone National Park, Willans Hill Reserve and a wide range of boutique wineries.

The Rural Villages

Collingullie (Wiradjuri for springy, boggy ground) is situated 22 km west of Wagga Wagga on the Sturt Highway. The village and surrounding community population is approximately 399 people (Australian Bureau of Statistics (ABS) 2006)*. The rural community around the village is engaged in sheep production and broadacre farming. The village services include a primary school, hotel and general store.

Collingullie

The Collingullie community describes itself as a small, friendly and safe village, a great place to live and ideal for raising children. Their vision is to further develop and grow the village while keeping its rural character.

Currawarna (Wiradjuri for pine tree) is 30 km north-west of Wagga Wagga on the northern side of the Murrumbidgee River. The population of the village and surrounding rural area is approximately 248 (ABS 2006)*. The surrounding farmland is typically low rising hills. Agricultural businesses of the area are involved in cropping, fodder and sheep production. The village is in close proximity to the Currawarna and Matong State Forests. The native vegetation of the area is open Box-Gum and Callitris woodlands. The village community hall is the hub of the community.

Currawarna

Currawarna is described by its residents as an attractive country community. The community hopes to become more integrated by strengthening community relationships amongst locals. The community wishes to grow and continue to create an attractive environment in which to live.

Galore is 53 km from Wagga Wagga on the western boundary of the LGA on the Sturt Highway. The population of the village and surrounding rural area is approximately 224 (ABS 2206)*. The Galore farming area is characterised by low rolling hills and agriculture is based on broad acre cropping and wool production.

Galore

The Galore community sees itself as small, rural and progressive; the village is growing. There is a need for technological improvements and environmentally friendly landscaping. The community aims to become more attractive, resourced and environmentally responsible. It is keen to develop partnerships within the community and with Council.

Humula is also on the boundary of the WWLGA. The village is 54 km south east of Wagga Wagga, nestled in undulating to steep hills. Farming enterprises are based on cattle and wool production, with some cool climate vineyards developed over recent years. Native vegetation of the area is Box-Gum and Eucalypt. The population of the village and adjacent farmland is approximately 211 (ABS 2006)*. The village primary school, RSL Club and the nine hole Golf Club provide the infrastructure for community life. The village is also serviced by a mobile pre-school once a fortnight.

A strong community, working together to create employment opportunities and a quality lifestyle is how Humula residents describe their community. The Humula community’s goal is to create a viable and progressive rural community through business development, tourism and marketing, improvements to infrastructure and social interaction.

Ladysmith (named after the South African town of Boer War fame) is 17 km east of Wagga Wagga on the Tumbarumba Road. The village community life takes place around the general store, community hall, sports ground and primary school. The village and surrounding rural area population is approximately 205 people (ABS 2006)*. The village is surrounded by prime agricultural land which produces beef cattle, prime lambs, wool, milk, fodder and cereal crops. There is also a cattle feedlot in the area, a number of horse studs, an equine hospital and breeding facility.

Ladysmith

The people of Ladysmith describe their village as historic with hidden talents. They see themselves living in a peaceful, caring and safe family orientated community. The Ladysmith residents want to create a meeting place, with more trees and gardens. They want to be an inclusive and progressive community.

Mangoplah (Wiradjuri for blacks singing) is 31 km south of Wagga Wagga where farmland extends through undulating hills. The population of the village and rural area is approximately 689 (ABS 2006)*. The village is in the southern part of the WWLGA and is set amongst undulating hills. The agribusiness of the area focuses on broad acre farming and wool production. The community life revolves around the village primary school, a memorial hall and the iconic local AFL football team and sports ground.

Mangoplah

The Mangoplah community considers itself to be a friendly, inclusive and safe rural village connected to the surrounding farmland. The community sees Mangoplah has the opportunity to develop, grow and become more attractive with landscaping.

Oura (Wiradjuri for white cockatoo) is 15 km east of Wagga Wagga on the northern bank of the Murrumbidgee River. The population of the village and surrounds is approximately 380 (ABS 2006)*. Adjacent to the village is the popular Oura recreation reserve used for public swimming and recreation. The farming businesses of the area produce beef, cereal crops, fodder and prime lambs. There is also a winery and restaurant in the area. Recently development has seen semi-rural blocks becoming popular in the area. Community life is built around the Community Centre.

Oura

The people of Oura describe their village as a friendly, safe and quiet community that is a great place to live and raise a family. The village is described as youthful, community focused, growing and environmentally aware. People enjoy the rural lifestyle and their close proximity to Wagga Wagga. The Oura community wants their village to continue to be a friendly, peaceful and rural place, while development continues.

Tarcutta (Wiraduri for a meal made from grass seeds) is 38 km east of Wagga Wagga on the Hume Highway, half way between Sydney and Melbourne. The significance of the relationship between Tarcutta and the transport industry was formally recognised when the village was chosen as the site of the National Truck Drivers’ Memorial in 1994. The village hosts an Australian Truck Drivers’ Memorial Service annually which attracts an estimated one thousand visitors to the area. The population of the community is 255 (ABS 206)*. The village is serviced by a number of businesses which focus on agriculture and hospitality. Agribusinesses of the area produce pork, prime lambs, wool, cereal crops and fodder.

Tarcutta

The Tarcutta community describes itself as small, historic, friendly and adaptable, with links to the agricultural industry and the Hume Highway. The community is searching for a united plan for the future. Residents want their village to be attractive, inviting, environmentally aware and supportive.

Uranquinty (Wiradjuri for plenty of rain and yellow box tree) is 14km south of Wagga Wagga on the Olympic Highway. The Uranquinty area is the largest of the rural villages in the WWLGA with approximately 715 residents (ABS 2006)*. The Sydney to Melbourne railway line runs through the village. Recently a power generation plant has been constructed adjacent to the village and is the first major industry employer outside the agricultural sector. Agriculture in the area produces cereal crops, oil seeds, fodder, beef cattle, prime lambs and wool. The village has a bakery, community centre, hotel, sportsground and primary school. The village is popular with people wanting a rural lifestyle close to the regional city of Wagga Wagga.

Uranquinty

Intimate, friendly and quiet are words to describe how the Uranquinty community sees itself. They plan to stay like this while developing and growing into an attractive place to live. *The ABS population totals are taken from the ABS collection areas and in most cases include the rural village and the surrounding area populations.

Section 2 – Place Management for the Nine Rural Villages

Place Management Model for the Rural Villages The idea of place management for communities is understood as an effective way to relate with diverse communities at the local level. In the life of this plan Council intends to develop and implement effective place management strategies in the rural village communities of the WWLGA. This approach will enable Council to engage with the community whilst developing strong partnerships with residents and service providers to produce positive outcomes for the people living in the area. Council is aware that each of the rural villages of the WWLGA has a unique profile that is different from the urban areas of the city. Whilst all of these communities are varied in nature there are also similarities such as their size, character, location and distance from Wagga Wagga and the fact that these villages are the community hub for the people living in surrounding farmlands. Many people living in the rural villages have either grown up or have family connections to the area. Most people in the villages feel a strong sense of community and are proud to live there. Place based strategies have been used as a guide for the development of customised place management model for the nine rural village communities of the WWLGA. Each localised place management model for the rural villages will be based on effective community engagement, regular communication between Council and each rural village and all the villages in entirety, with a strong focus on capacity building and a commitment to a shared future direction as well as localised planning systems for infrastructure. The model of place management is characterised by:

1. The development and implementation of a customised approach for each of the nine rural villages of the WWLGA,

2. Actively involving residents of the nine rural villages in decision making for their communities,

3. Promoting partnerships with rural village communities, addressing a range of issues facing the rural village communities (including social, environmental, economic and governance issues),

4. Developing practical localised implementation plans to respond to the identified issues, and

5. Supporting the rural village communities to implement the initiatives and secure grant funding.

The partnership between Council and the rural village communities is fundamental to a place management approach and model. For the Rural Villages Plan to be successfully implemented partnerships need to be built between Council and each rural village community. These must honour personal connections, respect, honesty and mutual obligation - with the understanding that outcomes should be achieved for

all stakeholders as well as providing rural village communities with opportunities to build on their individual strengths. The cornerstones of this partnership will be: the development and adoption of a plan for the future by the communities and

Council, a focus on delivering quality customer service to rural villages tailored to the

community’s capacity and needs, the assignment of a Council staff contact for each rural village (to be reviewed

annually to integrate with the village focus for the following year), attendance of the Council contact at relevant community meetings in the rural

villages, a rural village customer service referral system for support, funding and

general issues, a networking forum for the rural village communities to encourage active

participation both with Council and other rural villages, and a rural village presence on Council’s website, including information about

current lead community committees, halls and other agreed details for information,

Agreed Asset Standards.

The Rural Villages Plan Project has been developed to ensure that place management ideas and principles are realised. The resulting Rural Villages Plan will guide the implementation of the place management model and set the basis for future community initiatives.

The Development Control Plan for the WWLGA provides guidance for the future development of each of the rural villages. It sets out guidelines in relation to infrastructure, for example curb and gutters, roads and footpaths as well the subdivision of land. The Rural Villages Plan supports the Development Control Plan.

Development Control Plan

A significant feature of the rural village place management model is yet to be developed and this will involve the development of an agreed asset condition or a level of service between Council and these communities. This agreed level of asset condition will relate across a wide range of infrastructure including village parks and gardens, community halls and recreation facilities and civil infrastructure in and around the village. Therefore development of these agreed standards will occur through an effective community consultation process in order to achieve mutual outcomes which will further strengthen the rural villages and Council partnership.

Council’s Social Planning Principles and the Rural Villages Planning Project The Wagga Wagga City Council Community Social Plan identifies a set of principles which underpin its implementation. These principles have been used as a basis for the development of the Rural Villages Plan. The principles are detailed in Table 1. Principle 1 Promote integrated planning across Council, with all levels of

government and with the community Principle 2 Work in a collaborative and coordinated way to ensure equity in

service delivery and resource sharing Principle 3 Emphasise early intervention and prevention strategies in all

undertakings Principle 4 Empower communities through actively engaging with them to

identify and build on existing strengths Principle 5 Support the development of healthy lifestyles and the minimisation of

Objectives of the Rural Villages Planning Project The objectives of the Rural Villages Planning project are to: develop an understanding of the needs of people living in the nine rural

villages of the WWLGA, develop practical localised strategies for implementation by Council and the

rural village communities themselves that respond to the identified needs, integrate the strategies with Council’s key planning documents, identify resources required to implement these strategies, advocate for additional resources for rural villages where the needs are not

met and are a priority of Council, develop an integrated approach to rural village place management strategies

within Council, and assist Council to focus resources in identified priority areas of the nine rural

villages.

Scope of the Rural Villages Planning Project The scope of the Rural Villages Plan is the rural villages of the WWLGA: Currawarna, Collingullie, Galore, Humula, Ladysmith, Mangoplah,

Oura, Tarcutta, and Uranquinty.

The research scope of the project was the nine rural villages of the WWLGA and the rural communities surrounding them. This means the scope includes people who do not necessarily live within the village but see themselves as part of the village community. These people will be affected by the implementation of the Plan as they travel to the village for services, sporting activities, community gatherings and events and are often actively involved in community life and organisations.

Integration of the Rural Villages Plan with Council’s Strategic Planning Documents The Rural Villages Plan aligns with Council’s Mission, to “contribute to a vibrant and growing community by providing excellence in leadership, and delivery of ‘best value’ infrastructure and services, supporting quality living in an improving sustainable environment” (Wagga Wagga City Council, Management Plan 2008 – 2012). The development of the Plan was based on the principle of integrated strategic planning. This principle is fundamental to effective civic leadership and acknowledges that all Council activities have social and economic implications and contribute to the environmental sustainability of the WWLGA (Wagga Wagga City Council, Community Social Plan). Therefore the implementation of the Rural Villages Plan will have social, economic, environmental and governance outcomes for Council and the rural village communities. These outcomes are often referred to as Quadrupled Bottom Line outcomes. The Wagga Wagga City Council Community Strategic Plan 2008 – 2018 – Our City, Our Tomorrow includes goals which relate to the key performance areas of Environmental, Social, Economic and Governance. The Rural Villages Plan directly relates to the following Council goals:

confidence of the community The development of the Rural Villages Plan is an initiative identified in Council’s Community Social Plan 2009 – 2013 specifically as Strategic Objective 6.3 – Support rural villages and rural communities. It is also linked to the Wagga Wagga Environmental Sustainability Strategy aim to “improve the sustainability of the local environment, balance the needs of the built and natural environments and ensure development strengthens the connection between the community and the natural environment to create a sense of place and enhance community well-being”. Villages and rural communities were identified as a target group of Council’s Community Social Plan. As a result, in addition to the general community consultation meetings, residents of rural villages were invited to participate in focus groups during the research phase of the Plan. The following specific needs of rural villages were identified during this process: support for families in climate change affordable local events – families and youth increase support for rural halls and community infrastructure improve parks, playgrounds and youth spaces support to progress associations outreach health services issues of domestic violence, drink driving, occupational health and safety on

farms and child safety addressed improved public transport, community transport and school bus services services for child care and caring for older people and people with disabilities support for schools as community hubs expanded police coverage increased use of current facilities access to financial services, government services, for example mobile library

service improved access to technology and mobile phone services review and support sewerage strategies to villages expanded weed management advocacy around review of fire levy acknowledgement and support for farmers in environmental and water

management strategies in partnership with the Catchment Management Authority and the Department of Planning

promotion of village life development of a plan for each village

These identified issues are addressed in the Rural Village Plan 2010.

The Rural Villages Plan Project Methodology The Rural Villages Plan 2010 - 2013 has been developed using a methodology which integrates information gathered from rural village residents with initiatives identified in Council’s existing strategic plans. This methodology ensures that the Rural Villages Plan considers the information the community has contributed during the research phase of this project in 2009 and incorporates the information gathered from the community during the development of other Council plans and strategies since 2007. The project began with the development of a community engagement plan which ensured a systematic, strategic and inclusive approach was used to gather information from rural village residents. The approach can be summarised as follows for all except Humula*:

1. A community workshop was conducted in each rural village. 2. A facilitation process was used to collect data for the Rural Villages Plan and

the Development Control Plan. 3. Data for the Rural Villages Plan from each meeting was collated and

community groups were invited to comment and make additional suggestions. 4. A further community workshop was conducted in eight villages to review the

draft data collation, and ensure any additional issues were captured. For Tarcutta and Oura the information from previous plans was fed into the draft data collation for comment as part of this process.

5. The community engagement outcomes from the rural villages were collated and developed into the Rural Village Plan.

* For Humula Step 1 was localised and used to review the already extensive plan which had been developed for that village previously. The information was then collated directly into the current draft plan with the agreement of the community. Initial Community Workshop Meetings A keystone of the Community Engagement Plan was that the initial and subsequent community workshop meetings held in all the rural villages. They were organised and promoted in partnership with a local community group. All initial workshops began with an exercise to explore the vision and character of each rural village. Participants were asked to describe their village, they were asked to describe what it is, what it is not and what it should be. They were then asked to identify what is working well in their village and what needs to be improved, in relation to social, environmental, economic and governance issues. Information relevant to the Development Control Plan was also captured in these workshops. The workshop concluded with a discussion about effective communication strategies between Council and the rural villages. Second Community Workshop Meetings The delivery of the second round of workshops in the rural villages was tailored to the community’s preferred method. Some rural villages held another community meeting while others had a Council staff member attend a regular Progress Association meeting. This second round of meetings was designed to give the rural village communities the opportunity to check the information recorded from the first meeting and make additions as required.

Integration with other Strategic Planning Documents A review of Council’s existing strategic planning documents and other community plans for the rural villages was conducted. The review of Council’s documents identified additional strategies relating to rural villages which were added to the list. The review of existing communities’ plans for Humula, Oura and Tarcutta was conducted in partnership with the communities. Collation of Community Engagement Outcomes and Plan Integration The community engagement outcomes from each rural village were collated to create a list of initiatives relating to all rural villages across the WWLGA. The list noted the rural village where each initiative was raised. These initiatives were then cross referenced with Council’s plans. This list formed the basis of the development of the Rural Village Plan; its aim, goals and objectives. Cross Council Feedback The draft Rural Villages Plan was reviewed by Council’s management team. As the Plan development and community engagement processes were managed and implemented by the Social Planning Team, this review was vital in ensuring the Rural Villages Plan reflects and has support of the all Departments of Council. Feedback from Council’s Managers and Directors was integrated into the Plan. Community Feedback on the Draft Plan The Draft Rural Villages Plan and the nine individual Plans for each village were then sent to the communities for review. Feedback received was then integrated into the Plan before it went through Council’s approval process for strategic planning documents. It is important to note that throughout the community engagement process it was emphasised that, although a range of initiatives were suggested and many issues were captured, prioritisation of the recommendations was required and the implementation of the Plan depends on the resources available to Council.

Aim of the Rural Villages Plan The Rural Villages Plan aims to strengthen Council’s partnerships with rural village communities and promote community cooperation and engagement through developing and implementing a shared direction for the future based on prioritised, practical solutions to identified issues in the rural village communities.

Goals of the Rural Villages Plan The Rural Villages Plan has six goals which relate to the themes of:

1. Placemaking, 2. Community Development, 3. Environmental Sustainability, 4. Economic Development, 5. Infrastructure Services and 6. Partnerships.

Section 6 –The Rural Villages Plan of Action The Rural Villages Plan of Action details the individual initiatives which will be developed and implemented in the rural villages in the coming years. Many of these initiatives have been suggested by the village communities themselves during the development of the Rural Villages Plan and others have been raised by people living in the rural areas of the WWLGA during the development of other Council planning documents over recent years, for example the Community Strategic Plan, the Community Social Plan, the Wagga Wagga Youth Strategy and the Wagga Wagga Environmental Sustainability Strategy. Some initiatives will be implemented by Council, others by the rural village communities with the support of Council, this may be funding or staff support.
