This is why for the City Health Department and its NGO partner, the Institute of Politics and Governance (IPG), it is important that the interventions implemented for RUP be both sustainable and replicable to other barangays in the city. Thus, during the implementation of this RUP phase, the QCHD developed systems and mechanisms to improve the health services for the urban poor. One system is in the maternal and neonatal services. It was packaged into an appealing health education and services campaign entitled, “Bibong Buntis” (vibrant pregnant woman), complete with a mother-baby book and various information educational and communication (IEC) materials. Using its own technical expertise, IPG installed an SMS-based tracking and client- advisory/health information system at the two health centres of the RUP barangays for improved client management. The QCHD and the IPG were also able to acquire the support of the city LGU, not only to provide resources to complement the interventions, but more importantly, to enroll close to 700 women in the national health insurance system (PhilHealth). Aside from that, a participatory, multi-sectoral approach in community planning was also piloted as part of the RUP interventions. Results of RUP implementation Improvements were observed in terms of the performance of the two RUP barangays in the city in 2011, compared to that of 2010 particularly on core MNCHN indicators.
