E RULES OF PARLIAMENTARY PROCEDURE The Faculty Advisor of each participating school and all participating students are required to read this document before the start of the conference. GENERAL RULES: 1. RULE #1 - SCOPE: These rules will be applied to the General Assembly and ECOSOC Committees. Rules for specialized agencies will vary for each committee and will be further explained in each study guide. Nevertheless, special rules will be based on this document, which is why all delegates are encouraged to become familiar with these basic rules. The Secretariat or the Committee Directors may provide variations to these rules. If this is the case, those rules will always take precedence over these in the event of a conflict. 2. RULE #2 - LANGUAGE: English will be the official and working language of the conference. The only exception to this rule is explicitly designated special language committees. 3. RULE #3 - DELEGATIONS: Each delegation will be represented by one or two delegates and one vote in each committee. Representatives of Accredited Observers and of Non-Member States will have the same rights as those of full members, except that they may not vote on any substantive issues. Representatives of Non- Governmental Organizations will also have the same rights as those of full members, except that they may not vote on any issues, both procedural and substantive. 4. RULE #4 – STATEMENTS AND PRESENTATIONS: The Secretary-General or a member of the Secretariat or Executive staff may at any time make either written or oral statements to the committee. The Director may also interrupt committee proceedings to allow for a presentation, guest speaker, or expert witness. Additionally, the Director or Moderator may allow an NGO delegate to speak upon being introduced to the committee. 5. RULE #5 - QUORUM: A quorum is the minimum number of delegates that must be present for the debate to start. The Director may declare a committee open and permit debate to proceed when at least one-quarter of the members of the committee are present. The presence of a majority of the members will be required for any substantive vote. A quorum will be assumed to be present unless specifically challenged and shown to be absent. A roll call is never required to determine the presence of a quorum. 6. RULE #6 - COURTESY: Delegates will show courtesy and respect to the committee staff and to other delegates. No talking is allowed in the committee room, except during an unmoderated caucus or when recognized by the dais staff. The Moderator will immediately call to order any delegate who fails to comply with this rule. 7. RULE #7 - ELECTRONICS: No use of electronic devices by delegates is allowed in the committee room during formal debate or moderated caucusing. These devices include, but are not limited to: laptops, tablets, and smartphones. Electronics may be used outside the committee room, while caucusing or during unmoderated caucusing. RULES GOVERNING DEBATE: 8. RULE #8 - UNMODERATED CAUCUS: A motion for an unmoderated caucus is in order at any time when the floor is open, prior to closure of debate. The delegate making the motion must specify a time limit for the caucus, but is not required to specify a purpose for the caucus. A majority of members is required for passage. The Moderator may rule the motion dilatory and may end the unmoderated caucus early.

9. RULE#9-MODERATEDCAUCUS:Thepurposeofthemoderatedcaucusistofacilitatesubstantivedebateatcritical junctures in thediscussion. Inamoderatedcaucus, theModeratorwill temporarilydepart fromtheSpeakers’Listandcallondelegatestospeakathisorherdiscretion.Amotionforamoderatedcaucusis inorderatanytimewhenthefloor isopen,priortoclosureofdebate.Thedelegatemakingthemotionmustbriefly explain its purpose and specify a time limit for the caucus as well as the time limit per speech. Amajorityofmembersisrequiredforpassage.TheModeratormayendamoderatedcaucusearlyathisorherdiscretion.

10. RULE #10 - CLOSURE OF DEBATE:When the floor is open, a delegatemaymove to close debate on thesubstantiveorproceduralmatterunderdiscussion.Delegatesmaymovetoclosedebateonthegeneraltopicor debate on an amendment. TheModeratormay rule such amotion dilatory.When closure of debate ismoved,theModeratormayrecognizetwospeakersagainstthemotion.Nospeakerinfavorofthemotionwillberecognized.Closureofdebaterequiresthesupportoftwo-thirdsofthecommittee.Ifthecommitteeisinfavorofclosureofdebate,theModeratorwilldeclaretheclosureofthedebateandmovethecommitteetoimmediatevotingprocedure.IfagivenSpeakers’Listisexhausted,debatewillautomaticallybeclosed.

11. RULE#11-SUSPENSIONORADJOURNMENTOFTHEMEETING:Wheneverthefloorisopen,adelegatemaymoveforthesuspensionofthemeeting(suspendingallcommitteefunctionsuntilthenextmeeting),orfortheadjournmentofthemeeting(suspendingallcommitteefunctionsforthedurationoftheconference).TheModeratormayrulesuchmotionsoutoforder.Wheninorder,thesemotionsarenotdebatable,butwillbeimmediately put to a vote barring anymotions taking precedence and they require amajority to pass. Amotion toadjournwillbeoutoforderprior to the lapseof three-quartersof the timeallotted for the lastmeetingofthecommittee.

12. RULE #12 - POSTPONEMENT AND RESUMPTION OF DEBATE (TABLING): Whenever the floor is open, adelegatemaymove for thepostponementofdebateonadraft resolutionoramendment currentlyon thefloor.Themotion,otherwiseknownas“tabling,”willrequireatwo-thirdsvotetopassandwillbedebatabletotheextentoftwospeakersinfavorandtwoopposed.Nodebateoraction,includingvoting,willbeallowedonanydraftresolutionoramendmentonwhichdebatehasbeenpostponed.Amotiontoresumedebateonadraftresolutionoramendmentonwhichdebatehasbeenpostponedwillrequireamajoritytopassandwillbedebatabletotheextentoftwospeakersinfavorandtwoopposed.Resumptionofdebatewillcanceltheeffectsofpostponementofdebate.

RULESGOVERNINGSPEECHES:13. RULE#13-SPEAKERS’LIST:AcontinuouslyopenSpeakers’Listwillbeestablishedforthepurposeofgeneral

debate. This Speakers’ List will be followed for all debate on the topic area, except when interrupted byproceduralmotions,discussionofamendments,ortheintroductionofadraftresolution.Speakersmayspeakgenerallyonthetopicareabeingconsideredandmayaddressanyworkingpaperordraftresolutioncurrentlyon the floor. TheModeratorwill either set a speaker’s time or entertainmotions to set a speaking time.Motionstochangethespeakingtimewillbeentertainedintheorderinwhichtheyareintroduced.SeparateSpeakers’Listswillbeestablishedasneededforproceduralmotionsanddebateonamendments.AcountrymayadditsnametoaSpeakers’Listbysubmittingarequestinwritingtothedais,providedthatthenationisnotalreadyontheSpeakers’List,andmayremoveitsnamefromtheSpeakers’Listbysubmittingarequestinwritingtothedais.Atanytime,aModeratormaycall formembersthatwishtobeaddedtotheSpeakers’List. The names of the next several countries to speak will always be posted or announced for theconvenienceofthecommittee.AmotiontocloseanySpeakers’Listisneverinorder.IftheSpeakers’Listisexhaustedandtherearenomorepointsormotions,debateisautomaticallyclosed.

14. RULE#14-SPEECHES:NodelegatemayaddressasessionwithouthavingpreviouslyobtainedthepermissionoftheModerator.Thedaismaycallaspeakertoorderifhisorherremarksarenotrelevanttothesubjectunderdiscussionorareoffensivetocommitteemembersorstaff.Speechesmustbemadeinthethirdpersonandnodelegatemaydirectlyaddressanotherdelegation.WhenadelegateexceedstheallottedtimedecidedforspeechestheModeratormaycallthespeakertoorder.

15. RULE#15 -REFERENCETOCOMMITTEEDOCUMENTS:Delegatesmaynotrefertoanyworkingpaper,draftresolution,oramendmentthathasnotyetbeenintroducedtothecommittee.

16. RULE #16 -ABSENCE:Delegateswhoareabsent fromcommitteewhenrecognizedby thedais forfeit theirtime.TheModeratorshallcontinuewithdebate.

17. RULE#17-YIELDS:AfterbeingrecognizedfromtheSpeakers’List,adelegatemayyieldanyorallofhisorhertimeinoneofthreeways:toanotherdelegate,toquestions,ortothedais.Pleasenotethatonlyoneyieldisallowed.Adelegatemustdeclareanyyieldattheconclusionofhisorherspeech.a. Yieldtoanotherdelegate:Thespeaker’sremainingtimewillbeofferedtothatdelegate.Ifthedelegate

acceptstheyield,theModeratorshallrecognizethedelegatefortheremainingtime.Thedelegatemaynotmakeany further yields. To turn the floorover to a co-delegateof the samemember state is notconsideredayield.

b. Yield to questions: Questioners will be selected by theModerator and limited to one question each,whichwillbelimitedtothirtyseconds.Follow-upquestionswillnotbeallowed.TheModeratorwillhavethe right to call to order any delegatewhose question is, in the opinion of theModerator, rhetorical,leading,ornotdesignedtoelicitinformation.Onlythespeaker’sanswerstoquestionswillbedeductedfromthespeaker’sremainingtime.

c. Yield to the dais: Such a yield should bemade if the delegate does notwish his or her speech to besubjecttocomments.TheModeratorwillthenmovetothenextspeaker.

18. RULE#18-COMMENTS:IfaspeechfromaSpeakers’Listendswithnoyields,theModeratormayrecognize

delegates,otherthanthe initialspeaker,tocommentforthirtysecondseachonthespecificcontentofthespeechjustcompleted.TheModeratormayruleacommentoutoforderifitisirrelevantordoesnotpertaindirectlytotheprecedingspeech.Commentersmaynotyield.Nocommentswillbeinorderduringdebateonproceduralmotions,amendmentdiscussion,orinmoderatedcaucuses.Amaximumoftwocommentswillbetakenonanyspeech.

19. RULE#19-RIGHTOFREPLY:AdelegatewhosepersonalornationalintegrityhasbeenimpugnedbyanotherdelegatemaysubmitarequestforaRightofReplyonlyinwritingtothecommitteestaff.AdelegategrantedaRightofReplywilladdressthecommitteeattherequestoftheModeratorforthirtyseconds.

RULESGOVERNINGPOINTS:20. RULE#20 -POINTSOFPERSONALPRIVILEGE:Wheneveradelegateexperiencespersonaldiscomfortwhich

impairshisorherabilitytoparticipateintheproceedings,heorshemayrisetoaPointofPersonalPrivilege.APointofPersonalPrivilegemayinterruptaspeakeronlyifthespeakerisinaudibleanddelegatesshouldusethispowerwiththeutmostdiscretion.

21. RULE#21-POINTSOFORDER:Duringthediscussionofanymatter,adelegatemayrisetoaPointofOrdertoindicateaninstanceofimproperparliamentaryprocedure.ThePointofOrderwillbeimmediatelydecidedbytheModerator in accordance with these rules of procedure. TheModeratormay rule out of order those

pointswhichareimproper.ArepresentativerisingtoaPointofOrdermaynotspeakonthesubstanceofthematterunderdiscussion.APointofOrdermaynotinterruptaspeaker.

22. RULE#22-POINTSOFPARLIAMENTARYINQUIRY:Whenthefloorisopen,adelegatemayrisetoaPointofParliamentary Inquiry to ask the Moderator a question regarding the rules of procedure. A Point ofParliamentaryInquirymayneverinterruptaspeaker.Delegateswithsubstantivequestionsshouldnotrisetothispoint,butshouldratherapproachthecommitteestaffduringcaucusorsendanotetothedais.

RULESGOVERNINGDOCUMENTS:23. RULE#23-WORKINGPAPERS:Delegatesmayproposeworkingpapersforcommitteeconsideration.Working

papers aid discussion of draft resolutions through formalizing (in written form) ideas expressed in thecommittee.Workingpapersneednotbeindraftresolutionformat.Workingpapersrequiretheapprovalofthe Director to be copied and distributed, and may contain signatories of contributors. Once distributed,delegates may begin to refer to that working paper by its designated number, but otherwise, debateproceeds normally on the topic. There is no formal introduction of working papers; they are consideredintroducedassoonastheyaredistributed.Therearenovotesfortheapprovalofworkingpapers.

24. RULE#24-DRAFTRESOLUTIONS:Amotiontointroduceadraftresolutionwillbeinorderwhenitreceivesthe approval of the Director and is signed by the indicated number of members. The final number ofsignatories required for each committee will be publicized at the beginning of the conference, as it iscontingentontheeventualsizeofthecommittee.Signingadraftresolutionneednotindicatesupportofthedraftresolution.Signingadraftresolutiononly indicatesadesireforthedraftresolutiontobediscussed incommittee. The signatory has no further obligations. A delegate may be a signatory on more than oneresolution. There are no official sponsors or authors of draft resolutions. Once a draft resolution has therequisitenumberofsignatories,hasbeenapprovedbytheDirector,andhasbeendistributed,adelegatemaymovetointroducethedraftresolution.Aproceduralvoteisthentakentodeterminewhethertheresolutionshallbeintroduced.Shouldthemotionreceivethesimplemajorityrequiredtopass,thedraftresolutionshallbeconsidered introducedandonthefloor.Morethanonedraftresolutionmaybeontheflooratanyonetime,butatmostonedraft resolutionmaybepassedper topicarea.Adraft resolutionwill remainon theflooruntildebateonthatspecificdraft resolution ispostponedoradraft resolutiononthat topicareahasbeenpassed.DebateondraftresolutionsproceedsaccordingtothegeneralSpeakers’Listonthetopicarea,anddelegatesmay thenbegin to refer to thatdraft resolutionby itsdesignatednumber.Nodelegatemayrefertoadraftresolutionuntilitisformallyintroduced.

25. RULE#25 -AMENDMENTS:Delegatesmayamendanydraft resolutionthathasbeen introduced.Onlyoneamendmentmaybe introducedatanygiventime.Themotionto introduceanamendment isconsideredaproceduralmotion,andthefinalvoteontheamendmentisasubstantivevote.AnamendmentmusthavetheapprovaloftheDirectorandbesignedbytheindicatednumberofmembers.Amendmentsarenumberedintheorder inwhich theyare introduced.Since thereareno friendlyamendments,allamendmentsmustbevotedonbytheentirecommitteetobeincludedinthedraftresolution.Amendmentstoamendmentsareoutof order; however, an amended part of a resolution may be further amended at a later time. Like draftresolutions,therearenoofficialsponsorsofamendments.Preambulatoryphrasesmayalsobeamended.Amotion to introduce an approved amendmentmay bemadewhen the floor is open. Amendments do notneed to be introduced in the order inwhich they are received. If themotion receives the simplemajorityrequired to pass, theModeratorwill read the amendment aloud, time permitting. General debate on thetopic area will be suspended, and a Speakers’ List will be established for and against the amendment. Amotion to close debate will be in order after the committee has heard at least two speakers for theamendmentandatleasttwoagainstoriftheSpeaker’sListhasbeenexhausted.Otherwise,theModerator

will recognizeatmost two speakersagainst themotion to closedebateon theamendment, anda voteoftwo-thirdsisrequiredforclosure.Whendebateisclosedontheamendment,thecommitteewillmovetoanimmediate substantive vote on whether or not to adopt the amendment. Votes on amendments aresubstantive.Ifthisvotereceivesthesimplemajorityrequired,theamendmentwillbeconsideredpartofthedraftresolution.Afterthevote,debatewillresumeaccordingtothegeneralSpeakers’Listonthetopic.

RULESGOVERNINGVOTING:26. RULE#26 -PROCEDURALVOTING:Allvotingisconsideredproceduralwiththeexceptionofvotingondraft

resolutions and amendments. Delegates must vote on all procedural motions, and no abstentions areallowed. Amotion that requires a simplemajority needsmore affirmative than negative votes to pass. Amotion that requires two-thirds to pass requires exactly or more than two-thirds of the votes to beaffirmative. InSecurityCouncilsimulations,aproceduralmotionrequiresninevotestopass. Ifthereareaninsufficientnumberofspeakersfor/againstamotion,themotionwillautomaticallyfail/pass.

27. RULE #27 - SUBSTANTIVE VOTING: The only substantive voting will be voting on draft resolutions andamendments. All other voteswill be procedural votes. After debate has been closed on the general topicarea,thecommitteewillmoveintofinalvotingproceduresandthechambersarethensealed.Atthatpoint,only the following points and motions will be entertained: Division of the Question, Reordering DraftResolutions,MotionforaRollCallVote,PointofPersonalPrivilege,PointofParliamentaryInquiry,andPointofOrder.Iftherearenosuchmotions,thecommitteewillvoteonalldraftresolutions.Forsubstantivevoting,eachcountrywillhaveonevote.Eachvotemaybea“Yes,”“No,”or“Abstain.”Memberswhoabstainfromvoting are considered as not voting. All matters will be voted upon using placards by default, except if amotion for a roll call vote is accepted. A simple majority requires “Yes” votes from more than half themembersvoting,asinmoreaffirmativevotesthannegativevotes.Onceanyresolutionhasbeenpassed,thevoting procedure is closed, as only one resolution may be passed on a topic area. In Security Councilsimulations,asubstantivevoterequiresninevotestopass,andthefivepermanentmembersoftheUnitedNationshavethepowertovetoanysubstantivevote.

28. RULE#28 -DIVISIONOFTHEQUESTION:Afterdebateonanytopichasbeenclosed,adelegatemaymovethat the operative parts of a draft resolution be voted on separately. Preambulatory clauses and sub-operativeclausesmaynotberemovedbydivisionofthequestion.Themotioncanbedebatedtotheextentofatmosttwospeakersforandtwoagainst,tobefollowedbyanimmediateproceduralvoteonthatmotion.Ifthemotionreceivesthesimplemajorityrequiredtopass,theModeratorwilltakemotionsonhowtodividethe question and prioritize them frommost severe to least severe. The committee will then vote on themotions in the order set by the Moderator. If no division passes, the resolution remains intact. Once adivision, requiring a simple majority, has been passed, the resolution will be divided accordingly, and aseparatesubstantivevotewillbetakenoneachdividedparttodeterminewhetherornotitisincludedinthefinaldraft. Ifallof theoperativepartsof thesubstantiveproposalarerejected, thedraft resolutionwillbeconsideredtohavebeenrejectedasawhole.Partsofthedraftresolutionthataresubsequentlypassedwillbe recombined into a final document. The final document will be put to a substantive vote as a whole,requiringasimplemajorityofthosevoting“yes”topass.

29. RULE #29 - REORDERING DRAFT RESOLUTIONS: After debate is closed, a motion to change the order ofvotingondraftresolutionscurrentlyonthefloorwillbeinorder.Thismotiontakesprecedenceoveramotiontodividethequestiononaresolution.Thedelegateraisingthismotionwill indicatethedesiredorderingofdraft resolutions.Thedefaultorderwillbetheorder inwhichthedraft resolutionswere introduced.Therewillbenodebateonthismotion,anditwillrequireasimplemajoritytopass.Onlyonesuchmotioncanpassineach roundofvotingprocedures.The reorderingproposalswillbevotedon in theorder that theywere

received;thereisnoprecedenceofoneovertheother.Hence,theModeratorwillfirsttakeallproposalsforreordering,andthenproceedtocallforvotesoneachone,untiloneofthempasses.

30. RULE#30-ROLLCALLVOTING:Afterdebateisclosedonanytopicarea,anydelegatemayrequestarollcall

voteonanydraftresolutionbeingconsidered.Suchamotionmaybemadefromthefloorandagreedonbyathirdofthecommittee.Amotionforarollcallvoteisinorderonlyforthefinalsubstantivevoteonadraftresolution. Inarollcallvote,theModeratorwillcallcountries inalphabeticalorderstartingwithaselectedmember.Inthefirstsequence,delegatesmayvote“Yes,”“No,”“Abstain,”or“Pass.”Adelegatemayrequesttherighttoexplainhis/hervoteonlywhenthedelegateisvotingagainstthepolicyofhis/hercountry;suchavote is termed “with Rights.” The delegate may only explain an affirmative or negative vote, not anabstentionfromvoting.Adelegatewhopassesduringthefirstsequenceoftherollcallmustvoteeither“Yes”or“No”duringthesecondsequence.Thesamedelegatemaynotrequesttherighttoexplainhis/hervote.TheModeratorwillthencallforchangesofvotes.Alldelegateswhohadrequestedtherightofexplanationwillbegrantedtimetoexplaintheirvotes,nottoexceedthirtyseconds.TheModeratorwillthenannouncetheoutcomeofthevote.

PRECEDENCE:31. RULE#31–PRECEDENCEOFMOTIONS:Precedenceisthehierarchyestablishedbetweendifferentmotions.

Motionswillbeconsideredinthefollowingorderofprecedence:i. PointofPersonalPrivilegeii. PointofOrderiii. PointofParliamentaryInquiryiv. AdjournmentoftheMeetingv. SuspensionoftheMeetingvi.
