Title V-B Program
It is the purpose of this program to address the unique needs of rural school districts that frequently—
1. Lack the personnel and resources needed to compete effectively for Federal competitive grants; and
2. Receive formula grant allocations in amounts too small to be effective in meeting their intended purposes.

Eligibility Qualifiers
• For SRSA you must have:A. ADA enrollment of less than 600; or
County in which school served has population density of fewer than 10 people per square mile.
B. Locale determination of 41, 42, or 43; orSEA has determined that LEA is located in state defined rural area.
• For RLIS you must have:A. 20% or more children in ADA must be from families below poverty line (SAIPE Data)B. Locale determination of 32, 33, 41, 42, or 43; orSEA has determined that LEA is located in state defined rural area.
• A public charter school shall be considered a rural public charter school if the school district in which the public charter school is physically located meets the definition of a rural school district. Public charter schools that are also virtual schools shall be considered a rural public charter school if over fifty percent (50%) of its enrolled students reside within school districts that meet the definition of a rural school district.

Use of Funds- RLIS
• Grant funds awarded to local educational agencies under this subpart shall be used for any of the following:
(1) Activities authorized under Part A of Title I
(2) Activities authorized under Part A of Title II
(3) Activities authorized under Title III
(4) Activities authorized under Part A of Title IV
(5) Parental involvement activities

High-quality preschool or full-day kindergarten to facilitate the transition from early learning to elementary education programs.Teacher professional development courses to enable an LEA to offer pre-calculus or organic chemistry classes.Providing specialized training to English learners and their families.Purchase of computers, monitors, related hardware/software, smartboards, laptops, etc. for in-classroom use.Creation of a parental review committee to provide input on the LEA’s curriculum development.

Please make sure you choose each program you will be using for your allocated funds. For each program you have selected you will need to enter text in the corresponding Activities Description and Measurable Goals columns.

Activity Description
Make sure to be as descriptive as possible in this field. What it is you would like to do with your funding. This is where you tell the story. Also remember these activities should align with your overall plan.

Measurable Goals
Provide a description of specific, measurable goals to be achieved through the activities supported with funds under this program.

Budget- Carryover
The salmon colored cells are prepopulated and can not be changed; the white cells, however, need to be populated by the LEA.
The carryover for Title V-B is normally 25%, or whatever is reasonable and necessary.
However, during the COVID-19 closures, Federal Program coordinators will approve all reasonable and necessary carryover requests from the 2019-2020 school year into 2020-2021. Carryover requests will be approved through the “Comments” section of the CFSGA for each of the ESSA Federal Programs. Request a waiver and the reason for the request (i.e. “due to school closure because of COVID-19”).

• Be specific in the descriptions for:
– Purchases Services: detail trainings you plan on attending, services you plan on using
– Travel Expenses: which conferences are you paying for, who are you paying travel services for
– Supplies & Materials: detail what you will be purchasing, ex. Ipads, text books, etc.

Goal Evaluation
When you fill out your CFSGA each year, you will need to complete the Goal Evaluation column for the previous year. Were the goals met? Click yes or no, and then enter a narrative explaining why or why not.

Here you can attach supporting documents such as conference agendas, sign in sheets, assessment data, etc., to help complete your evaluation.

• Evaluation - the degree to which progress has been made toward meeting the objectives and outcomes described in the application
